DC/Durability:
Building Level+:
The Atlanteans and the Amazons have waged war on each other several times, and the Atlanteans can survive the pressures of deep underwater.
Who is at this level: Most of the equivalent of DC's "Street Tiers" would be here. I mean Lex can go one on one with his Amazon Bodyguards without any equipment, and he and Joker are both fairly low tier in terms of fighting without any equipment. Fodder Atlanteans and Amazons generally scale to everyone.
Stellar Level+
Who is at this level: The Speedforce Users can reach at least this high with the Infinite Mass Punches though obviously they're more geared towards speed and hax. Relatively Low Tier Lanterns would be at least here (if not higher due to even stronger feats), as would be the strongest characters in the new 52 canon (new 52 Superman, Wonder Woman, Martian Manhunter, and Shazam as well as bricks that can fight against them). Without Pre-Crisis Scaling people like Wonder Girl (both Donna and Cassie) as well as Superboy should likely be at least here scaling from Lanterns.
Galactic+ Range:
Ares can casually become the size of the giants of the Promethean Galaxy whose hands span entire star systems
The Green Lantern Corps hold in an explosion capable of destroying a galaxy (There was less then 7,200 Green Lanterns there and milky way sized galaxy level divided by 7,200 would still be low galactic, suggesting even fodder GL could be low galactic level)
Who is at this level: High Tiers from Post-Crisis (Superman, Wonder Woman, Martian Manhunter, Shazam as well as bricks that can fight against them), anyone that scales to a fairly high level Lantern really. Also generally low to mid tiers in Pre-Crisis/Rebirth will be at least here.
Universal+ Level:
Pre-Crisis Supergirl was able to do some damage to an earlier Anti-Monitor who could at least universe-bust and was able to equal the Monitor in combat for thousands of years
Who is at this level: Most of the really heroes of Earth of Pre-Crisis and/or Rebirth now that Rebirth has made everything canon.
Speed
Hypersonic to Massively Hypersonic:
Batman has dodged light constructs and light blasts
Who is at this level: Most high end DC "Street Levelers" would be in the hypersonic range and likely have reflexes above that.
Past the Light Barrier (Trillions to Quadrillions of times Lightspeed):
Light-Ray can circle Apokolips thousands of times in a short time yet Superman is faster then him by far
Who is at this level: This is where the lower bound MFTL characters in DC are presumably as this is where Superboy is and where Superman is still far ahead of in terms of speed. Wonder Woman's Shattered God Speed Feat came out as sextillions of times the speed of light while she wasn't using the speed of Hermes and Superman while slower then her isn't that much slower which is somewhat consistent.
Past Higher Barrier Speed and Scaling:
Jay Garrick the Golden Age Flash is able to get right up to the speed force barrier yet Hal Jordan, Power Girl, Red Tornado and Superman (all post-crisis) are implied to be faster then him suggesting they are near the speed force barrier as well
The Flash without breaking the speedforce barrier has outrun the implosion of the universe and has defeated the Black Racer by running to the end of the universe where even concepts like death break down, this being a conceptual speed feat
While not with the casual degree of Barry and Wally, both Clark and Diana have broken the speedforce barrier before. Superman breaks the bonds of infinity and is implied to and Wonder Woman using the speed of hermes has entered the speedforce of her own power
Wonder Woman and Shazam are both said to have the speed of Hermes. Hermes is far faster then early career Barry Allen. In Greek Mythology Hermes was said to be fast enough to deliver every single soul to the underworld though while Greek Mythology is clearly real in DC Comics, I don't recall that particular facet ever being mentioned.
Wally West ran at a calculated 23 tredecillion times the speed of light. While he was amped it's important to note this was back when he was trying to not run into the speedforce. As he didn't break the speedforce when performing this feat, it's likely any speedforce barrier breaking feat (since that is the highest speed barrier in DC) would be above this. There's also this calc which puts Wally running past the evolutionary epoch of the Big Bang at 11 septendecillion times the speed of light though haven't heart much about whether that is considered legit.
Who is at this above level: On the main Earth, The Flashes obviously can reach that level. Zoom would also be there. Superman, Hal, Power Girl and Red Tornado are implied to be near that level at least. Superman has a likely feat of breaking the speed force barrier and Wonder Woman explicitly has one. Shazam and Wonder Woman might get Mercury scaling to this level since Mercury the god can break the speedforce by necessity to enter the lower realms. A few of the Strongest DC Heroes and Villains have feats of at least reacting at that level.
