So I saw what I thought was an interesting question which was "Who do you think could beat your favorite character in a close fight". That's interesting to me because it's easy to say x character that's one of the strongest in fiction would beat my favorite character but I wanted to create a blog quickly giving what I believe to be the strengths and weaknesses of Sailor Moon (my favorite character) for her tier and then say who I think she could beat in a close fight and who I think would beat her in close fight so as to give an idea of roughly where she would stand.
Strengths:
Usagi's a roughly universe tier character though she has a massive scaling chain putting her a lot above Queen Nehelenia who maintained a universe.
Her strongest attack restored/purified the cosmos, could hit on the conceptual scale and on the universal area of effect. She's got spacetime manipulation that can affect the whole spacetime continuum. She is implied to have universal death manipulation via the Saturn Crystal. She has roughly planetary level for most other haxes like sealing, mind manipulation, soul manipulation and so forth. She is acausal and has duplicated via time travel, and can exist/attack outside spacetime.
Her defenses are really high. She can regenerate from the lambda power, the energy of the essence of the universe. To beat her would require destroying the universe on a conceptual scale, universal reality-warping that can affect the laws of reality, or some exotic form of victory like power nullification above planetary. The Silver Crystal also gives numerous layers of defense and the Mau Crystal apparently gives her 9 lives, whatever that is supposed to mean.
She also has a supernatural level of wisdom and especially charisma. Chaos, the source of all evils, that wanted to plunge the universe back into nothing wanting to absorb her instead of killing her.
Weaknesses
Outside her spacetime manipulation and her ultimate attack, her area of effect is limited mostly to a planetary, possibly a solar system at most.
Usagi's a real sweetheart and prone to showing mercy on enemies, even wanting to show mercy on Death Phantom. Now granted she is not going to show mercy on an enemy that she thinks is a credible threat to her or her loved ones but it is something to note if a character is a really good manipulator or doesn't intially seem like a threat.
She's also not the most willful with Sailor Chaos' torment causing her as Sailor Cosmos to flee back to the past in depair.
While she has reality warping, it's feats are kind of nebulous. She can do it on at least a city scale and heavily implied on a planetary scale. But there's not much to suggest her reality warping is universal outside of her inheriting the ultimate power of the Galaxy Cauldron which creates all possibilities but that's pretty ambigious.
Who do I think could beat Sailor Moon in a close fight
Characters I think Sailor Moon could win 1/10 times at least but would lost majority.
Doctor Strange (Marvel)
Strange has regularly accomplished universal showings even casually and should be far above baseline and scales to probably better speed feats (tends of times quintillions vs just over 1 quintillion). Strange has similar amount of abilities but far more of his are broken abilities as opposed to the random abilities Usagi has. Stephen is also a lot more experienced fighting magic-users on his tier as well as can channel the abilities of beings far stronger then either of them. He can also trap enemies in magic orbs that reduce them to nothingness, which Usagi HAS regened from to be fair, but also nullifies all magic which would nullify Usagi's regen and magic based defenses. Basically Usagi beating Chaos was her crowning achievement, taking all of her ability until there and she will fight eternally with Sailor Chaos her opposite. Stephen defeats similar foes every Tuesday.
Green Lantern Hal Jordan (DC Comics):
This is Hal as of Rebirth. Hal scales to being signifigantly above baseline DC universals who themselves are above baseline universal since the DC Universe is massively bigger. He's also much faster because he nearly broke the speedforce barrier and has numerous feats of fighting speedforce users. Hal can stay out of Usagi's effective range pretty easily as his ring can hit on the range of lightyears as well as analyze Usagi's capacities immediatly using it's supercomputer technology while Usagi would only get a sense of danger from Hal unless her future self told her what to do though Hal is also an acausal time traveler. Usagi's only powers to hit Hal at interstellar range would be power which Hal could absorb or spacetime manipulation which Hal can counter with spatial bending that could bend infinity back on itself or time manipulation which won't work when Hal's ring can create chronal energy capable of wiping out all potential futures. More notably Hal can destroy and seal concepts like the Emotional Embodiments which suggests he would be able to seal away the lambda power. He really has comparable versatiltiy to Usagi but far higher range and can nullify her biggest weapons.
Leo Regulus (Saint Seiya)
Regulus is a lot above Gold Saint Mu who even as a 13 year old destroyed Iapetus' universe. Regulus can recreate the attack that usually takes 3 Gold Saints pushing their cosmo to the limit to create and can evne make an attack far stronger. He's also far faster and while he doesn't haved time travel he is acausal from divine protection. Regulus reached the 9th sense and became one with the universe itself. While Usagi could still hypothetically threaten him in this state, Regulus can use the 9th sense to change the laws of the universe, and likely nullify the Lambda Power with a miracle. Divine Ichor gives him not just acausality but resistance to everything below Gods in SS which gives him resistance to most things Usagi can do and his divine lightning can remove the immortality of enemies. I think he probably would win in a fair match.
Who do I think Sailor Moon could beat in a close fight
Characters I think could win against Sailor Moon at least 1/10 times but Usagi would win majority
Entropy (Freedom Force)
Entropy's technically stronger being casually low multiversal and high multiversal at peak, but she is mentally unstable and not fully in control of her power and could be ensnared by Usagi's high charisma. Entropy's resistances change in response to attack but Usagi is versatile enough to always be able to attack her weaknesses and is also an acausal time traveler. Usagi can hit on higher planes then Entropy and is also a lot more focused fighter while Entropy tends to play around. Entropy's Multiversal Chaos Manipulation would probably be tricky but it's not a perfect defense and Usagi can duplicate and keep throwing haxy attacks at her.
Ultimate Madoka (Puella Magi)
I've been critical of Madoka being a multiversal entity as has been commonly said. Madoka has gotten a lot more confirmed feats and abilities and with that I believe she is nearing though not quite on the level of Sailor Moon. If you think Madoka is a Multiversal Entity that could obviously be different though if you use the same logic used to make Madoka Multiversal Usagi would also be much stronger. Anyway going by what I can tell about Madoka she has numerous casual universal showings including being able to casually destroy a record, a timeline, and her abstract form being stated to be much larger then a universe. Both are acausal time travelers which have the abilities of their type of magical girl. Both can gain information from the future, Madoka by seeing into the future potential universes and Sailor Moon by her future self telling her past self what to do. Both can duplicate across time. Both have good spacetime manipulation feats. Madoka has better reality-warping feats. That said there's a few reasons I think Usagi is stronger then Madoka currently; her >universal sized abstract form doesn't really have dura feats outside being supermassive and given how above Usagi's abstract affecting ultimate attack is I could see it doing massive damage with just one surge while I don't think Madoka's arrows or the unknown method Madoka uses to destroy timelines, likely spacetime manipulation would be as effective on Usagi due to her ways of avoiding attacks and existing outside time. Usagi's also a more experienced fighter and while both are total sweethearts, Usagi wouldn't see Madoka and would just attack with her strongest attack in an attempt to protect herself while Madoka would directly see Usagi and her nature. Also the things that have shown to be effective on Madoka are things Usagi has.
Solaris (Sonic the Hedgehog)
Sonic is a extradimensional being existing outside spacetime. He can casually universe bust and at full power is a threat to numerous timelines at once. While he does exist outside space and at all points in time at once, Usagi can also exist outside spacetime and can hit all of spacetime at once with the her ultimate attack and her spacetime manipulation. His time rift ability is unlikely to work on Usagi and his reality-working while it probably would work overtime I don't think would be quick enough to stop Usagi from beating him. Solaris struggles with acausal entities as all abilities are time based and Usagi is both acausal and a really good time manipulator.
Anyway I hope this gives a general idea of where I think Usagi's limitations lie in terms of power in the grand arching rankings of power. She's fairly strong for her power weight class, able to beat even some multiversals if they have trouble getting past her defenses but there are definitely other people in her power weight class that would beat her imo.
