This blog was specifically requested so I hope this proves helpful.
A ranking of every villain, not in raw power, though that does play a large part, but in who I think could beat the people before them. There are some cases of just rock paper scissors where character A beats character B, character B beats character C, and character C beats character A. But I did the best with what I could. If two characters have basically identical feats I listed them together but if at all possible I did try to rank.
While all scaling is subjective obviously, some parts are more subjective than others. For instance, how do you scale the Dark Agency villains, a large group of episodic prequel villains that Sailor V one-sidedly beat each time? How do you rate most the Dream Arc villains whose power is just directly inferior to the Super Sailor Senshi of their arc compared to the earlier villains? How do you compare the villains that just have lots of raw power but nothing else, not even particularly intelligence? What I'm saying is some of these can be shifted around and are debateable, these are just my current best rankings.
75: Zircon

Zircon is pretty obviously the lowest place here as it's the only one that a normal human could potentially beat. While setting things on fire is dangerous to a person's safety, its small enough a person could grab something and whack it away. Zircon is merely meant a scouting tool for Zirconia and is not intended for combat. It might be stronger if you consider that it's implied to be part of Zirconia's spiritual existence, but it would really go up one place.
74: Lilica and Mrs. Hubert
+Vampire Physiology (Suck on blood to survive, sleep in coffins)
+Possibly massively superhuman durability (Mrs. Hubert survived a double kick from Sailor Moon and Sailor V)

Depending on how seriously you think Sailor Moon and Sailor V were attacking, Mrs. Hubert might be a lot tougher then the villains higher up but given the lack of speed and relatively limited arsenal or abilities I didn't think they would go above anyone but Zircon. If you had to rank them, I would probably guess Mrs. Hubert would be stronger as she's older than her daughter and actually has the durability feat.
73: Ghost Cistern
+Genius Loci (Guardian Spirit of a Location, specifically a well in her case)

The Genius Loci lack any superhuman stats which make them fairly easy enemies for any character that can hit them in some which in Sailor Moon is a fairly large amount. Genius Loci in folklore are often also destroyed if the area they guard is destroyed, meaning if Cistern's well is destroyed she may die. That said she does have an ethereal nature and could beat the vampires by possessing them.
72: Bonnon

I'm not really sure Bonnon or Ghost Cistern can affect each other. Cistern could maybe try to control someone to destroy Bonnon's shrine but Bonnon can drain the possessed human of energy and could maybe drain Cistern of energy. Bonnon's also likely an order of magnitude older and less distracted.
71: Touhi-chan

It's implied Touhi is stronger than the Bonnon or Cistern as Rei actually sensed her presence over a store, showing her influence. Her essence-plane abilities are also probably strong enough to control the affect the other genius loci.

Resin just has a lot better feats than Touhi. While I don't doubt Touhi's sugar would melt Resin if she threw it at her, Resin can just raise her hand and reality-warp Touhi into her assistant.
69: Otakura

Truthfully I think Otakura could be beaten by the Genius Loci, but her raw power is so much higher I had to put her highest. Otakura may be the slowest entity with universal attack potency at average human speed.
68: Lemures

It's difficult to know what a Lemure would be like if just one was faced at a time, as they are always seen in groups. I don't think the Genius Loci would have much ability or even awareness of the Lemure who could just warp the space around a Genius Loci's area bringing destruction to it. Against anyone with actual magical power however Lemures are fairly easy to destroy.
67: DeVleene
+Building Level (Maintained a large building)
+FTL Speed (Superior to Luna and Artemis who came to Earth from the planet Mau in another system which is likely hundreds of times c. Artemis also brought Minako from Venus to Earth in likely a short time which is likely relativistic to low ftl. Artemis thought Minako was needed to transform to Sailor V to stop any of the Dark Agency)

DeVleene is pretty clearly the weakest of the Dark Agency as her sole purpose was to serve sweets to Lord Danburite. That said her magic and immense speed means it would probably take a lot of lemure to stop her.
66: Chuu-Chuu:
+Probably Building Level (Sailor V noted Chuu-Chuu was an easy fight, suggested she was somewhat similar to Fluorite), possibly Town to City Level (thought she could avenge Nyan-Nyan and Wan-Wan although seemed to plan to do so via subterfuge rather than power)

The enemies that Sailor V fight during the period when she wasn't fighting the Dark Agency are especially hard to scale to anyone, but Sailor V thought Chuu-Chuu was an easy fight, something she only said about Dark Agency member Fluorite, suggesting she might be one the easiest enemies in the series or near to it.
65: Morga

So most of the weakest enemies in the series are around the level of Pre-Awakening Sailor Moon who even after unlocking Moon Healing Escalation making her overflow with power was only considered half as good as the other Senshi which explains their massive lack of power compared to Sailor V. Morga is the weakest of these level enemies as she has no practical combat abilities and she was heavily affected by Usagi's weakest attack.
64: Garoben

63: Karaoke Warrior: Mike Makii

Mike Makii is extremely hard to scale to anyone as she never gets into a physical confrontation until Sailor V one-shots her with her new attack. That said unlike the Dark Agency who gather human energy for Metaria, Mike Makii drains the energy of at least a few humans and absorbs them into her, with the energy of humans being enough that brainwashed humans are credible threats to Chapter 1 Sailor Moon, suggesting she would be several times the strength of Garoben whose around the level of early Sailor Moon. While Mike Makii's energy-draining is more limited then Garoben in where she can drain from (computers vs Mike Makii's Dark Mics specifically), Mike Makii's magical music would probably one-shot Garoben while Garoben's claws or razor papers wouldn't one shot Mike Makii.
62: Nyan-Nyan
+Town to City Level (Nyan-Nyan was comically thrown but did not seriously hurt by a physical strike from Sailor V while Garoben was signifigantly affected by a physical strike from Sailor Moon, with Sailor V being probably much stronger than Sailor Moon at that point)

Nyan-Nyan is the "princess of the cat world" and scales probably signifigantly above Garoben as she took a physical strike from a Senshi much better, and a Senshi that should be stronger than the one that hit Garoben, suggesting she should be around the level of Mike Makii. Nyan-Nyan can stealth around her and one-shot her with knock out gas.
61: Wan-Wan
+Town to City Level (Thought he was going to avenge Nyan-Nyan, seemingly by raw power)

Hibiscus-y can pretty easily get around superhuman endurance with her transmutation and can avoid a horde of angry dogs by levitating over them. The only real threat is she's not as serious a threat as Wan-Wan. Interesting note: Hibiscusy claims the energy of humans in Hawaii is 10 times that of Greece due to people in Greece being on average older, suggesting she may be a LOT stronger than someone like Garoben as the average age of Japan is even older than Greece, the highest median age of the world. That said Garoben seems to go after schoolchildren with her crystal discs plot, so it may not matter.
59: Narcissus

53: Princess Lin-Lin

There's very little known about Founde except she's supposedly the trump card of the Dark Agency, she was a threat to V because she forgot to charge her weapon and Danburite casually killed her. She's more a device to hype up Danburite if anything. I think you could make an argument for either Lin-Lin or Founde, especially if you think Founde was overhyping herself but I'd probably guess Founde would win due to her narrative hype as the final threat of the Dark Agency before the finale.
51: Lurga

Lurga is decently strong for a Dark Agency member, being able to tank numerous kicks from Sailor V and actually threaten her with her ultimate attack. She's also got probably the best set of abilities of any Sailor V villain. She can basically only be beaten by being blitzed and overpowered immediatly by any of the villains of the early series.
50: Danburite

The Weaver Stars are difficult to scale, as non-fighters their speed could arguably scale anywhere in the series, and their true forms are pretty hard to fight for a lot of the villains just due to their lack of area of effect. I'd presume brainwashing should still work so I basically put them above the people their passive radiation and heat given surface area. While Danburite can tank the atmosphere of Venus, I don't think there's good evidence to think he'd survive the nearby presence of a star for long.
48: Zoisite

Saphir and Kunzite I think are probably roughly in the same ballpark in terms of power as Saphir is signifigantly weaker than entities who are signifigantly weaker than Beryl, and Kunzite is probably not THAT much weaker than Beryl. While I think their powers are relatively even, Kunzite probably having the advantage in powers by a bit, Saphir is one of the smartest most tactical fighters in the series while Kunzite is one of the worst.
43: Droids

Pretty consistently the Droids are stronger than Saphir. The Droids in groups are treated as a minor threat to the Senshi while Saphir requires external aid to threaten a second arc civilian form senshi. If Saphir needed too, I'm pretty sure he could kill a Droid via stealth, intelligence, and subterfuge but in an on open one on one fight or against a group I think they would probably just overpower him.
42: Aquatici and Veneti

In terms of Rubeus vs Esmeraude, the two are of similar rank. I think Rubeus wins against Esmeraude normally as he blitz Esmeraude at one point when she's spying on their prince but after Esmeraude gets the Beast Hands technique that one-shot Rubeus I think she wins as I don't think Rubeus can kill her before she touches him once.

Scaling most of the Dream Arc villains is really hard as the Senshi are power-nulled for a good part of it and they don't have a direct confrontation to scale from. That said if I had too, I would say the fourth arc civilian form guardian senshi are probably approaching the power of the third arc civilian state outer senshi meaning that for them to be a threat to the civilian Senshi means they should be comparable to Cyprine with a witch level of 999 as Haruka withstood easily an attack from Cyprine in her civilian state. That should put Fish Eye above a witch of just level 404 like Tellu, although Fish Eye is the weakest of the Amazon Trio that the other two bully.

I said Death Phantom would win a Chaos Star Battle Royale, but that was in a 4-way fight where people could suddenly die out of nowhere, and Death Phantom could manipulate his way into advantage or use his strong defense to his advantage. In a one on one fight, Nehelenia's overwhelming offense especially star seed removal means she would probably win against Death Phantom.
5: Sailor Mnesmonye

Unless she gets manipulated Sailor Mnesmonye is powerful enough to teleport into the Nehelenia's throne room and steal her star seed before Nehelenia can do much. If she lingers Nehelenia might hit her with curse or steal her star seed in return but I think Mnesmonye takes it more often then not as she resists almost all of Nehelenia's powers.
