Order within a tier is not relevant.
So yeah, when I'm thinking of matchups either for me to do, or for a specific character, this approximately is what I think of.
Obviously there are and will always be in tier lists for any large amount of characters a number of cases where a lower character can beat a higher character. This is in general who what classes of beings in each verse would be relatively even and would be stronger then each other. The difference between a tier subdivision can be relatively small, only requiring speed equalization or granting one side the ability to attack intangibles for it to become even or even weighted in the other direction.
Thinking using this I could possibly make a fun little gauntlet :P IDK.
