Rules:
1: To be classified as an enemy, they have to freely engage in combat as opposed to just be any form of antagonist
2: Includes the first antagonist to be fought in chronological order from series beginning (not including prequels and flashbacks)
3: If a group is encountered, is the first one the protagonist noticed
28: Sawumura (Yu Yu Hakusho)
Based on the manga panel this is the first member Yusuke notices of Kuwabara's gang in chapter 1. Basically complete fodder and almost featless though as a gang member should probably be slightly stronger then average humans. If it was Kuwabara himself he'd be much higher.
27: Thug with Bat (Freedom Force)
Minute Man faced a few of these while looking for the soviet spy. Also basically featless. That said he is older, more muscled physically, has a weapon (bat) and if you are taking gameplay mechanics into consideration can survive multiple bullets.
26: Ushio (Yu-gi-oh!)
Only notable feat is beating up mild superhuman early Jonouchi (beat up 4 gang members with only a scratch, knocked out a mercenary sent by Kaiba with one kick, defeated an armed serial killer).
25: The Fly (Cardcaptor Sakura)
If the Fly was intangible it'd be higher, as it is it's basically a giant bird that could drag an enemy into the air and drop it from high up.
24: Kirema Rat (tokyo Mew Mew)
Basically just a giant rat. It's naturally armed with giant rat teeth and could probably do too much damage to the Fly because the inverse happened.
23: Beast-Wolf (Over the Garden Wall)
The Beast morphed a dog into a creature designed as the wolf. Destroyed a small house. Better feats then Kirema Rat and is better armed for combat, even if Rat is slightly bigger.
22: Black Claw (Cutey Honey)
First Panther Claw Agent. Has a claw that can supposedly cut anything. Speed scaling in the cutey honey verse would give her speed on the Beast-Wolf. Her claw would also be very dangerous to it.
21: Undead Legionarie (God of War)
The Legionaries have feats similar to Panther Claw agents as well as scaling to them like to Athenian soldiers firing arrows hundreds of meters without losing power in only a second and a half. While the claw would be dangerous, the Legionaire has greater reach with their blade and is arguably bigger just in general (God of War humans are noted to be larger then real world humans).
20: Anthony (Puella Magi Madoka Magicka)
Familiar of the witch Gertrud. I can't actually recall any proper dc/dura feats for witch familiars though they can at least keep up with puella magi. As such I think an Anthony would be able to wear down an Undead Legionnaire via speed though it would take a good amount of strikes.
19: Alcyone (Magic Knight Rayearth)
While also slower then an Anthony, she should get reaction scaling being one of the best magic-users in Cephiro to the FTL reaction feats in MKR. Her Barrier would also protect her against their strikes and her ice magic would mess them up bad.
18: Anteater (Princess Tutu)
I don't recall much good speed feats for the PT verse, though Alcyone shouldn't be fast enough to blitz. Anteater's Earth Manipulation is stronger (City Block vs Large Building) and more versatile then Alcyone's Ice Manipulation. Unless Alcyone's summoning can stop Anteater, I think Anteater takes this.
17: Amoeba Boys (Powerpuff Girls)
Impossible to tell which was noted first by the PPG. Was able to briefly survive the heat of the sun (heat of the sun on an individual is town level) and were able to match the "Whoopass Girls" who flew them to the sun at 50c, and in the movie where the girls are only a few days old they have a 1.3c feat making them FTL. While they are complete idiots eventually the amoeba boy should be able to attack Anteater and defeat her.
16: Lena (Shamanic Princess)
No notable speed feats but her shield briefly held against the power of Yord, who maintained whole planets. Also Tiara her rival and the main character was able to fight a restrained Yord still capable of creating city-wide interdimensional portals and create dimensions large enough to contain a forest meaning her strongest summons should be able to damage the Amoeba boys.
15: Morga (Bishoujo Senshi Sailor Moon)
Survived the Ultrasonic Crying of Sailor Moon which threatened to collapse Jadeite's dimension so large that the FTL Sailor Senshi Sailor Moon can get lost in it and a wide perspective of a bus shows no horizon. Has a limited form of energy-draining and mental controlling. Scales to Artemis bring Minako back from Venus to Earth at massively hypersonic speed. Can likely just outlast Lena's shield and summons with her speed and scratch her with her claws at MHS speeds.
14: Behold the Watcher (Magicka)
Can conjure beams of magic. Scales to numerous MCB level feats of Magicka like moving a small hill with earth magic, freezing lava with cold magic, and so forth. Also likely has MHS reactions. Can probably flash freeze Morga and shatter her with death beams. Regardless his attacks can certainly wear her down and it's unlikely she can do much damage to him.
13: Jack Spicer (Xiaolin Showdown)
Surprisingly scales to same general dc/dura ratings as Behold due to scaling from Robot Jack, who in turn scales to the destruction of a mountain top. Is MHS from similar scaling. His super-genius intellect and more mobile flight suggests he could outmanuever and take down Behold.
12: Cassios (Saint Seiya)
Cassios scales easily to a young Seiya atomizing a large amount of rock coming out to the low country range. While he's nowhere near as fast as Jack, Jack can't do anything to harm him, and Cosmo-User stamina should allow Cassios to outlast Jack and grab him. Also Jack's overconfident and lack of common sense might lead him to getting too close to Cassios and getting one-shot.
11: The Vampire Master (DC Comics)
Technically the first DC villain ever, facing off against Doctor Occult in 1935. Retroactive speed scaling means he's faster then Cassios or at least comparable, has ranged hypnosis and can summon more vampires who can also use ranged hypnosis. Cassios without the ability to blitz them gets hypnotized.
10: Metroid (Metroid)
Basic Metroids don't have a huge amount in the way of feats though they can easily survive the insane gravity of a lot of Metroid planets and scale to MHS speed. They can also energy-drain. The Vampire Master would be speedblitzed and energy-drained by a Metroid most likely.
9: Roller Coaster Zakenna (Pretty Cure)
The Zakenna don't possess vastly different capacities. The Zakenna of episode created a storm that covered a city and another one later grew to the size of a small island. Likely also scales to MHS. Probably crushes the Metroid before it can energy drain them.
8: Virgo Vertex (Yuki Yuna is a Hero)
Slower then the Zakenna, but can tank it's attacks (as it can tank the nuclear strikes of the human military) and it's own missiles should splat it when it finally hits.
7: Big Brown (Panty and Stocking with Garterbelt)
I am pretty sure P&S verse Ghosts have feats of intangibility though I'm not 100% positive at the moment. Big Brown is a skyscraper sized ghost. If not intangible capable it goes between Anthony and Alcyone. Otherwise it goes here because the Vertex can't hit it and eventually the sun will go nova, killing the tangible Vertex and not the Ghost.
6: Affinity (Bayonetta)
Has the same intangibility as Big Brown theoretically, but also has invisibility, mhs speed and a holy weapon that can likely hit and kill the ghost.
5: Lunch Lady Ghost (Danny Phantom)
Has the same intangibility and anti-intangibility, but has faster reaction time, and higher dc/dura scaling to an early ghost ray from Danny vaporizing part of a golf course.
4: Green Imps (Okami)
Green Imps are massively more powerful the intangible group, being fast and durable enough that an early Amaterasu required multiple strikes to kill one and could not blitz them despite previously creating a star many lightyears away with just a dab of her celestial brush. They are also noted in the manuals as having paralysis abilities and being able to turn enemies into other Green Imps. I don't think the Ghost Lunch Lady has any way of hurting them while they could transmute her or just wait until she eventually turns tangible again.
3: Lord Hater (Wander over Yonder)
Scales to faster MFTL feats and even when not that angry scales to Wander who plugged a galaxy-destroying black hole with his finger giving him a massive power advantage. Unless he goofs off and doesn't blitz and one-shot them which is fairly unlikely and the Imps transmute him, he should take them. This is especially true as the Green Imps are monkey-like and also goof around.
2: Flowey (Undertale)
Having soul attacks and the ability to repeat the battle as many times as he wants even if he dies pretty much guarantees he will eventually win against almost anyone on this list even without his higher forms.
1: The Leopard (The Divine Comedy)
The Leopard is one of the three beasts representing the three types of sins. As an abstract Flowey can not affect it without his higher forms which would require outside help to attain since he needs souls. Eventually his determination which fuels his resets would run out as he gave up trying to win against something he has no capacity to fight and the Leopard would remain.
