This is the strongest character that I know for every power tier as I define it. Some quick rules
1: I am only including characters I know personally, as in which I can talk about confidently. I do know there are characters of the same power that are stronger in fiction but this is specifically the characters I know and which I can talk about the vs information for.
2: Characters who have some kind of ability that makes them much stronger then what would otherwise be on that level will be considered the stronger level. In other words I'm not saying Molecule Man is the strongest human level character because he's human level physically but his matter-energy manipulation is enough to put the Marvel Omniverse in a box. Characters having large scale haxes like brainwashing on a cosmic scale are still allowed as that's not their direct power. Characters growing stronger over time is still allowed as they are still starting at the proper level.
3: I am not including characters at an early point of their growth, all characters are either their current states, the states they were in during their final battle if they died, or at their peak (meaning hypothetically temporary amps are allowed)
The Descriptions here are not meant to be a totality of the characters' abilities, just giving a general indication of why they are strongest over the people I was considering

Just for fun since there are all incredibly hax for their tier by definition I thought I'd make a tier list of how they'd compare. Next to each section I wrote why they are below the one above them. This is just for fun as there is rock paper scissors situations in numerous places
DC God
The Empty Hand (DC God is canonically above the Empty Hand)
Commedia God (Empty Hand can absolute plane fight on a far larger range and potency.)
Commedia Mary (Commedia God is canonically cosmically stronger then Mary)
Lord Drakkon (Collapsing the Multiverse would do nothing to a being of pure Being and Drakkon's sealing or other abilities have never shown that plane of reality fundamentality meaning Drakkon's got nothing that works)
Throne of Yord (Yord would win but Drakkon's acausality would prevent it. This would continue until Drakkon's acausality collapses the multiverse which would kill Yord, transdual or not)
Cain (Cain can't kill Yord but inverse is also true even with Mark of Cain as Yord is one with all things. That said Yord can kill Cain even if he will come back while Yord even taking the damage wouldn't die)
Commedia Dante (Neither can really affect each other)
Pontos (Neither can really affect each other)
SCP-682 (SCP-682 is a constant of the universe, but Ninth Sense can control the laws of nature)
Ultimate Machine Intelligence (682 can regenerate from anything UMI can do)
The Flash (UMI can summon Shrikes which could stop Wally by spacetime shenanigans)
Fallen Uriel (Flash is fast enough to break each Dispel Bounds barrier individually before BFRing Uriel into the speedforce)
Avatar of Calamity (Uriel could stop Avatar of Calamity before it becomes too strong to handle since it can attack from outside it's sensory/attack range and spiritually erase Avatar of Calamity erasing it from causation)
Danny the Street (Danny trying to trap Avatar of Calamity wouldn't work at all since Avatar of Calamity can casually move move through dimensions even into dreams by scaling to Kyubey and once it learns the speed trick of Danny the Ambulance, Danny is super doomed by AoC's sheer versatility)
Auditors of Reality (Danny can hypothetically trap them inside his infinite interior space, and if they tried to erase him from history he could go back and protect himself by traveling outside the timeline into the conceptual spaces as he has shown before)
Mr. Wednesday (Time Stop doesn't do anything to Auditors of Reality and they can erase all believers of Odin from history massively faster then he can do anything)
Noise (Doesn't resist time stop. Mr Wednesday endlessly stalemates passively)
Clockwork (Both are relativistic and Noise can probably seal which is a weakness of DP-verse ghosts. If he doesn't do so quickly Clockwork can at least endlessly stalemate with time freeze)
Fernus the Burning (No feats of hitting enemies outside spacetime, Clockwork could time manipulate kill Fernus at an infant)
Death Phantom (Fernus has better stats and feats of mind manipulation by a good margin. Fernus probably brainwashes outside Death Phantom's effective range)
Animal Man (Death Phantom's passively erases or absorbs Animal Man if he gets too close)
Magicka Death (Animal Man can casually absorb the DEATHforce making up Death, or at worse metafictictionally erase him at speeds way faster then Death has any chance of reacting too)
Jama-Pii (Death Inducement should still work on a Spirit of Hatred. Jama-Pii is faster but is a bit of a dunce and most of his abilities wouldn't work. Pretty even fight but I am betting on Death getting a hit on before Jama-Pii can find something that works)
Mayura Seno (Has no feats of existing in the heart of a Spiritual Entity and no feats of even affecting one)
Great Race of Yith (Can invade the heart of the Yithian and induce deathlike sleep without them realizing what's going on to possess a different mind)
Charles Xavier (Yithian can react fast enough to possess another different person across time, or Xavier himself if Xavier tries to mind hax)
DI Satan (Unless Universal Chaos Hax works, Xavier just mindhaxes Satan before he can move)
Palla-Palla (Satan has vastly better stats outside reaction speed and range and most of Palla-Palla's abilities wouldn't do much to Satan)
