How they compare: Fiore (Sailor Moon R: Promise of the Rose)

Fiore is the central antagonist of the film Sailor Moon R: Promise of the Rose set in the Toei continuity of Sailor Moon, which also happens to be my favorite fictional work of all time.

One day, an alien child with no memories crashed into Earth, instinctively adapting to look like the natives. In an orphange, he had one solitary friend named Mamoru Chiba. He and Mamoru were not loved, left almost alone. Fiore had to leave the Earth, but as he did Mamoru gave him a farewell gift, a single rose. Promising to not leave Mamoru alone; Fiore pledged he would return with the most beautiful flower in the universe.

In the depths of space, Fiore found a flower indeed. A flower known as the Xenian Flower. The Xenian Flower is a parasitic orgasnism that attaches itself to a host with a weak will, emotionally manipulating them so that it may use them to spread destruction and to spread it's seeds across cosmic space. The Xenian Flower amplified Fiore's resentment and hatred of the mortals who that rejected Mamoru.

Returning to the Earth, Fiore found that Mamoru had grown to think Fiore was just an illusion he imagined out of loneliness and was in a happy relationship with Usagi Tsukino. Partially from the Xenian Flower's manipulations, Fiore was convinced Usagi was manipulating his Mamoru, and enacted his plan to get revenge on the Earth and it's people, particularly Usagi and to take Mamoru for his own.

Fiore's stats can be a bit hard to tell as Toei-verse Sailor Moon is less consistent in terms of power compared to the manga. On a very basic level, we know that the Xenian Flower gives one enough power to destroy a planet, something shown on screen in the film (it was also a violent planetary explosion leaving little debris suggesting the energy was far above baseline. The Xenian Flower is also called the most dangerous organism in the universe by Luna and Artemis, a legend since even the time of the Silver Millennium. Luna and Artemis are definitely aware by this point of at least the Makaiju from early R whose native species using only some of it's energy were able to construct weapons that ended up destroying their planet in a war, again showing energy far above baseline planetary.

You could actually argue that he's vastly stronger then this. Luna and Artemis state the Xenian Flower is the most dangerous organism in the universe and this was well within the timeframe that Galaxia would have been around, however Luna and Artemis would not have been aware of her at this time. I've seen some promotional materials being used to try and support this notion, however they only really say she's the greatest enemy the Senshi have faced up to this point, not the greatest enemy they face in general. Plus it would just be really inconsistent with the scaling. Fiore was stronger then the senshi at this point but he wasn't killing them with single strikes or anything; it would make no sense for him to be as strong as Galaxia. To be fair it would make him stronger then Super Beryl who was going to kill all living things in the universe in a quick time and the R Senshi who he was superior too survived an attack from Death Phantom who was going to turn the universe into emptiness and silence, however I personally think it's too inconsistent to use.

In terms of speed, Fiore at the very least scales vastly above Nephrite Arc Sailor Moon given he was faster then the R Season Senshi, and Nephrite Arc Sailor Moon visually moved faster then the flash of light from a camera. Even more then that, he has his own speed feat of searching the universe for a flower for Mamoru. On the day he left, Usagi was at the hospital because her mother had just given birth to her baby brother Shingo. The Toei timeline is a bit messed up, but Usagi turns 15 in S, meaning Shingo in R could only have been 10 or 11. Assuming it took 11 years, and assuming Fiore had to go to at least another galaxy, as he specifically searched the universe, not just the galaxy, that means he would have to travel over 4,500c. If you take a higher end interpretation and say he truly had to travel around the entire universe meaning he traveled for instance to end of the universe and back in 11 years or over 8.36 billion times the speed of light.

This is consistent enough as the R Senshi scale to Super Beryl who was going to wipe out all life from the universe, Death Phantom going to turn the universe to silence and nothingness, and the Makaiju which also travels the universe.

Fiore also has a super form where he further merges with the Xenian Flower I call Xenian Fiore just for brevity.

Fiore has more abilities then would be expected of a villain of a single 1 hour movie. Most famously, due to the power of the Xenian Flower is plant manipulation. Fiore's appearence is signaled by an unnatural shower of flower petals. He can command plants, causing a 600 meter asteroid to be covered in plant life. He can comamnd these plants to become plant monsters that were relative to the R Senshi who even lowballing were able to survive a strike from Death Phantom directly stated to be able to lifewipe the planet. He was able to create and control hundreds of these at once, with many of them displaying abilities including flight, adhesion, vine binding, energy-draining and brain-washing (turned a large group of civilians into energy-drained zombies.)

Fiore has also shown direct flight, vine binding and energy-draining himself, able to drain enough energy from Sailor Moon to power all the flowers across his asteroid at once. These plant monsters were also maintained by Fiore as when he lost concentration they all disappeared. There's a seeming inconsistentcy where one of the plant monsters was a threat to the whole Senshi team on Earth but when they go to the asteroid, they're able to kill dozens of them. This can be explained by some combination of the Senshi not holding back now that they're not on Earth, them being especially motivated or trying hard, and Fiore's concentration being weakened by his surprise that the Senshi made it to his asteroid. Probably his most impressive feat of plant manipulation is his plan to make the flowers of his asteroid release seeds as it neared Earth of such number that the Earth would be consumed in plant life.

Fiore also has numerous non-plant related abilities. He showed minor water manipulation, his appearing causing a fountain to stop flowing. Along with creating plants, he also created a sword. It's likely he could create more, but this ability is not explored. He also caused his nails to extend as weapons or shoot invisible force blasts from his hands. He also displayed what is likely telekinesis, sending the asteroid to crash into the Earth. Like many Sailor Moon villains, Fiore displayed teleportation, strong enough to teleport from Earth to his asteroid past the orbit of the Moon. He also produces lightning at one point, strong enough to tortue the Senshi.

Fiore, as could probably be told from the above, can survive in space without difficulty. Beyond the neccesary cold resistance that suggests, one of his plant monsters was able to quickly break out from being frozen, and Fiore should likely scale to some level of freezing resistance. Fiore also has one of the greatest intelligence feats I've ever seen. Upon seeing the Senshi in their civilian form and then seeing them in their sailor forms he was able to immediatly recognize their identities. No one else in the 200 episode anime-verse was able to do this. Truly a supergenius. 😋 In the manga anyone who seeks both forms of a Senshi can quickly tell they are the same. However in the anime there is a throwaway line that Senshi look different to others when transformed. This seems like most closely to be an illusion and thus Fiore can be said to have some level of illusion resistance. Similarly Fiore, even as a child, was able to disguise himself to be an ordinary human.

The Xenian Flower has it's own powers as well. While just a plant on it's own without the abiity to move, it can turn the hatred of it's users into incredible amounts of energy, destroying countless planets in this galaxy alone. It can possess people by appearing to them as a smokey ethereal woman and manipulating their hatred. It's also implied to drain the energy of an entire planets.

Finally there's the events at the end of the movie that are open to interpretation as to what exactly happened. I try not to use conjecture and just stick to what is literally stated or shown as closely as possible. After the Silver Crystal purifies Fiore, he disappears and later after Usagi has died from the Silver Crystal shattering, Fiore in his child form appears to Mamoru, invisible to everyone else and seemingly not even in the same space suggesting this is his soul. He presents his life energy to Mamoru as a flower which restores Sailor Moon and the silver crystal, a reality-warping stone of infinite energy. Fiore gave Mamoru the most beautiful flower in the universe, Usagi's life. Ikuhara in his notes on this film says that the flower Fiore gives Mamoru is the "flower of life". Fiore's child form then floats away, presumably to be reborn again. So possibly Fiore can act as a non-physical soul, can physically affect life-energy, with hsi soul containing enough life-energy or at least enough spiritual healing to restore the Silver Crystal itself, and has some form of low-godly regen. But it's more speculative so I'll put possibly in front of those abilities as caveats.

In terms of weaknesses, Fiore has 2, although one of them is so unconsequential it's basically not a weaknses. Firstly Fiore's biology is not suited to Earth which is why he had to leave. However even as a child he was able to survive days on Earth, so it's unlikely this would be of any help to an opponent. It may also not be a problem anymore with the Xenian Flower giving him energy to stablize his condition. The second point is actually that Fiore and the Xenian Flower are two entities and don't neccesarily have to act in concordance. Ikuhara says that the true enemy of the movie is Fiore's weak will where he allows himself to be manipulated by the Xenian Flower out of resentment. The Xenian Flower has to take moments to persuade Fiore to battle against his natural inclination, and his powers rely on this will to work. His Xenian form shattered and all the plants on his asteroid disappeared when he saw Mamoru sided against him, and when Usagi was willing to sacrifice herself for her friends, it surprised himself so much that all his plant monsters disappeared.

So how would he do in other verses?

In the DC-verse, Fiore would be roughly the level of the average Kryptonian physically who also scale to planet level and mftl+, that said his ability to create hundreds of similarly level plant monsters would make a threat if one of the higher tier heroes aren't able to stop him. There are also other threats of what would happen if he interested with other plant manipulators of the verse. If the Xenian Flower comes into contact with Poison Ivy and began to possess her it would be a very dangerous threat. Swamp Thing also shows the Earth is home to numerous supnatural plant species that could give Fiore a vastly bigger boost.

However Fiore would struggle in the verse overall. This is because DC Earth is superhumanly good, and their heroes are all in a constant competition to get purity of heart feats. It will be hard for the Xenian Flower to keep goading his resentment if he sees constant examples of heroism and literally supernatural levels of goodness. Most likely the Xenian would leave his side to possess another DC villain, probably Poison Ivy.

In the Marvel Universe Fiore would be roughly a low herald level entity, and would be able to fight pretty fairly with most high metahumans evenly assuming they can deal with his speed. Truthfully he would fit pretty well in the Marvel Universe where especially in the Silver Age the Earth regularly dealt with themed extraterrestrials. Plant Alien around planet level would fit right in, given there already are species of plant aliens. Fiore would be a pretty neat B-List Guardians of the Galaxy villain, being able to compete with most heavy hitters and having similar plant manipulation to Mantis.

That said he would be really in trouble if he went up against the Fantastic Four. Johnny's fire would not be pleasent for him to fight and it would take Reed all of 5 minutes to invent an anti-plant sci-fi device assuming he was also distracted trying to build devices to keep the cosmics from destroying Earth. He would have speed on them but he would absolutely need to blitz or else be in trouble.

In the Pretty Cure-verse, Fiore would be roughly mid tier, depending on what value you use for his speed. Assuming the thousands of times c value, he blitzes most mid tier Cures, and would be massively difficult for them to beat, though he would not beat some of the big bosses due to their string of haxes. Most Mid Tier Pretty Cures without friendship amp in the movies get up somewhere to mhs to ftl planet level.

The Happiness Charge Cures  could have an interesting fight with him, as they are stronger, scaling to large planet from their villain Red launching a planet at very fast speeds but are "only" hundreds of times the speed of light. He would have to overwhelm them with plant monsters and drain their energy but given their stamina I think they could probably pull it off, especially if he was trying to fight them all at once. He would definitely not beat the high tier cures; the futari wa cures, the splash star cures, and the star twinkle cures who scale to universe level, unless you use highballed universal Fiore from R Senshi scaling to Death Phantom. If you do, in that case he could be a pretty good fight for the Star Twinkle Cures and possibly the Splash Star Cures. Though given how far above baseline they are he would still probably lose to the Futari Wa cures, as he would be as strong as Dark King or at most Power of Creation Season 1 Dark King.

In the Star versus the Forces of Evil-verse, Fiore would be roughly comparable to the Magic High Comission. The Xenian Flower's energy is able to casually destroy a planet, but the MHC scale well above planetary threats like Helios and Zedlord. While Fiore is faster in movement speed, the MHS should be able to react and attack at similar speeds as they scale to Skywene's magic blast which was fast enough to travel to another universe.

Fiore's magic is fairly strong, high energy-draining in particular being functionally similar in dangerousness to Toffee's magic absorption, but inflexible compared to the high tier mages of the verse like the Butterfly Royal Family. Especially given Star's highly chaotic fighting style, it's likely Star could break Fiore's distraction in a hypothetical fight, let alone her massively high versatility. Fiore's best tactic would be to try and disarm Star of the wand with his telekinesis however Fiore's telekinesis has only shown multi-city block range while Star Butterfly scales in terms of physical strength at least to the town level physical strength of mundane fighters of the verse, able to physically defeat armies of monsters before even getting her wand. Overall Fiore would be a high tier fighter, but only able to one v one a single member of the MHC, and could be defeated by one of the Butterflies.

If you asked me like 10 years ago to name a fight between two characters from different verses I wanted to see, one of them would be without a doubt Fiore from Sailor Moon R vs Deep Blue from Tokyo Mew Mew. Power-wise it's quite even, but the problem is really speed. Unless you do some really out there scaling for Deep Blue, Fiore is just way faster. On the other hand Deep Blue's hax is a lot more thorough, especially using the anime.

However the fight would be really cool. The two magical girl villains are both possessed by an evil alien identity. Both are double identities whose weaknesses are the dissonance between the two. One creates flora minions, one creates fauna minions. I just think watching the two interact would be really great. Fight-wise, it basically it just "does Fiore have some way of killing Deep Blue" because he's way faster. The answer to that is really dependent on your interpretation of the ending of Promise of the Rose and of Tokyo Mew Mew. Fiore could hypothetically kill all life to destroy Deep Blue's spirit, but even if he tried to drown out in alien plant life, that should give Deep Blue time enough to respond by creating Chimera animals to fight back. Granting mostly they couldn't fight back in raw power, but they have shown hax that could work. I could also see Deep Blue managing to use his psychic powers to throw Fiore off and break his will that way. Fiore has shown some illusion resistance but nothing as strong as what even Kish has, so I think that's a possibility assuming Deep Blue doesn't get blitzed. It's an interesting fight to think about, despite it's seeming simplicity at first.

  1. I Suggested and You Delivered! This was a really cool Blog imp chan. It was really interesting seeing a Toei Moon Villain, as someone who read the manga recently, i was interested to see what other kinds of threats could exist in the verse's supplementary material. Fiore here seems like an interesting character, like a SM take on a Deep Blue figure and has A LOT of versitility for a movie villain. Like in anime movies I see they always had simple powers. Fairy Tail is a pretty haxy verse but the main baddy of the first film's only power was Telekinesis, and the main villain of the 2nd films only power was Mind Control. so seeing this guy have like 15 different powers somehow was astounding.
It was fun seeing how he compares to all these other verses. He did pretty similarly in Marvel and DC suprisingly enough, but makes sense given he has ties to science AND magic, also him actually facing off with Deep Blue was cool, made me think of how humorous it would be if you uses Toei SM when you did one of these ON Deep Blue way back when. I think my fave was Star tho, It was really neat seeing you analyse that verse as I couldnt recall how strong it even was myself.

Also Glad my girl Nagisa can kick his butt

  2. Fiore seems like a cool character and I like his powerset. I am somewhat familiar with Toei made characters through the Dragonball anime and movies, so it is interesting to see what they came up with for Sailor Moon. I like seeing the scenarios you come up with when it comes to analyzing characters in different verses. I think it could be an interesting storyline if the Xenian flower made it's way to Poison Ivy for instance because Fiore's will couldn't hold out. Fiore vs Deep Blue really seems like a cool and thematically appropriate match-up, especially with the flora vs fauna theming. Side note, but Magical Girls certainly is a very versatile genre, and I have more and more respect for it the more I learn about it.

  3. A lovely flower-filled walk down memory lane; loved this movie as a kid! Still do, in fact. Knew it was your favorite movie, but didn't know it was your favorite fictional work period. That's some really high praise! Fiore's backstory is even sadder than I remember. Imagine finally seeing your only friend, only to learn they thought you were something they dreamed up. Poor fella.

I knew I was probably forgetting some of Fiore's powers, but I didn't realize he had so many! Right of you to call out how little time he gets than most villains, it makes the number of tricks he pulls out of his bag all the more astounding. "Can convert hatred to power" has gotta be one of the more hardcore powers around, but his energy draining is probably my favorite ability. Not too flashy, but it's really handy for so many situations. After all, pretty much everyone needs ENERGY! Ah, you could make a Sailor Moon anime drinking game out of that word. I love in your face planet-busting feats, and that speed calc of yours produced some nice results. I'd personally put him somewhere between the low and high ends of it, leaning much closer to the high end of searching the universe. The most impressive feat to me though, was that intelligence feat. My mind was blown! More seriously, what he did after he died, restoring Usagi and the SC like that, was genuinely mind-blowing. I know how crazy that little rock o' hax is! I get the feeling that's something he can only do after dying, though I don't exactly have a good reason for that other than people tend to be able to do special things immediately after death in fiction :P

I'm so glad that Poison Ivy was mentioned under the DC section! I was thinking about her during this blog, wondering how she and Fiore would interact. The Xenian flower possessing Ivy? Now THAT I would love to see! Would be quite the super form for her, and her dislike and distrust of humans would make her a fitting host. And I didn't realize plant aliens were so common in Marvel; looks like Fiore would fit right in! Much to his dismay, as he'd be taken out by Reed's invention of the week lol. The three magical girl series you picked are all very fitting, though the last one I like the most here (I'll get to that in a sec). PreCure has some really nice variety when it comes to power; different Cures for Fiore to fight depending on how one judges his stats, and an eventual ceiling for him to bump his noggin on. Comparable to Dark King is pretty impressive. Star's verse is the one I'm the least familiar with on this list, and I was surprised by how strong it is. You'd think I'd learn after the nth magical girl series, but nope! They seem well-prepared to greet Fiore, magic blazing.

And finally, Fiore visits TMM! Fiore vs Deep Blue really does sound like a dream match for you. It's awesome that it's actually so even and arguable! I really like the connections you made between them, both similarities and complimentary differences. I'm rooting for Deep Blue! Thanks for the blog Imp, glad to see more people will learn about this cool and underrated villain!
