Sailor Moon: Another Story-verse Strategy Guide

 

In September 1995 a JRPG was released for the Sailor Moon franchise after the release of the Manga's Third Arc the Mugen Arc, and the corresponding anime season Sailor Moon S. This game, involving the shifting of timelines and destiny, was a bit interesting in that it clearly used both the Manga and the 90s Toei anime, using elements from both. From a fandom perception this may seem paradoxical as the two stories have mutual exclusive events, but this sort of loose perception of continuity, more common with American Superhero Comics lately, was more in use for Sailor Moon as a franchise and a brand at the time with products not specifically focused on either continuity focused on the vague story of Sailor Moon expressed both ways. So what would happen if you were to analyze this hypothetical Sailor Moon brand as a verse, ignoring the discrepancies in the plot? Of course to do stuff would require someone immersed in Sailor Moon. To scale this verse would require someone with an in-depth knowledge of all the continuities of Sailor Moon to the point of being able to scale them as a single property, as well as knowledge of the secondary information like the Japanese only novelization of the Manga First Arc or Anime Guidebooks to the 90s Toei Sailor Moon.

Hi. My Name is Imperator100, fan of Sailor Moon since childhood and today is my birthday. The very first scaling I did was of the 90s Toei Sailor Moon series which I provided a complete vs analysis for, the first to my knowledge. The Sailor Moon Manga is my favorite series and I am in all humility, maybe the single most influential person as to the current scaling for the verse pioneering the mainstream scaling people used between 2014 to roughly 2023 or so when people started using dimensional tiering for the verse. I am, to my knowledge, the only person to have scaled this particular game. This blog is a strategy guide for Sailor Moon: Another Story and with it everything Sailor Moon in the first half of the 90s. This will include every character that would exist as of Sailor Moon Another Story's place in the Chronology after the Third Arc as well as scaling and information from later in the franchise that would retroactively apply, but not characters from further. 

This is how to be OP in the Another Story-verse.



Stellar Tier:

This is the tier for characters who are on the level of the Sailor Senshi untransformed or stronger but below their Transformed States. It would be easy enough to say that this tier in Stellar because in Chibiusa's Pictuary Diary 2 we see numerous stars that are living entities including Kengyu, Epsilon, Zeta, and Shokujo. But that would not get across why every character down to civilian characters scale to this state. All things bearing life in Sailor Moon are born from an inner star which when removed crystalizes into a Star Seed. These Star Seeds are vesselizations of a metaphysical power which have to manifest planets and stars from nothing, hence the name. People in the Sailor Moon universe hold an incredible power within them, a power that monsters draining only some of the energy from fans of theirs could take over the world (Sailor V chapters 3,4, and 6) and is inexhaustible (Sailor V Chapter 5.) In times of great emotion humans can utilize this energy become much stronger. Humans when brainwashed into violent hatred can become, in large groups, minor threats even to early Sailor Moon (Sailor Moon Act 1) and Sailor V (Sailor V Act 3). These Sailor Senshi are meant to be Cosmic Guardians of Planets and even Stars with Sailor Kakyuu being the explicit Guardian of the Kinmoku Star (Sailor Moon Act 57) and Five Child Senshi immediately after awakening for the first time defeating a planetary threat (Parallel Sailor Moon.) This early Sailor Moon uses the Ultrasonic Crying, a joke attack that knocks out but does not kill these brainwashed civilians (Sailor Moon Act 1), yet also shows the power to destroy a dimension (Sailor Moon Act 3) This Dimension seems to have a Moon in the sky and some argue even seems to have stars at one point. Even just using the Moon the distance from a planet to it's moon is comparable to the diameter of the largest planets and smallest stars, especially if you think it has to be double that for the Moon to orbit the planet. In the Sailor Moon R Promise of the Rose, humans brainwashed by Fiore pose a mild threat to the Second Arc Sailor Senshi. An arc prior Usagi's body had become that of Princess Serenity who tanked the initial energy of the Silver Crystal leaving her body. (Act 9) Given this scene is the Silver Crystal and its power leaving Serenity, at this point Princess Serenity was likely no different physically then a normal Lunarian, which humanity driven to genocidal hatred by Metaria slaughtered (Sailor Moon Act 10, Episode 44) In the Second Arc itself, Usagi, Ami, Rei, and Makoto withstand being on Nemesis, a black hole the size of a planet even in their civilian states, and even doing so after Sailor Moon's power causes the Black Crystal Reactors to supercharge and the planet's growth to violently increase (Sailor Moon Act 22.) Even using Pluto (Which was considered a planet at the time of Publication hence Nemesis being called the 10th planet) Nemesis would have a mass of 804 stars. In the next Act Black Lady tells Demande and Saphir that their planet is now without equal. Assuming just in the Solar System a Black Hole the Size of Jupiter would have of 65,322 stars. While the Senshi presumably evacuated before it reached that size Saphir could survive being inside that Nemesis, and in Act 22 was going to rely on using a piece of the Black Crystal to kill Civilian State Usagi. These are the Senshi civilian states that the R Movie in this combined canon that brainwashed civilians posed a mild threat too.

This is not limited to Brainwashed civilians but any human in an emotional state can reach this power. In Sailor V Chapter 8, a normal gang fights a brainwashed gang and while the brainwashed gang is stronger, the gap does not appear to be massive. In Episode 32 of the Sailor Moon anime, Umino a weak nerd character who prior that ep was beaten by a normal dog, was able to withstand strikes from a Youma that was a threat to the Sailor Senshi due to his love for Naru. Yuuchiro, a Shrine assistant in love with Rei, when trying to save her was able to survive an attack from one of the Seven Great Youma in Episode 30. In the Anime Nephrite's Modus Operandi involves the manipulation of this fact where he targets individuals at the peak of their emotions turning them into Youma that are relative threats to the Sailor Senshi (Sailor Moon Episodes 14-21.) The Star Seed's metaphysical power defines everything one is, and humans in Sailor Moon have shown to be using metaphysical powers that reach into the level of the Senshi. In Episode 20 of the anime a young girl named Sakiko uses psychic powers to conjure a ghostlike creature that seems relative to the Senshi in power. In Episode 30 Rei's grandfather a Shinto Priest uses spiritual power that is able to temporarily stalemate Zoisite of the Heavenly Four, a rival to the Senshi at that time and in Episode 63 he was able to briefly contend with the Droid Dumbull. Similarly Artemis is a Maution, an alien species that seems to be able to draw power from their Star Seeds as in the First Arc Artemis is actually to briefly ward away Dark Endymion, a character stronger than the first Arc Senshi and Princess Serenity who tanked the energy mentioned prior, creating a surge of energy around him (Sailor Moon Act 12) and was able to scratch up Sailor V as a gag (Sailor V, Chapter 11.) with both Luna and Artemis able to survive multiple attacks from Kunzite of the Heavenly 4 (Episode 44) yet Luna was also hurt substantially from Usagi's younger brother Shingo kicking her while brainwashed (Episode 5.) Finally the energy of humans is enough to grant Metaria greater form, this Metaria able to grant Endymion dark power stronger then the Senshi, suggesting that the energy of humans scales to a fraction of Dark Endymion's power. It is a recurring theme in both the manga and anime the Dark Kingdom is attempting to gather energy for Metaria and it's treated like a reasonable goal that she would become noticeably more powerful, this Metaria able to grant entities more power then the Senshi themselves have. 

Speed-wise, this tier scales to a ton of FTL speed feats for very low tier characters from the manga. Luuga is literally made of "electric energy", electromagnetic waves being light. (Sailor V, Act 6) Early Sailor Moon was able to move faster then a flash of light from a camera. (Episode 17) Minako prior to transforming for the first time launches herself to Venus in a short time before Artemis presumably brings her back that night. (Sailor V, Act 1) Both the aliens of Mau (Luna and Artemis) and the aliens of Coronis (Phobos and Deimos) came to Earth from another Star System (Sailor Moon Acts 53 and 54) yet still need to eat suggesting it was in a timeframe of days. The Lunarians traveled galactic distance over an unknown timeframe. (Sailor Moon Act 48) The Weaver Stars as well as Kengyu and Shokujo regularly travel dozens of lightyears every year for Tanabata. (Chibiusa Picture Diary 2) These speed feats are broadly calculated between tens to low thousands of times the speed of light. It's possible they could be much faster. In the December 1993 Animage Issue in the section "100 Seasons of the Sailor Senshi" Kunihiko Ikuhara the director of Seasons 2, 3, and 4 of the Toei Anime states that transforming increases the Senshi's spiritual power, but not their physical and mental power. This suggests that brainwashed civilians may scale to Second Arc Villains including Black Lady transporting Demande and Saphir to the end of spacetime (Sailor Moon Act 23), The Makaiju traveling the universe in what is presumably around ten years going by Ali and En's physical development (Sailor Moon Episode 59), Fiore traveling the galaxy in a similar timeframe to find a flower for Mamoru (Sailor Moon R Movie), and Demande planning to conquer the universe and other dimensions in the natural span of a human lifetime. (Sailor Moon Act 21) However you could argue that these characters are simply faster then the Second Arc Guardian Senshi with not scaling the Makaiju's attacks to it floating around in space, Fiore easily dodging Sailor Jupiter's attacks, Black Lady blitzing Sailor Moon and Demande blitzing Black Lady. 

So who exists in this tier? Sailor Moon: Another Story came out in 1995 when the world population was around 5.76 Billion, all of which would have the potential to reach this tier in emotional outbursts. This would obviously include the civilian supporting cast of Sailor Moon. Most of these normal humans lack powers but there are exceptions. The Seven Great Youma reincarnated into Seven Civilians who have greater capacity then normal such as Crane Game Joe having mild telekinesis. The most notable of these is Ryo Urawa, Ami's love interest in the Toei Anime who has visions of the future so often people assume he is a genius intellect on Ami's level due to him knowing the answer to every question. Sakiko is a young girl who has the power to generate a spectral ghostly entity that was capable of being a threat to the Sailor Senshi. Rei's grandfather is a Shinto Priest (as well as reincarnation of one of the Seven Great Youma) and with his spiritual power which came out of him like an aura he was able to repel Zoisite. The Sailor Moon Earth in general is host to people with powers corresponding to various New Age-y practices including Fortune-Tellers, Astrologers, Dowsers, Channelers, Spiritual Healers, and so on. Most of these specialize in divining information in one form from others: from spirits of the past or future or outer space, from the movements of the stars, from the attunement of physical objects, etc. 

The Wildlife of Sailor Moon is also different. Infamously two plesiosaurs, a mother and child, are shown to exist in Sailor Moon R. In the Sailor V Manga it is shown that the animals are arranged in kingdoms when their royalty is encountered as enemies by Sailor V. The Youngest of these is the Mosquito Princess Chuu-Chuu who controls swarms of Mosquitos which can infect enemies with Japanese Encephalitis and form constructs made of Mosquitos. Older then her is Nyan-Nyan, the Cat Princess, who can create a gas that made Minako dizzy and dazed, has illusion creation and energy-draining, and changed writing magically. Older then bother is Wan-Wan, the Dog Prince who has laser vision, illusion creation, and energy-draining. All three can also disguise themselves, levitate, and command their associated animal. 

In space there are also many opponents. The Stars in Sailor Moon are living entities. This would be as far as we know around 200 sextillion enemies at least up to UY Scuti, with a radius 909 times that of the Sun. There exists numerous alien species though a good number little is known about. The Aliens of Planet Mau like Luna, Artemis, and Diana are a species with a slightly catlike humanoid form as well as a catlike form. These aliens have shown telekinesis, energy protection/aura, weapon creation, flight, and sensory abilities so long as the crescent moon on their forehead is not covered. The Aliens of Planet Coronis like Phobos and Deimos are a species with a slightly crowlike humanoid form as well as a crowlike form. They have shown dimensional travel abilities and are known to have a military. Most dangerous are probably the Aliens of the Tau Dimension, the Daimon. The Daimon are not used to this universe and in their natural state can't persist long taking forms that resemble a jell, a strange planet, or something monstrous and hard to describe. To persist in this dimension they either possess an object (Toei Anime) or remove the soul of a living entity and wear the body like a skinsuit (Manga) with it being somewhat implied in the latter they also consume the original soul. Not Biological but on the world of Nemesis in the far future the Droids were built, the Manga Droids being robot assassins from the future sent back to the present to kill people and take their place, infiltrating society to sway it to the Black Moon Clan. 

Back on Earth, this world also has many supernatural entities. Places have associated Genius Loci, the spirits of the Places. Touhi-chan is a Genius Loci who drowns her opponents in escapism so they drown out their worries in easy escapes. Bonnus is a Genius Loci who drains the information from her opponent's minds. Resin the Dentist Spirit showed the most powers, turning an old dentist shop with an old scary dentist into a modern shop with a young attractive dentist to lure people in. She also shows brainwashing, energy-draining, a drill who's sound makes teeth hurt, an a syringe to inject enemies with ghost cavities. Besides Genius Loci there's also Vampires who can convert others to vampires by draining their blood as well as energy-draining but are weak to garlic and seemingly to sunlight. There's an entire village of ghosts called Yaga Village who's elder casts illusions so potent they work even on Sailor Mars making her think the village is still alive and not in ruins. Karaoke Warrior Mike Makii is a Karaoke Themed Monster who drains energy of those singing at her stage, and can attack herself with sound based attacks. 

This brings us to the Dark Agency, the main enemies of Sailor V, the underlings of the Dark Kingdom, a group of strange and possibly ethereal monsters taking humanoid form to drain humans of their energy. Disguise Power, Energy-Draining, and Brainwashing are common powers among them, with Pandora able to brainwash and drain energy across all of Japan and Lin-Lin able to brainwash across all of China. Other Abilities: DeVleene a low ranked Dark Agency Agent created and maintained a building made of fat, uses an illusion to make girls think they were not growing fatter, and create delicious chocolates that supernaturally tempts people into eating them. Petite Pandora was able to let off toxic fumes as she was dying. Hibiscus-y is able to sense hatred and was able to turn mortals into supervillains. Narcissus the first villain Sailor V can grow claws, project an energy attack, and shoot paralyzing waves that drained one's consciousness. Luuga is the strongest fighter in the electronic world, is made of electric energy and can take an ethereal form. Alongside standard Dark Agency abilities she is able to hit people from within her game or zap them into her game where they can't move unless a player plays them in the game. She also maintained her own dimension to fight in inside cyberspace and can shoot electrical energy blasts. The leader of the Dark Agency is Danburite, Sailor V's strongest opponent and who the rest report to. He uses playing cards that can slice off most Dark Agency members' necks and create explosions. He can use them to fortune-tell. He can attack with wind and lightning, created candy that could counteract DeVleene's, and was the hardest fight for Sailor V. But even he answers to a group, the four strongest of this tier.

In ancient time the Earth was one kingdom, with four subsections ruled by four warriors under Prince Endymion, known as the Four Heavenly Kings. Because they were bound to the four gemstones by Beryl's curse, they were not revived as enemies in Another Story and should only be in this tier, being the top threats of it. These are Ghosts bound to Four Stones, and were the Commanders of the Dark Kingdom suggesting some of the best skill and intelligence among them including warriors that were the best fighters of their entire world. (Luuga) All of them have levitation, teleportation and dimensional travel as well as illusion creation, the ability to disguise themselves, clairvoyance using crystal balls, and energy-draining that likely scales above the Dark Agency energy draining. Jadeite, Nephrite, and Kunzite all have shown energy projection and Nephrite, Zoisite, and Kunzite all use weapons (Zoisite uses a boomerang while Nephrite and Kunzite use swords.) Jadeite, Zoisite, and Kunzite all have forms of BFR as well, Jadeite and Kunzite having dimensional BFR, Zoisite and Kunzite using orbs to teleport enemies, and Kunzite being able to BFR enemies through higher dimensions and time. Jadeite and Nephrite have both shown aura-sensing, dimensional portal creation, and transmutation with Jadeite creating youma from the earth below and Nephrite creating them from the stars above. Jadeite and Zoisite have both shown fire conjuration with Jadeite's threatened to encompass a city and Jadeite and Kunzite have born shown other forms of energy manipulation. Nephrite and Zoisite both have shown enchantment with Nephrite using his to corrupt people and Zoisite's to amplify power while Nephrite and Kunzite both show superleaping with Kunzite's propelling himself into space. Zoisite and Kunzite both show technopathy, force projection and creating forcefields that can attack reflect.

In terms of unique powers, they each have some though Jadeite the least. Jadeite showed telekinesis and bodily control. Nephrite could use divination through the stars motions to learn of the future, had super-hearing and could generate explosions. He could also detach his shadow which along with other powers could disguise itself and possess people, or pieces of his soul which could also possess people and create paralyzing waves. Zoisite has various forms of element manipulation including earth manipulation and ice manipulation to create jagged icicles and earth shards to hurt the Senshi along with Storm Creation that could encompass all of Japan in a storm for several days. He can turn into a shadow, command the rats, induce melancholy and sentimentality across Azabu-Juuban and brainwash people across all of Japan. Kunzite can generate winds so cold that it can create absolute zero temperature or freeze all of Japan. A statue of him was able to petrify a village and he can create a dark dome that absorbs energy and closes to crush his enemies as well as manifest attacks within. He can also encompass an area in darkness and warp spacetime to cause the Senshi to wander forever inside the Dark Tower as well as BFR and Trap enemies in other dimensions, higher dimensions, across time. 

So in terms of offenses the tier's biggest are basically the Heavenly King's Arsenal, The Dark Agency's extremely potent brainwashing and energy-draining, Luuga's more meta powers, and the Daimons' soul manipulation. In terms of defenses the tier's biggest are the higher plane Kings of Heaven (Astral) and Genius Loci (Spiritual), Logia Intangibility from the Daimon (Gel) and Zoisite (Shadow), and the ability to create attack reflection forcefields from Zoisite and Kunzite. This verse also has the problem of just.... so, SOOO many enemies with sextillions of enemies at least. So what can you use against the tier?


The biggest weakness of this tier is range. The maximum range and scale of most of the powers on this tier are city to country scale.The powers that actually are on the scale of the gigameters like you'd expect from this power level are the stars' true forms being stars themselves (and able to flood the Heavenly River), as well as maybe Nephrite's transmutation which is pretty vague. If someone could attack them from stellar distances, there is nothing to suggest they would be able to tell where it's coming from. Some metaphysical entities might survive though it's not clear if Luuga would survive without any technology to host cyberspace, the Kings of Heaven would survive without their Hi Stones, or the Genius Loci would survive without the places they're associated with. This doesn't solve EVERY problem. The Stars are still extremely numerous but if the character has higher range and infinite stamina, they should not be that big a problem. It doesn't even need gigameters, just so long as it's past where the characters can sense. 

But let's say the character has to get into "close" range. What should they do? Probably the most common power of Sailor Moon villains is energy absorption and with good reason. The energy inside people is incredibly potent in Sailor Moon and energy absorbing allows power amplification. But even more impressive as shown in the Third Arc is Soul Absorption or Lifeforce Absorption. The Hostia of normal humans is enough for Pharaoh 90 himself to subsist briefly off, meaning absorbing souls or lifeforce would super amplify any attacker. This also solves the stamina problem as they can simply gain the power from the people they're defeating.

Actually resisting the verse's offenses would be difficult. The Senshi via the Light of Stellar Protection have a very impressive hax resistance suite which is not realistic for any random attacker to have. That said some things that would help: Being Higher Plane obviously helps a lot and if one is a spiritual entity the only abilities that can threaten are Kunzite's spacetime hax and Luuga's metafictional hax. Anti-Evil Hax would work on the powers of many of the threats here save the reformed Kings of Heaven. Many powers in this verse actually traverse through space to hit their enemies. Brainwashing happens through brainwashing waves that propagate often through technology or sound waves, Kunzite BFRs using an energy blast, Luuga zaps people into her game, etc. Messing with space or having a forcefield or protective aura similar to the Senshi's protective light etc. might ward off the attacks. It was through Attack Reflection that Sailor Moon beat the strongest Heavenly King Kunzite in the Toei Anime, reflecting his dark blade back at him. 

Finally Dimensional Manipulation would not be a bad idea. The only characters that have dimensional abilities are the Heavenly Kings, kind of Luuga, and the Aliens of Coronis. Dimensional BFRing anyone else would trap them, and dimensional travel allow return from Jadeite and Kunzite's dimensional BFR. It would also give opportunities to pop in and attack at the attacker's leisure. 

So who could use? Well you could use



Blast, the Number One Hero, from One-Punch Man

Blast was able briefly contend with early Cosmic Garou who's power was compared to gamma ray bursts and redirected the power of Saitama and Garou's clash that deleted a section of stars in the sky, putting him on the higher end of the tier in power. Even early Cosmic Garou is likely much faster then the Garou who created a constellation of lights from his fight calced at over 4 times the speed of light, suggesting he'd be around this tier's lower estimate in speed from upscaling to an FTL feat. 

Blast fights with a form of combat focused around dimensional portals. He was able to sense Garou distorting energy in another energy and Empty Void's attack coming in from another dimension. He can also attack at said range by use of his interdimensional portals, this gives him an immense range compared to the tier. Only the Coronis Aliens and the Kings of Heaven could even potentially attack him if he was in another dimension and none of them would be able to sense where the attacks are coming from. They may be able to divine them with things like divination, but in the meantime Blast can be attacking the tier with energy on the scale of gamma ray bursts and dimensional bfr trapping enemies in other dimensions which only a few could recover from. With his energy sensory abilities he would be able to tell where most of the tier is located such as sensing Lurga's energy emanating from her video game. 

The Biggest direct threat to Blast would be the Kings of Heaven, the strongest characters in the tier broadly who hypothetically have the ability to pursue him. But if they get into the same dimension with him, Blast can also fight them more conventionally. His powers derive from gravity manipulation which can be used to crush their bodies as they lack equivalent super strength, and can be used both to warp spacetime and use the technique Gravity Knuckle to absorb energy or redirect it with portals. It was Sailor Moon parrying Kunzite's dark energy blades back at him that fell the strongest of the Heavenly Kings and Blast can do that times a million by warping the very space the Heavenly Kings' attacks are transmitting through like a Moon orbiting a planet to reflect them. 

The only real threats to Blast are being overwhelmed by a large number of enemies at once or running out of stamina, but for someone even better suited to fight the tier you could use 




Cell from Dragon Ball Z

Cell has the most famous solar system level statement in fiction and while can be interpreted higher, broadly he should be in this tier's level of power. Most speed estimates for Manga Cell varies from thousands to billions of times the speed of light which is on the upper end of higher estimates for this tier. So he should have comparable power to most people here and be faster

Cell via his Aura-Sensing and the Instant Transmission Technique was able to return from being BFRed into the afterlife. He can also use the Kamehameha Technique to shoot a Ki wave that can encompass planets and solar systems. With this he can simply go from Star System to Star System destroying them with most of the natives having no warning or ability to fight him. Even greater, it is said he has the ability to use the Spirit Bomb technique. This uses the lifeforce directly from people to launch a holy energy attack. Not only would this be supercharged due to the power of Hostia in the Sailor Moon universe and be useable on a range most of the tier has no counter to, but it's holy association would be especially strong on most of the enemies this tier nullifying their regen or incorporeal nature. In Dragon Ball Super Trunks absorbs the energy of a Spirit Bomb into his sword and if Cell can do similar it would super amplify him.

Beyond that Cell has numerous other defensives. Like most Dragon Ball characters when powered up Cell has an aura around him that can deflect attacks of insufficient power level. With most of the haxes in the tier being based in waves or energy blasts, Cell's ki aura or a ki shield he projects could actually protect him from much of it. It's also very in character for him to spam out Cell Jr.'s which are as strong as his Perfect Form to fight for him. 

In close range, Cell has the advantage of a healing factor so advanced that nothing but hax from the tier is going to effect him, and even trying ot conventionally damage him would only make him stronger with Zenkai. He has way higher skill then almost anyone in the verse, let alone the tier, as he was able to actually match Goku, one of the most skilled fighters in the universe even at this point. Even if he does get overwhelmed he can always self destruct which would destroy everything on a planetary range and then just regen while taking out most of his enemies. He can also snag and absorb peoples' energies with his tail and this seems to work on their chi, their life energy which would give him a similar massive amp. This isn't even talking about more specific counters such as using the intense light of a Solar Flare attack technique to destroy Nephrite's shadow which is weak to light or the Kiai Technique which reflects attacks to reflect Kunzite's dark energy blades.

Cell's only weaknesses here are his own arrogance and how it's possible he would need to get into close range to use some of his stronger abilities. If Cell is at close range and isn't powered up it's possible he could be taken off guard by some hax due to his own arrogance. For the best counter to the tier I'd suggest

At the death of Shiranui the 13 Brush Gods fled and became constellations, putting Yumigami in the same stat range as the tier, if not on the higher end, though not out of their range compared to the Nemesis Mass disruption feat and potential scaling to millions to billions c. 

Yumigami has shown two forms both very hard for the tier to effect, one being a literal constellation which almost nothing in the tier has the area of effect to affect. The other is her true form which is a spiritual being which again almost nothing on the tier. At any time she can be either or whatever else she wishes to transform into, making her almost impossible to do any kind of damage too. She also easily has a range advantage as she is a user of the Celestial Brush, the tool of the Gods to paint reality and which with but a dab can paint a star into the sky. With the Brush Gods able to sense the mortal realm (the universe) in disarray from the demons, she'd easily have the range advantage. Yumigami is also a holy spirit of higher caliber then Sakuya, a tree sprite who's spiritual aura kept an area protected from the incursion of demons, with Yumigami likely able to create similar spiritual protection if not much stronger. 

Offensively Yumigami uses the Celestial Brush which stops time as it is used and is a reality-warping weapon that can hit anyone here from interstellar range. She also has dimensional travel as gods like Amaterasu and Orochi's battle plunged them from the Celestial Plain down to Earth. 

However all this ignores Yumigami's greatest asset here. Yumigami's particular Brush Technique Crescent is about the manipulation of the Moon. Lunar Astroremkinesis, or manipulation of the Moon is a very specific ability that is absolutely broken in Sailor Moon. This is because the Moon has a secret power. This secret power is the key to Sailor Moon's sealing that worked on Metaria and grants her the light of Stellar Protection, a hax resistance against almost everything in the entire verse. Guarded by the Moon's Holy Rays Yumigami would be immune to any hax in the tier and can instantly seal any enemy. Surprisingly enough, the Moon Bunny can protect Sailor Moon-verse. 




Galactic Tier:

This is the Tier of the Power Level of the Sailor Senshi and characters on their tier. Due to the intervention of the Opposito Senshi, destiny was altered and all the enemies of the first three arcs were resurrected, often referencing events from the Manga and the Toei Anime. Even the Ayakashi Sisters who were redeemed in the 90s Anime reverted back to their "original destiny" and their far more evil Manga personalities. These villains returned were made stronger able to fight the Sailor Senshi Post Mugen Arc/Post-S. There are seven villain groups and of course the Sailor Senshi themselves. 

This tier scales to a large numbers in the galactic or above tier. The Destruction of Planet Nemesis (Act 26), a black hole that can envelop the solar system from the manga is calced broadly in the range of the energy to destroy small to large galaxies. Base Sailor Moon's power is compared constantly across the Third Arc of the Manga to the Thyoron Crystal of the Daimon which gives live to the Tau Dimension. The Tau Dimension is a dying dimension running out of energy, and based on its description as a "gravity graveyard, swallowing even darkness" (Act 38) is likely a universe undergoing the Big Crunch, the condescension of the universe back into a single point, though is still large enough to visually contain a galaxy and it's surrounding space. Pharaoh 90 in the Toei Anime is a living universe that swallows galaxies whole (Episode 120) and yet Base Sailor Moon can withstand energy blasts from (Episode 125.) Kaguya is capable of freezing the universe generally considered a feat from galactic to universal yet flees Sailor Moon makes flee (Manga Lover of Princess Kaguya.) Base Sailor Saturn can destroy all of Pharaoh 90 a living universe (Episode 125) though this may be because of a specific technique that wouldn't apply to her physical stats. Pharaoh 90 opens a corridor connecting the far distant Tau Dimension to the main dimension and shows the entire galaxy the Daimon come from (Act 38) There are plenty of interpretations that can get them higher. Death Phantom is capable of reducing the universe to silence nothing (Episode 86) yet the Sailor Senshi can withstand an attack from him (Episode 88) Pharaoh 90 is a living universe though according to the Manga is dying out (Act 32) Higher dimensional feats are shown at several points like Sailor Mercury creating a higher dimensional space purely to avoid Collateral Damage (Act 12) and normal Ghosts implied to be higher dimensional (Act 18)

In terms of Speed the characters are MFTL+ with estimates ranging from billions to quintillions of times the speed of light or more if use dimensional tiering. All the speed feats the past tier might scale to would definitely scale here as well. Normal Lunarians travel galactic distances. Fiore can search the galaxy over 10 years, the Makaiju can wander the universe in a similar timespan. Demande claims he can conquer many dimensions in at most the timespan of a human lifespan and likely much less. Black Lady can physically fly Demande and Saphir to the end of spacetime. Beyond this there are a few more speed feats. Snow Kaguya was going to keep the universe frozen eternally (Lover of Princess Kaguya), Pharaoh 90 transported the Daimon from a far distant spacetime to the main universe in both versions (Act 32, Episode 120) Base Sailor Saturn flew to the center of Pharaoh 90 in minutes at most, Pharaoh 90 being a living universe. The Silver Crystal's light can instantly illuminate the universe and surpasses time instantly reaching the rift Wiseman resides in outside spacetime yet Wiseman can visibly react to it (Act 22) and the gathered Base Outer Senshi can react to the Silence coming to her from the Silver Millennium. (Act 33) View the upper end of the speed as something everyone here scales in reaction speeds, and the lower bound as something everyone's movement speed should be at least. 

The First Villain group was the Dark Kingdom, the superior to the Dark Agency. They are comprised of dozens of Youma, monsters that infiltrate the world to drain people of their energy. It is extremely common for them to have shapeshifting to disguise themselves as normal humans and direct energy-draining. Many of them have also shown binding abilities ranging from goo to vines to webbing to trapping people in giant tennis balls to make enemies prone while they drain their energy, and many of them have brainwashing controlling the crowds they've drained. Several of them have teleportation and portal creation, even on an interdimensional scale. Many of them have unique powers but some of them are more notable. Thetis, Murid, and the DD Girls have illusions with Thetis creating an illusion of an entire cruise ship including things like the taste of the food and the DD Girls creating illusory magma balls with real heat. Kyurene, Flaur, and Mitsuami can produce a gas that induces sleep. Castor and Pollux can seemingly copy powers and Kyameran can seal people in the flashes of light from a camera. However the MOST hax is Ramua who exists inside her own time dimension. In there she can freeze people in time, rapidly age them or rapidly de-age them until they disappear. She can make portals to her warp in space at will and distort perception people's time across dimensions by seemingly thousands of time over.

Their leader is Queen Beryl, primary antagonist of the first arc. She has many of the powers of the Heavenly Kings (having granted them much of their powers) and the youma. She can teleport, levitate, use clairvoyance with her crystal ball, manipulate energy. She can bind people with her hair whill will continue to do so even detached from her head, manipulated the people of the Earth Kingdom against the Moon Kingdom, can bfr people with teleporting red orbs, and can conjure illusions in Tokyo from the Dark Kingdom. She can shoot beams from her eyes that trap people in crystal and sleep forever and has her Witch Curse, a brutal power that allows her to shape someone's body and mind, turn them into gemstones for which their souls are sealed inside and cause them to be under her control no matter how many times they are reincarnated. Above her is the Goddess of Darkness, the Dark Kingdom's Supreme Leader, Queen Metaria. the one who granted Beryl and Endymion dark powers. Queen Metaria is an amorphous darkness who's presence drains energy, turn things to to stone, and eventually encompasses them in darkness. All conventional attacks were useless due to her ability to absorb the energy from all attacks used against her. Even not at her peak she grew large enough to encompass the Earth. Her presence also warps space-time, induces blindness, and causes hatred and violence. In the 90s anime the two fused into one entity, Super-Beryl who reappears in Another Story. Queen-Beryl is a 50 meter monstrosity that along with the powers of both components is said to be able to "instill hate and greed into all living beings"

The Second Arc villains are the Black Moon Clan. While they have many regular dozens, the Toei Anime introduces dozens of specialized droids used for the purposes of corrupting Crysal Points with negative energy in the past so as to weaken the future Crystal Tokyo. These get particularly hax. There are ethereal ghostly Droids like Aquatici, Veneti, and Akumuuda. Pharmakon can create diseases, and Chiral and Achiral are a pair of phasing Droids that control matter on the atomic scale. Giwaku is a sprite like Droid can use mind manipulation and illusions even on Ami, and Akuumuda is an ethetreal droid that can induce sleep only broken by true love's kiss and enter into dreams. Jakoku is a Shinigami Droid that can also enter droids and represents the specter of death, invulnerable in dreams except to attacks powered by belief that someone can surpass death. Luax is a time manipulating Droid that exists outside spacetime and similar to Ramua can manipulate time, which she primarily uses to reflect attacks by reversing the attack in time. 

Superior to them are the Agents of the Black Moon Clan. All of them possess the Black Crystal Earrings which allow for levitation, passively warp spacetime, teleport, and drain energy. The lowest of them are the Ayakashi Sisters four Assassin Sisters from the future. All of them can manipulate negative energy to shoot in blasts, imbue their bodies with to enhance them, or to enchant into an area to corrupt them. Koan the equivalent to Mars has fire manipulation, mystic sensing, dark fortune telling, as well as attack reflection. Berthier the equivalent to Mercury has superintelligence, water manipulation, as well as Dowsing, the mystical practice of finding objects via a pendulum. Petz the equivalent of Jupiter has lightning manipulation, wind manipulation, and storm creation along with creating gems that can supposedly grant wishes. Calaveras the equivalent of Venus can use a dark energy infused whip and brainwashing. She also is a Medium skilled at Channeling, channeling a spirit through time and dimensions into the bodies of another, channeling the spirits of her three sisters into a bigger attack. Their superiors are Rubeus, Esmeraude, and Saphir of the Black Moon Clan. They have the same common abilities of the Ayakashi Siters. Esmeraude and Saphir both have the Supernatural Beast Hands that instantly drain the energy and kill people as strong as Rubeus. Rubeus is fast enough to blitz them. He can use fire attacks and create a powerful forcefield. Esmeraude also has energy-draining lightning and a Dragon Form that massively improved her physical stats. Saphir has a supergenius intelligence capable of creating Type 3+ technology. They have access to bombs that can tears holes in spacetime and Dark Wands that can multiply negative energy as well as become crevices in dimensions, mini black holes. Their leaders are Black Lady, Prince Demande, and Wiseman. Black Lady was the creation of Wiseman's will, who's birth warped all of spacetime. Demande was granted the Evil Eye Technique by Wiseman, a technique that allows him to brainwash and paralyze people on the level of Sailor Moon, great energy strong enough to destroy Wiseman, and gives resistance to mental hax as strong as the Evil Eye itself. It even protected the Black Moon Clan from the Opposito Senshi's manipulations of Destiny. The Black Moon Clan actually became a third party that fought against the Senshi and Opposito Senshi to claim the Silver Crystal for themselves because of this. 

Wiseman is the Avatar of Death Phantom's hatred merged with the planet Nemesis, the final villain of the second arc of the manga. He is a Black Hole that cancels out all other forms of power. He created the Evil Eye and Beast Hands. He wields the Black Crystal, dark equivalent of the Silver Crystal which grants dominion over space, time, and energy. With the Black Crystal he can create Black Crystal Pillars that produce a poisonous existence erasing mist. He can also create illusory copies of himself and corrupt people as he did to Chibiusa to create Black Lady. Its presence can erase existence up to entire planets and including spiritual things like King Endymion's spiritual projection. Wiseman also has a cosmic awareness that lets him perceive the spacetime continuum. 

The villains of the Third are the Daimon. Most are imperfect but some are able to fuse with a physical body to create a super organism with enhanced strength, lifespans, and intelligence. The Toei Anime introduced Perfect Daimon from an Imperfect Daimon fused with an Object. These all possess the Daimon powers of soul stealing as well as in the anime "Heart Crystal" stealing, which renders an opponent unconsciously following their last thought. They have unique abilities but some of the more notable are Doorknobder who can open and close any door, Cenicienta who can seal people in glass, and Ikasaman who spatially warped and merged countless dimensions as well as seal people inside playing cards. Stronger are the Human merged Daimon, starting with the Witches V. All of them have bodily control, soul manipulation, and mind manipulation with Cyprine-Ptilol's working on a city wide scale. Going from weakest to strongest, Mimete has the ability to shoot star based projectiles. Eudial can manipulate fire and created numerous high tech gadgets including a flamethrower, a sticky binding goo blaster, and a heart crystal removal blaster. Viluy is their smartest and created holograms of entire universes as well as Nanobot swarms that destroy the body on a molecular level to retrieve the soul. Tellu produces many plants called Telluns that absorb lifeforce and moisture from the air, these Telluns being part of her and can eat people like Venus flytraps. The strongest is the dual entity Cyprine-Ptilol who can energy produce energy draining hail, warp the battlefield into another dimension, has mind hax strong enough to affect the Senshi, and have magic lightning. They can phase, creating phasing magic bubbles to trap enemies, and can sense enemies. They also use staves that can neutralize attacks.

The highest of the Daimon are Mistress 9, the partner to Pharaoh 90, as well as Germatoid and Kaorinite. Kaorinite is the superior to the Witches V as the Grand Magus. She has shown occult rituals that can induce curses that can doom people, illusory traps, necromancy, and binding. She has clairvoyance with her reflecting pool. She can project lightning, force blasts, and psychic energy. She can teleport and sense enemies. She can bind with her hair, call forth a smoke screen, phase through solid objects, and create a forcefield that can encompass a building and the Inner Senshi can't break through. Germatoid is the scientist that creates the super-humans, Professor Tomoe. He can project lasers and parts him can possess objects. He also created various pieces of technology including an elevator that traps one in an illusory dimension of multi stellar scale. Mistress 9 is the leader of the invasion forces. She can absorb energy and create a forcefield superior to Kaorinite's. She can teleport even between dimensions as well as destroy dimensions, can bind with her hair, and shapeshift. She can also project psychic hands which can travel through dimensional portals, shoot negative energy lightning, and steal souls. 

The villains of the Second Arc Filler Arc are the Alien Duo Ali and En and their Cardians. The Alien Duo are two aliens with flight, teleportation, and superleaping. They can both produce force blasts and create illusions. Ali can create dark energy storms that can do damage, nullify positive energy, and dull the senses. En has the power to see the future in visions. The two can summon enemies called the Cardians, their energy draining monsters of the week. Some of the most notable are Amaderasu who attacks with sun rays and seals people in energy orbs, Siren who can use a mystical song to induce sleep, and Reci a ghostlike Cardian that can phase through solid objects. They serve the Makaiju, a cosmic tree that produced life and energy for Ali and En's homeworld and can destroy whole planets. It is self-aware, can produce acids, and even twigs of it will latch onto people to drain their energy. 

Very similar to their species in appearance, the first movie introduced the villain Fiore and the Xenian Blossom. The Xenian Blossom is the most dangerous lifeform in the galaxy who brainwashes entities and causes them to destroy planets. From its power, Fiore demonstrated lifeforce manipulation, large scale telekinesis, mind manipulation, possibly planetary energy-draining and low-godly regen. He also has resistance to illusions and can summon armies of energy-draining flower youma. The second movie and the manga short story it's adapted from introduced Princess Snow Kaguya. Her snow dancers would be in this tier, icy spirits that can freeze whole streets at once. 

Finally this tier has the Opposito Senshi themselves, the villains of the Game. They are counterparts to the Inner Senshi with levitation, telekinesis, and teleportation. More famously they have Time Travel and Destiny Manipulation which they used to go back to the prior SM villains and change their fates, resurrecting them and empowering them. They are a team with teamwork that rivals the Inner Senshi's. They have access among them to numerous other techniques including physical slashing techniques, poisons, music that can induce sleep, petrification, and illusions. They each also have elements matching their Senshi equivalent with Nabu having Ice Manipulation (and being the hardest boss in the game), Nergal having Fire Manipulation, Marduk having Lightning Manipulation, Ishtar having Light Manipulation, and Sin having Energy Manipulation. Sin also has a level of willpower and purification resistance past the others, resisting the purification that worked on the others. 

However all these enemies were defeated by the Heroes of the Solar System, The Sailor Senshi are women born blessed by fate, incarnations of the Gods, chosen ones born under the lights of Planetary Protection giving them resistance to almost every single ability mentioned prior. Their eternal lives as Sailor Senshi are punctuated by reincarnating into mortal lifetimes. Upon awakening to their true identity they gain memory of their past lives and the ability to change into the Sailor Senshi form becoming Women of Supernatural Power and Beauty. They can teleport even across dimensions and with others, can destroy or repair space itself with their power, destroying dimensions or repairing holes in spacetime. They can affect at least spiritual enemies with their power, possibly conceptual enemies. Their energy can enchant objects, creating new attacks or bringing them to life, and they have Cosmic Awareness having Sight and Hearing strong enough the Outer Senshi could watch the downfall of the Silver Millennium from outside spacetime, Feeling strong enough that Chibiusa could feel her friends pain from the future, enhanced smell such that the Starlights could smell Tin Nyanko's alien pheromones, and just so many forms of extrasensory perception: Sensing Hatred, Malice, Danger, Aura, Energy, Higher Plane Entities, etc.  Another Story also generally gives the Senshi a lot more elemental attacks themed to their element and implies they all have some level of purification as the other Senshi all aid Sailor Moon in purifying the comet. 

The 4 Guardian Senshi are Sailor Moon's Bodyguards and Closest Companions. Sailor Mercury is a Hydrokinetic Girl with a supergenius intellect able to compete with the supergenius villains they run across her. She can control water in many states including creating an obscuring mist and freezing enemies solid. She also has the Mercury Computer and Visor that allows her to analyze enemies and situations to gain information, even calculating the shifting of the countless dimensions Ikasaman fused. She can use this together to generate a higher dimensional space with Super-Dimensional Space Emerge. Sailor Mars is a pyrokinetic girl who is the most spiritually attuned of the Senshi as a Miko with the strongest mystical sixth sense that lets her divine the future. As a Miko she can also use Mystic Ofuda which can exorcise and banish evil spirits or destroy them outright. They can paralyze and nullify the powers of evil entities and she can use dozens at once accurately. She can also summon a living firebird, and with her mystical power has shown mild probability manipulation winning the game of luck to get a cruise vacation with her powers. Sailor Jupiter manipulates lightning, wind, and plants. She has the greatest super strength of the Senshi often defeating enemies relative to them in elemental power with one strike and is able to strike across dimensions. She is also a blackbelt and can use her rose earrings as relevant ranged weapons against people of similar power to her along with summon a disorienting rose wind or a living living dragon to eat her enemies. Sailor Venus is their leader and along with being likely the most beautiful being the incarnation of Venus herself, she has light and metal based attacks. More then that however, she has toonforce, where she does things cause they're funny including being able to enter and exit video games at will, affect caption boxes, and pull up or watch the flashbacks of others. She also has energy danmaku attacks, chains for binding and grappling, and can create sulfuric acid, alongside many other attacks including her just naming her uppercut. 

They are aided in their mission by Tuxedo Kamen, the Prince of the Earth. He was born as the Senshi were with the light of stellar protection but can't transform as he is a boy. Nonetheless he has comparable powers to them. He has psychometry which allows him to receive information from objects as large as the Earth or even from his future self, create waves of force, heal people or give them strength. He shows notable stealth and melee weapon capability, and in the 90s anime throws roses amplified by his love for Sailor Moon as weapons that can disrupt magic or create a binding circle. He can throw a whole capeful at once and throw accurately enough to disarm four enemies at once with four roses. His love for Sailor Moon is so strong that when deprived of his memories, his memories projected an entirely new entity called the Moonlight Knight to protect her. 

The Third Arc introduces the concept of the Outer Senshi, though one is shown in the prior arc. The Outer Senshi guard the Outer Solar System from external threats, enemies much stronger and so were gifted stronger powers and items. Sailor Uranus is the wind manipulating speedster of the Sailor Senshi able to blitz most characters in the tier and with wind manipulation capable of reflecting attacks from wind. Her Talisman is the Space Sword which allows her to shoot vacuum cuts at her enemy. Sailor Neptune is her partner and is a powerful hydrokinetic psychic, with psychic powers considered superior even to Sailor Mars'. She can sense the future, someone's past life, has mystical intuition, and so forth. Her item is the Deep Sea Mirror which reveals the true form of things which can be used to dispel illusions and evil magic, and can be used for clairvoyance or teleportation even automatically teleporting the Outer Senshi away from danger. Sailor Pluto is the lonely Sailor Senshi residing outside of spacetime with dominion over it, able to move time or traverse time, and though it would cost her life, Sailor Pluto can even freeze time. Her Talisman the Garnet Orb can BFR people through spacetime or create a forcefield around her and her allies. She can also send people into dreams. However when the Three Talismans resonate together, they summon the final Outer Senshi and potentially the biggest threat on the tier...

Sailor Saturn, the Messiah of Silence. Sailor Saturn appears at the end of the era to bring all to nothingness. She has minor abilities like healing, distracting mist, forcefield, will projectiles away from her and so forth. But far more threatening is her weapon. Its touch can paralyze and drain energy. She has a massive negative aura that can destroy anything that it touches which she projects with Death Reborn Revolution through many tendrils. All of this is merely the prelude to the most feared technique in the Sailor Moon Universe, the Silence. By Lowering the Glaive, Sailor Saturn instantly causes death for all things, only things in a sealed away dimension can survive, everything else dies. This power can be used to reduce a dimension to a void and bypasses all defenses in the verse. Sailor Saturn's defenses are also high enough that the other Outer Senshi believed that if she awoke, all would be lost, no one could possibly stop her. 

So going over the most notable threats of this tier:

-LOTS of Spacetime Hax up to Multiversal with characters like Black Lady/Wiseman and Ikasaman

-Planetary, potentially Universal Existence Erasure (Death Phantom, Sailor Saturn)

It's a lot to counter, though fortunately the range of possible choices in the stat range is pretty broad, from galactic to universal and billions c to quintillions c even without dimensional tiering depending on lowball or highball. So what possible strategies can one use against that?

So the first problem is the spacetime hax. No matter how strong one goes, this tier has spacetime powers that are vastly above any counter that you can use. If you can use a character that is themselves outside spacetime, you can get past that and also attack the characters outside spacetime hax. However there's another tempting strategy one could use and that's using the very tactic the Opposito Senshi were using to cause such a stir, Destiny/Fate Hax. Sailor Moon takes inspiration from Greek Mythology with Fate being an extremely powerful force. Prior to the Fourth Arc Fate was seen an unstoppable force that even the Goddess Queen Serenity could not stop. Fate also controls spacetime as shown in the Silver Crystal's spacetime warping causing Destiny to go off track, Saturn's description of both Hotaru's unforeseen survival in the Third Arc and her description of the downfall of the Silver Millennium in the fourth arc, and the strange things the Opposito Senshi can do with their Destiny Hax. And the Opposito Senshi's Destiny Hax is not implied to be that strong, if anything it's implied they shifted the destiny of small groups of villains at once. Large scale Destiny/Fate manipulation would be really potent. While the Sailor Senshi would develop greater resistance to it in the Dream Arc, they wouldn't have it yet here.

What else would be helpful? Well while sensing is very common, the only characters here with Cosmic Awareness are the Sailor Senshi, Death Phantom, and to a lesser extent Queen Metaria from her energy-sensing. Most of the powers here are either based on proximity to the character or are close range magic attacks. Like the first tier, fighting from cosmic range can allow the user to attack from a range beyond most of this tier can fight. The two biggest threats of the tier are broadly Death Phantom and Sailor Saturn especially as they both can clearly attack characters outside spacetime. 

Sailor Saturn while broadly treated as a larger threat does have abilities more clearly come to mind that would help against her. Telekinesis to disarm her of the Silence Glaive has worked in the anime and she is unlikely to start with it due to its collateral damage meaning that it's mostly a matter of beating her before she does, though that's easier said then done with how she's supposedly unstoppable if awoken. There are some relatively common haxes the Senshi surprisingly don't have THAT strong resistances at this stage. Their Soul Hax Resistance isn't cosmic Pre-Super Form at best scaling to Cyprine's soul hax, and their transmutation/sealing resistance is also relatively weak. High Tier versions of any of them could work on the Base Senshi and potentially stop Saturn assuming the attacker can use it before she lowers the Glaive. A non-living character can also survive the Death Hax obviously though the turn to void part might still destroy them so that's not a super helpful asset. Death Phantom is trickier as he has a giant list of abilities. However Manga Death Phantom is the hatred, the dark spirit of Phantom possessing the planet Nemesis. Spiritual Banishment could remove Death Phantom from the planet, and spiritual sealing can stop him outright. 

Some other useful abilities might be anti-magic type abilities considering how almost everyone in this verse uses magic to some degree, energy manipulation considering how most characters use positive or negative energy to accomplish their abilities, or psychological manipulation as a lot of the characters have psychological weaknesses. Being a higher plane entity especially a spiritual plane entity or above would also give you a very good defense against most of the haxes here with the only people able to directly interact with you being the Senshi through their elemental attacks and Death Phantom through existence erasure. 

So the first counter you could use is


Lawless Dysnomia from Saint Seiya

Lawless Dysnomia was able to face off against Gold Saint Virgo Shaka and is meant to a dark mirror image to him, who should scale to the casual power of the Galaxian Explosion able to destroy galaxies. Both also have universal highballs if you think the Gold Saints casual power should scale to Seventh Sense Sanctuary Arc Seiya who created the power of a Big Bang and the Base Senshi scale to universal based on things like Base Sailor Moon's power being compared to the Thyoron Crystal that gives life to the Tau Dimension. Virgo Shaka also blitzed the Bronze Saints soon before they flew through the hyperdimension at quadrillions of times the speed of light, meaning she would have comparable power and be a bit of a speedster. 

Lawless Dysnomia is likely one of the greatest users of the Sixth Sense in the universe, being comparable to Virgo Shaka. The Sixth Sense for characters much less proficient allows sensory on an interuniversal range with Shiryu and Deathmask able to hear and see Shunrei's prayers on Earth from the gate to the underworld and attack on a similar scale. The Sixth Sense also gives telekinesis and paralysis that when mastered allows paralysis of characters similar to oneself in power. This is a level of paralysis beyond even the Evil Eye and it's likely she could use to stop Saturn from using the Silence as if she sensed the danger of her lowering the Silence Glaive with the Sixth Sense, she could use it to paralyze her in place. 

Dysnomia is a servant of the Goddess of Discord, Eris. Her role is to bring chaos to the realm of truth and destiny. Even Shaka's Tenbu Horin which traps the enemy in a realm of pure harmony, connected to the wheels of karma and reincarnation did nothing ot her. As such it's unlikely the Destiny Manipulation of the Opposito Senshi would do anything to her. She can also at any time exit spacetime to go to her realm that traverses spacetime from the age of the Gods to the Far Future showing that she can go to and act outside spacetime. She has enough skill to fight the Legendary Gold Saints and from her realm has attained access to the deeper truths of the universe as Shaka did. 

Just from being a Cosmo User on the scale of the Seventh Sense Dysnomia has access to many useful powers here. Her attacks can destroy someone on a higher plane nature up to the conceptual which can one shot anyone here. She should have similar resistance to the Gold Saints who battled the Sealed Titans who created their own dimensions with starry skies and planets of worshippers with souls and minds before absorbing them again. Not to mention that as a Dryad she's actually the Sins of humanity possessing a physical body, meaning if it's destroyed, she can simply find a new body to possess.

However her one weakness is that while she is a higher plane entity possessing a body, she is reliant on it to keep acting and can't just freely abandon it. A few of the more esoteric abilities could defeat her. Sailor Pluto BFR-ing her into dreams would likely work especially as the Garnet Orb can work even if Sailor Pluto is paralyzed. Also if she got into close range with Death Phantom his power nullification would nullify her cosmo abilities ridding her of almost anything she could do. While she does have the advantage in range, skill, and intelligence, these are still threats especially as the point Shaka makes her is that her wide view of the totality of being has blinded her to the small details that are equal in importance. Another counter you could use is


Zauriel from DC Comics

Zauriel is an Angel able to clash with Etrigan in power, scaling him to the level of the Post-Crisis JL Heavy Hitters, putting him in the same Galactic, maybe Universal range as the Base Sailor Senshi from feats like Superman withstanding enough anti-sunlight to vaporize half a Galaxy, Green Lanterns able to become the size of a space sector or stop black holes that can threaten their space sector, Superboy Prime shifting the center of the universe, Sun-Eaters eating galaxies whole, various higher dimensional feats, etc. DC Characters who are Cosmic Tier but not particularly Speedsters like Zauriel also scale to the Green Lanterns' automatic flight speed able to cross the universe in 10 hours, calced at mid quadrillions of times the speed of light, putting him at a very similar speed to Base Saturn. 

Zauriel as an Angel is a spiritual entity who can simply create new body as will. He was able to take Wonder Woman to Olympus, a conceptual realm outside spacetime and while he himself was in Hell, another conceptual realm outside spacetime, was able to project a body on Earth made of his spiritual energy. Along with his ability to sense things happening as far away as Heaven from Earth, Zauriel would be almost unstoppable directly. He can easily enter into areas outside spacetime or project an avatar there or into spacetime to fight for him. This avatar is made of spiritual energy meaning almost no ability in the tier can work on it and Zauriel's true self is spiritual in nature making him relatively hard to affect. While the Senshi can hit spirits, Zauriel can project an attack reflecting forcefield that worked on Bumblebee and Linda Danvers' attacks, which should let him avoid such attacks. He can freely enter into men's deepest dreams to deliver visions meaning things like Sailor Pluto's dream BFR and the dream haxes of Jakoku and Akuumuda would do nothing. 

Offensively, Zauriel uses a Holy Flaming Sword and a Sonic Attack that disrupts the frequencies of other entities even spiritual entities like the Spectre. The former would allow him to disrupt the powers of evil entities and the latter being a one-shot hax against anyone in the verse. Zauriel is also vastly more skilled and wise then the verse having existed and fought in a never ending war since the Dawn of Creation. He can negate illusions that can work even on Hal Jordan, meaning he could easily disrupt Germatoid's illusions, has protective glyphs on his uniform to protect any manner of small scale magic or demonic power, and he can't be power nulled by Death Phantom as his power comes directly from the Presence and would simply be instantly restored as Neo-Queen Serenity restored Sailor Moon's. Opposito Senshi's Destiny Hax and Death Phantom's Existence Erasure would be potent threats but Zauriel can one shot them with Holy Flame or his Sonic Attack and can project energy avatars into spacetime to fight them instead of risking fighting them directly. 

The Biggest Threat would be Sailor Saturn. Sailor Saturn is not an evil aligned character and while Zauriel's sonic attack would work on Saturn, and the Death Hax part of the Silence wouldn't work on a pure spirit, the Void Hax part likely would as it worked on the world soul Pharaoh 90, and it can even reach entities outside spacetime like Sailor Pluto. While I think that Zauriel is more likely to use his one-shot hax first as Saturn doesn't tend to use the Silence early, if you're worried about it and willing to use the higher universal to macrocosmic quadrillions c estimate for the tier, then you can use



Sagume Kishin from Touhou Project

Sagume is the superior to the Dream Ruler Doremy who casually creates and destroys the dreams of her realm, each capable of containing universes and realities painting a similar picture to Nehelenia, the Nightmare Queen who rules the universes inside mirrors, creating and destroying them. Nehelenia is a being that required the Super Sailor Senshi to even compete against yet Doremy had to indirectly get revenge against Sagume due to Sagume being greater. This may suggest the gap comparing such entities as Sagume with universal powers like the Higher Estimate Thyoron Crystal is like the gap between a single person and the number of dreams or mirrors in the world. Even this may undersell the gap however as even Reimu and Marisa, the protagonists of Touhou could not damage Sagume and they had prior defeated the Oni Suika. The Oni are given the strength of Heaven with Suika being stated to have the strength to rend apart even Heaven. Touhou uses numerous religious cosmologies including Buddhist, Taoist, and Shinto, to the point it's even a plot point in numerous games about religious conflict. However this Heaven may be the same Paradise that houses Amitabha, a God who is stated to be 6 * 10^125 Yojana tall, a cosmic height of such length that it views the universes as subatomic strings. In terms of speed right before their fight with Sagume, Reimu and Marisa were able to traverse a dream of Doremy's in minutes, this dream being its own universe. This is an almost identical feat to Sailor Saturn's though the timeframe is a bit longer. This means Sagume would be able to tank the tier's attacks and is about equal with them in speed, maybe a bit slower.

While Sagume may seem a physical entity, she is actually a Moon Goddess predating concepts and duality who's true form is omnipresent including in areas beyond spacetime, predating the concepts of space and time. She can create literally any number of physical bodies for herself, meaning if she wants to she can simply create a version of her to fight literally every single one of the tier's defenders. In terms of her true form the only thing in the entire verse including the Fourth and Fifth Arc that can do anything to her True Form would be the Venus Crystal's Toonforce that can affect even metafictional things like text boxes. However Sagume would obviously completely tank Venus' attacks, with even a lower estimate of Sagume being stronger then a being equivalent to Nehelenia who even her dying spirit can withstand attacks from Super Sailor Venus along with 6 other Super Sailor Senshi. The only other options Venus would have are her immersion to trap Sagume in a video game or her existence erasing energy blasts. For the latter Venus can at most shoot maybe a dozen blasts at once with Venus Crescent Shower. Needless to say this is child's play compared to even Easy Mode First Stage Danmaku from Touhou with Sagume being one of the more skilled fighters in the verse along with having an intelligence that would dwarf even Death Phantom the smartest being in Sailor Moon scaling from Eirin who can create medicines that removes concept of life and death from people. Venus' Immersion would likely not work for a similar reason it requires her to literally bring her into the video game with her and she would never tag Sagume even if she can hypothetically touch her true form due to Sagume's far greater mental stats, range, and abilities.

Offensively Sagume's main power is her Destiny Manipulation. Due to a combination of a perverse Amanojaku and a Pure Goddess, Sagume's nature is a contradiction and when she speaks something, it will resolve to reverse itself by any measure possible. This Destiny Manipulation can affect things across the entire multiverse and stop the battles of some of the strongest characters in the setting, being a Destiny Manipulation on the level of Demon Apsu, the villain of Sailor Moon Another Story the entire game is about beating. With this not only would she wrest complete control of spacetime from the spacetime manipulators but she could easily overpower the Destiny Hax of the Opposito Senshi, not even accounting her avatars could probably resist their Destiny Hax directly as Lunarians have so much fortune that it can't be reduced. As a Goddess she also naturally has a holy aura that would destroy and repel most of the evil based powers in this tier. Saturn's Death Hax would be a large threat to Sagume's Avatars, but she can always just remake them and Saturn's Hax kills herself to use even once. Most of the other powers in this tier are things lesser Touhou characters have and Sagume probably knows how to counter even just fighting with her Avatar. Dream Manipulation is the domain of Doremy who knows she can't beat Sagume. Planetary Madness Inducement like Metaria does is something the True Moon do that all Youkai tank. Death Phantom's Power Nullification wouldn't work as the process of creating spell cards involving defining its power and form mirroring on a smaller scale the Gods giving names and bounds to all things at the start so she could quite literally just give herself the same powers.  

All of this is ignoring the possibility that as the Pure Guardian of the Moon and the Lunarian Goddess who can manipulate the literal concept of "The Moon" Sagume can likely use the Moon's true hidden power, which would grant ever her Avatars resistance to almost every ability in the verse, and potent sealing on top of all that. 







Multiversal Tier:

The Final Villain of Sailor Moon Another Story is the Shaman Apsu fused with Sin of the Opposito Senshi to form Demon Apsu. Even prior to this Apsu had merged with the Tower of Time. The Tower of Time encompasses the Space-Time Corridor that Sailor Pluto guards, This Land is a rift with no concept of distance or direction (Act 23) and includes voids that encompass the depths of spacetime (Act 23) It is from here where Sailor Pluto guards over spacetime including alternate dimensions and pathways to alternate dimensions (Act 38) feats she can do because she is daughter of the God Chronos. (Act 23) There are many dimensions in the Sailor Moon Cosmology, and the Anime outside says there are "countless" (Episode 118), these dimensions larger then universes. (Episode 120) This is the level of power of the Two Super Sailor Senshi in Another Story, who happen to be the same two who wield greatest of the Sailor Crystal, the Maboroshi no Ginzhuisho, the Legendary Silver Crystal. It's also the level of the Enemies who are considered on par with the Silver Crystal. Speed is similarly infinite and beyond quantification with Shaman Apsu encompassing all of spacetime.  

The main character of the Sailor Moon Franchise is of course Sailor Moon herself. She uses the Silver Crystal the ultimate protective restorative force in the Sailor Moon universe, capable of restoring the multiverse from Apsu's manipulations and break the warped destiny caused by the evil comet. It can maintain Sailor Moon briefly even after her conceptual identity is removed. It grants immorality and dominion over the cosmos: space, time, energy, even destiny is warped by the Silver Crystal. Sailor Moon uses it for a variety of energy and light based attacks and to warp reality as she has done to perform miracles and reset time retroactively erasing the Dark Kingdom. The Silver Crystal can also absorb Sailor Moon and itself within it such that there is no physical manifestation of either where the spirit of Queen Serenity the prior user can empower her. She can also be empowered by her future self or channel her future self's spirit. The Silver Crystal will automatically act to protect Sailor Moon including teleporting her away from danger, forming a barrier around her, or projecting energy. Sailor Moon can also use it to seal people away which involves banishing them from existence and can do so to entire planets. The Silver Crystal can also bestow power and possibly allowed Sailor Moon to empower four of the other Senshi to resist Apsu's destiny manipulation, or it was just that her friendship speech was that effective. 

Sailor Chibi-Moon is Sailor Moon's daughter and uses her variation of the Silver Crystal called the Pink Moon Crystal which is the future Silver Crystal transformed to fit her. She has all the same potential as her mother though her ability to do so is shaky due to her not mastering its power or her emotions yet. If you beat Another Story with Sailor Moon you get the good ending but if you lose with her, you get a second chance with Chibi-Moon who can similarly beat Apsu, though this ending is slightly worse. Queen Serenity is the mother of Sailor Moon's past life and was herself a Master of the Silver Crystal scaling to most of Sailor Moon's abilities though she was not herself a Sailor Senshi and so did not have Senshi-specific abilities. 

Shaman Apsu is the one who recruited the Opposito Senshi and granted them their abilities. She can manipulate time and destiny as well as an absorption ability she used to absorb the Tower of Time and Sin before manipulating time and destiny of the Tower of Time. She also has divination abilities, madness manipulation strong enough to drive Anshar mad, and reality-warping implied to be on par with the Silver Crystal's after she absorbs the Rose Crystal. As Demon Apsu she attacks with various dark themed abilities like summoning a dark sun energy construct, hellfire, dark lightning, poison, and sleep-inducing waves. 

Finally the final bosses of the three Sailor Moon Arcs at their peaks were implied to be around the level of the Silver Crystal which in this continuity scales to Demon Apsu including Peak Metaria fighting Queen Serenity, the unsealed Death Phantom being a match for a weakened Neo-Queen Serenity and full power Chibi-Usa using two Silver Crystals at once, and Pharaoh 90's true being a world soul in the manga and a living universe in the Toei anime who at his peak was able to fight Sailor Saturn and Super Sailor Moon at once. So you also have those to deal with it. Snow Kaguya would also be here at her peak as in the Toei version she fought a Super Sailor Moon amped by the Senshi and power of Earth, with her cosmic freezing abilities and regeneration. 

So the strongest abilities of this tier, the ones with multiversal potency include:
-Multiversal Spacetime Hax (Silver Crystal, Demon Apsu, Death Phantom)
-Multiversa Destiny Hax (Silver Crystal, Demon Apsu)
-Multiversal Absorption (Demon Apsu)
-Multiversal Restoration (Silver Crystal)
-Multiversal Energy Manipulation (Silver Crystal)

With many more haxes on a lower potency, mostly planetary and Kaguya's universal freezing. 


In terms of counters, one weakness a lot of the God Tiers have is a lack of combat skill. Sailor Moon has by far the combat skill feat of beating two Outer Senshi at once. For the most part these are a bunch of cosmic entities who clearly don't fight comparable entities often. High Intelligence could also be useful as the only superhumanly intelligent entity here is Death Phantom and outside that the only two who are particularly wise are Queen Serenity and Demon Apsu. Psychological manipulation is particularly effective on Silver Crystal users due to the Silver Crystal being dependent on their mental state. 

For countering their biggest abilities, the best place to start are incorporeal entities who are also outside spacetime. If you don't use matter-energy and are not within space-time the only of the multiversal abilities that would apply is Destiny Hax. That one is trickier to resist, and the Silver Crystal can still affect conceptual entities with its energy regardless, but it would cut off most offensive tools the tier has.

Another very pronounced weakness the Silver Crystal users have is telekinesis combined with cosmic awareness to simply steal the Silver Crystal. While Usagi would develop past this weakness at the end of the Fourth Arc, stealing the Silver Crystal has been done once each in the first four arcs to a lesser or greater extent and not only completely depowers the user but also can leave them in a catatonic state. 

The other big threat alongside the Silver Crystal Users is Demon Apsu. Multiversal Destiny Hax is pretty hard to fight without comparable Destiny Hax or Destiny Hax Resistance. The best alternate strategies are manipulating her arrogance with a manipulator or to have a character who can resist magic or demonic powers specifically via anti-magic or holy type powers. She also has a relative lack of hax resistances so any kind of passive hax can cheese the final boss fight. 

So, who could use to counter the tier? One counter you could use is



Bayonetta from Bayonetta

Bayonetta from the third game in Bayonetta 3 defeated Singularity Chaos and Singularity Balance who even in his first form had merged with the chaos energy of the entire multiverse and via his Phenomena Intervention controlled the spacetime of the entire multiverse, making it a very comparable enemy to Demon Apsu. Bayo defeated Singularity Chaos and Balance and defeated Singularity Definition with the help of her two alternate selves.

Bayonetta has a lot of potent abilities that would help her. Some of her most basic abilities are Purgatorio and Witch Time. Her shifting into Purgatorio which is a metaphysical realm connecting Heaven, Hell and the Chaos of the Mortal Realm would honestly be effective against a lot of the characters here similar to Sailor Moon entering into the Silver Crystal and with most physical abilities not working on her there. Her using Witch Time was able to affect Singularity Chaos and Singularity Balance only resisted by Singularity Definition meaning it should work on even entities like Demon Apsu and allow her to simply dodge all of Demon Apsu's attacks. She can also just reflect Demon Apsu's attacks via Moon of Mahaa-Kalaa. This is helped by the fact that Bayonetta is a much more skilled fighter then anyone in this tier being the prodigy of the Umbran Witches who have supernatural skill as well as intelligence likely at least on par with anyone save maybe Death Phantom as she has feats of outwitting Demons as ancient as Apsu or Queen Serenity. 

Against most of the villains who lack mental hax resistance, Bayonetta can use Queen Butterfly's madness manipulation that induces insanity and a desire to die. The only exception is Death Phantom as the Evil Eye can protect his mind but the original Death Phantom while having much higher stats lacks the Black Crystal or Nemesis and so Bayo can literally just dodge the Beast Hands or Evil Blasts and beat him up. Umbran Witches also have very potent levels of telekinesis, on par with the Lumen Sages who can move space stations and can steal away the Silver Crystal to depower any of the Silver Crystal users. 

The only weakness this Bayo would have is that she lacks any large range feats and while Purgatorio would probably let her win anyway, if she get close enough Metaria's Mind Hax's or Pharaoh 90's Soul Hax might off guard her. Another counter you could use is



Mother from Skullgirls

Mother and her Two Children both created and maintain the multiverse as part of themselves being platonic concepts that emanate the multiverse. Her two children are multiversal space and time and they fear Mother, an entity far stronger then her meaning that this level of spacetime hax is unlikely to affect her at all. As a Conceptual Entity outside of spacetime most of the verse's haxes would do nothing against her. 

Mother could just try to attack the very directly but it's both safer and more in character for her to attempt to manipulate events, something she can do as she is a cosmic multiversal entity with likely an awareness dwarfing even Death Phantom's awareness of all spacetime. Doing things like manipulating the Silver Crystal to be stolen from the Silver Crystal Users would be well within her capabilities and even if Death Phantom can go to the end of spacetime and find her, she can very easily just destroy him.

The only real threat to her would be Apsu's Destiny Hax which can affect things outside spacetime. However not only is Mother a conceptual entity which Apsu's Destiny Hax has never shown the ability to affect but moreover The Trinity in Skullgirls view reality as a game meaning there's also likely a metafictional gap in reality between them. There are trace meta powers in Sailor Moon but they are all things that characters in Skullgirls much weaker then the Trinity have resisted that Mother would scale to. Minako's strongest toonforce abilities would be hypothetically erasing something using her planet power to hit a textbox and immersion to enter into fictional realities which are both inferior to Peacock simply painting herself in and out of existence, something Mother should scale to. Still if Apsu's destiny hax worries, you could use my ultimate counter for the tier 



The Great Weaver from Marvel Comics

The Great Weaver is one of the Conceptual Entities in Marvel Comics, with even the weakest Conceptual Entities being in the Multiversal Tiers of power, and the Great Weaver being one of the strongest of the Spider-Totemic Deities. He is a conceptual entity outside spacetime making him very difficulty for anything here to hurt or damage.

Beyond that however the Great Weaver's role in the Marvel Cosmic Hierarchy is to weave the web of life and destiny which is literally all destiny and life across the multiverse. This gives him Destiny Manipulation on the level of Demon Apsu except infinitely more time and experiencing using it then Demon Apsu along with resistance on a similar level. The Great Weaver can also steal the Silver Crystal like an insanely cosmic version of Spider-Man stealing the gun from a criminal's hand as he webs it and pulls it out of physical space time into the conceptual realm. 

That basically makes him both invulnerable against the verse and with one-shot options against any of them but even more then that The Great Weaver is the God Anansi, the Trickster God that regularly manipulates and deceives Deities with more knowledge and cosmic awareness then even Death Phantom and is prone to tricking the Silver Crystal users into weakening their resolve in a fight or manipulating the many exposed personality weaknesses of the villains. Anansi is also known in Mythology for having created the Moon to gift to Nyame the Sky God so he would also be able to get the benefit of the Moon's Blessings that let Sailor Moon fight Demon Apsu.
