Naruto-verse Strategy Guide

 

How to be OP in the Naruto-verse

For this blog I am assuming all characters are alive as they were at the End of the Series before the timeskip to Boruto times. If the character died, I'm assuming they were alive with the powers they had before they died. 

I just want to say that while I am using the in-universe Shinobi Ranks for the Tiers, these ranks are not fully about physical stats but about overall caliber of Shinobi, including things like mental stats, versatility, and hax. Plus there is some overlap between the edges of the ranks: Chunin is above Genin but the strongest Genin can beat the weakest Chunin. Because of this and combined with the fact that most Naruto characters vary in terms of stats depending on how much they are boosting themselves at the moment with Taijutsu is why for each tier I am going to be giving the range of power the characters in the tier are at broadly rather then a specific level. 

Academy Student Tier:

The Naruto-verse has five in universe ranks for Shinobi along with a couple tiers for characters outside the ranking. The lowest Tier is for Academy Students who have not yet graduated from a Ninja Academy. Naruto in Chapter 1 is here as the inciting incident in the story is him failing to graduate. For the next 698 chapters there are no other Academy Student characters in the story though in the final chapter, Chapter 700, we see the children of the main characters and prior to Boruto they would also be Academy Students. They are not technically Shinobi yet but do still sometimes become involved in the Ninja World as they prepare the skills to become Shinobi. 

Academy Students are able to move like blurs and jump from tree to tree or across buildings. This would give them superhuman levels of power and speed with the energy to jump onto a small building taking in the single digit kilojoules of energy, meaning this tier goes from human level power and speed to superhuman speed and wall level depending on how close the Academy Student is to graduating and what their proficiency is with Taijutsu, etc. Also this tier would contain conventional non-Ninja fighters who do exist in the verse who use metal weapons that would be wall level in attack potency and durability. 

While they are very low level Students in the Academy broadly learn the three basic types of Ninja Techniques along with how to use Ninja weapons and while it doesn't seem like you NEED to know all 3, or even 2 of them to pass as Rock Lee who can only use Taijutsu was able to graduate, it does seem like most students have at least a basic knowledge of all three's purpose. These include 

Taijutsu which is physical combat skill training as well as bolstering one's physical capabilities via control of one's Chakra or spiritual energy. 

Genjutsu which is the affecting of the opponent's mind by manipulating the chakra flow to their brain or injecting one's own chakra into their mind, though for Academy Students this would likely only be simple illusions

Ninjutsu which gives form to the one's chakra, and is pretty broad being basically everything else. The kinds of E Ranked Ninjutsu that Academy Students would learn the Rope Escape Technique which allows escape from bindings, the Clone Technique which creates afterimages meant to fool an enemy, the Transformation Technique which allows the user to disguise themselves as a person, animal, plant, or inanimate object, and Substitution Jutsu, where the user in the moment before being hit replaces themselves with an inanimate object. Finally Ninjas usually have an Element Affinity for Fire, Water, Wind, Earth, or Lightning and it's not unthinkable that an Academy Student might have basic Ninjutsu associated with their element.

Because Naruto grows past this Rank, within the first chapter even, I don't need to include any named character in the series to this point. The Children in Chapter 700, it's kinda hard to tell as in Boruto proper they start the series around Chunin Tier so kinda hard to say how strong they'd be in the conclusion of Naruto. 

Beyond the Ninja, the Naruto world does have conventional fighters. They are mostly only seen in the early arcs for obvious reasons, they get really quickly outclassed by the supernatural powers of the Shinobi, but regular conventional forces should be here. The Land of Iron is guarded by Samurai for instance. 

So going just off the basics of Academy Students and Regular Warriors, what would be the good counters?

Well there are some weaknesses that are going to be endemic to the Verse's Shinobi. Those who use Chakra use it to bolster their stats. This means that when they run out of Chakra, their strength, durability, and speed drop to if not normal human level for every Shinobi then much lower their max level. This means that outlasting them or even moreso draining their energy messes with them a lot. It's also why ironically the Ninja version is vulnerable to stealth tactics of hitting them off guard when they aren't bolstering their bodies. There are several instances where characters are defeated by characters hypothetically significantly weaker because they were "out of chakra" or "were taken off guard." Another general weakness is that because the characters stats vary, a character who has stats naturally near the top of the stat level for the verse is going to seem an overwhelming physical force, akin to a combination of both a speedster for a tier and a strength based powerhouse, without that lowering when they're off guard or low on stamina. This is especially true for this tier where they just barely reach into wall level.

For this tier in particular the child Ninjas-to-be have the obvious weakness that they seriously lack intelligence and skill as normal children, and most are gonna seriously lack versatility. Anyone with high mental stats will just run circles around them. In contrast for things like Normal Samurai, the real question is what kind of strategy is good against normal humans without just outstat-ing them. Broadly the same things already mentioned would work: having high range and attack potency to mimic the power of a gun, stealth tactics, high speed and agility. 

So for a counter to the tier you could use

Jack Skellington from Nightmare before Christmas

Jack easily endured an indirect hit from a Howitzer and a fall from the clouds to the ground making him an absolute powerhouse for this tier, and would require the strongest Academy Students at Taijutsu at their best to effect and even then Jack can just put his body back together if it's ever broken. Jack also has a superhuman speed where he was able to move Sally and Santa to the other side of a moderately sized room and sat back down where they were in 5 seconds, a superhuman speed feat that would put him in the same speed tier as the tier.

Jack would be almost impossible to kill with a Wall Level Skeleton body he can rebuild and with specific resistance to lightning and fire, two of the five types of Elemental Ninjutsu. Jack is also considered the master of stealth and scaring people from a society devoted to scaring people and would be easily able to take the children off guard  Jack is also fairly cunning and skilled, not to a level that would be strange for the tier, but enough that he could compete in skill with most of the Academy Students and smart enough to outwit some of them.

The only thing that would credibly be a threat to Jack is his own weakness of being overly curious and specific situation. If he messes around against an Uchiha child for instance and in fear they end up awakening their Sharingan, they should be able to use the power boost granted by it to beat down Jack. Or if he plays around with them, some of they might be able to use explosive tags to catch him in an explosion which might work. 

For another character even more fitting you could use

Lilica Hubert from Sailor Moon

Lilica is a Vampire and stronger then normal humans in the Sailor Moon-verse who, due to the energy within them, can reach superhuman feats like Amano tanking being close to Minako creating a massive explosion with a Karate Chop or creating numerous afterimages when kicking, or brainwashed humans coming from their homes to the Jewelry shop in a second or two, giving Lilica Top Tier stats physically. 

Lilica is a Vampire, something that's never been seen in Naruto and they would have no idea of normal Vampire weaknesses and how to bypass her durability and immortality. Beyond that Lilica would just the same strategy she did in Chibiusa's Picture Diary, infiltrating the class of children, manipulating the male children to come back to her house where she would turn them into one of her Vampire thralls, allowing her to stealthily swell her forces against the tier. If she has to get into a direct fight, Lilica can rely on her stats as well as her energy-draining. Lilica's energy-draining is very weak by Sailor Moon standards, only able to wither a bunch of flowers, though against Academy Students who only have a very small pool of Chakra, I imagine it would still be effective. 

Lilica does get tired much faster in sunlight, similar to early depictions of Vampire, but even if she had to fight people in daytime, she can rely on her natural durability which is not tied to her stamina, like the tier's are. The only real threat to her is if someone can discover her weakness to garlic or wooden stakes. While I don't think it's likely if she uses her infiltration strategy, for the best counter you could use

Skitter from Worm

Skitter's armor is tough enough to take a shot from Mannequin's shotgun that could kill one of Hellhound's dogs, described as having the power and speed of cars and tanking the kinetic energy of their own charge, a feat calced into the hundreds of kilojoules, making her all but physically invulnerable to the tier. She's also fast enough due to the enhanced perception and processing speed granted by her shard to parry blows from Mannequinn and dodge strikes from Jack Slash. Mannequin is faster than Hellhound's dogs, and can keep up with Assault who scales to Battery's speed of 100 MPH putting at least her reaction speed on the upper end of the tier.

Skitter basically has a massively enhanced version of the Aburame Clan's ability of bug control. Skitter can control bugs across a five city block range, perceiving everything they do, and given the enhanced ability to command them by her Shard. She also has as standard equipment her swarm of bugs including thousands of deadly venomous insects. She can command tens of thousands at once and often attacks with multiple, even a dozen swarms at once independently. This kind of tactic would be essentially impossible for the tier to handle. 

The kind of animal armed humans have the most trouble with are swarms of insects and Skitter's include thousands with capsaicin added to them. Against the Ninja Skitter doesn't ever have to let them know she's there, just slipping a bug or two in when they're not aware and biting or stinging any of the enemies with one of her bugs. Even if they do find her out, Skitter would be easily able to handle them in combat. Against Taijutsu users Skitter is a ranged fighter and was even able to fight Mannequin in close range, with far higher stats then anyone in the tier. Against Ninjutsu users, while Fire Style might be a little dangerous to the bugs, Skitter has fought a much more powerful fire user in Lung. She also would be completely unaffected by Genjutsu of this tier. Skitter's mind has a particularly powerful resistance to mental attacks as any mental effect is spread out across the minds of all her swarm, and simple illusions would be extremely easy for her to verify with one of her tens of thousands of sets of eyes. 

Even if they tried to fight her in group, Skitter excels at fighting multiple enemies at once due to how her powers works. Skitter is also skilled enough to basically fight some of the most dangerous Parahumans of her verse and intelligent enough to become one of the Warlords of Brockton Bay. All this not taking inot acount the fact that she can also take control of the dangerous bug species native to the Naruto-verse. 

Genin Tier:

The Second Lowest Rank of Naruto is the Genin Rank. Genin are generally Apprentice or Rookie Ninja that require the supervision of an older Ninja for more serious missions. There are some adults who truly lack the talent to reach the normal rank of Chunin but most Genin are simply younger Ninjas that have yet to grow into their strength. Genin Rank are broadly the Low Tiers of Early Naruto and all the Konoha 11, the protagonists of the series are Genin as of their introduction, save Naruto who becomes a Genin by the end of Chapter 1. 

In terms of power, Sasuke within the first two arcs of the series where he was considered on the upper end of Genin was able to create a fireball Jutsu that vaporized a large crater in the ground which was calced at over 18.5 Tons of TNT. This is consistent with a few other feats In terms of speed Naruto even as an Academy Student when he was determined to save Iruka was able to blitz Mizuki, moving several meters faster then he could react, which was calced to Mach 0.2, something most Genin should be able to scale to. Characters near the upper end of Genin are around sound speed with an upper ranking Ninja named Dosu using weaponized sound as an attack with Sasuke being able to outpace it. He was amped by the First Stage of the Curse Mark but he was able to do so casually while grabbing Naruto and Sasuke and bringing them out of the way. Similarly Shikamaru who was still Genin Rank and was not known for his physical capabilities especially was able to dodge weaponized wind from Temari, calced at over Mach 0.8. Finally a determined Naruto in the Land of Waves was able to blitz two normal humans from a good distance away, calced at a big over Mach 1. As such most of the Genin should be Subsonic to Low End Supersonic. 

Genin as might be expected have generally greater techniques, D-Rank Techniques compared to the E-rank techniques of Academy Students. These D Rank Techniques include:

Taijutsu: The Flying Kick of Dynamic Entry, The Spinning Kick of Leaf Gale, The Whirlwind of Blows with Leaf Whirlwind, and the body slam of Passing Fang

Genjutsu: The Mist Servant Technique which creates ghostly figures and the Demonic Illusion: Hell Viewing Technique which shows the target their worst fear

Ninjutsu: Common to almost all Genin are the Body Flicker Technique which allows the Ninja to move very fast in a straight line, usually used for travel though some speedsters are capable of using it in combat, and the Temporary Paralysis Technique which allows for temporary immobilization of a target. 

Beyond that there are many more personalized Ninjutsu Techniques: Paper Shuriken causes paper to harden and become shuriken weapons. Shadow Shuriken where the users throws Two Shuriken, one in the shadow of the other, so that an opponent who dodges one can still be hit by the second. Manipulated Shuriken attaches a rope to the end of Shuriken so its path can be adjusted midair. The Haze Clone Technique allows the user to create hundreds of themselves though like the normal Clone technique these are insubstantial.

There are also more specific D Rank technique to people or clans but these are the general threats of the tier. 

In terms of specific characters that in the Chunin Exams that showed no feats, but there were 5 Genin Teams which showed substantive feats but which we didn't see raise in ranks. 

Team Dosu was comprised of Dosu, Kin, and Zaku from the Sound Village. Dosu was a sound based fighter able to shoot concussive sound waves from his arm that not only did damage but caused disorientation and nausea. He also has super precise hearing, able to know other students' answers on the written exam by the sounds their pencils made. Kin launched Senbon needles which she launced at the target's vital areas as piercing weapons with bells attached, the noise causing further confusion. In the anime which some think is canon this also had the added benefit of being a sound based Genjutsu causing hallucinations of multiple Kin. Zaku was modified to have air tubes in his arms allowing him to shoot pressurized air at enemies strong enough to decapitate them. 

Team Oboro was comprised of Oboro, Kagari, and Mubi from the Rain Village. In the Manga the three had basically the same techniques using Genjutsu and Clone Based Ninjutsu for disorientation based tactics including the Sly Mind Affect Technique which causes the target to walk in circles when they think they're walking in a straight line. They can also use Earth release to merge into the Earth and travel as part of it and in the anime could all create water clones, tangible water clones. In the anime Kagari also showed the ability to summon his teammates and create clones of flaming oil while in the anime Mubi was also shown using a crossbow.

Team Shigure, comprised of Shigure, Baiu, and Midare also come from the Rain Village, all three of which using weaponized umbrella. Shigure used his to rain down senbon needles he could remotely control with his chakra. Baiu was a close range melee specialist while Midare was their strategist and assassination specialist. 

Team Komugi, comprised of Komugi, Inaho, and Gennai is another team from the Leaf Village though pretty much all their capabilities are anime only. Komugi is a close range righter. Inaho uses explosive tags, symbols written down on objects that explode when triggered. Finally Gennai is a Fire Release user with some skill in Taijutsu. 

Kabuto's teammates would also be here even if Kabuto himself was beyond Genin Level. Misumi had his body altered to allow him to bend and shift in any way having a form of elasticity that let him stretch his body to coil around enemies and get out of binds. In the anime he could also create water clones. Yoroi is able to drain someone's energy from physical contact. In the anime he has numerous other feats including create water clones and streams of weaponized water, as well as illusory balls of fire as well as a shockwave technique. 

Finally outside the Chunin Exams, Rock Lee's Dad Might Dai is an Adult Genin, born with no talent whatsoever. Despite this he was able to learn the Eight Gates, an ability of releasing the body's normal limiters to dramatically boost one's own physical capabilities dramatically. He can open the Eighth Gate which kills the user in exchange for extreme power. With this power, he was able to fight the Seven Swordsmen of the Mist, who will show up later but are basically millions of times stronger than this tier. Might Dai is definitely the biggest threat in this tier, especially as he doesn't need to use the Eighth Gate to basically enter a different tier.

The biggest threats of this tier are probably the Sound Ninja's sonic attack, Yoroi's energy drain, Team Oboro merging with the ground, and Might Dai opening the Eighth Gate. 

So how to counter that?

A lot of the points in the last tier apply to a lesser mind. Most of the characters here are teens and so high mental stats would be helpful but Dosu and Midare are both high intelligence fighters and there are numerous Taijutsu based fighters so high skill is also present. Energy draining should still work well though Yoroi also has that. Being on the upper end of the tier statwise is broadly helpful but not gonna help against Might Dai unlocking the Gates. 

Stealth attacks really are still the name of the game, the tactic the Genin used against each other, and the way to stop Might Dai before he uses the Gates. In particular a sniper strategy might work well here as none of the characters have shown long range sensory abilities. Beyond that some level of mental resistance or superhuman senses would be really helpful against all the Genjutsu and some form of defensive ability like a barrier would really help against all the projectiles this tier flings around. 

 So who would be a good counter to the tier? Well you could use

Byakko from Yu Yu Hakusho. 

Byakko's shouts were able to pulverize stone pillars at 1.32 tons of TNT each, putting him within the Genin Range of power. In terms of speed he is faster then Kuwabara was at the time, who was able to use a sword faster than sound, a speed that would give Byakko high level speed for the tier. 

Byakko absorbs energy put into attacks against him. It's like Yoroi's abilities but passive, make most conventional attacks of the tier ineffective against him. Combined with getting stronger via it and he should have a potent defensive/offensive combo against anyone in the tier, especially as he can fire it at a fairly long range for the tier. He also has spiritual sensing which, while also in Naruto, would help him against the D Rank Genjutsu of the tier. Byakko also has the advantage that is one of the Saint Beasts, highly skilled and intelligent criminals and warriors, and should have fairly good mental stats for the tier as well. He can also create lots of minions which further diminishes the effectiveness of Genjutsu, most of which are single target, and would be relevant threats to everyone here, with it being stated that by him that he can turn each hair of his into a monster. This would allow him to swarm the area with his enemies, something that would greatly diminish the usual Ninja stealth strategies and cause them to run low on Chakra relatively quickly fighting against his armies.

The only weakness for Byakko is he is not stealthy at all, being a big loud arrogant Tiger Man. Technically as a Demon he's "invisible" but anyone with even minor Reiki, the equivalent of Chakra in Naruto, can see Demons so presumably the Ninja should be able to see him and Might Dai could use the Gates to overwhelm him. Byakko's energy absorption has a limit and if he overloads, the energy escapes him. 

Another counter you could use is

Robocop from Robocop

Robocop had a building busting bomb explode in his face and was unaffected, and in reactions speed can catch bullets and shoot them out of the air giving him the stats to compete with high level Genin. 

Robocop if he wants to can employ an extremely potent sniper strategy here. In Robocop 2 he was able to track objects from a street and a story away, has full thermographic vision, and in Robocop 3 was able to passively detect the RoboNinja coming up at him from behind. Combined with modern weaponry, he can easily track and detect any of the Genin from way outside their range and shoot them first when they are off-guard aided by being his high degree of skill able to shoot bullets out of the air and his high degree of skill, able to outwit numerous cunning criminals that regularly evade the police.

Defensively even if anyone here gets close, Robocop's metal armor is highly resistant to most forms of damage the verse can do. Fire and Electricity are things that his armor is specifically upgraded against and while he has a human brain he doesn't have human ears for Dosu's sound waves to disrupt.; They could use Temporary Paralysis but it's not as effective against characters who are physically stronger and Robocop's lifting/striking strength is on the upper end of the tier. Genjutsu's illusory capabilities would also be similarly ineffective due to Robocop's thermographic vision and other sensors. 

The biggest threats to Robocop is his own stamina problems particularly against Yoroi (though Yoroi would basically have to get in melee with Alex for it to work), the fact that against water clones his bullets would be fairly ineffective, and once again Might Dai using the Gates. While most of this wouldn't be a problem if he adopts a sniper strategy, Alex also tends to fight nonlethally and if he underestimated the threat level, he could get taken off guard by the supernatural abilities of the Ninja.

For the best counter to the Tier I would suggest

Calamity Mary from Magical Girl Raising Project

Calamity Mary is one of the most destructive of the Magical Girls able to complete destroy most other Magical Girls with one shot, these Magical Girls scaling to Cranberry's casual attack creating a massive crater calced at 382 tons of TNT, putting her well above the Genin in power. In terms of movement speed, Weiss was able to cross to the horizon in "an instant" likely between Mach 1 and Mach 2, speeds comparable to Early Chunin Exams Sasuke with his Curse Mark that blitzed the Sound Ninjas, and Calamity Mary is an even stronger Magical Girl then Weiss. Strong Magical Girls are also said to have reaction times 1,000x that of a human, giving her even higher reaction speed, with everyone in the tier moving in slow motion. This would basically force anyone in the tier to try to surprise attack her to do anything except Magical Girls also have enhanced sight with a relatively weak one Snow White able to see through mist and see all the details on a fishing boat far in the distance, with stronger ones like Calamity Mary able to react without thinking on pure instinct. Even if they did hit her, not only is she so durable that almost no physical attack could put her down quick, but she has a decent healing factor that they would need to overwhelm to do anything to her. 

In contrast Calamity Mary's tactic is to suddenly overwhelm enemies with surprise attacks and massive firepower, being a master sniper and explosion expert, using enough power to one shot most of the Ninja even if they were prepared let alone suddenly. Things like Water Clones or melding into the ground wouldn't especially help against her explosions as they would crater the earth and vaporize the water. Even things like Genjutsu or Poisons wouldn't work as Magical Girls naturally have resistance to mental abilities and poisons. 

Against Team Dosu, she just blitzes around their soundwaves like Curse Mark Sasuke. Against Team Oboro she tanks their Genjutsu and then destroys the entire area with an explosion that destroys even the ground they'd merge into. Against Team Shigure she easily dodges the needles and can tank any poison. Against Team Komugi, she'd blast them out of their range, dodge their attacks and even if they do get attacks in with things like like Inaho's explosive tags, Mary can regen. Yoyoi needs to get in close to use his energy drain and Misumi's elasticity would likely not protect from him getting blown up. Finally Might Dai is unlikely to use the Eight Gates right away against what looks to just be a cute girl and would likely get shot. Even if he did start to use it, she could shot him while he's changing with enough force to likely kill First Gate Might Dai.. 

Chunin Tier:

Chunin is the Middle Rank of most Ninjas in Naruto and represents the usual rank of most Adult Ninjas. They are broadly Mid Tier Ninja in Early Naruto representing the Genins' superiors though are Low Tiers by Mid Naruto with Most Ninja not being able to keep up as the series transitions to the machinations of Rogue Ninja that threaten nations or the world. Most of the Konoha 11 reach Chunin Tier by at least Mid Naruto if not much earlier in some cases. 

Chunin on the lower end are in similar to upper end Genin scaling to feats like Naruto blitzing people from a long distance or Sasuke outpacing sound waves from Dosu as well as Sasuke's fireball jutsu. Most Chunin scale higher. Gaara was a very powerful Genin who's sand even as a young child was capable of blocking hypersonic explosions from point blank range to protect him, the energy of his sand forming a coffin around him that fast calced at around 224 tons of TNT. During the Chunin Exams Lee with the Fourth Gate was able to start overpower and outpacing the sand defense of Gaara and Sasuke after special training with Kakashi doing even better. This was Gaara's passive defense however and when trying with his Sand Tsunami technique he was able to encompass an environment with sand calced at over 7 kilotons of TNT. There are other notable feats for Chunin Tier Ninja. Keeping with Earth Release Users, the Chunin Ittai was able to create and move a larger section of the ground quickly during the fight with Deidara, calced at 427 tons of TNT. Temari who was a Genin but one who was potentially on the lower end of Chunin Level was able to deflect sound waves with her fan calced into the hypersonic range. Naruto tapping into a bit of Kurama's chakra (KN0) was able to halt the movement of Orochimaru's gigantic snake, calced into the low Kilotons during the time his KN0 state was around the strength of Gaara or Neji. Choji was able to use a technique to make himself massive, so large his hands were the sizes of trees, yet Jirobo of the Sound Four was able to lift him and throw him into the air, generally calced into the mid Kilotons range. Finally there are some suggestions that characters at the upper end of Chunin Tier can reach lightning timing. Choji's expansion into his giant which Jirobo could clearly react to was stated to be expansion at the speed of lightning and Kidomaru of the sound four is stated in a databook to have reached the speed of lightning with the arrow he shot at Neji. Lee and Sasuke also both use amps that boost them the past the point they start competing with and overpowering Gaara's sand defense, Lee's Fifth Gate being a 5x Amplifier, and Sasuke's Curse Mark a 10x amplification which if applied to the speed of Gaara's sand defense would likely reach into the Massively Hypersonic range. Kakashi, a Jonin used the Chidori "Lightning Cutter" technique to cut a lightning bolt, for which the technique got its name and he was recommended for Jonin status. If that's considered a lower end Jonin feat, it's likely upper end Chunin would scale especially as the technique Kakashi taught Sasuke, the Raikiri is hyped up as a variant (a stronger version even) of the technique with which Kakashi used to cut a lightning bolt. As such the general range for characters in the Chunin Rank are from Tens of Tons of TNT to Tens of Kilotons of TNT and from round the speed of sound to roughly the speed of lightning.

Chunin are developed enough in their Ninja Skills to be a notable asset to their Village and in an area of specialty can rival the Jonin with Tsubasa for instance, a Sensory type Chunin able to sense things in an area when none of the Jonin and Anbu (Elite among even the Jonin) could sense them. 

There are Ninjas with specialties in a lot of things including Taijutsu (often reach B or potentially A Tier in skill), all gives forms of Elemental Ninjutsu, as well as Genjutsu. There's also Intelligence Divisions which specialize in extracting information from captured enemies' minds, sensory type Ninjas for anti-stealth, and medical type Ninjas which specialize in healing the injured and purifying poisons. There's also a lot of Chunin whose capabilities just aren't said. There are some more particular ones to bring up though

Iruka was Naruto's first mentor. Along with Fire Release, Water Release, Genjutsu, and other common Ninja Skills he demonstrated an echolocation like ability as well as binding/barrier type Ninjutsu.

Mizuki is the first villain ever, appearing in Chapter 1 manipulating Naruto to steal the Scroll of Steals. In the manga he's got fairly normal Ninja abilities, though in the anime he rises dramatically in power during his prison time and was even able to beat a Jonin. He showed Earth Release, the ability to see in darkness unhindered, Binding Illusions, and the ability to turn into a tiger like creature temporarily. 

Gozu and Meizu are the first antagonists Team Seven (The team of Naruto, Sasuke, Sakura, and Kakashi) ever fought, being two assassin Ninjas who are able to emerge from puddles. They use large spiked gauntlets that can release binding chains, having poisoned claws, and being experts in stealth.

Motoi is a Ninja that is the caretaker of the Island Turtle is an expert tracker type Ninja, who due to his connection to the turtle can sense anyone entering or leaving the barrier surrounding the island turtle. He could also summon owls and in the anime had Lightning Release

A lot of the Konoha 11 are part of Clans that share similar abilities to them with normal members being mostly Chunin Tier. The Akimachi Clan specializes in Jutsu that focuses on shifting their bodies, manipulating their weight and size such that even Genin Choji was able to grow to the size that his hands dwarfed trees. The Yamanaka Clan focus on Mental Related Jutsu able to read minds, communicate telepathically, and even possess people. The Inuzuka Clan are known for fighting along Ninja Dogs and gaining dog like abilities including enhanced smell for tracking, or rolling up into a ball and launching at their enemy like a chakra buzzsaw ala Sonic the Hedgehog. The Aburame Clan have a symbiotic relationship with insects they keep under their skin which include specialized bugs for poisons, tracking, and nano-sized bugs that that destroy their enemies cells causing them to die in excruciating pain. The Nara clan can manipulate shadows and typically so to immobilize the enemies, the clan working together able to temporarily immobilize the TENTAILS, a monster trillions of times stronger then them. 

The big name Clan during the early Naruto was the Hyuga Clan whose members are born with the Byakugan, superior eyes that give them enhanced sight, x-ray vision, and chakra sight, allowing them to see the chakra networks of the body and giving them the ability to shut them off by hitting the pressure points of the body, disabling it. Two other important clans are the Uchiha Clan and the Uzumaki Clan, the clans of the two most important characters. The Uchiha tend to be born with an incredible apt for Ninja Skills, Talent with Fire Release, and most importantly, the ability in times of distress to awaken the Sharingan or higher states of it. The Sharingan does a lot, it bolsters the abilities of its user, it grants the ability to see Chakra, it allows the user to control others or dispel illusions, it allows them to discern the nature of any technique upon seeing it and aids in copying it, and if sufficiently evolved allows minor precognition, allowing the user to see basically what the results of the actions around them will entail. Finally there are the Uzumaki who are born with an extremely strong lifeforce in them, giving them longer lifespans, faster healing, and giving them a larger chakra reserve then normal.

The final characters for this tier are the Sound Four, the four Genin Age Naruto that served as Orochimaru's henchmen but are likely each Chunin Tier and served as the final bosses for most of the Konoha 11 in Pre-Shippuden Naruto. Each are proficient in two of the three fields of Jutsu, and work particularly dangerously as a team having defeated Jonin tier enemies before together. The four together were able to create an impenetrable barrier to Kage level characters. 

Jirobo is the simplest to understand, he's the big meathead of the Four and is basically their tank. He's good at Taijutsu and also has some Ninjustu abilities, in particular Earth Release and the ability to drain chakra, and in the anime lifeforce itself, from people through their contact with his skin or the Earth. He's considered the weakest of the four though that may be due to his relative lack of intelligence.

Kidomaru is a spider themed Ninja. He has two extra pairs of limbs with which he can produce webbing that even people on his level can't break physically as well as use conventional weapons. He has a third eye that lets him see farther away and perceive enemy points. He could also emit golden material from his glands that hardened into an armor around him. He can summon a giant spider that can create webs as strong as his own. Beyond that he's the most tactical strategic member of the Sound Four. 

Tayuya is their second strongest member, focusing on high agility and the powers of her Demon Flute. Her Demon Flute casts an auditory Genjutsu that doesn't seek to deceive enemies but just to create as horrific and strain-inducing hallucinations that the target's psyche snaps. Her flute could also summon illusory chains that can physically bind people and summon monsters including three chakra draining ogres and worm creatures made of lifeforce. 

Finally the strongest member, Sakon and Ukon, a pair of conjoined twins. The two's Kekkai Genkai, their unique ability, allows them to merge and separate at will.  When together they can adjust their body incredibly freely, with Ukon for instance making his first appear in Sakon's face to punch an enemy in front of them as well as heal quickly. When separated the two can quickly grow metal limbs to allow them to move freely and independently. They can also forcibly merge with other people where they can essentially start destroying that person's body from the inside on a cellular level. He also knows sealing techniques. 

The biggest threats of this tier probably the pressure point combat Taijutsu of the Hyuga Clan, The Slight Precog and Mind Manipulation of the Uchiha Clan, Tayuya's Auditory Genjutsu, and various forms of bodily manipulation.

So how to counter this?

It's incredibly balanced as a tier, but each of the three types of Jutsu has their own weakness and an enemy that can exploit each of them would have the best chance. Taijutsu makes one a major threat at close range, but obviously it requires close range or a bit further for ranged weapons. Long Range Fighters can avoid close range, especially if they're also very fast and agile. Genjutsu can warp the brain, but those that lack physical brains, or have decent resistance to mental hax can by bypass it entirely. It also tends to be weak against multiple people as Multi-Target Genjutsu is rare with most of the Uchiha unable to use the Sharigan on multiple people as such Summoning and Duplication can provide a strong resistance to their abilities. 

Ninjutsu is the hardest due to just being so varied. However the biggest weakest of it is that for most techniques and characters in the verse, performing Ninjutsu requires making hand seals and early on this was actually a big deal as it provides numerous counter options: stopping them before they could finish the seal or  figuring out what they are going to do by their hand seals. In general powers that work fast and can hit a wide area would help stop the opponents from using Ninjutsu and things like paralysis and binding can keep them moving their hands to make the signs. 

Also generally useful traits still include having upper end stats for the tier, energy draining, and surprise attacks. With that said the first counter I would suggest is

Amon from The Legend of Korra.

Amon is a Master Waterbender who was greater then even his father Yakone who was able to briefly overwhelm Adult Base Aang who is likely stronger then his younger self. Book 2 Toph was able to keep up the large library of Wan Shi Tong calced as taking single digit kilotons to do with her Earthbending. End of Book 3 Aang activating the Avatar State for a moment before returning to Base State was mable to move large portions of water to douse the fires covering the land from Ozai's fire, calced into the mid kilotons. This would ut Amon roughly in the range of the Curse Mark State 2 Sound 4 on the upper end of the tier. In terms of speed Amon should scale to Book 3 Zuko moving visibly faster than lightning on screen to protect Katara from lightning, giving him upper end of speed that was considered legendary to the Ninja at the Chunin Exams. 

Amon is a Waterbender and in particularly a Bloodbender able to bend the water in peoples' bodies to hold them still or kill them outright. Against any Ninjutsu User this would be incredibly broken as not only is it a one shot kill move at long range but it would prevent them from making hand signs to use Ninjutsu in response. And while Avatar-era Bloodbending required its own hand motions very similarly, by the Legend of Korra the art has been advanced to the point that Master Bloodbenders can paralyze numerous people at once with a singular hand motion. 

You might think his weakness would be people getting in close but that would be equally as ineffective against Amon. Amon has Taijutsu Specialist Tier Physicals as well as Combat Skill, able to avoid attacks from other Master Benders like Tenzin and avoid fire attacks at him from behind. However besides that Amon can use his bloodbending in physical contact to block off the pressure points of the body This is functionally very similar to the ability granted by the Byakugan to the Hyuga Clan for which they were considered the strongest Clan in Konoha meaning he has not just the physical strength and durability level of someone like CS2 Jirobo but the skill and pressure point technique of someone like Hinata. This would make him just as dangerous in close quarters as in long range.

The biggest thing that might be a problem is Genjutsu. While most Genjutsu is Visual and requires Eye Contact which his obscuring mask might protect him from a little bit, he doesn't have defenses against Auditory Genjutsu and something like Tayuya trying to break his brain with her demon flute playing would only not work if he blitzed and paralyzed her. While that would likely happen in a 1v1, if he had to fight multiple Chunin at once, it could be a threat. 

For a better counter you could use

Crossbones from Marvel Comics

Crossbones scales to various Kiloton Feats of other Marvel Street Tiers such as early Spider-Man pushing the Hulk out of the way of an antimatter weapon moving past escape velocity, early Electro reaching supernova hot, Luke Cage and Deadpool surviving nuclear weapons, etc. He also scales to various lightning timing and microsecond feat made by Marvel Street Tiers, putting him in the MHS range. Overall he'd on the upper end of Chunin Tier in terms of stats.

In close range Crossbones doesn't just have the bonus of his high stats, he also benefits from the extreme skill scaling of the Marvel Universe. He is considered the Red Skull's greatest agent, possibly a better fighter then him and regularly matches Captain America himself who regularly has to fight against and alongside enemies with supernatural levels of skill. He also has pressure point combat knowing for instance a strike that can knock people unconscious for a day. At close range this would make him a monstrous threat.

But the main threat of Crossbones is ranged combat. Crossbones is a long range assassin and is used to killing people from outside the sensory and jutsu range of anyone in the tier, killing them with surprise attacks when any of the Shinobi's guards would be down. He has similarly strong stealth techniques and use nanotechnology aided stealth which would be wholly unheard of in the verse. He has electrifying technique to paralyze people to prevent them from using Ninjutsu and his willpower is strong enough to no-sell Genjutsu like techniques such as Sleeper's Wave of Fear. 

The only disadvantage he'd have is he himself lacks perception abilities and so the verse's own stealth could allow them to sneak up on him and hit him with some kind of hax. For the best counter to the tier I would suggest

Karasu from Yu Yu Hakusho

Karasu's full power devastated the Dark Tournament, calced to about 340 Kilotons of TNT, consistent with other Kiloton Level feats for characters weaker then him. He should also be much faster than Saint Beasts Arc Yusuke who was able to lightning time, even dodging lightning infused with Yoki to amplify its power. This should make Karasu an absolute monster in terms of stats.

Karasu's primary power is creative explosives, which he an make timed floating in the air or launch as bombs. Karasu is a Demon and naturally invisible and while I think Shinobi should be able to perceive him via sensory abilities, his explosives are invisible even to those that can see invisible demons and other spiritual forces. At best I think the Sharingan and the Byakugan could see them, which I think is actually consistent with its depiction in both verses, but that's very rare for the tier. These explosives would be a surprise attack capable of killing anyone in the tier even if they were on guard, let alone if they were offguard where he could likely many of them suddenly and at distance. 

Against the verse's own stealth Karasu should have no problem sensing them via his own spiritual sensing. I also think Genjutsu would be ineffective against Karasu. Genjutsu works via manipulating the chakra flow to the brain. There is an equivalent to Chakra in Yu Yu Hakusho in Reiki, which is not had by Demons who instead have Yoki. Even if you think it would work the same, Hiei in Sacred Treasures arc could control numerous people outright, a relatively impressive feat of "Genjutsu" with Yusuke and Hiei unable to be controlled by him and Karasu is much stronger then them.

In close range, Karasu not only would have the advantage of his stats but was able to match Kurama, a demon over 1,000 years old so skilled he can move his whip with hair to kill his enemies, giving Karasu A Tier skill. So he should be able to overwhelm Taijutsu users in close range, especially if he's also invisible to them.

Jonin Tier:

The second highest of the Ninja Ranks is Jonin, a Rank for Ninja who are considered Elite Class. In Early Naruto Jonin are hyped up as Super-Ninjas and they and anyone above them are considered the High Tiers of the series. However they become more common as the series goes on, with them being roughly Mid Tiers in Mid Naruto and Low Tier in Late Naruto with pretty much everyone of relevance being a Jonin. all of the Konoha 11 by Late Naruto are probably be at least in the Jonin Tier, even if not officially Jonin in rank. 

In terms of power and speed, on the lower end Jonin should be around the strength of Chunin on the higher end. In terms of power even Jonin on the lower end should definitely be a lot stronger then Jirobo, the weakest of the Sound Four. Kitsuchi was able to use "Mountain Jutsu" to create two giant stone pillars to crush the giant Tentails, calced at over 2 Megatons of energy,. Upper End Jonin have been able to assist against Kage and Tailed Beast level characters like Kisame who scale to at least a portion of the Tailed Beast's power that can vaporize mountains, calced broadly in the gigaton range. Having even a portion of this power would put them in likely the upper megatons range at a high end. In terms of speed, Kakashi having cut a lightning bolt with the Chidori even much younger and most Jonin likely scaling to the feats of Choji and Kidomaru in a limited sense reaching lightning speed and most likely low tier Jonin still be in the same range as 5th Gate Late or Curse Mark Sasuke who are many times or an order of magnitude faster than Gaara's sand defense that was able to block point blank explosions. Kakashi much older and on the upper end of Jonin was able to block lightning techniques from Kakuzu calced in the 4 digit Mach range as well as being able to multiply his speed with the Gates. As a side note Haku, a character who is in this tier can move at lightspeed when traveling between mirrors but this is a specific function of how his ability works and wouldn't scale to other Jonin or to his "normal" movement speed. As such characters in this tier are mostly Massively Hypersonic Town to City Level.

Everything mentioned about the prior tier is true again here only even more so as many characters have wide and potent arsenal of skills.

Most of the Konoha 11 are here by End of Series, able to substantially help in a war of the strongest Ninja to ever live. I went over most of their clans earlier and they have examples of their clan. Kiba Inazuki is a doglike fighter who fights alongside the ninja dog Akamaru and Shino Aburame is a bug trainer with hordes on him at any time. Shikimaru Nara is one of the smartest characters in the entire series and possess the Nara's Clan Shadow Manipulation and Paralysis abilities while Ino Yamanaka has the mind manipulation abilities of the Yamanaka clan. Neji and Hinata are both from the Hyuga Clan and have access to the Byakugan Eye and its powers. Beyond this Rock Lee is here in base who is a Taijutsu specialist who trained to master the Eight Gates and can use their powers to super amplify his physical traits, rising into the next tier up. Tenten is another Konoha 11 member here who is a weapons specialist, able to pull them out at any time. 

Each of the Five Shinobi Nations have their own Jonin and Anbu, Black Ops Jonin, with plot relevant ones doing things like being guards to the Kage of their land or put together in squads to hunt down dangerous rogue ninja like the Akatsuki. The strongest Ninjas of Kirigakure, Village hidden in the Mist, outside their Kage the Mizukage, are the Seven Swordsman of the Mist who are so strong that together they can down entire nations. 

One of these Seven Swordsman, Zabuza, went rogue and was the antagonist for the first arc of Naruto alongside his ally Haku. Zabuza of the mist is most known for his ability to create chakra infused mist to obscure the vision of the surroundings so strong that even the Sharingan can't penetrate through it. He has an intense fear aura around him to the point of making people crave death and go mad. He also has a special sword Kubikiribocho which absorbs blood and the iron in blood to regenerate itself.  His ally Haku is an Ice Manipulator able to create snow and freezing aura or surround himself with a cold aura. He can also create and control crystal ice mirrors that he can enter into and transmit between at the speed of light. 

Kurenai and Asuma are also Jonin, Kurenai being the Jonin mentor to Hinata, Shino, and Kiba and Asuma being the Jonin mentor to Ino, Shikamaru, and Choji. Kurenai focus on plant manipulation to bind opponents as well as the powers of her Genjutsu. Asuma on the other hand is primarily a Taijutsu and Fire/Wind Release User. 

Another plant user is the Wood Style User is Yamato who uses Water and Earth Release together to use Wood Release. Wood Release has the special ability to suppress the chakra of the Tailed Beasts. I don't know if that would be useful in cross verse matches but it might work on something equivalent. 

Suigestu and Karin were two members of Taka, a team created by Sasuke initially to aid in his goal of killing Itachi. Suigetsu is a Water Release User who is literally made of water himself and can absorb bodies of water to amplify himself along with most Water Release type abilities like Water Clones and the like. Karin Uzumaki is a support Ninja who primarily aids by sensory and healing type abilities but also has very powerful chains that can bind and suppress the energy of even one of the Tailed Beast along with the stronger lifeforce of being an Uzumaki.

Sai of the Yamanaka Clan was a replacement for Sasuke in Team 7 after he went rogue and is most known for his Ink Manipulation, capable of painting things in ink and having them come to life as creatures under his control. He also has sealing able to seal people inside his scrolls as well as Earth Release

Konohomaru is the grandson of the Third Hokage and initially a bratty child until Naruto took him under his supervision and taught him numerous techniques with Konohmaru eventually reaching Jonin rank. He knows many of Naruto's techniques include Shadow Clone Jutsu which creates numerous clones of oneself, the Rasengan which is a spinning chakra ball that destroys enemies on a cellular level, and Frog Summoning. He can also counter sealing techniques and has Fire and Wind Release Techniques. 

There's one more character who is viewed as borderline between this tier and the next, though to be conservative would put him here. The villains of Mid Naruto are the Akatsuki, a group focused on hunting down and capturing all the Jinchuriki, the people who have had Tailed Beasts implanted into them. The weakest, by his own admission, is Hidan. Even though Hidan is the weakest of them he was still considered far stronger than the Jonin Asuma and was considered as strong as Mid Naruto Kakashi when Kakashi was High Jonin Tier considered a candidate for Hokage even in Early Naruto. In terms of his abilities outside of normal abilities for a Ninja of his caliber Hidan is immortal. Hidan was decapitated and was fully aware, fully capable of speech and was not at all at risk. It's stated he can't die from injuries. He also regenerates faster than normal though only to a Mid-Low level by vs standards. Hidan also has the Jashin ritual named after the Dark God his people followed. Once Hidan acquires blood from his target, he consumes it, linking their bodies together. He then draws the symbol of Jashin on the ground and gets a Reaper like appearance at which point he becomes a living voodoo for his opponent, able to injure himself and cause the injuries on their person.

The biggest threats of this tier are probably Hidan in general, the team of Zabuza and Haku who are big physical threat with Haku having limited lightspeed movement and freezing and Zabuza having perception weakening mist, Suigetsu's elemental intangibility, Sealing from Sai, and the Konoha 11 in general. 

So how to counter this tier?

Well a lot of what was mentioned before still applies here. The Taijutsu, Ninjutsu, and Genjustu are more powerful on this tier but they have the same broad weaknesses they did in Jonin Tier. A character who fights at long range, who can paralyze or bind people to prevent them from making hand signs, and can resist mind hax or does not have a physical brain to be mind haxed would be able to counter pretty much everything in the tier. A non biological character would also have the obvious benefit of being immune to the Jashin Ritual since Hidan can't do it without blood from the victim. 

I think it's notable that when Sasuke was preparing the people he needed for his team he chose Jugo for power, Suigetsu for being an elemental intangible character making him resistant to most abilities in the verse, and Karin for support/sealing. Sealing in general seems to be a pretty powerful ability in the verse, used to suppress the Tailed Beasts themselves and which only Konohamaru has shown resistance.

A good counter to the tier might be

Mami Tomoe from Puella Magi

Homura believed that even a weak witch could create a dimension large enough to contain a city and its surrounding area, suggesting a High Tier Magical Girl like Mami would have upper end of the tier. A weaker Magical Girl Momoko was able to jump so high only stars were visible calced at over 700, with Mami being most likely much faster as a High Tier Magical Girl. This would give Mami relatively high physical stats for the tier, especially in power.

Mami is a Magical Girl and as such is essentially a soul inside a soul gem puppeting her former body around. Things like the Pressure Point Combat of the Hyuga or the Jashin Ritual are unlikely to do anything to Mami's body as it's not really her anymore and is controlled telekinetically. This would also maybe protect against Shikamaru's shadow possession Jutsu as Mami can simply telekinetically move her body around even if it is paralyzed. Mental Hax like Genjutsu, Zabuza's Fear Aura, or the Ino Mind Transfer are also unlikely to work as Puella Magi regularly tank the Witch's Kiss, a passive mind hax that induces madness and suicidality to entire buildings of people. Puella Magi also have regen so long as their Soul Gem remains intact and so if Konohomaru hit her with the Rasengan destroying part of her on a cellular level, she could likely just regenerate the hole in her body. ami has telepathic sensing that would arguably allow her to sense stealth attacks and is so skilled a fighter she can shoot bullets out of the air, meaning she can match the Tier in skill.

Offensively Mami has access to a lot of techniques that would fit in the verse but together. She can create a ribbon clone as strong as her like a really strong Water or Shadow clone. She can use her ribbons as a long range detection system or to bind people as strong as Homura, basically being a Jonin Tier version of Kidomaru's webbing. She can create explosions that would be large enough to encompass an entire village at once from a longer range then attack techniques seen in the tier, and which off guard would kill anyone in the tier or below, and she is primarily a long range fighter. With a combination of basically long range artillery strikes and using a series of ribbons around her to detect and bind anyone who gets close, Mami would be a huge threat and extremely hard to fight.

Against someone like Suigestu, Magical Girls can affect Witches with Elemental Intangibility similar to him, and against Hidan Mami's Tiro Finale would just encompass Hidan's entire body with enough force to kill him. She may or may not be able to sense through Zabuza's mist but against Zabuza specifically, she can lay down her ribbons to catch him even if she doesn't know where he is, which is something she's likely to do given her cautious protective personality and the fact that she's one of the smartest and most tactical Magical Girls, if not the most. 

Obviously the biggest risk to Mami would be threats to her Soul Gem and if she ran across Zabuza and Haku at once, not able to see through the mist and with Haku being able to project and slash at her at lightspeed, that would be a particular danger, especially if a sensory type is able to detect that her soul is actually in her Soul Gem.  Another counter you could use is 

Jus'Hebban from Chaotic

Jus'Hebban is a M'arillian Chieftan and so should have the power to flood entire locations with Water with Locations regularly being entire cities or similarly sized landscapes, giving Jus'Hebban an absolutely massive area of effect and large amount of power for the tier. Even more then that though Jus'Hebban is the M'arillian Chieftan of Speed and with an average speed stat of 95 is just under the Mipedian Warbeast Ere which can fly past the entire Mipedian Desert in seconds, the Mipedian Desert covering a substantial portion of the aboveground of the world of Perim and being so large just one of its locations is "the ocean with no water", giving Jus'Hebban speeds of likely on the upper end of Jonin Tier.

Jus'Hebban is a slime creature. This would give it the same defense as Suigestu except while Suigestu's water form is extra vulnerable to electricity, slime is actually not electrically conducive and so would lack an elemental weakness. Hidan's Jashin Ritual obviously wouldn't work on Jus'Hebban as it clearly doesn't have blood and no Genjutsu technique would work as it doesn't have a brain. 

Jus'Hebban's normal strategy is at long range to use its water manipulation to flood areas which would be pretty devastating to the tier with almost no one here able to fight efficiently underwater and restricting their movements to use Jutsu. At relative close range Jus'Hebban like all M'arillians uses what is essentially very powerful Genjutsu using eye contact to brainwash people with Chieftans able to brainwash dozens of people at a time.. While the Naruto-verse is used to this, this is especially troublesome against Jus'Hebban who has a ton of eyes just floating around in it making it very difficult to surprise or avoid eye contact with it. 

Surprisingly enough it's also likely smarter then anyone here. Jus'Hebban is a M'arillian, a tribe of eldritch horrors known for their high mental capabilities with Jus'Hebban having a Wisdom Score of 90 with Wisdom Scores in the 70s allowing for the creation of advanced Sci-Fi Tech of Type 1 or 2. This means it would likely know a large number of helpful attacks here such as Paralysis with Paral-Eyes, Freezing with "Freeze Flash" and various forms of Stat Debuffs and Binding. 

Jus'Hebban could get caught off guard by something like Shikamaru's Shadow Paralysis, though it doesn't need to move in order to use some of its attacks including its brainwashing. But the biggest threat is definitely Haku. Ma'arillians' weakness is that they are especially weak to being frozen and Haku is not only one of the fastest Ninja of this tier but has Ice Release that could work on Jus'Hebban. 

While Jus'Hebban is still likely to win due to long range flooding, for the best counter.... here comes the...

Friendly Neighborhood Spider-Man from Marvel Comics

Spider-Man's full power is above that of Iron Fist with Iron Fist conceding he could never beat a serious Peter, Iron Fist able to beat enemies with powers measured in the hundreds of megatons. The Vampire Morbius is said to hit with the force of an H-Bomb yet a Spider-Man that was so weak from illness his body was shaking, he couldn't direct his webbing, and he couldn't think in complete sentences when enraged mercilessly beat down Morbius to the point the Human Torch had to tell him to stop. Spider-Man is fast enough to keep up with the likes of the Human Torch and Carol Danvers who Rogue tooks the powers of, both Johnny Storm and Rogue having feats around 1% the speed of light, with Spider-Man regularly avoiding lightspeed attacks due to his Spider-Sense. This would put Peter at the absolute apex of the tier physically, the same power as Kakashi as a upper tier Jonin would have using the First Gate, a level of power and speed that would be extremely physically overwhelming to anyone in the tier and able to react to and tag Haku even as he's blitzing around in Ice Mirrors.

Against any of the Taijutsu in the tier, they are simply never tagging Spider-Man. Spider-Man has developed his martial art known as the Way of the Spider that allowed him without Spider-Sense to match Madame Web who has both the Spider-Sense and Precognition a lot stronger than the Sharingan. Then when he got his Spider-Sense he was able to merge it with the Way of the Spider to bolster it's effectiveness even more. Combined with his insane reaction speeds, agility, movement speed and superleaping/web-swinging, Spider-Man is going to be almost untouchable. Even if Rock Lee opened the gates to rise out of his tier, Spider-Man's reaction times are actually fast enough to react to this and web him with enough webs being able to create shields capable of blocking blows from Thor and being able to hold down characters like Iron Man. His Spider-Sense would also let him evade most Ninjutsu but if one would threaten him, the Spider-Sense would warn him and he can simply web their hands to prevent them from making hand seals. Against Genjutsu Spider-Man has an extreme level of mind hax resistance with him and the Avengers resisting mind hax that effected a large portion of America at once. He's also a supergenius level intelligence compared with people like Reed Richards who can create Type 5 technology. 

Against someone like Suigestu, Spider-Man's adhesion ability actually allows him to bypass some forms of intangibility, in particular elemental ones like that as he has shown affecting things like antimatter before physically. His Spider-Sense's precog is strong enough to see through Zabuza's mist and would warn him about something like Shikamaru's Shadow Possession. And this is all without getting into Peter having a healing factor, extreme willpower, or web constructs.

Kage Tier:

The Highest Rank of Ninja in the Naruto-verse are the Kage, the leaders of the 5 villages. They are almost without fail the strongest or one of the strongest people in their village though sometimes a person is Kage Tier but is not the Kage either from disinterest or from being a rogue ninja not associated with their village anymore. Kage Rank are treated as High Tiers in Early to Mid Naruto, dropping to moreso Mid Tiers in Late Naruto as the Edo Tensei is used to bring back basically all the strongest Ninja that ever lived and battling global threats. 

In terms of power most of this tier scales to the Biju Bombs created by the Tailed Beasts, these Biju bombs regularly producing energy in the tens of Gigatons by vaporizing mountains. This is consistent with Onoki, one of the strongest Kage literally carrying a giant Island Turtle, a Turtle the size of an island. Even on the lower end Kage should be above the Jonin and the feats mentioned prior. On the upper end are two feats in the low Teratons though required extenuating circumstances. The first is Deidara's C0 bomb, a final ultimate move of his vaporizing a 10 kilometer radius, calced at over 5 Teratons, however this was a suicide move that doesn't scale to any of his normal attacks or really to anyone in the tier. The other was Edo Madara summoning down meteors calced anywhere from the Megaton to Teraton range with Onoki lightning it and then catching it before it could impact...only for Madara to just summon another one smashing Onoki between both with Onoki surviving if only barely. There are numerous things suggesting that this tier gets into the lightspeed range. An Enraged Naruto earlier drawing on the Ninetails power overwhelms even Haku who can move between mirrors at the speed of light, A, the fourth Raikage and speedster of the 5 Kage is stated with his Lariat move to move at near lightspeed, Darui has an attack which works by reflecting light off water, and Issen's sword slash being stated in the databook to be the speed of light. So broadly this Tier is MHS to Relativistic and City to Island Level with a few characters reach low Country and Lightspeed in specific circumstances, though I'll be refrain from going into the FTL or Country Level ranges. 

One of the most central plots of the series is that of Nine Tailed Beasts, nine Kaiju-like beings made of pure Chakra from the Tentails by Hagoromo which the Ninja villages keep contained in the bodies of hosts as superweapons, these hosts called the Jinchuriki. Kurama the Ninetails claims that the more tails a Tailed Beast has, the stronger it is though not all the Biju agree with this claim. Still Eight of the Nine Tailed Beasts would be in this tier. All of them share the properties of being high power within the tier itself being, once again, a Kaiju Superweapon in universe. These Tailed Beasts are made out of pure Chakra manifesting and even erasing their body, soul, and mind doesn't kill them as they will eventually return after an indeterminate amount of time. The Biju can telepathically sense things on a wide distance and telepathically communicate with each other and Jinchuriki. They can bestow their Chakra onto others as they please or fire them as Biju Bombs, extremely dense chakra bombs so intensely packed together that even when suspended in the air the ground craters from the force of them like a tiny planet. Tailed Beasts can control their Jinchuriki if they would be possessed or brainwashed or asleep and can physically interact with intangible things like souls. 

The One Tail Shukaku is known for his extremely strong Wind and Earth Release styles which combine into Sand Release which he weaponizes as tsunami and massive domes of sand and can seal people physically in sand. It was sealed within Gaara

Matatabi the Two-Tails is a Fiery Jinchuriki that has powerful Fire Release. It was sealed within Yugito.

Isobu the Three-Tails is Jinchuriki that produces a mist that forces those who inhale it to face their biggest insecurities. It was sealed within Yagura. 

Son Goku was the Four-Tails and it had control of both Fire Release and Earth Release giving it control of Lava Release. It was sealed within Roshi. 

Kokou the Five Tails merged Water Release and Fire Release to create acid-like mist. It was sealed within Han.

Saiken the Six Tails can produce a slimy adhesive substance to bind enemies and to emit a corrosive acid as gas or liquid. It was sealed within Utakata.

Chomei the Seven Tails could fly and producing a blinding mist as well as a cocoon to protect itself from chakra absorbing powers. It was sealed within Fu.

Gyuki the Eight Tails can spin its tentacles to create a whirlwind or produce ink which can blind enemies or create ink clones

Each of the people they were sealed within, the Jinchuriki could draw on some of their power in times of extreme emotions or tap into even greater power if they are willing to give themselves over and completely and let the Tailed Beast possess them. 

These Jinchuriki were hunted down by the Akatsuki, the villains of Mid Naruto, each one being a significant antagonist at one point in the story. These included:

Zetsu: Black Zetsu is, spoilers, a blob of Kaguya Otsutsuki dedicated to reviving her while it's other half White Zetsu was one of the original victims of the infinite Tsukoyomi revived via Hashirama Cells.The two often travel as one but can seperate. Black Zetsu clings to people, possessing them and keeping alive even if half their body vertically is crushed. He also gives them a power boost turning a very young Obito into a monster that could crush an entire platoon of Anbu Black Ops Jonin. It's also for some reason completely unaffected by the Infinite Tsukuyomi which means it may have planetary mind hax resistance. White Zetsu on the other hand has the Mayfly technique which allows it to merge with part of the environment allowing for extremely fast movement and being difficult to detect. White Zetsu also can resist the acid-like melting of Mei's Vapor Style and both of them can adjust their bodies dramatically.

Konan: Konan is a Ninja who can manipulate paper and moreso can turn herself into it, turning into many sheets of paper that can regenerate if some are destroyed, can summon paper to use as shuriken or explosions and was able to create a sea of paper bombs that could detonate for 10 minutes straight to try and kill Obito. In her paper form she was able to protect against Jiraiya's fireball Jutsu and was able to create paper clones of herself. She can also create paper wings to fly. 

Deidara: Deidara is an artist who's art is explosions. He combines Earth and Lightning Release to create various types of effects. With C1 Deidara can create clay constructions and explosions include clay golems to fight and clay creatures to fly on. He can also create homing missiles with it. With C2 Deidara can create a clay dragon that spit land mines. With C3 Deidara creates clay constructs that create village sized explosions. With C4 Deidara can create clay clones of himself with all his abilities but typically suicide bomb. Finally with C0, his suicide move he can create an explosion over 10 kilometers in length, calced into the Low Teratons.

Sasori is a Puppet Master, a type of Ninja that focuses on controlling inanimate objects to fight for him. Due to converting his body into a puppet body, Sasori has numerous weapons built into his body and if ever broken apart can just reassemble himself. He can control 100 puppets at once which destroyed an entire nation, controls the Third Kazekage as one of his Puppets and with his puppet strings can even control living people. Even outside all this he uses extremely potent poison and has access to very potent Genjutsu that lets him directly brainwash people and erase their memories.

Kakuzu is mostly a raw power type fighter, strong enough to tank a direct Biju Bomb from the Two-Tails. Kakuzu's body is made of 5 hearts that need to be all killed to kill him and tentacles he can extent over extremely large distances or shoot up from underground to attack people. He is also skilled enough to use all 5 Nature Transformations, showing a very high level of skill and intelligence.

Kisame is said to be "The Tailed Beast without a Tail." He is a very powerful Watery fight who carries around with him hovering in the air a mountain sized mass of water to use at any point and to transform into his aquatic shark form which is stronger then normal. He can create water prisons to trap people, create sharks made of water, or just summon regular sharks. His sword Samehada can also drain the chakra from people.

Itachi acts as the final boss for Sasuke during Mid Naruto being the goal he worked towards beating the entire series to that point. Itachi is an Uchiha who awoke the Mangekyo Sharingan, an upgrade of the Sharingan giving them unique abilities. In Itachi's case his Right Eye got the Abilty Tsukuyomi which allows him to create an entire mental universe inside the target's mind which Itachi can control fully, changing the flow of time at will, and inducing whatever images he wants to which he used to torture Kakashi with three days of pain in a moment or made Izumi's mind snap by showing him his entire lifetime up this death in one-hundredth of one-thousandth of one-millionth of a second. He also gained the Amaterasu, black flames that cannot be doused, and last several days, suggested to burn all things in Heaven and Earth and be a world ending flame. Beyond this Itachi is one of the best Genjutsu Users in the series and has access to the extremely strong Genjutsu Izanami forcing an opponent to mentally repeat an action until they accept their fate at the cost of one of Itachi's eyes. Itachi with his Mangekyo Sharingan summon the Susano'o, a giant skeleton construct around himself made of himself with his carrying the legendary Totsuka Blade and Yata Mirror Shield, the former eternally sealing whoever it touches and the latter nullifying all Jutsu used against it.

Nagato/Pain acts as the final boss for Naruto during Mid Naruto. He attained the Rinnegan Eye that the Sage of Six Paths had giving him access to the Six Paths Powers. This is very hard to describe quickly but basically it's six different powersets that to summarize as best as possible the Naraka Path has Resurrection, the Animal Path summons Ninja Animals, the Preta Path has attack/energy absorption, the Human Path has Soul Rip and Mind-Reading, the Asura Path turns its body into weapons including missile launchers and guns, and the Deva Path controls attractive and repulsive forces including pushing people away, pulling people close or create spheres that draw everything like a singularity. Nagato possesses six bodies at once, giving each one of them one of the Paths of Pain as powers. 

Obito: Obito is the Akatsuki's Leader who has his own Mangekyo Sharingan, his called Kamui. This lets him teleport himself, part of himself, or anything he's in contact with him into another dimension called the Kamui Dimension letting him phase through attacks or bfr opponents. He can keep it active for up to five minutes at a time. He can use this to teleport by teleporting to the Kamui then teleporting out where he chooses. During Late Naruto Obito came back much more dangerous, primarily because he stole the dead Nagato's Rinnegan giving him access to all the Rinnegan powers as well.

As might be expected the Kage Tier also contains... the Kage. The Kage are broadly considered the strongest Ninja in the world with a few exceptions, and have feats actively comparing them to the Tailed Beasts and Jinchiruiki. 

The most flagrant of these is the Mizukage, the Kage of the Village hidden in the Mist. Yagura the fourth Mizukage is quite literally the Jinchuriki of the Three-Tails. He was also able to use the water mirror technique which summons from a reflective surface an exact copy of an attack or person attacking to collide with the original with equal force. The Fifth Mizukage Mei was known for her Boil Style which allowed her to attack with an acidic mist that could melt even a Susano'o as well as allowed her to shoot lava at people. Gengetsu the Second Mizukage was a particularlly powerful Water Release user, able to turn his body into water, use water clones and more. There's not too much information on the First and Third Mizukage.

The Village Hidden in the Stone has only had three Tsuchikage as of the original Naruto. Not to much is known about the first but both second Mu and the Third Mu and Onoki respectively are much vaunted for Particle Style, a mixture of Earth, Wind, and Fire Release that creates cubes or cones that atomically disintegrate things, including entire armies. Both can also manipulate the weight of objects, making things lighter so they can move faster or even fly, or making things heavier to slow them down. 

The Village Hidden in the Clouds has had Four Raikage as of Naruto, and while the first two don't have that much information known about them, the Third and Fourth are both extremely powerful, extremely fast Ninja that utilize Lightning Style and have sealing strong enough to work on the Eight Tails, and can physically contend with it directly.

The Village Hidden in the Sand has has had Five Kazekage, and while not that much is known about the first two, all five are sand manipulators with Gaara in particular being able to create sand clones, create sand tsunami, use sand coffins and shields automatically, float around on Sand, etc. The Fourth and Fifth Kazekage Rasa and Gaara both also incorporated gold into their sand to make it heavier and able to crush enemies more.

Finally the Village Hidden in the Leaf had Five Hokage as of Naruto and while the First and Third are above this tier, the others should be here at least normally. The Second Hokage Tobirama is a Master of Prep who created some of the strongest jutsu in the series (Flying Raijin, Edo Tensei, and Shadow Clone) and his paper bombs plan were consider viable strategies against Madara and the Tentails. The Flying Raijin is a spacetime Ninjutsu that allows for the opening of a portal to teleporting things across space, the Shadow Clone Technique duplicates oneself and the Edo Tensei allows you to bring people back to life as Regenerating Zombies as much mindless and under your control as you want. Tobirama is much praised for his intellectual capability, pragmatism, and planning. 

The Third Hokage Hiruzen was similarly respected for his intelligence though in his case it was less for planning and preparation ability and more for his knowledge of jutsu so vast it is said he learned every Jutsu in the Leaf Village. For this is he is called the professor. He is of considerable power even as an old man with Kabuto believing he was the strongest of the Present Day Hokage during early Naruto when Hiruzen was still alive. There are even statements that in his prime Hiruzen was the "God of Shinobi" and everyone thought he was the strongest Hokage though these claims are rather contested and it's definitely fair to say that at least an Old Man he's somewhere in this tier.

Finally the Fifth Hokage Tsunade is actually part of a group of three Ninja called the Sannin. The Sannin are three ninja trained by Hiruzen, considered the greatest in their time and were the mentors to Naruto, Sasuke and Sakura. They considered of Jiraiya, Orochimaru, and Tsunade. All three of them have the ability to summon a giant animal that would also be in this tier.

Tsunade, mentor to Sakura, is a mix of a raw powerhouse type character for tier and a Medical Expert. With the Strength of a Hundred Seal Tsunade naturally stores her leaking chakra, immense as a member of both the Senju and Uzumaki clans into the seal which she can release to temporarily get a massive boost in power, 100 times her base. She has endurance to survive being literally cut in half and is considered the world's best medical Ninja, curing things other impossible like the psychological damage of the Tsukuyomi or fixes the damage to Rock Lee's spine after he prematurely used the Gates. She can also summon Katsuyu, a giant slug that can spit acid to melt people or help stitch them back together.

Orochimaru is the primary overarching antagonist of early Naruto and the mentor to Sasuke. Orochimaru is a snake based Shinob who can regenerate himself by shedding his skin. He has eye sight based Genjutsu called the Death Glare that caused hypnotic fear like a snake does to its prey, he can place curse marks on someone which kills 90% of the time and bolsters their power the rest of the time in exchange for causing them to lose some of their free will to Orochimaru. His most famous trait however is his immortality where his soul slips between bodies, possessing them to escape death, though he can only do so when his current body starts to reject him. He can also summon Manda, the Sage Snake at will which is a giant snake that is a substantial portion of a Tailed Beast in power.

Jiraiya is the third Sannin, mentor to Naruto. He shares a lot of abilities with Naruto as well as have a lot of common forms of Ninjutsu but he also knows and taught to Naruto Sage Mode. While Chakra is normally half made of physical energy and half spiritual energy, Sage Made is created by making them each one third and absorbing the energy of nature as the last third, allowing the power of nature around you to amplify your ability. Sage Mode amplifies every Chakra ability by the power of the natural land around him. Sage Mode also grants basically Cosmic Awareness around you even sensing things on other planes of being like Limbo Clones. Jiraiya can also summon toads who's toad song can trap people in Genjutsu and summon Gamabunta a Kaiju Sized Toad that can fight Shukaku reasonably well.

A few characters are supposed to be really strong from scaling to the Three Sanin. Hanzo was an extremely powerful poison based Ninja that beat the Three Sannin at an earlier point and Jiraiya can't believe he was beaten. Mifune is the Leader of the Samurai and just beat Hanzo outright. Sakumo, Kakashi's dad was stated to be stronger then the Sannin when he was alive. Lady Chiyo attacked Kakashi when she thought he was Sakumo clearly thinking she could beat him.

Besides that Ginkaku and Kinkaku were two Criminal Shinboi eaten by the Ninetails but survived by eating its innards gaining a portion of its power and thrashing about until they were regurgitated now being amped to Kage Level by Ninetails Chakra. Jugo was a Ninja Sasuke recruited due to his clans tendency to absorb natural energy constantly, entering into a Sage transformation. Danzo is a Leaf Village Shinobi who killed and stole the Sharingan from many Uchiha, implanting them on his arm to use their abilities including Shishui's Mangekyo Sharingan Kotoamatsukami which allows him to control people so subtly they don't even realize they're being controlled. Might Guy, Jonin Mentor to Rock Lee, Neji, and Tenten, is a Taijutsu Specialist who mastered the Eight Gates and normally is within his tier with the Eight Gate reaches into Juubi Madara's tier, with Madara calling him the best Taijutsu User in history. Kabuto, superior to Misumi and Yoroi and double agent for Orochimaru was below this tier initially but in Late Naruto returned after learning Sage Mode and gaining the cells of Orochimaru, the Sound Four, and Team Taka, able to use their abilities. 

Finally this tier contains two of the most important characters in the series. This tier contains Kakashi Hakate, at least without DMS which is non-standard. Kakashi, Jonin mentor to Naruto, Sasuke, and Sakura. Kakashi Hatake is the Copy Ninja, known for copying techniques, said to have learned over 1,000, and performing techniques in perfect synchronicity with his enemies to psych them out.  He has the other of Obito's Sharingan which evolved for him into Mangekyo Sharingan giving him the same Kamui power as Obito along with his vast arsenal of abilities. 

This tier also contains one Sakura Haruno one of the three most primary protagonists, at least consistently. Sakura is the Disciple of the 5th Hokage Tsunade and learned her Strength of a Hundred Seal, able to bolster her physical capabilities by 100x just as Tsunade can. It is stated that with it she is just as strong as Tsunade. She also learned from her incredibly strong medical Ninjutsu and has talent with Genjutsu as well. 

So the biggest threats offensively from the verse are the sheer destructive power of Biju Bombs, Deidara's C0, and Pain's Chibaku Tensei, Might Guy opening the Eight Gates, The Atomic Destruction of Particle Style, many forms of Mind Hax most dangerous probably being Itachi's Tsukuyomi, The Sealing of the Totsuka Blade, Obito trapping someone in the Kamui Dimension, and Zetsu/Orochimaru possessing the person. The strongest defenses are the Edo Tensei resurrecting people as regenerating zombies, the natural regeneration of the Tailed Beasts, Obito phasing into the Kamui, The Yata Mirror, and the Susano'o armor of Itachi.

So what are the weakness to the tier?

Well while there are many forms of mind hax in the verse, mind hax strong enough to control multiple people is actually rare. When the Allied Shinobi Forces are wondering how this could be happening, the first thing that comes to mind is it had to be Itachi because of how difficult a mental hax feat that would be. Similarly the Rinnegan, the extremely powerful Samsara Eye, is only ever shown controlling six people at once. Higher Potency Mind Hax and Mind Hax Resistance could allow resisting most of the mind hax and turning the verse's strengths against it with only those with the EMS or the Rinnegan (Nagato and Obito) able to resist. This also allows bypassing of Tailed Beast and Edo Tensei Regeneration. 

Beyond that without speedblitzing him, Obito was functionally invulnerable and had a one shot move against pretty much everyone through the usage of Kamui. Combined with Taijutsu being melee based and Ninjutsu being mostly projectiles or beams this suggests to me another power that would be potent here would be portal creation or dimensional manipulation, phasing into other dimensions to avoid being hit and dimensional BFR-ing enemies. 

The weaknesses mentioned above would also be relevant. Killer B, Jinchuriki of the Eight Tails and strongest Jinchuriki to that point was overwhelmed by the energy-draining of Kisame's Samehada showing that energy manipulation is particularly potent. 

Finally it should be noted that many of the strongest abilities of the verse outside the Tailed Beast Bombs are ultimate techniques that are Chakra-Draining or otherwise come with some kind of downside and are not used as first resorts. This means that any character that opens with their hax is likely to hit first with it. This leads me to my first counter

Creamy Mami from Magical Angel Creamy Mami

Creamy Mami is the first and leader of the Studio Pierrot Magical Girls who in their battle with Alien X, a higher dimensional alien monster, the four magical girls created an explosion that encompassed a notable portion of the Moon, calced into the high Gigatons and sent them back to Earth in seconds which would be relativistic speeds, as well as matched Magical Princess Minky Momo in combat, Minky Momo being able to travel back and forth to the dream world of Fenarinsaria at the edge of Earth's orbit, giving her upper end physical stats for the tier. Hilariously she'd also have high level combat skill for the tier as she was able to Kill a large Dragon without her powers using just a sword, requiring superhuman levels of skill.

Creamy Mami has general purpose reality-warping with her magic but she broadly uses it sing with her magical voice, the singing able to regularly control crowds of people, cause technology to not work or shift around to make things like one of her stage shows, and even affecting nature around her. This is a level of mind hax not seen in the tier and she is far more likely to open with it. 

Outside this Creamy Mami has shown numerous broken powers. Creamy Mami's magic allows her to teleport herself or others including whole helicopters between dimensions and when Ojira the skyscraper sized dinosaur monster (a Godzilla homage) was rampaging around Creamy Mami used her magic to create a gigantic portal to the Dinosaur age where it came from, which she both could and in character would use against something like the Tailed Beasts or to protect from their attacks. She's also shown minor time reversal like Madara and has purification powers that would likely undo Edo Tensei zombies.

The biggest threat to her is just being overwhelmed and her own mental weaknesses as a young girl. Also while she does have some mental resistance, able to resist the Ghost's Hypnosis in Episode 9 which was able to fully brainwash normal people she's never shown mental resistance on the level of Nagato or Itachi. Another teenage girl with magic you could use of a very different temperament would be

Raven from the 2003 Teen Titans Animated Series.

This is specifically Base Raven rather White Raven. Raven's physical strength and durability are impressive enough for Naruto but would be more like Jonin Tier scaling off Thunder and Lightning able to create storms and the Teen Titans fighting Cinderblock causing an explosion that seems to encompass the area above a mountain. That said her telekinesis which is what she fights with and her telekinetic shields may be Kage Tier as she is shown to be pretty even with Terra who's geokinesis could trigger a city-threatening volcanic eruption which would likely be somewhere in the Kage Tier. In terms of speed she along with the rest of the Teen Titans are able to avoid close range blasts of light from Doctor Light, giving her upper end Kage Tier speed. 

Raven naturally flies around and uses telekinesis in combat and while she normally telekinetically throws things at her opponent or binds them, when she sees that the fighters in the verse use their abilities by making hand signs, or at least most of them do in this tier, she can move their bodies slightly to disrupt their Ninjutsu. Raven can also phase intangible making her untouchable to Taijutsu and most Ninjustu. 

Raven is an Empath and a Telepath, who's mind hax seemed to work on the other Four Titans at once when she knocked them unconscious and transferred some of her power to them. This included on Cyborg who could resist the psychic control of Brother Blood who can control an entire academy of students. Raven likely has similarly strong psychic resistances as Malchior, a superior magic user, was unable to just control her to do his bidding. 

Raven can open portal so other dimensions to BFR people or things and with prep can create portals through time or to specific dimensions, an exotic ability for the verse and a way to access Obito's Kamui dimension respectively. The only way I see her get taken out is by being off guarded by a strange ability but Raven's empathy lets her at least know when an attack is coming and her phasing means there's very little in the tier that would hurt her. And if they try to overwhelm her, Raven when in high distress can just... stop time. 

Still it's possible that the subtle genjutsu of Danzo's Kotoamatsukami would trick her into phasing at the wrong time or the overwhelming mental assault of Itachi's Izanami would just overwhelm Raven's mind. For the best counter to the tier I'd suggest

A Phazon Elite from Metroid.

Phazon Elites are the Phazon amped form of Elite Space Pirates, these Elite Space Pirates providing at least a slight challenge to Samus and scaling above the Tallon IV Metroids. The Tallon IV Metroids withstood the impact of the Leviathan, a giant living meteor onto the planet, with the full force of the collision between planet level due to the immense gravity of the planet, and divided by the surface area making these Metroid Island Level, with the Phazon Elite likely on the upper end. Space Pirates are also able to fly spaceships moving at FTL speeds in close proximity with Elite and Phazon Pirates being somewhat a threat to Samus when Base Suit Samus can blitz their normal Pirates, as well as outpace their lasers, which should put Phazon Elites at the upper end of speed for the tier.

Phazon is a highly radioactive corrosive presence and pretty much all the human characters are going to quickly be endangered just from being around the Phazon Elite. Beyond that Phazon can be solidifed into Phazite which can be used to make armor and weapons that are teraton level, requiring basically the strongest things in the tier like C0, the Eighth Gate or Chibaku Tensei to overcome, with the three users of those all being genetical humans who would be messed up by radiation. Phazon can also be used for poison which would be fairly dangerous for a similar reason.

What's more notable here is Phazon's more exotic abilities. Phazon can basically create interdimensional portals which is what Leviathans using Phazon use to get around. Moreover the biggest threat is that simply being around the Phazon will start corrupting other things with Phazon Fever as the Phazon spreads to them, turning them into similar amplified Phazon creatures. There's a few things in the verse that might be unaffected by this such as the Biju from being made of Chakra or the Paths of Pain since they're remotely controlled by Nagato but even if the Elite is killed at some point, the spread of Phazon would be extremely difficult to stop for anyone in the tier or any combination of people in the tier to stop, especially as it turns the tier's defenders into Phazon monsters.

Ninetails/Continental Tier:

While the Tailed Beasts are used as superweapons by the villages and generally require their strongest Ninja to compete with, the strongest of the Tailed Beasts, so strong it can overpower five others at once while trying to not hurt them is the Legendary Kurama, the Ninetailed Fox. This is a level of power most of the verse struggles to even match the slivers of power from one half of, that being the half that was sealed inside Naruto and with basically no one in the first two thirds of the manga able to directly compete against. Even for most of Late Naruto, Naruto beginning to master the Ninetails' power as he begins to befriend Kurama gives him a power that makes him able to compete with some of the strongest Ninja in history.

The scaling for this tier is pretty direct, everyone here is a character that at least slightly scales to the Ninetails in some way. The Ninetails is a character that the Databook describes as being able to turn the world to ash and able to shatter the world, who can provide thousands of Ninja with power in the Kage Level before protecting them all from the Tentails cataclysm, an attack that created natural disasters across a huge area, usually calced in the continental range. In terms of speed Naruto relying on a small portion of Kurama's chakra overwhelmed Haku and the boost in power Kurama gave all the Ninja allowed them to move faster then Mifune who slashed at lightspeed. As such this tier is Continental and FTL. 

Very few characters relatively are at this tier, but the first is obviously Kurama himself. Naruto only befriends Kurama late in Naruto and until then most of the verse is struggling to compete with the fraction of one half of Kurama that Naruto can access. Kurama can change the weather and create natural disasters with his malevolent Chakra which causes fear in those that experience it and when exposed to it acts as a dangerous poison with even Medical Ninja finding it hard to heal.

When Obito used the Sharingan to send the Ninetails against Konoha Minato, the Fourth Hokage was able to save them by sealing half of it inside him and half of it inside his infant son Naruto. Minato is the Yellow Flash. Even prior to the sealing, Minato's power impressed Kurama and his speed was considered unparalleled in the verse. With Kurama's Power he was also able to enter Kurama Chakra Mode boosting him clearly to this tier. He also has Sage Mode though claims to not be good at it. Besides this he has the Rasengan, was better at Flying Raijin Teleportation then even Tobirama the Technique's Creator, and knew the Reaper Death Seal which lets you seal anyone as a suicide mode by summoning the little Grim Reaper and is what he used to seal away Kurama's chakra into him and Naruto.

This tier also contains the two perhaps most famed Ninja of all time as of Naruto,  Hashirama and Madara, the original reincarnates of Ashura and Indra. The two were so strong that Madara controlled the Ninetails during his fight with Hashirama and it didn't change the fight at all. Hashirama Senju was the First Hokage and could do things like create giant wooden constructs with 1,000 arms to attack with or which could wrestle with and suppress the Ninetails cloaked with Madara's Perfect Susano'o. He could summon Five Rashomon Gates that could pin down even the Tentails, was a Perfect Sage and had many other techniques. 

His rival Madara Uchiha is the Ninja that singlehandedly declared war on the Shinobi world and almost won. Madara has the Rinnegan as well as his own Eternal Mangekyo Sharingan that lets him create Limbo Clones of himself from a higher reality, the attacks hitting people physically not even being in the same plane of being. Madara absorbed Hashirama cells into himself, granting him regeneration and Sage Mode. He has access to Tsukoyomi and Amaterasu, can reverse time several seconds, has the Perfect Susano'o which is an upgraded bigger stronger form of the Susano'o and has access to Izanagi which lets him sacrifice an eye to rewrite reality and erase a mistake he made. Along with a metric ton more abilities. 

So the biggest threats of this tier are Madara's Rinnegan and EMS abilities, Spacetime Manipulation from Minato and Madara, the Reaper Death Seal, and the large versatile arsenal of abilities of Madara and Hashirama. 

So how do you counter that?

Well a lot like the last tier, Madara, Hashirama, and Minato are all inclined to not use their strongest abilities first due to personality reasons, the chakra drain the techniques require, and the Reaper Death Seal being a suicide move. As such the answer seems to me to use charactrers who use broken haxes quickly. While characters on this tier or at least Madara can resist the Planetary Mind Hax of the Infinite Tsukuyomi and Hashirama can counter high level time hax, and they have a lot of lesser resistances, things like large scale soul hax or more esoteric haxes is something they've never shown resistance too.

Additionally Regular Sage Mode doesn't seem to be able to sense things in other dimensions and for the most part the range of their senses isn't on par with their attack potency, mostly attacking on more of a biome/city range. Madara and Hashirama rely on Ninjutsu and to get into the continental range for attack potency and The Perfect Susano'o and Wood Style for durability. When Madara fought the Kage without his Perfect Susano'o even though he was playing around they were able to do damage to him. Similarly Minato isn't as strong as Madara and Hashirama even in Kyubi Chakra Mode and without KSM while his speed is in this tier as the Yellow Flash his power isn't. Basically outside of Kurama this is just three Ninja with really powerful abilities rather then bodies that are in another tier. Something like telekinetically crushing their organs would be an extremely strong tactic and they're still suspectable to things like poison or age manipulation or other forms of biological attack if it can reach them.

Finally their speed isn't that high for their tier, the characters still being in the Lower FTL rather rather then Upper FTL.

A potential counter you could use is 

The Dark from Cardcaptor Sakura

The Dark was able to cloud the Earth in Darkness and is faster than the Shadow which is a shadow that moves at lightspeed putting her around the stat range of the tier. It is the sentient elemental force of darkness and should scale to the Cards under its domain. This includes the Sleep which it used to put everyone on Earth to sleep at once ala the Infinite Tsukuyomi which would on everyone but Madara. 

It also includes the Erase which allows it to Erase Persons, Memories, or Powers as it did when it temporarily trapped Sakura in the darkness without her powers. This should be able to be used on Madara as Onoki's particle style seemed to have been a threat to Madara if he couldn't absorb it with the Rinnegan and the Rinnegan has never shown the ability to absorb non-Chakra based abilities like Magic.

Taijutsu would obviously not work against just darkness and while some Ninjutsu can create Light, the Dark is a dark that stretch across the planet. The Dark also has an interest resistance to sealing as she can only be sealed alongside the Light even by mages as powerful as Sakura which means that Sealing Jutsu wouldn't work. As such most Ninjutsu would also be ineffective.  Plus the Dark if it is feeling threatened can simply stop time using The Time power. 

Genjutsu might work however most Genjutsu require eye contact and in the Dark's normal form it doesn't even have eyes as it appears first as just darkness. The only real threat I'd imagine would be that if the Darkness counts as part of the natural world which thematically it should going by CCS rules, it's likely that Hashirama or Madara in Sage Mode could absorb the Dark, especially as the Dark isn't faster then them. And while I think that's less likely given the Dark's first move vs their first move, another counter you could use is 

Pariah Dark from Danny Phantom. 

Pariah's raw power is lower then people here though being hundreds of times the power of Vlad Plasmius a High Tier Ghost that scales to lower Teraton level feats like Vortex and Fright Knight (Pariah's servant) created planetary storms), Pariah's raw power isn't entirely unhelpful here allowing him to surviving basic attacks from Kurama and which can allow him to overpower Base Minato, Madara and Hashirama. His speed is much more notable as he is able to blitz someone like Vlad from very far distances, Vlad being a Relativistic to FTL fighter, with Pariah most likely also being hundreds of times faster than light, enough to blitz anyone here.

Pariah's speed gap means he should be fast enough to attack and knock out the human ninjas here or to send all of them into another dimension as he did to all of Amity Park. The only one who might be able to escape from that is Minato if he has a Flying Raijin prepared. This is a problem as Pariah can phase intangible and it's not clear Minato has a way of dealing that other then the Reaper Death Seal. Even if he used the Reaper Death Seal Pariah could simply go to the Ghost Zone while the Reaper is on Earth and it wouldn't be able to follow him.

Pariah can also possess people as all ghosts can and this possession is strong enough to work on other ghosts or even on dreams and data, suggesting he could even possess Kurama if he wanted. High concentrations of ghost energy are also a form of biological weapon inducing ecto-acne which makes one deathly ill and would give Pariah another way to deal with the humans. Hashirama and Madara with his cells should have some resistance to diseases via the Senju DNA but Pariah's got the largest among of ecto energy of any ghost seen in the series and may be able to just overpower it. 

It's possible that Madara's Limbo Clones could do something or that Kurama could overpower Pariah though Pariah should have natural ghost regen that Kurama probably can't overwhelm. Pariah's dimensional hax is just really strong and sometimes that generally only the Otsutsuki have an equivalent to. But for the best counter I think you could use

Michtlantecuhtli from Bayonetta. 

Michtlantecuhtli is an Infernal Demon of the highest Rank and should be similar to Gracious and Glamorous, two Seraphim of Angels who it is said a taste of their power can destroy the human world, having similar lore to the Ninetails, except with just a taste of their power. In terms of speed, They should easily scale to the speed of the much lower ranked Angels Irenic, who are said to be able to cross Paradiso, thousands of times larger than the human world in a day. If you go by the lower estimate that this is the Earth then Michtlantecuhtli would be hundreds of times the speed of light, giving the ability to blitz the characters here.

Michtlantecuhtli naturally exists in Purgatory another dimension where Demons can affect the Physical world but can't be seen or interacted with in return. This is functionally identical to Limbo Clones, where it was possible for characters prior to Six Paths power to interact with them but extremely difficult meaning fighting Michtlantecuhtli would be similarly difficult. Madara could summon his Limbo Clones which are equivalent but whether that means they could affect Michtlantecuhtli is questionable.

From Purgatorio Michtlantecuhtli could attack the humans here and off guard their durability would be far lower and one-shot. From there it could just attack Kurama over and over. Even if it couldn't permanently kill Kurama which it may be able to via soul absorption Kurama would have no way of attacking Michtlantecuhtli back.

Michtlantecuhtli is also known for creating plagues when it crosses the human world, a form of biological manipulation that would be likely weakening for the humans. But the biggest problem for the verse's defenders is that Michtlantecuhtli and other powerful Demons are expressions of fear and repressed emotions and will return so as long as they exist. For character reasons Madara and Hashirama who were driven by fear of the Shinobi world torn apart by war would never realize this and be unable to kill Michtlantecuhtli. Michtlantecuhtli is basically an embodiment of the fears and repressed friendship for the sake of their ideals that symbolically Naruto and Sasuke the next incarnations of Ashura and Indra were able to defeat that the first incarnations Hashirama and Madara were not able too.

Tentails/Planetary Tier:

Stronger then even the Ninetails is the original Tentails from which the Nine Tailed Beasts were derived from, Kurama needed for the verse to fight with even the casual Ninetails. The two major villains at the end of the series, Madara and Obito, both sought the power of the Tentails and to become it Jinchuriki to bring a state of perfect peace to the world via the Eye of the Moon plan. The characters in this tier are basically the strongest in original Naruto, with one exception for later. In terms of power this tier has numerous planetary feats. The Tentails is stated to have the power to end the world. Toneri was going to launch the Moon into the Earth with enough force to destroy it. The Shinju form of the Tentails growing as fast as it did has kinetic some calc into the Planetary Range. Hagoromo and Hamura sealing the corpse of the Tentails after a presumably long and difficult battle with it created the Moon to seal it with and put it in the sky with the kinetic energy of moving the moon quickly being likely in the planetary range. In terms of speed the Tier scales much above the last tier with even casual attacks like the light fang being lightspeed.

The main thing characters are scaling to in this Tier is the Tentails, the raving monster made from the Shinju. For the most part the Tentails itself is a big powerful monster thing that changes the weather and creates and shockwaves and similar via raw power but doesn't use much special abilities. That said it granted the two characters who briefly became its Jinchuriki, Obito and Madara, stronger forms with greater abilities referred to as Juubito and Juubidara. These forms not only had the Tentails power but had regen strong enough to recover from most of Juubidara's body being blown off by Eighth Gate Might Guy, lets them fly and survive in space, makes them immune to Ninjutsu and lets them create truth seeking orbs which are orbs of yin and yang energy that can erase the existence of what it hits on a spiritual level, erasing even souls or chakra that it hits. It also allows for the technique Obito and Madara sought it out for, the Infinite Tsukuyomi, a Genjutsu Cast on the Moon that puts people into pleasant dreams for all eternity. 

Hagoromo and Hamura, the two children of Kaguya that originally defeated and sealed the Tentails in the Moon should also be here. Hagoromo is perhaps the most haxy character in the series being a disembodied soul floating freely through time and granting Naruto and Sasuke the Yang and Yin Powers that gave them their Six Paths Powerup near the end of the series. He's a time traveling ghost ninja wizard with access to most of the abilities in the verse. Indra and Ashura, his sons who reincarnated into Madara and Hashirama, then Sasuke and Naruto are probably up here somewhere, though less is known about them.

That leads up to the most important characters in the entire series. Sasuke has the Rinnegan, the Eternal Mangekyo Sharingan giving him access to Amaterasu, Kagetsuchi which lets him shape the Amaterasu into weapons and constructs, and his own Perfect Susanoo, as well as the Yin Six Paths Powers Hagoromo gave him which let him sense and interact with people in other dimensions, interdimensional teleportation and sealing as he and Naruto together sealed away Kaguya with the same powers Indra and Ashura did against the Tentails.

Finally we have the main character himself, Naruto Uzumaki. Naruto has Kurama's Chakra, the chakra and abilities granted by all the other Bijuu, Sage Mode learned from Jiraiya, and the Yang Six Paths Powers given by Hagoromo which allows him to fight Limbo Clones despite this existing in a higher plane of reality, restore Might Guy from the Eighth Gate, bind people, hold open dimensional portals, summon Truth Seeking Orbs, and other hax god powers along with sealing Kaguya along with Sasuke. He's also basically the master of the Shadow Clone Jutsu and uses it to duplicate himself thousands of times over. 

Also technically Sakura punched Kaguya in the head and it did something which most people agree is Plot Induced Stupidity but I mean if you wanna say she's here that's fine. Kakashi also temporarily got here with his DMS state although that's not at all standard for Kakashi, with the four of them together managing to stop and seal Weakened Kaguya, the secret boss of the Manga. 

In terms of notable threats, this tier contains basically everything from the prior tiers the Spiritual Plane Existence Erase (Truth-Seeking Orbs), Planetary Mind Hax (Infinite Tsukuyomi), Moon Level Sealing, and Time Travel. So what are some good strategies?

So I don't know much the Time Travel aspect is relevant here, as Hagoromo can only manifest when certain conditions as met and must quickly return to the Pure Lands, I don't know if that's ignored for  the sake of a vs debate, but if you do it when he's alive then he doesn't have his time powers.

This is a very hard tier to counter regardless because not is it extremely strong and hax, it's also just very well balanced. However I think the best thing to use against it is what Kaguya used that being dimensional tactics aka dimensional BFR and inter-dimensional attacks. They'd still have to be worried about the Infinite Tsukuyomi but without Kakashi using Obito's Eye Team 7 would have been completely messed up by Kaguya's dimensional tactics, especially if Kaguya was more tactical in her usage of it. 

You could also use Hagoromo's strategy and instead and use a time traveler yourself since while the Sharigan can see a bit into the future, attacks from far future or the past are something the Ninja here can't see coming. Even Hagoromo who can time travel can't percieve a transtemporal attack coming.

Also a lot of the strongest attacks here are still things like projectiles so things like attack reflection or attack absorption could also be a tactic. Things like the Infinite Tsukuyomi and Sealing are not but the latter seems to be difficult to do in combat and the former... admittingly that one is just a big danger regardless. 

So who could you use to counter? You could use

Goyan from Splash Star Pretty Cure

Goyan is the final boss and in His Initial State scaled to the Splash Star Cures at that point who would be much superior to the Fresh and Heartcatch Cures both of whom outpaced light from cameras as well as the Heartcatch Cures who fought Baron Salamander who could destroy the Earth and the Smile Cures who were able to withstand the Bad End Cannon that can destroy planets. The Splash Star Cures were likely stronger then them even early on and got much stronger over Splash Star. 

Goyan has some helpful abilities, able to summon Uzaina which should be relevant physical threats scaling to earlier Splash Star Cures, can create a black hole like thing that can suck in attacks which would be helpful against the verse's projectile attacks, and regularly uses dimensional manipulation and bfr which could be a one shot against the verse's defenders and protect him from their attacks.

But the main reason I bring him up is his big power. Goyan can drain worlds of their spirits and spiritual energy, which he did to the Earth and possibly the entire universe gaining universal levels of power. Against the Naruto-verse where they rely on Chakra, Spiritual Energy for their powers, this would essentially completely depower them. While the characters here have immense chakra reserves, it doesn't seem infinite and Goyan's spiritual draining is so strong that it should be depower or them or at least boost his capabilities so much that it's irrelevant. 

The only thing that might stop him is Genjutsu Mind Hax particularly the Infinite Tsukuyomi if Juubito or Juubidara are there and they use it before he uses his spiritual energy drain. For a counter that's more safe from that you could use

Eon from Ben 10. 

Eon's power varies based on energy, but he has fought and beaten Way Big, a planet buster, and a FTL character like Ultimate Swampfire. So there was a point he was in this tier. 

Eon is a time and dimensional traveler, something no one in the verse is with only Hagoromo having Time Travel and him not being one of the Dimensional Travelers, that meaning Eon can escape any unwanted conflict with anyone in the tier and attack when they were most vulnerable. Even if he did get into a direct fight he can absorb the energy of the Ninjas attack against him or use portals to nullify any attack coming at him. 

Offensively he can use age manipulation rays to age people until they die which would work on anyone here save Tentails and Hagoromo. He can absorb their energy to depower them and was able to merge his personality into his DNA, a form of genetic manipulation that would bypass the normal resistances the Ninjas on this tier would have. 

The Infinite Tsukuyomi might still be a threat however and it's possible he might not be able to directly affect the ghost Hagoromo though he could go back in time and stop Hagoromo from being what he is. Still for the best counter to this tier I would suggest

Deep Blue from Tokyo Mew Mew

Deep Blue's Song of Oblivion technique can completely vaporize planets, and his forcefield can tank its power. His speed is lower than the tier but it's actually irrelevant as Deep Blue attacks trans-temporally, as he was able to send Mew Lettuce back in time to cause events to happen as they already had for him. 

Deep Blue is essentially a combination of both of the last two counters. Deep Blue is a spirit fused with human genetics and so the humans here can't conventionally kill Deep Blue without killing themselves. He has psychic abilities that let him perceive things in the past and future as well other dimensions which means he can attack the Ninja here when they are vulnerable without them knowing he was there and even if he was in front of their minds to know what they're going to do. Even if they were to try to attack with something like the Truth Seeking Orbs he could teleport away or presumably block it with his forcefield. The Infinite Tsukuyomi seems like it would work except Deep Blue is a spirit that can exist without mind and can purge foreign influence from his mind at will meaning it would at best stun him a moment. 

Offensively Deep Blue has an insanely broken ability here that being planetary scale purification. This would essentially one shot everyone here except Hagoromo, removing the foreign Chakra and Nature Energy affecting their bodies and reverting the Tentails to the Shinju. Hagoromo is versatile and hax but if he doesn't know anything about Deep Blue he wouldn't know that Deep Blue can just erase spirits which would erase them, especially as Deep Blue can also dimensionally travel to escape an unwanted fight with him while the inverse is not true. 

Otsutsuki Tier/Stellar Tier: 

So while the above tier seems to be the strongest characters in Naruto's contemporary period, the final surprise villain Kaguya was likely much stronger in her prime as her motivation when she was awoken was to reclaim her lost Chakra which had been distributed around the world. Prime Kaguya was able to not just destroy her dimensions as she could in the modern with her Expansive Truth Seeking Orb Attack but also to create them, these dimensions seemingly having not just moons but stars in them, with the destruction of a dimension containing a Star and its orbiting planet assuming similar distance to Earth requiring Large Star levels of energy, and arguably Star System Level as she can destroy the dimensions from the planet omnidirectionally. In addition she should be one of the fastest characters in the verse, easily in the FTL range.

Prime Kaguya is not just really strong, she's also really brokenly hax too. Almost every ability including the Rinnegan, Sharingan, and Byakugan are basically directly inherited from her. She also has the abilities of the Tentails which all the Tailed Beasts were derived from. Kaguya is an also an Otsutsuki which are the villains of Boruto and meant to be the next step in power being alien gods that consume the life energy and genetic material of worlds to further evolve striving to become higher dimensional entities Otsutsuki can create dimensional portals to anywhere within a dimension, they can suppress their aura that even Kurama Chakra Six Paths Sage Mode Naruto and was unable to sense her and like all Otsutsuki she can convert herself into pure data and imprint herself on others to turn them into her, regenerating from complete physical destruction by possessing the mind of another and transmuting the target's body into a copy of theirs. 

So on top of every ability save maybe time travel, Kaguya has dimension creation and BFR, godly stealth, and her own form of low godly regeneration and possession based on her information. 

In terms of weaknesses Kaguya has noticeably more weaknesses then the prior tier, in particular Kaguya is insane and not used to using her powers tactically relying on Zetsu to basically feed her ideas. She is easily distracted enough that Naruto using the Reverse Harem Jutsu temporarily stunned her and despite even her weakened self being substantially stronger than Naruto and Sasuke she struggled to fight them partially because of her own lack of awareness. A fight who is powerful and hax enough to fight her but also tactical and highly mentally competent could probably beat her.

With that said the first counter I have is 

An Archivist from The Owl House

Archivists are stellar level entities who can easily travel the stars, giving them speed and vaguely in the same tier power as Kaguya. Moreover they are highly hax beings where even a child can do things like reality the entirety of the Boiling Isles into a game. They have a wide arsenal of broken abilities similar to Kaguya including dimensional travel, matter energy manipulation, mind manipulation etc. and usually on a similar cosmic scale. 

While their hax is not as great, and their raw power definitely lesser, the Archivists have the advantage of being presumably MUCH smarter. The Archivists job is to wander the universe collecting information and with deep cosmic lifespans that their role is to observe the passing of time they would likely be far mentally adept then Kaguya. Beyond that their full role is to observe the passing of time and seal away entities from each species to eternally preserve them. An Archivist upon seeing an Otsutsuki would want to seal it for information and given that Kaguya was defeated by sealing I think it's most likely this would succeed. They should be able to bypass her generation if needed as while Otsutsuki are made of pure information, the Archivists can affect things on the level of fundamentality with the Collector positing rocks, fire, or gravity as things human might eat. 

In contrast if Kaguya tried to attack, some of her attacks seem like they would work and some wouldn't so it's kind of hard to say what would happen if they both went for a hax that would win. However while Kaguya is much more skilled then an Archivist and they're much smarter then Archivist also has a general range as while Kaguya can destroy a dimension with an expansive truth seeking orb most of her attacks are cosmically at close range while even a child Archivist can effect a planet's moon from the surface. with casual telekinesis. 

If they start at closer range obviously Kaguya could overpower though and she does have a skill advantage. Another option you could use is

Michael from Bastard!!

Michael wields the swords Leviathan which has the power of a supernova, putting her in the same range as Prime Kaguya. There is an actually a higher ball-ed version for both using Michael's Spiritual Body instead and Boruto anime which shows Otsutsuki dimensions as having many stars in them that would put them in the same tier again but Michael much higher into. Also while Kaguya is somewhere between Tens and Thousands of times FTL, Michael was able to casually travel to the center of the Galaxy from Earth within 4 years, calced at 7,000, all while fighting demons, showing she's likely much faster. 

Michael is a Seraph one of the leaders of the Angels in the war against the Demons for millions of years. She has A Tier Skill and Superhuman Intelligence which should let her easily outdo Kaguya mentally. Beyond that as an Angel of her caliber she has hundreds of millions of forcefields surrounding her at all times called Dispel Bounds that protect against every conceivable kind of hax, including all of Kaguya's abilities. Kaguya could break them but Michael can regen them instantly with Michael being faster than Kaguya. Beyond that Michael is made of Eternal Atoms where every atom of her physical, astral, and spiritual body needs to be mutually annihilated to kill her. I think it is conceivable possible for Kaguya to kill someone with Eternal Atoms as Tailed Beasts can effect souls and Truth-Seeing Orbs can erase someone spiritually but even Prime Kaguya doesn't have the level of power to atomize Michael's PHYSICAL body let alone her Eternal Atoms.

In contrast while Kaguya can regen, it usually takes at least some time and Michael can permenantly kill her with Victory Rainbow Rising, an attack that erases an enemy atomically on the physical, astral, and even spiritual level at once, removing their presence from spacetime which should be enough to delete all of Kaguya's information.

You could argue it's cheating to use Michael here as her Spiritual Body is much stronger then Kaguya in stats though. And Kaguya could go to another dimension and stalemate as Michael can't naturally travel between dimensions, though Kaguya needs to eat Chakra Fruits eventually to maintain her youth while Michael just doesn't age. Still for the best counter to Kaguya I would suggest

Wiseman from Sailor Moon 

Wiseman the Avatar of Death Phantom as a manifestation of his will was able to turn Chibiusa into Black Lady, bestowing upon her dark powers in the same range as late Black Moon Clan Arc Sailor Moon who scales much above Fodder Droids that could withstand the energy of time travel, something Saphir says disrupts the energy of Black Hole Planet Nemesis, a star system level feat. In terms of speed they easily scale to the feats of the Weaver Stars traveling to the Earth every year for Tanabata calced to dozens to thousands of times the speed of light, and to the Mautions and Coronians coming to the Silver Millennium from other Star Systems at likely hundreds of times the speed of light putting Wiseman in the same range if not substantially much faster than Kaguya.

Wiseman has a massive intelligence advantage over Kaguya. He is likely the smartest character in the Sailor Moon Universe treating the Black Moon Clans like pawns including Type 3 intelligences like Saphir and back when he was the criminal Phantom developed supernatural combat techniques showing a level of skill.

One of these techniques was the Evil Eye a mind hax technique which worked on Black Moon Clan Sailor Moon who earlier had tanked Queen Metaria able to brainwash the entire world, suggesting its potency is enough to work on even Kaguya. He can also at will travel through time or through dimensions with Black Lady made from his power able to take Demande and Saphir to the edge of spacetime easily. With this he could easily avoid any attack from Kaguya or BFR her himself to the edge of time. Against Kaguya's Taijutsu Wiseman is an incorporeal mental being. Against Kaguya's Ninjustu he could avoid it by shifting to another time all while perceiving the timeline to know when she is. Against Kaguya's Genjutsu the Evil Eye protects Wiseman from Mental Effects as strong as the Evil Eye itself. 

Finally Wiseman has the Malefic Black Crystal. The Malefic Black Crystal is like the evil equivalent to the Silver Crystal. While the Silver Crystal creates energy, the Black Crystal absorbs all nearby energy, canceling out any energy-based powers. Against Kaguya whose powers all come from Chakra, the Black Crystal would depower her as it did to Sailor Moon. Even though she can't possess him anyway being that he's a mental projection of Death Phantom's, the Black Crystal can also bypass her regen as it can create dark crystal pillars that create mists which erases things from existence, even spiritual things like King Endymion's spiritual projection. 

Wiseman would be able to outthink Kaguya, control her Genjutsu-style, depower and erase her or bring her to the end of time all while avoiding all of her Justu by being Hagoromo+ as a freely time traveling, dimension hopping ghost with mind hax resistance above any in the verse.
