10th Anniversary Novel Length Blog: The Complete Definitive Guide to Sailor Moon Feats

I've been vs debating for a decade now. As I began as a Sailor Moon vs debater, and I'm most well known as a Sailor Moon vs debater, I figured the best way to celebrate a decade of vs debating is to create the most definitive guide to Sailor Moon in vs debating you could possibly require. As someone whose been vs debating with Sailor Moon for 10 years, this is my general understanding of the power of the verse.  Take this to be a general explanation of how strong various SM characters for any purpose you could possibly require.

I'm going to be splitting this up into 3 major categories; power, speed, and abilities.

Power Section:

During the 5 arcs of the main Sailor Moon Manga, in terms of stats the characters go through 2 major power jumps, one a little past halfway through the first arc, and one near the end of the fourth arc. In between these two states, the characters get stronger in "smaller" bursts, often unquantifiable but generally somewhere from the 10s to 10s of thousands of times which seems massive to us but is much smaller then the main power jumps where the characters get stronger on a cosmic scale. As SM is a very cosmic-themed series this differentiation is somewhat fitting.

The characters that are weaker then first major power jump are what I consider the Low Tiers of the Sailor Moon Universe (mostly the characters from the first half of the first arc), the ones that are in between the two are the Mid Tiers (most characters from the second to fourth arc), and the characters after the second power jump are the High Tiers (basically the characters in the fifth arc). There is also technically a fodder/joke tier that is used mostly for the villains of the prequel, which were a group of joke villains, as well as various miscellaneous characters that have supernatural abilities and there is the Top Tiers which are the group of beings that scale to Lambda Power or Above which fodderizes anything in the High Tiers.

Fodder/Joke Tiers:

Starting from the complete bottom, the nerd character Amano who is a physical joke compared to even other humans was able to survive being near the center of this explosion (Sailor V is a bit more gag-y then Sailor Moon)

Also Wakagi's brother, a normal civilian, also survived a large sharp stone slab coming off a pillar and hitting him in the back of the head without major injury which seems pretty impressive

Pretty much everyone in Sailor Moon scales to the Moon People, the race of people that inhabited the Moon during the Silver Millennium. This is because even the brainwashed people of Earth, otherwise normal humans, were capable of waging war against them

Brainwashed humans being regularly used by the Villains in Sailor Moon as complete fodder.

The People of the Moon were tough enough to survive unshielded on the atmosphere of the planets. Some people think that they were in domed cities because the Ancient Moon Kingdom itself had a domed city; however this is blatantly incorrect as Danburite, who lived on Venus specifically mentions living within the sulfuric fog of Venus

Danburite might be the leader of the Dark Agency (the prequel villains) but at the time he wasn't anything. He didn't have any rank or title and was just a lowly soldier.

This would include the 4 planets of the Inner Solar System; Mercury, Venus, Mars and Jupiter

However this isn't even really any named fighters in the verse as most of them are stronger then the brainwashed humans. Primarily there are the villains of the Dark Agency, a part of the Dark Kingdom.  

Debrine of the Dark Agency was able to create and maintain an entire building

and Debrine isn't even a Dark Agency Fighter. Her job is literally just to serve sweets to Danburite, she should easily scale to any of their actual agents.

You could make the argument that the fodder tiers are not massively below the low tiers based on Minako stating she wouldn't be able to defeat 1.3 Billion brainwashed humans and Chapter 1 Sailor Moon being hurt by brainwashed humans (as well as Minako sometimes seeming to struggle with Dark Agency Members a little bit) ....though that could be just stamina and Usagi was being a crybaby as a gag

Though I don't think this is a VERY convincing argument, I put it just to be safe.

That's really most of the evidence for this tier. The complete fodder/joke tiers are probably building level, maybe large building level scaling off Debrine's feat.

Low Tiers:

Mostly the low tiers of the series are scaled off Sailor Moon's Ultrasonic Crying which is sort of the first attack she ever uses. I say sort of because it's not REALLY an attack but essentially an amplification of her crying via her hairpieces which hurts by sonic properties.

This attack is not very strong in verse, as it's real purpose is to be an early gag. The first youma is clearly affected heavily by it, but survives it

And the second youma we don't see how she handles it, but we see her immediately afterwards and she seems completely unfazed by the attack

This is impressive as the Ultrasonic Crying was able to destroy Jadeite's dimension

Jadeite's dimension is....kinda unknown in size tbh, only appearing in Chapter 3. That said it is known to contain a castle large enough for Usagi to get completely lost in and be unable to find a bus

and from a zoomed out perspective has no visible horizon

I've heard an argument that Jadeite's dimension contains a moon and so therefore the feat should be large planetary

While I don't currently agree with this interpretation, I would note that this is not, as some people try to claim, some effect caused by Usagi's henshin since, if you read the scans, Usagi transforms, then Ami teleports in then Jadeite calls out to them and grabs a hold of Rei, and only then is the moon seen. There are too many events between the two for it to be a henshin visual effect

Also in neither of the previous chapters henshins is a moon scene when Usagi transforms

If you want to say it's a visual effect for something it would be a better argument to claim it's a visual effect of Usagi making her pre-battle speech

Though that too I don't think is a good argument as in the first one, as not only is there no reason for her pre-battle speech to CAUSE a moon to suddenly appear in the sky, but the moon was previously established to be the real moon in the first scan

So yeah, tbth it is a pretty fair argument to claim that Jadeite's dimension contains a moon. That said I don't think there's enough evidence to confirm that, and my personal interpretation of the scene is that Sailor Moon's presence is causing the moon to shine through into Jadeite's dimension (Which was previously established to be contained WITHIN the main dimension

and this foreshadows and is consistent with End of First Arc Usagi causing the moon to shine brightly in the sky

Destroying a dimension reaching to the horizon is generally considered to be in the kiloton to megaton range (Town to City Level). I personally use "Town Level" to be conservative. This is the general level of the low tiers in Sailor Moon.

If you want to push the Low Tiers being in the Large Planetary Feat, a potential supporting feat is in Parallel Sailor Moon set in an alternate timeline where 5 newly awoken Sailor Senshi are able stop a planetary threat withing seconds of first awakening

Suggesting that even newly awoken senshi can stop a planetary threat, befitting their roles as planetary guardians.

There's another similar dimension feat similar to the low end interpretation of Jadeite's performed by Luuga of the Dark Agency though even less is known about her dimension.

Luuga is a character that exists inside a video game in SM, who can exit and enter at will, and zap people into her game. She seems to have the ability to reformat her dimension. This is the clearest look we get of it

This by itself I would be somewhat questioning of giving the same town level since there is I think an end before the horizon as you can see a white void in the distance however given that Youma were able to survive a similar feat, I think you could probably get away with considering this a town level feat as well. At the very least from size it seems to be city block to multi-city block in size.

It could be hypothetically bigger as it is called the Cyber World and Luuga claims to be the strongest fighter of it

Suggesting that this is a world with it's own populace with it's own hierarchy of fighters. As the word for world in Japanese can also mean "society" you could argue this is a city to country level feat for destroying a society. 

While the Dark Agency's internal tiers and how they compare to the Youma is mostly unknown, I would probably suggest Luuga, a stronger Dark Agency Member was comparable to a Youma as they both were able to survive but were hurt by a Sailor Moon/Sailor V Kick, techniques which should be similar as they are both partially awoken Senshi launching a kick (though Luuga took numerous more kicks)

It's interesting to note the Senshi were probably getting stronger even when it wasn't said. The Sailor Senshi play the Sailor V game, a game through which Sailor Venus was secretly training them

This means that the Senshi were likely getting stronger significantly over the first arc, not including the times they were externally powered up like Usagi getting the Moon Stick or the Senshi regaining the memories. The biggest time for them to get stronger would have been during the multi-week timeskip during Act 10 as the Senshi waited for the Moon to become full.

Some other things that I don't think are very relevant to the tier but that some people use and reinforce that the low tiers are town to city level. Sailor V has an attack in Codename Sailor V that is called "Venus Love Megaton Shower"

Really that's just a name, though as Sailor V's ultimate attack it should be around that level anyway scaling off Sailor Mars first attack which was able to destroy Jadeite's aforementioned dimension and be much stronger then Sailor Moon's ultrasonic crying which again isn't even really an attack

I've seen people use Sailor Moon after being upgraded in chapter 6 being able to heal people across an entire city from the brink of death

but despite that was still considered only HALF as good as the other Senshi

Personally I'm not sure exactly how you would compare a healing feat to an attack power feat, but I figured I'd mention it for posterity. 

The strongest low tiers are an undefined but likely high amount stronger then this.

It is known that Youma are considered pathetically weak to the Heavenly Kings, who serve as Queen Beryl's generals. 

and the Partially Awoken Guardian Senshi can literally one-shot the Heavenly Kings outside Kunzite

Note these two instances are after Sailor Mars and Sailor Jupiter's first henshins. 

It's possible the Heavenly Kings and Partially Awoken Sailor Senshi are even stronger. Zoisite was able to create and maintain a very heavy storm over all of Japan for many days.

...

Though I know weather feats are a bit contentious to use so I generally put it as potentially. You could say Zoisite and Nephrite are significantly stronger then Jadeite since the attack of Sailor Mars that killed Jadeite didn't kill Zoisite even when he didn't reflect it

Though the attack was not head on and was actually aimed at some kind of illusion that Zoisite projected in front of him, suggesting that he was more so being pushed back by Sailor Mars' attack being near rather then hit directly on

Of the three Heavenly Kings outside Kunzite, my guess is that Nephrite is probably strongest in raw power going off Kunzite warning Zoisite to be careful and that he would have to be a lot smarter to win after they find out the Senshi killed Nephrite

Meanwhile when the Senshi killed Jadeite, the other Heavenly Kings were only shocked that the Senshi managed to kill one of them given their title, rather then being at all concerned that they could kill the rest of them

Nephrite was also completely confident in his ability to defeat the Senshi despite Jadeite being one-shot by them though you could argue this is due to his abilities or just overconfidence

That said the evidence comparing them is scant and the three are probably fairly relative. 

In summation, Low Tiers in Sailor Moon are Town Level to Potentially City Level based on scaling to Usagi's joke attack which did not kill even the Youma despite it being able to destroy a dimension and Luuga's own dimension manipulation feat. The strongest Low Tiers, The Heavenly Kings and Partially Awoken Sailor Senshi are potentially Country Level scaling from Zoisite creating a heavy downfall across Japan for many days. If you want to really stretch you could claim they are planetary to large planetary scaling off Newly Awoken Senshi being able to stop a planetary threat, Sailor Moon and Sailors Mars attacks (Sailor Moons being a joke attack) threatening a dimension with a moon and the fact that in the first fight with Kunzite, Kunzite who was a lower mid tier did not kill Mid-Arc 1 Sailor Moon with his attack

Mid Tiers:

Mid Tiers comprise the fighters between the two big power jumps. The first of these is the power of Princess Serenity first unlocking the power of the Silver Crystal in Act 9.

The Power of the Silver Crystal's unlocking was mistaken for a supernova

This is consistent with how when Luna was questioned what would happen if an evil-doer fell into the wrong hands, not even Princess Serenity whom the Silver Crystal is the Sailor Crystal for, just any evil-doer and she says it could casually destroy a star and the on-panel image is that of a supernova

Some translations use planet there, but the original Japanese seems to clearly imply star with the supernova image.

A Supernova is a cosmic event of 1 Foe equal to 10^44 Joules. This is well above baseline large star level, 1 Foe is over 68 times baseline Large Star Level depending on your metric obviously (I am going off the GBE of Rigel for large star level baseline). Solar System Level is "only" 5.709 times this if you use the 5.709 Foe value as I do.

If you are the kind of vs debater that uses multipliers, personally I don't really but, that "gap" of 5.709 is something that would likely have easily been crossed within just the first arc.

It's also specifically noted in a later arc that the Silver Crystal can't be used freely by anyone but the true user, meaning this is basically the power the Silver Crystal can passively emanate, not the power that can be channeled from it

So you have the base Silver Crystal's energy, and this is something that at complete and total point blank Princess Serenity and Prince Endymion completely tank.

At this time Prince Endymion was either dying or outright dead yet the energy doesn't even remotely do anything to his body, and Princess Serenity just completely tanks the energy. And it's not like it only negatively affects evil-doers as the Guardian Senshi couldn't get close to the thing.

And after regaining her memories as Princess Serenity, Usagi's body actually changed to be like that of the Princess meaning you could argue that this form is Usagi's CIVILIAN form

Obviously it's impossible to know exactly how much stronger changing into Sailor Moon would be from this, though as the difference between Pre-Awakening Usagi (Normal Human Girl) and Partially-Awoken Sailor Moon (Town Level at least) is over 1 trillion times more, it's likely Post-Awakening Serenity is significantly stronger then this feat, especially as Princess Serenity didn't just survive the energy but tanked it outright. 

Kunzite is the strongest member of the Heavenly Kings, a lot stronger then Jadeite, Nephrite and Zoisite. While he is the least tactical fighter, basically just being a raw power fighter, he is likely able to contend with this level of power as even after experiencing the energy of the Silver Crystal Energy Burst as both he and Queen Beryl were confident in his ability to kill Post-Awakening Sailor Moon

despite them both experiencing the energy of the Silver Crystal's Burst, Kunzite even doing so at close range

The Guardian Senshi scale off Kunzite since initially they were unable to beat him but later destroyed with one combined blast

...

which at this point, Sailor Moon tanked

This also suggests that either Kunzite and Queen Beryl were unaware at how much stronger the Sailor Moon transformation would make Princess Serenity, or that the Senshi got stronger over the few weeks timeskip taking place during Act 10 which is consistent with aforementioned fact that the Guardian Senshi were initially not able to take on Kunzite even after fully awakening, but later were able to beat him together. 

We know that the timeskip was a few weeks as we see them plan to leave when the moon is in waxing crescent phase and they leave as they agreed on the evening of the full moon 15 days later

However the Senshi get much stronger from this point to the point that they will somewhat contend with Dark Endymion and Queen Beryl.

Prince Endymion is surprisingly powerful, more so then often realized. He was stated back in the Silver Millennium to be stronger then anyone

Suggesting that Base Prince Endymion was clearly stronger then the Guardian Senshi and Kunzite, suggesting he was much stronger then people below him in the Mid Tiers. This is consistent with Minako saying that if Mamoru has turned evil, then they would have to be cautious in engaging him

Queen Beryl is likely about as strong as Base Endymion given that the two fought during the Silver Millennium with Beryl killing Endymion when he tries to take a strike for Princess Serenity despite Endymion being considered the strongest there is

This makes sense as Minako thought the Senshi would have to be cautious fighting Endymion, not knowing he had become stronger then he was, and the Senshi were able to beat Beryl with high difficulty as she was generally stronger then they were though not by a massive amount.

and when Sailor Venus manages to kill Queen Beryl using the Holy Sword, Metaria was surprised and wondered whether the power of the Moon Kingdom People (The Senshi) have grown stronger

which again suggests that Beryl would be clearly above the Guardian Senshi back in the Silver Millennium.

Dark Endymion would be significantly stronger then Base Endymion, Beryl and the Arc 1 Guardian Senshi since he was given dark powers by Metaria (also Beryl admits he is the strongest soldier of the Dark Kingdom)

and was also being amped by the piece of the Silver Crystal that entered his body

He has a really sort of comical feat where he powers up MOTOKI, a completely normal civilian to being able to knock away civilian form Usagi, whose body had previously changed to be akin to that of Princess Serenity, which could possibly suggest Dark Endymion granted power onto normal civilians making them relative in strength to Kunzite

Dark Endymion was stronger then the Senshi to the point that Endymion were able to tank Sailor Moon's Moon Healing Escalation and Dark Endymion overpowers the Guardian Senshi and Sailor Moon with just one hand

Likewise later in the chapter, Dark Endymion again knocks back the entire Senshi Team, overpowers Sailor Venus' attack, and no-sells Sailor Moon's strongest attack

As mentioned above Queen Metaria was the one who granted dark power onto Endymion despite being in her highly reduced state being only the size of a small room at most

Metaria would go onto to absorb the power of the Silver Crystal and grow all the way to being planetary sized, suggesting she would be massively stronger

This version of Metaria was strong enough to contend with Sailor Moon, who had gotten even stronger then she was via her love for Mamoru and his Golden Crystal's connection with her Silver Crystal

 

This was confirmed to be because of the Golden Crystal within Mamoru which shares the same power as the Silver Crystal

This version of Sailor Moon was firing her power into Metaria's weak point with her weakness (the diamond on her forehead and holy light) and she was initially not affected at all

Yet mid-blast, Sailor Moon grew much stronger via awakening the holy power of the Moon within her

After awakening the holy power of the Moon, Usagi can use her former powers in her civilian state, and is appointed new Queen of the Moon

Some people take Usagi's claim of "I have no powers anymore" to suggest that she lost her powers but that has to be a highly selective reading as the point of the scene is Usagi not believing she had the power, Luna correcting her and then Usagi actually demonstrating being able to use her powers still.

This suggests Usagi has the same abilities as she used to have while in her civilian state. This is relevant because she gets a new brooch and a transformation with even more power then before

This is the general power grid of the late First Arc.

Princess Serenity and Prince Endymion can tank supernova level energy. Princess Serenity becomes Usagi's Civilian Form (and the Transformation of Original Usagi to Pre-Serenity Sailor Moon increased her power by likely over 1 trillion times, so Post-Serenity Sailor Moon is likely a lot stronger, though probably not THAT high)

Kunzite by all accounts seems to be at least comparable to Princess Serenity. The Chapter 10 Guardian Senshi were comparable to Kunzite and Chapter 10 Sailor Moon tanked their power. Beryl outclasses Kunzite just by being able to kill Base Endymion who was the strongest during the Silver Millennium. The Guardian Senshi were able to somewhat compete with Queen Beryl and ended up killing her with heavy difficulty. Metaria at the size of a room was the source of Dark Endymion's power, Dark Endymion being a person strong enough to tank the Guardian Senshi' powers and pressure all the Guardian Senshi with one hand. 

Metaria would grow to planetary sized. Chapter 13 Usagi got stronger yet Planetary Sized Metaria tanked her power, and Sailor Moon during the same blast grew in strength enough to obliterate the same Metaria that tanked her power. Then THIS form of Sailor Moon arguably became Usagi's new Civilian Form as she gains a new henshin power after becoming Queen of the Moon.

I should note that I don't personally use multipliers so this is less of me attempting to say this character is 10.5x certain character and so they are this many Foe Level, and moreso me saying that there is a very smooth transition from each part of the Mid Tiers to the next level where we don't know exactly where intermediates are.

Going into the second arc, it's easy to note there isn't many metrics to be able to objectively compare characters in the first and second arc, since most characters from the First Arc got an upgrade going from the first to the second arc.

The Guardian Senshi also gained new henshin devices at the start of the second arc due to the destruction of their first henshin devices

The power of these isn't entirely known but it is known to be notably stronger then their earlier henshin as when Sailor Mars first transformed with her new henshin device she described her new power as stronger then her original power. Luna states this is because of the Moon Castle being reformed at the end of the first arc

However it's not addressed if their civilian forms get any stronger. If they didn't, then this would suggest massive upgrades to the first arc, and if they did, then it would suggest the power of even their early transformed selves would have to be massive as the Second Arc Senshi in Civilian Form are already very strong to the point that they seriously scale to things that are possibly stronger then their First Arc Selves transformed. 

Sailor Mercury, Sailor Mars and Sailor Jupiter in their civilian form were able to survive in the room of darkness

deep within Nemesis

Nemesis is the 10th planet of the Solar System

The reason this is a really impressive feat is Nemesis has MASSIVE radiation and gravity. It is a Black Hole

Nemesis actually is invisible to the naked eye as it sucks up light with it's gravity, which is pretty much the DEFINITION of a black hole, and it was only able to be tracked via the negative energy emanating from it.

Now this was before Nemesis grew massively larger but it has been absorbing mass from hundreds of years (it is known to have existed for hundreds of years, as centuries ago was when Death Phantom appeared in Crystal Tokyo and he was exiled to Planet Nemesis)

Even if it was assumed to be equal to the size of Pluto which was considered the smallest planet at the time of Sailor Moon's release (hence why Nemesis is called the 10th Planet), Planet Nemesis would be a black hole with a mass comparable to the Hyades Star Cluster which has a mass of 400 Suns. If you assume it was at least Earth's size by this time it would have nearly 4,300 stellar masses. 

Also able to exist without issue on Nemesis are the Droids. Droids are the basic fodder of the Black Moon Clan and are advanced robots from the future. Makoto was actually able to fight a Droid while in her civilian form

and Makoto was previously established to be weak from the disease to the point of fainting

The Droids could also arguably scale to to Saphir. 

Saphir is a High-Ranking Black Moon Clan Member. He has a supergenius intellect and is responsible for the Black Moon Clan's technology. People generally seem to think Saphir has to be very relatively strong as a high-ranking Black Moon Clan but that's really the only evidence of him being considered strong. It's also completely possible that he is considered high ranking due to his intellect and his importance to the Black Moon Clan. Or because he's the brother of Prince Demande, their leader. 

While he doesn't fight very often, the few things we know of his relative combat showings are actually really low tier. Saphir was actually going to use a black moon crystal shard to kill Usagi's civilian form

when again, a normal droid was able to threaten Makoto with just it's raw strength

Saphir also used two of his droids to restrain Usagi instead of doing it himself

and as a minor point Saphir claimed that it took lots of energy to create just 2 perfected droids

Saphir also called the energy used for time travel, which the droids regularly tanked in order to go back to the past unbelievable.

And interestingly, Saphir suggests that just the act of Time Travel is causing planetary effects to Nemesis and was using a lot of it's energy. Recall that as a Black Hole it would have conservatively at this size hundreds of stellar masses. 

After the reactor meltdown due to the exposure of the Silver Crystal, Nemesis begins growing exponentially faster, after unbelievable energy was released, causing the planet to grow to a size Black Lady calls without equal

Even assuming she just meant in the solar system, this would suggest Nemesis had grown to the size of Jupiter, which for a black hole would require around 47,000 stellar masses. Consider that Dwarf Galaxies have been found with only low thousands of stellar masses (though usually small galaxies require millions of stellar masses)

Note that Saphir is not distressed when he thought that Black Lady was going to bring them to the depths of Nemesis, where the mass would be concentrated

This could suggest that the Droids and by extension the Civilian Form Senshi are Multi-Stellar Level, and this isn't even getting into the meat of the Second Arc.

After transforming, the Guardian Senshi can destroy multiple Droids at once

The Droids are commanded by the The Ayakashi Sisters. The Ayakashi Sisters have the same durability feats as most of the feats aforementioned, including surviving the energy of time travel casually, and being able to tank the surface of Nemesis.

Rubeus, who is also a high ranking member of the Black Moon Clan like Saphir actually compliments the power of Koan and Berthier of the Ayakashi Sisters

That said, while the Guardian Senshi don't seem on first inspection to do that well against the Ayakashi Sisters, with Mars, Mercury and Jupiter being defeated by the Ayakashi counterparts, this was actually more do the trapping nature of their attacks and they actually seemed to be relatively comparable outside this.

Koan DID sense Mars' fire energy and was confident in her ability to defeat her

however this was BEFORE Sailor Mars got her new henshin device, meaning she was locked to civilian form and arguably hadn't even been boosted from her First Arc Self. When the two actually do face off, Koan commends Sailor Mars' power

Sailor Jupiter was also able to make Berthier flee from the power of her attack

and Sailor Jupiter and Petz were both able to take the power of their combined lightning

While Mercury, Mars and Jupiter were "captured" this was more to being trapped then having any notable damage done to them. Notice how none of them could change their position. 

For comparison, Sailor Venus was able to fight on after Calaveras attacked her with the spiritual energy of herself and all 3 other Ayakashi Sisters

The Guardian Senshi are relative to, if not outright superior too, beings as strong or stronger (likely significantly stronger) then the Droids, who have feats greater then anything in the First Arc. Granted how much stronger they got in the First Arc is ambiguous but still.

Sailor Moon's power in relation to them is nebulous. It's assumed she's stronger because she has had more power ups by this point but there isn't any direct feats comparing them early in the Second Arc. She is the one that actually killed the Ayakashi Sisters

But not much else to really compare.

Comparing the Higher Ranking Black Moon Clan Members, Rubeus was the Commander of the Ayakashi Sisters so he was presumably stronger through given his commendations for the power of Koan and Berthier probably not that much stronger.

Tuxedo Kamen explicitly starts out much weaker then the Senshi

However after unlocking the power of the Tuxedo La Smoking Bomber he grows much stronger, overpowering Rubeus with his first usage of the attack

Tuxedo Kamen was able later to completely destroy Emeraude 

and Emeraude at the time probably stronger then Rubeus as she was of the same rank as him initially but also learned the Beast Hands technique

though this was arguably a boosted Mamoru as he was arguably given power by his future self

Tuxedo Kamen's best feat comes in comparison with Black Lady's storm, which really shows the power of Black Lady.

Sailor Pluto was the superior in power to Early Second Arc Sailor Moon

yet Chibiusa just turning into Black Lady created a space-time story greater then any chaos in spacetime before

It was so intense it literally knocked out Sailor Pluto who was just on the very edge of it

Yet Mamoru was not only durable enough to run into the storm to save Chibiusa, he tanked the depths of the storm

In other words Post-Tuxedo La Smoking Bomber Tuxedo Kamen and Black Lady were able to survive a level of power that knocked out Sailor Pluto from just being on the edge of, and Sailor Pluto was stronger then Early Second Arc Sailor Moon.

The Senshi also get stronger. On Nemesis, Sailor Moon's power was being neutralized so she couldn't transform

However Usagi was able to channel the spirit of her future self Neo-Queen Serenity and henshin with an even greater power

Prince Demande, even commends her power, suggesting that Sailor Moon might be relative to Demande's initial power with Neo-Queen Serenity's spirit power.

Sailor Moon describes the power as far above her power from before it

Sailor Moon on Nemesis also grants the other Senshi superior power to Henshin when they couldn't before

Post Nemesis Upgrade, Sailor Jupiter and Sailor Venus (who it's arguable if she got buffed or not, it's kinda vague) were able to survive the Evil Eye Technique from Prince Demande

Prince Demande at the time was amped by getting stronger Black Crystal Earrings

Amped Demande was so powerful he could one-shot and obliterate an Amped Saphir

showing that the Guardian Senshi Late Second Arc were massively stronger then original Saphir. Sailor Mercury and Mars also survived the Beast Hands Technique from Saphir.

this is consistent with how Sailor Mercury and Sailor Mars also survived the Beast Hands technique that one-shot Rubeus, who was also a High-Ranking Member of the Black Moon Clan and stronger then the Ayakashi Sisters

Prince Demande without the amp also used the Evil Eye on Usagi, and he commends her on her ability to recover quickly from it, despite her having been knocked out from it

As Late Second Arc Jupiter and Venus were not knocked out at all, this shows they were even stronger then Early Second Arc Sailor Moon.

That said, as mentioned earlier, Sailor Moon herself grew much stronger. Post-Nemesis Moon as mentioned was boosted by the power of Neo-Queen Serenity. Post-Nemesis Moon is likely stronger then Second Arc Sailor Pluto as she was able to get blasted by Black Lady, who just from coming into being created a storm that knocked out Sailor Pluto from it's edge

It's possible that Amped Demande is stronger then Black Lady as he blitzed her and stole the Silver Crystals from her hands

and he didn't seem afraid of a potential confrontation with Black Lady, dismissing her ability to the Wiseman in front of her

Which is notable as Sailor Moon and Tuxedo Kamen combined their powers to defeat Amped Demande, suggesting that it took both their power

Which would suggest Post-Nemesis Sailor Moon, Post-Tuxedo La Smoking Bomber Tuxedo Kamen, Black Lady and Amped Demande are all roughly in the same power range. 

Wiseman launches his direct attack on Earth using his illusory copy of Death Phantom which nonetheless was causing tears in spacetime as seen above

Sailor Moon is able to contend with this Death Phantom

Wiseman's power growing steadily across the entire fight

but Sailor Moon was able to continue to contend with him, showing her power was rising along with his or she would get quickly outpaced in power

The collision of their power ends up launching Sailor Moon and Death Phantom's illusory copy to the edge of the solar system

This leads into the final battle of the Second Arc with Real Death Phantom. Death Phantom's power source is the Black Crystal, the source of the Black Crystal shards. A single small one of those was apparently a threat to early Arc 2 Sailor Moon and Sailor Venus

Yet the Power of the Black Crystal can also easily make MASSIVE monoliths of the stuff

The exponential growth of the Nemesis has led to the planet being so large that it can absorb the solar system

A Black Hole "just" the size of the Sun would have a mass of over 4.7 Million Solar Masses, giving it a mass equal to a low galaxy. A Black hole the diameter of the solar system (~5.9 Trillion Meters, based on average distance between Sun and Pluto) would have a mass of nearly 2 Billion Solar Masses.

Neo-Queen Serenity gives a power-up to Chibi-Moon who goes off to help Sailor Moon

At the same time, Sailor Moon is with Tuxedo Kamen who fills her with power, implied and later directly stated to have strengthened her

Sailor Moon and Sailor Chibi-Moon and obliterate Death Phantom, the energy being so intense as to create a shockwave strong enough to destroy Sailor Moon and Sailor Chibi-Moon's wands and brooches at cosmic distance

DodaNova2 on vs battles wiki calced the distance this shockwave would have reached and concluded it would be about 9 trillion meters away which itself would be larger then the average distance of Sun to Pluto

This has been calced a number of times, generally getting values in the KiloFoe to MegaFoe (thousands to millions of supernova worth of energy) range, with some estimates getting as high as the TeraFoe to PetaFoe range (trillions to quadrillions of supernova worth of energy).

Current estimates of the Gravitional Binding Energy of small halaxies suggest it would require approximately 10 KiloFoe to accelerate the mass to the escape velocity of the galaxy and similarly it would take 10 PetaFoe for a galaxy like the Milky Way. 

Destroying a black hole in the real world is impossible as the escape velocity of a black hole is above lightspeed by definition. That said versus axiom seems to allow accelerating a mass to FTL speed to scale to that mass (moving a planet at FTL speeds is considered planet level), and to destroy a celestial body is to accelerate it's mass to it's escape velocity, which for a black hole is by definition FTL. Therefore destruction of a black hole should scale to it's mass which in this case has been established as more then small galaxies.

We also see a picture of the explosion from the Earth.

My protractor says this is 15 degrees. They were past the orbit of Pluto, and closest Earth-Pluto distance is 4.28 trillion meters. As such the diameter would be by angsize 1.1269 trillion meters.

A black hole of such a size would have a mass of over 380 million solar masses, well above low galactic level baseline. 

After this Neo-Queen Serenity bestows the same power up she did on Chibi-Moon (which brought a newly awoken Sailor Senshi to end of second arc Sailor Moon level) unto the Guardian Senshi so they could fight alongside Sailor Moon

as well as unto Sailor Moon herself

So to clarify:

The Senshi get a new powerup, making them stronger then the versions that were on par with a version of Sailor Moon whose civilian form could tank supernova level events. In this state their civilian forms were on par with Droids and arguably Saphir who have feats of surviving energy on the scale of hundreds to thousands of stellar masses, likely in the multi-stellar to neutron star level. Sailor Moon is some unknown amount stronger, possibly virtually none. 

They fight Ayakashi Sisters and prove comparable if not outright superior. After abduction to Nemesis, they get upgraded to contend with Sailor Pluto who was clearly superior to Earlier Second Arc Sailor Moon. They fight Boosted Saphir and Demande, either of whom could one-shot beings as strong or stronger then their original selves. Sailor Moon gets into a direct fight with Wiseman using the power of the Black Crystal, which small fragments of could kill her earlier Arc 2 self.

Sailor Moon gets stronger within the same fight. Sailor Chibi-Moon awakens as a New Senshi and gets Neo-Queen Serenity's boost while Second Arc Sailor Moon gets another powerup from Mamoru. Chibi-Moon shows up, and the two of them seem about on par, together destroying a Low Galactic Level Entity. 

Neo-Queen Serenity then gives the same boost to the Guardian Senshi and Sailor Moon.

Chibi-Moon is a good reference between late Arc 2 and early Arc 3 in power because Chibi-Moon got the Neo-Queen Serenity boost early, which is why she was able to fight on par with late Arc 2 Sailor Moon meaning she was the same in power between two, while Sailor Moon and the Guardian Senshi got the same boost afterwards and so are stronger in the Third Arc.

Why this is interesting is that daimons, the fodder of the third arc were relative in power to early Arc 3 Chibi-Moon, being able to injure her

and were able to threaten early arc 3 Chibi-Moon and Tuxedo Kamen

Which is consistent with how early Arc 3 Sailor Moon had to call down more power from Neo-Queen Serenity to kill a single daimon

Now obviously this is not saying a daimon would beat Death Phantom. Death Phantom has an insurmountable advantage in hax, versatility and intelligence over a daimon. Death Phantom is  impossible for a daimon to kill given his hax level and sheer size.

This isn't even saying that a daimon is as strong as Death Phantom since it did take Sailor Moon and Sailor Chibi-Moon to kill Death Phantom. However it is suggesting that in terms of raw power a daimon, used as fodder in the third arc, is comparable to Death Phantom.

Despite this level of power, Sailor Jupiter and Sailor Venus in the very first chapter of the third arc were able to destroy a daimon by combining their attacks

It's not hugely well known but the Guardian Senshi get stronger even just within the early part of the Third Arc. 

It's mentioned that Sailor Mars went up into the mountain for purification and for training (Combat training):

The other senshi join Rei on the mountain where Makoto and Rei have a conversation stating they need to work hard to protect Usagi which Makoto agrees with 

and when the two meet Haruka, Makoto mentions that "we" are training on the mountain

all of which implying that the Guardian Senshi were training to protect Sailor Moon. This actually explains away the seeming inconsistency of various characters.

Interestingly, the third arc actually has the most internal quantification, with the most commonly used being the Witches Levels showing their relative strength compared to each other

While originally the Guardian Senshi and Sailor Moon only really seemed comparable in power to imperfect daimon, and would never be able to beat a Perfect Daimon like the Witches V, after some training (same chapter that the training discussion happens in fact), Sailor Mars was able to destroy Eudial's human form with her attack

and the next chapter Sailor Venus was able to equal the attack of Mimete, although Mimete was the weakest of the Witches V

Even against Viluy and Tellu, who have witch levels about 5 times higher then Mimete and Eudial respectively (though this may not necessarily correlate to direct power), Sailor Mercury and Sailor Jupiter's attacks actually do seem to work to some extent on them

Sailor Moon was seemingly stronger then the Guardian Senshi at the start of the third arc, as she was much stronger before the power boost from Neo-Queen Serenity. She also seemed to get stronger by a bit possibly from calling down power from Neo-Queen Serenity and possibly just due to attuning to the Silver Crystal more as shown at the end of the second arc. 

This can be seen by how she was able to destroy a Daimon without calling down power from Neo-Queen Serenity and by calling down power was able to destroy 2 Daimon at once.

She also destroyed Eudial's daimon form which intuitively you'd think would be stronger then her humanoid form Sailor Mars destroyed, though there isn't any explicit comparison between the two

However by the Tellu fight, the Guardian Senshi seems to have transcended Base Sailor Moon's level of power, as Jupiter's attack works on Tellu at least a little while Tellu laughs and tanks Sailor Moon's attack, with Sailor Moon thinking she'd need to use her full power to defeat Tellu

Immediately following this, Chibi-Moon also grows in power, gaining a new wand after Luna-P transforms. In the original Japanese she says that she felt full of power and stronger then she had ever felt

Which she immediately demonstrates by destroying Tellu's human form which neither Sailor Moon or Sailor Jupiter could do

Even stronger then these characters are the Outer Senshi. The Outer Senshi are consistently noted as being stronger then the Guardian Senshi due to being bestowed with stronger powers and items on account of their different role from them

Sailor Uranus was able to one-shot Mimete, not even reverting her to daimon form but simply immediately dusting her

and Sailor Pluto one-shot the daimon form of Tellu

This Sailor Pluto was stated to be stronger then the one in the second arc

which makes complete sense, since Sailor Pluto in the second arc was weaker then second arc Tuxedo Kamen who was weaker then even an imperfect Daimon. 

The Outer Senshi are so much stronger then the initial Guardian Senshi team, that Sailor Uranus was able to knock out their entire team, even undoing their henshin, with just a single attack

A lot of people don't know this but there's actually a small timeskip during Act 32

It's unknown how long this timeskip is, it could just be a single day, or it could be hypothetical several days to the week range, however I think it's probably longer as this chapter it's implied the Senshi get notably stronger then they were in the prior chapter.

Within the same chapter in the original Japanese text of this page, Kaorinite says that the "lights", which are the Sailor Senshi's power levels basically, weren't as strong before, in particular talking about the three lights, including Sailor Pluto who only appeared earlier that chapter, so them getting stronger would have had to be in that chapter

Within Chapter 32, Haruka was able to survive an attack from Cyprine while in her civilian state

and Sailor Mars was able to actually harm Cyprine

Bear in mind that Cyprine's level was 999 which is massively higher then even Tellu, the next strongest witch at level 404.

What really is good evidence though, is that Sailor Chibi-Moon's power, which was actually higher then the Guardian Senshi and Sailor Moon during the Tellu fight as shown by her actually destroying Tellu's human form, had her attack no-selled by the Cyprine fight brainwashed Guardian Senshi and brainwashed Sailor Mercury and Sailor Jupiter casually launched an energy attack without even using a technique that threatened Chibi-Moon

As can also be seen here, the Guardian Senshi and the Outer Senshi then clash and their power equals each other, suggesting that the Guardian Senshi's training actually made them a relative threat to the Base Outer Senshi, giving them approximately 75% of their power, as the 4 Guardian Senshi equal the 3 Outer Senshi. This is impressive as initially Sailor Uranus was able to one-shot all the Guardian Senshi by herself.

Because there isn't any more timeskips since from Chapter 32 onwards for the third arc, this would basically be as strong as the Base Forms of the Senshi get in the third arc.

Tuxedo Kamen after gaining power from Hotaru and Chibiusa would probably be at this level

as the Guardian Senshi were collapsing from exhaustion during the fight with Pharaoh 90 while Tuxedo Kamen wasn't

This suggests Arc 3 Tuxedo Kamen would be stronger then the Senshi as prior, the Guardian Senshi had only engaged in a single short fight each, while Tuxedo Kamen had been maintaining Chibiusa's lifeforce with his own energy the whole time despite Luna stating that it would be a huge stress on Mamoru's body

Granted it's pretty ambiguous how strong third arc Tuxedo Kamen is exactly, but I do think he's probably stronger then third arc Base Guardian Senshi, possibly rivaling the Base Outer Senshi.

After being resurrected, the Witches V were broadly superior to their counterparts of the Guardian Senshi

This suggests either Kaorinite's curse was weakening the Guardian Senshi (which I think is less likely as they don't note themselves weakening) or that Kaorinite was amping the Witches V. 

If the latter IS true then this is actually a really good feat for Kaorinite as she was amping the Witches V to be roughly on par with the original third arc Outer Senshi. However this is not wholly strange, as it's quite possible she would be similar in power to Germatoid who was much stronger then a Base Outer Senshi. Either way, the Resurrected Witches V are likely at this level. 

Kaorinite, the Magus that leads the Witches is potentially at the level of a talisman based on scaling to Germatoid, the Talismans being the "stronger items" the Outer Senshi mentioned.

It's not referenced often but the Talismans actually do vary in power, however in the third arc they were at their peak due to the impending presence of Sailor Saturn and Super Sailor Moon

The Talismans actually have a very impressive feat of holding in the Chaos Star of the third arc, Pharaoh 90.

Pharaoh 90 is so powerful that it can easily move the Tau Nebula at FTL speeds from being very distant on a cosmic scale to relatively near the Earth

Some people think, based on some translations that the Tau Nebula is just a star system, but that's actually not true. The word "Nebula" for starters in Modern Astronomical terms means a multi-stellar structure and back when Sailor Moon was written simply referred to any collection of celestial bodies up to and including whole galaxies. Beyond this the Tau Nebula is repeatedly shown to be a spiral galaxy like the Milky Way

It's even implied at certain points that the Tau System includes more then just the main galaxy, with Ami calling the model that Viluy created a "miniature universe", including not just the main galaxy but the super-galactic scale around it, the Tau System

and Sailor Pluto calling it a distant space-time

This is also not including the space-time warping feats that Pharaoh 90 possesses like warping spacetime on an intergalactic space or able to turn a planetary space to being so large that it can become a new Tau Nebula, as people seem to differ in opinion on whether spacetime warping can be used as a feat of power. I will include the spacetime feats in a latter section.

Because Pharaoh 90 has a feat of moving a galactic+ sized area at FTL speeds, he would be Galaxy Level or stronger and the Talismans would each scale to at least 1/3x Galaxy Level. This is not inconsistent as shown because they are massively above second arc Sailor Moon and Sailor Chibi-Moon who have their own feat of destroying a black hole that would have a mass above baseline low galaxy level, a feat that is generally calced at least in the KiloFoe to MegaFoe range. BTW this is Pharaoh 90 when he had grown weaker likely due to the Taioran Crystal weakening

Notably Germatoid the high-ranking Daimon was able to survive an attack from Sailor Uranus' talisman

Mistress 9 who is the leader of the Death Busters and direct subordinate of Pharaoh 90 might scale to this level being higher in rank then Germatoid but it's somewhat hard to tell as base Mistress 9 has almost no showings since she appears for such a brief time. But she was, while still awakening, able to fend off Sailor Moon, the Guardian Senshi, and the Outer Senshi

Showing that at the very least Base Mistress 9 should be Outer Senshi level and likely being at least as strong as Germatoid making her Talisman Level which would be over 1/3x Galaxy Level.

This would probably be a good point to talk about the Taioran Crystal, the amulet of the Tau Nebula that the Death Busters use. I've heard some people state that the Taioran Crystal is galaxy level for powering the Tau Nebula usually referring to this scan

However this statement as well as all English Translations are either ambiguous or do not in fact suggest that, instead saying roughly that the Taioran Crystal is the origin source of the Tau Nebula's power.

Powering something does not always directly equate to the level of the thing itself as well. In 2013, it was estimated that Humanity, the resident species of Earth used about 135.5 gigatons of energy in the entire year which is obviously not anywhere close to planet level. 

That's not to say that the Taioran Crystal is not galactic per se, especially at it's peak, just that this is not a good example of how strong it is.

The Taioran Crystal has actually been weakening for a long time and by the time of the third arc is considered "dimly glowing" as well as fading and in the original Japanese close to dying out

The Taioran Crystal despite being dim and basically on the verge of death is strong enough to grant the rank of Magus to any of the Witches V which is stronger then them

Which brings us back to Mistress 9. The reason why base Mistress 9's power doesn't have many showings is that she very quickly after appearing ATE the Silver Crystal, amping her power

 

There's actually a really interesting statement that Mistress 9 had more power then the Taioran Crystal after consuming the Silver Crystal

This suggests two notable things for scaling terms

1: The Taioran Crystal was actually stronger then Base Mistress 9 who likely would scale to Germatoid whose stronger then a Talisman

2: Amped Mistress 9 is stronger then the Taioran Crystal

You could actually argue that an unrestrained Silver Crystal consumed Mistress 9 would be stronger then Pharaoh 90 himself in raw power since she would be significantly stronger then the Taioran Crystal which is stronger then base Mistress 9 who should be relative and arguably stronger then Germatoid who seemed relatively unaffected by 1/3x the power used to hold back Pharaoh 90.

That said Mistress 9 was restrained from accessing this power by Hotaru who prevented her from using the power of the Silver Crystal

It's unknown to what extent Hotaru weakened Mistress 9 though Mistress 9 does claim that she is already powered up from her Base State

You could maybe argue that amped Mistress 9 struggling with Hotaru was able to overpower Sailor Moon's attack

and that because her friends' and her daughter's lives are in imminent danger, Sailor Moon would be using the fullest of her power. Sailor Moon tends to hold back against enemies unconsciously as the Silver Crystal is connected to her heart, hence why in the Tellu fight she said she would need to use her full power against this enemy

If that's the case then Amped Mistress 9 even with Hotaru holding back her power, would scale to the power of the base Silver Crystal used by Base Sailor Moon.

This is notable, as this power was stated to be relative to the Taioran Crystal many times during the arc

Admittingly this is somewhat contradicted by a statement suggesting that the Silver Crystal's power is hundreds of times that of the Taioran Crystal.

However as this is Civilian Form Hotaru and Chibiusa, it's more likely this is simply the dormant power of the two crystals and the two aren't able to sense the raw power of both. 

This would suggest Full Power Sailor Moon's power is comparable to the Taioran Crystal and this would be another thing suggesting Amped Mistress 9's power is superior to the modern day Taioran Crystal.

BTW it's arguably this form after powering up that Chibi-Moon's "Pink Sugar Heart" attack scares and blasts away

I don't know if  Mistress 9 is just deathly afraid of pink or how Chibi-Moon somehow got massively stronger. I suppose you could say that Chibi-Moon has an immense potential just like her mother, and this is her unlocking it, which would be consistent with how much insane potential she had in the second arc and how this is just before she unlocks her own super form by herself so I suppose it's consistent enough.

After that Pharaoh 90 absorbs Mistress 9 to overcome the barrier holding it back, and process to break the barrier that previously held it back, showing it did in fact get stronger

I highly doubt that absorbing Mistress 9 somehow made Pharaoh 90 strong enough to be comparable with Super Sailor Moon considering the difference of power between the two.

While it's true that the Super Sailor Senshi were having trouble harming Pharaoh 90, this wasn't a matter of power but because it was absorbing their power

This brings us to the God Tiers of the third arc, Super Sailor Moon and Base Sailor Saturn.

Super Sailor Moon's first henshin, just the energy of her transforming, released energy tens of thousands times the power of Pharaoh 90 and the Peak Taioran Crystal

A henshin power which obviously Super Sailor Moon tanks with no damage

Super Sailor Moon's power was enough that even despite Pharaoh 90's energy absorption, she was able to disrupt Pharaoh 90's form

Super Sailor Moon would go on to exit Pharaoh 90 safely, her shining power being enough to briefly transform the other Senshi into their Super Forms suggesting she became even stronger

Hypothetically this could be an absolutely insane feat for the arc, giving 7 other senshi (4 Guardians and 3 Outers) a power vastly above Pharaoh 90. 

Chibi-Moon also manages to just...will a Holy Grail into existence and transform herself into Super Sailor Chibi-Moon

As Mistress 9 was able to overpower Base Sailor Moon's attack while Chibi-Moon's attack knocked Mistress 9 away and scared her, I think Super Sailor Chibi-Moon was probably stronger then the initial Super Sailor Moon but weaker then the version of Super Moon that came out of Pharaoh 90. This is because her base form would be above base Sailor Moon's since her attack threatened Mistress 9, Super Chibi-Moon in Arc 3 has no feat akin to unlocking the super forms of 7 other senshi. 

It's a common misconception that Base Sailor Saturn was stronger then Super Sailor Moon, and that's not really clear. While it's true that Sailor Saturn did better then Super Sailor Moon against Pharaoh 90 this was moreso because Pharaoh 90 was absorbing all of Super Moon's attacks while Saturn's void and death based attacks ignored Pharaoh 90's energy absorption

Sailor Saturn was powerful enough however to send back Pharaoh 90 back into the Tau world which was explicitly a function of her power

Sailor Saturn was going to lead the Tau world to the void, and she implies that if Sailor Pluto didn't seal the gateway between dimensions, her power would reach back into the main dimension

As the Tau Dimension was established to be a supergalactic scale containing the Tau Nebula which is a spiral galaxy and it's surrounding space, to be able to destroy it would be a galactic level feat. 

Sailor Saturn also wiped out all life back in the Silver Millennium up to and including Sailor Pluto who was outside spacetime at the time

Sailor Saturn is also consistently stated to bring with her the death and outright annihilation of the world and everything

Though arguably this is a function of death hax and not a showing of raw energy. 

And that's basically the third arc. While it's complex to discuss the internal scaling of the arc despite it's greater degree of quantification, it honestly is probably the simplest assuming you agree with scaling from before the arc.

Daimon scale to calculations ranging from the KiloFoe to the MegaFoe at least and which accelerated a celestial body with a likely mass of millions of stellar masses at FTL speeds putting them at low galaxy level. The verse goes further above baseline with a number of small power jumps leading to Pharaoh 90 having a galaxy level+ feat, which each Talisman scaling to 1/3x that, with most of the high tiers of the arc scaling to a single talisman and the God Tiers scaling to Pharaoh 90 or tens of thousands of times stronger then Pharaoh 90.

Before the fourth arc there is a short story "Lover of Princess Kaguya" set between the third and fourth arcs and which gives a good supporting feat.  It should be noted it's set near the start of the fourth arc as the climax of the story takes place on Christmas Eve

While the fourth arc starts at the beginning of the Japanese school year which is in the Spring

The villain, who is called Princess Kaguya, has some very impressive feats such as stating she was going to freeze the universe and maintain it's frozen state

and was the one who created the Nebula which created the Sol System

This would be a multi-stellar feat but as mentioned earlier, when Sailor Moon was written "Nebula" meant something different, and was previously used to refer to the Tau Nebula, a galactic system, suggesting this is possibly a galaxy level feat.

This is consistent with Kaguya going to freeze the entire universe, and with how she tanked the attacks of the Outer Senshi

As you might guess Super Sailor Moon was able to just blow up Kaguya without much difficulty

That said what's more impressive is Sailor Moon being able to hurt Snow Kaguya in her base state, making her flee

I know some people claim that Kaguya was weakened during this though I've read the story again and I don't see where this would come from. While it's true her body regenerated from the fragment Kakeru found, not only was her spirit never stated to get any weaker since it's not bound to her body, but the "body" of Kaguya had fully regenerated right before her confrontation with Sailor Moon

 

This would suggest that Full Power Base Sailor Moon by this point was actually much stronger then the Base Outer Senshi by this point and possibly Galaxy Level. This isn't a huge stretch as even early on in the third arc, Sailor Moon's Full Power was relative to the Taioran Crystal which was likely comparable at least to 1 of the Talismans. 

After this is the fourth arc. The fourth arc is a bit more unclear and ambiguous, particularly with the low tiers and how they compare. There are a few things that suggest that they might scale to some of the Super Senshi, but those same things are contradicted.

The fodder of the fourth arc are called Lemure and they were seemingly able to threaten Super Moon and Super Chibi-Moon

That said Lemures are not physical entities, they are nightmare incarnate and attack via attacking the minds of their opponents

Makoto while in civilian form and having her energy drained was able to survive the lemures

and Mamoru in his civilian form while deathly ill was able to survive their presence

So either Makoto and Mamoru became as strong as Super Senshi in 3 chapters while in their civilian forms or the lemures attacks are just non-physical as already implied and doesn't scale to the Super Senshi.

There's also the battle with Xenotime and Zeolite, which are subordinates to the Amazoness Quartet being able to seemingly threaten the Super Guardian Senshi

I think it's more likely they just got caught off guard and then didn't act because Xenotime and Zeolite threatened Minako (who was locked into her civilian form)

Notably when Minako actually DOES get her Super Henshin, she immediately solos Xenotime and Zeolite without much effort

So if you're saying Xenotime and Zeolite are on the level of the other Super Guardian Senshi this would make her significantly stronger then the others.

Some people use the Amazoness using immobilization attacks on the Super Senshi as evidence, though I don't know how you would scale how difficult it is to get out of an immobilization to attack potency or durability

The best argument I found for scaling them to the Super Senshi is Super Neptune actually using her attack to counter a Hail Orb attack from the Amazoness Quartet, causing an outburst of power that actually caused a notable effect on the Super Senshi

The potential counterargument to this is that Artemis was able to stop a Hail Orb attack on his own, however Artemis was getting stronger to some degree since he said the real reason Minako couldn't unlock her super form is because he was too weak as her partner

if you to try to scale the low tiers based on their own feats without scaling, there really is not much suggesting they would be above even building level. Tiger's Eyes is an actual tiger and he's a relative low tier of the Dead Moon Circus

and the Amazoness Quartet amazon stones can maintain dimensions including one as big as a mirror house

Brainwashed regular humans are also still used as relative fodder, despite the feats from other arcs...but there really isn't much else to use. You either give them scaling them to the Senshi or they only scale to street level stuff.

Even scaling to the civilian senshi would is dubious as Rei beat Tiger's Eye while in her civilian form

though you could use Jun Jun throwing rocks at the back of the Senshi's heads and hurting them as a feat I suppose to scale them to the civilian forms ...though that doesn't seem very solid

During the arc, Nehelenia created a barrier of darkness covering the Earth and Moon:

which was suppressing their planet power, keeping them from using Henshin or the Space-Time Key and likely lowering the civilian power

But the Senshi were able to basically overpower it by using SUPER henshin into their Super Forms.

Now I'm gonna be honest, it's really hard figuring out how strong the non-Moon and Saturn Senshi are in their Super Forms, mostly due to how sketchy the scaling is in the fourth arc. 

Mostly people just say they are Galaxy Level scaling off Super Sailor Moon's first henshin under the logic "well the Base Senshi are stronger then Base Sailor Moon was during the third arc, and the super henshin isn't implied to give different boosts to different Senshi, and literally just the force of her henshin was tens of thousands of times galaxy level...." which isn't necessarily bad reasoning given the relative lack of information.

However they are possibly even higher in the fourth arc, to the point they might legit scale to Queen Nehelenia which brings them past the second massive power jump.

For instance, Helios implies his power was, at least temporarily able to hold off Nehelenia's power

and he actually survives an attack from Nehelenia while weakened (because the Curse of Elysion was weakening him, and Mamoru as well as Earth and Elysion)

Nehelenia's lightning cage was hurting Helios

yet Usagi and Mamoru unlocked the power of the Silver and Golden Crystals via their connection

and afterwards Usagi was able to survive the lightning that harmed Helios in her civilian form

and Mamoru and Usagi shining the powers of the Silver and Golden Crystals together while in their civilian forms were able to ward off Queen Nehelenia

I guess this should be where we transition into talking about the High Tiers of Sailor Moon's power scaling from Nehelenia

High Tiers:

Nehelenia passively maintains her mirror dimension up to the very point that she died (where she reverted to being Zirconia)

This world was stated to be a parallel mirror universe

which the artbook suggests contain constellations

This would make Nehelenia Universe Level and this will go on to a scale to pretty much all of the Sailor Moon High Tiers for reasons I will demonstrate, though the question at the moment is whether the fourth arc Super Senshi can scale to her. Nehelenia never actually flat outpowers the Senshi, instead relying, like most Chaos Stars, on hax to fight them. The best evidence suggesting that they scale to her is from Act 47.

In act 47, Zirconia, part of Nehelenia, evades the Senshi by entering Nehelenia's Dark Mirror which only Super Sailor Moon can enter because of her power impressing Nehelenia

Note: the Senshi that were there include the Guardian Senshi and the Outer but Saturn was not there. I'm not sure why people think Super Moon is superior to Super Saturn as there's no direct comparison here.

Sailor Mercury tries to break a way in by attacking the mirror itself, but this does nothing

but then Jupiter punches it, breaking Nehelenia's face 

The force being so great, that she doesn't just get hurt, but she acts like she's about to die

Super Sailor Moon then casually destroys the mirror itself, freeing them....I think, the image is a bit hard to tell what's going on

So what does this suggest?

Jupiter's raw might seems to have hurt Queen Nehelenia. This is not, as some people seem to think an effect of the mirror itself being damaged, as Mercury's attack doesn't hurt Nehelenia, and Sailor Moon breaking the mirror outright does not kill Nehelenia.

Also Super Moon does more damage to the mirror then either of them suggests her casual attack potency is comparable to Mercury's attack potency and Jupiter's punch.

That said, you could argue this is a contradiction since Zirconia who is just a part of Nehelenia was able to survive the attack of 7 Super Senshi

The only way I can think to reconcile this is to say that Super Jupiter's physical strength is a lot stronger then the Super Sailor Senshi's energy projection. This has never really been suggested by any other form of the Senshi, but I can't think of anything that really contradicts it and you could say it's consistent with Jupiter doing comparable to greater damage to the mirror then Mercury's attack.

This leads into the final confrontation with Nehelenia in Elysion. There Nehelenia rips the Silver Crystal out of Usagi, but her and Mamoru's love allows the Silver Crystal to teleport back to it's partner the Golden Crystal, and the two create a new power

This power was so intense that Nehelenia mistook it's power for that of the original Queen Serenity's

Queen Serenity was the prior master of the Silver Crystal so we should probably go into how strong exactly the Silver Crystal is.

Our first description of what the Silver Crystal is that it is a stone that is the source of all energy, containing unfathomable limitless power and that whoever controls it will have dominion over the universe

This foreshadows the final villain Chaos' plan to use it to create a new universe

There's also a very interesting statement from Pharaoh 90, where he claims that the Silver Crystal has the ability to give life energy to "everything"

which MIGHT be support for that.

Of course while I'm not a big fan of using this as evidence, it is most often stated that the Silver Crystal has "infinite" or "limitless" power often said on conjunction with it being granting rulership over the universe or cosmos.

That's 16 instances in 60 Chapters, more then 1 every 4 Chapters.

Now personally I don't really use this an argument, though I know some people want it, so there you go.

Also it's possibly implied that the Sailor Moon Universe is infinite in size

As Sailor Pluto was stationed literally outside spacetime this isn't outright impossible

though you could still say it's hyperbole so eh...

The Silver Crystal's power should thus be universal+ based on it's ability to create a universe and from comparing to Nehelenia.

All the Senshi combine their powers along with the powers of their planetary castles and planetary guardians, raising Super Sailor Moon to Eternal Sailor Moon

Needless to say this should be much stronger, as Super Sailor Moon was already amped to Queen Serenity's level, and the other senshi combined their power to raise Usagi to Eternal Senshi level, including the power of their planetary guardians and castles. This includes Chibi-Moon's whose Sailor Crystal is the Future Silver Crystal

They then add all their power again unto that into one attack Eternal Sailor Moon was charging into the Holy Grail, including Tuxedo Kamen adding the power of the Golden Crystal, equal to the Silver Crystal, the sheer amount of effort raising all the Senshi into their Eternal Forms and annihilating Nehelenia

The difference in power between the fourth and fifth arcs in terms of power is insane. Sailor Galaxia casually emanated energy on a wholly different league to this IN HER CIVILIAN FORM while Usagi tanked that same energy again while in civilian form

right before Galaxia casually destroys the Holy Grail that was used to charge Usagi's big attack on Nehelenia.

Pretty much everyone in arc 5 is going to scale to this. I don't know how they got so strong so quickly. 

As a reminder, base form transformation made Usagi go from a normal human to a being that could destroy dimensions by crying, and her super sailor henshin multipled her power by tens of thousands of times. It's very likely her Arc 5 Base Eternal Form is millions of times stronger then her Initial Eternal Form which one-shot Nehelenia, who herself maintained a universe up to the point of her death.

Point being they are above baseline universal.

Arc 5's internal scaling gets a little complicated as there are numerous groups that all seems relatively competitive with each other. I will start with a question that I've had about Sailor Moon since being a child; that being how strong are sailor senshi in general? There's not much clear information about this, outside of the fact that the Eternal Sailor Senshi are said to be admired by Senshi across the galaxy for their strength and beauty

There are a few other scant bits of information we can find, most notably the fact that Iron Mouse was not at all intimidated to feel 10 different Sailor Crystals and eagerly thought that she would be richly rewarded upon delivering them to Galaxia

Maybe Iron Mouse was ridiculously impulsive and overconfident, but given the life and death nature of this mission, it does seem telling that she thought 10 Sailor Senshi would be no problem for her to kill.

The other bit of information is Princess Kakyuu saying that the Star Seeds of the Mautions have a glow with similar power to a Sailor Crystal

which hypothetically suggests Arc 5 Luna, Artemis and Diana would be comparable to Sailor Senshi in general. This is interesting because they were able to at least survive an attack from Sailor Tin Nyanko even though they were clearly outclassed in power

This is interesting to me because I had been assuming the "average" sailor senshi was about as strong as the Sol System Senshi were when they had either reattained their memories in the First Arc or when the Moon Kingdom's technology was recovered early in the Second Arc. This is when Sol Senshi had been as strong as they were during the incredibly long period known as the Silver Millennium where the Senshi had been active for a long time and before they had gained external power-ups. However this suggests the difference between them and Eternal Sol Senshi isn't that great as will be demonstrated.

So there's really two more things to talk about first before going into the main part of Stars internal scaling;

Firstly there's the Galactica Boost, the boost caused by Galaxia granting power unto her minions and is signified by the usage of "Galactica" in their attack names

compare Sailor Uranus' "Space Turbulence" Attack to Galactica Uranus' "Galactica Space Turbulence" attack after calling down power from Galaxia

 

We see the Galactica Amp applied to three classes of beings:

1: Regular civilains like a Coronis-ian and a Mautian who became Sailor Lead Crow and Sailor Tin Nyanko (IE False Sailor Senshi, the Sailor Animamates)

2: Regular Sailor Senshi like Sailor Lethe and Sailor Mnesmonye 

3: The Eternal Sailor Senshi of the Sol System (against their will)

The other thing to note is that Eternal Sailor Moon grows in power, and arguably in one instance, shrinks in power based on her determination. This refers back to Arc 1 where it is said that the Silver Crystal's power depends on Usagi's heart

and calls back to the climaxes of most arcs where Usagi's power grows based on heart and her will

This is actually thematically important to the fifth arc, as Galaxia spends the arc trying to break Usagi's psychologically so she would release her full power and destroy Chaos

This makes it understandably hard to interpret however, as the internal feelings of the character dictate their current relative power. From the Middle of the Arc to the Climax where Eternal Moon gains the Lambda Power and essentially gains a new form, by my count there is 6 or 7 noticeable points where Usagi's will to defeat Galaxia rises, most of them associated with Usagi becomingly seemingly stronger afterwards:

1: Upon learning that the Eternal Outer Senshi have died and commanding Princess Kakyuu to take her Sagittarius Zero Star, Galaxia's Fortress (Act 55)

2: Upon finding out that the future of Crystal Tokyo was being erased (Act 57). Also same Act later she seems to get more determined after Kakyuu dies though it's hard to tell if this boosted her power.

3: Once during the Galactica Sol Senshi fight thinking internally that her opponents aren't her friends (Act 58). This is possibly just her returning to the form she was before the drop in her will after seeing her friends. 

4: A second time during the Galactica Sol Senshi fight when thinking that the future of the galaxy needs her to win (Act 58)

5: Galaxia taunts her via brainwashed Mamoru specifically trying to drive up her will to fight (Act 58)

6: After Galaxia throws the Sailor Crystals of the Senshi into the Galaxy Cauldron erasing them from existence (Act 59)

7: After Galaxia throws Mamoru into the Galaxy Cauldron erasing him from existence (possibly treated as one with the earlier since they happen right after each other, but I think based on presentation these are different ones) (Act 59)

There's also the point where she regains her memories in Act 57, though this just seemed to be her regaining memories and she's not suggested to get any stronger by anything else. 

I will refer to the Eternal Sailor Moon before the first rise in power as Base Eternal Moon and then each version after as Eternal Moon (Rise-X) where X is the number that Eternal Moon has gotten too. There's also hypothetical Peak Eternal Moon which is what Galaxia was trying to unleash, though this seems to be almost the same as Eternal Moon (Rise-7) as Galaxia thought her plan was about to be completed

The Animamates are essentially Galactica-amp Civilians, or at the very least civilians of various alien worlds like Mau and Coronos, meaning that the Galactica amp made beings like Initial Luna and Artemis or Phobos and Deimos, characters that I would have a hard time supporting being even building level being as strong as Eternal Sailor Senshi.

The Sailor Animamates do vary in strength, as Aluminem Seiren from Planet Mermaid stated she was stronger then Sailor Iron Mouse of Chuu

In terms of feats, the Animamates seem generally relative to the Eternal Guardian Senshi and Base Eternal Sailor Moon based on Tin Nyanko hurting Eternal Moon with her attack and Sailor Lead Crow equaling Eternal Sailor Mars' attack

Scaling from Base Eternal Moon means they are above a Hypothetical Arc 5 Super Sailor Moon who would be 10s of thousands of times by her henshin alone Base Sailor Moon, who is stronger by a likely cosmic amount then Civilian Form Usagi who tanked an energy a league above Nehelenia. 

Galaxia DOES suggest (though it doesn't come across great in translation) at one point that the Animamates are clearly inferior to the Guardian Senshi and the Starlights

though this is based on their record whether the last three had just lost to the Senshi and Starlights, mostly due to being outnumbered, attacking one by one.

So overall it seems more consistent to say Eternal Guardians and Base Eternal Moon are approximately equal to the Animamates/Galactica-amped Civilians.  

The Eternal Amazon Senshi are likely not too far below them, as they together managed to kill one of the Animamates, Sailor Heavy Metal Papillion

and the 4 together managed to somewhat block though were seriously harmed by the attacks of 2 Eternal Sailor Senshi, Sailor Mars and Sailor Mercury:

If you want some kind of specific percentage, it seems like they are somewhere between 25% and 50% of the power of an Eternal Sailor Senshi or an Animamate since together, all 4 of them can kill 1 but they are all knocked out by 2. 

As the Sol Senshi train, the difference between the two Eternal Senshi groups may be the difference in their training. 

Surprisingly, I think the Starlights probably aren't much, if at all, stronger then the Eternal Guardians. Sailor Mars was confident in her and Sailor Venus' ability together to beat the Starlights

while Star Healer did one-shot an Animamate, Iron Mouse

that doesn't necessarily state the Starlights are massively stronger as Eternal Jupiter has tanked Iron Mouse's attack 

suggesting that Iron Mouse was relatively weak, relying on the power of Galaxia's bracelets and basically hax to fight them. Eternal Moon was also able to one-shot Lead Crow

We also know that when Eternal Sailor Moon thought she was with her friends again, and her will to fight had dropped and she was likely just Base Eternal Sailor Moon, Eternal Jupiter controlled by Galaxia but not with Galactica Amp was able to harm her and send her back and it's implied Sailor Mars and Sailor Mercury's attacks would have done the same

In fact Usagi recognizes their attacks and powers as distinctly theirs. This shows that the Eternal Guardian Senshi were relative to Base Eternal Moon which is consistent with the showings of both compared to Animamates. 

It's possible Usagi gained some amount of will to fight after hearing Chibiusa tell her they are imposters since immediately after this she takes an attack from Eternal Pluto using her Talisman

 

and you would think that Eternal Pluto using her Talisman would be notably stronger then Eternal Jupiter. 

We don't exactly know the difference in power between the Eternal Guardians and the Eternal Outers, though Eternal Mercury and Jupiter did survive Eternal Uranus attack when Aluminum Seiren used them as a shield

The Eternal Outer Senshi don't really have feats though other then implied showing of power that Galaxia attacked them personally as opposed to sending Animamates to attack them

She also specifically attacked them transformed as opposed to attacking Usagi in civilian form, suggesting that should at least scale to being stronger then Base Eternal Moon. 

So we have a general sense that Eternal Outer Senshi>?>Base Eternal Moon~Eternal Guardian Senshi~Sailor Starlights>=Animamates>Sailor Senshi in General=Arc 5 Mautions

With these characters being all relative to Base Eternal Moon>?>Super Eternal Moon>10,000s of times>Base Sailor Moon>Cosmically>Arc 5 Civilian Form Usagi>>Queen Nehelenia who maintained a universe until she died

Above these, most likely are the Galactica Amped Regular Sailor Senshi like Sailor Lethe and Sailor Mnesmonye, and the generals of Galaxia, Sailor Chi and Sailor Phi. I say "most likely" because we don't know how the Eternal Outer Senshi would compare powerwise. It depends a lot on how determined you think Eternal Moon was during the early part of the Galactic Sol Senshi fight and how big you think the first rise in power for Eternal Moon was. 

The first rise for Eternal Moon made her strong enough that she could survive the Galactica Amped ultimate attack of Sailor Lethe while in her civilian form

which is consistent with Lethe and Mnesmonye calling Eternal Moon's power a "massive light"

 

This means that the first rise in power of Usagi's was a rise from about equal to Galactica Amped Alien Civilians to significantly above Galactica Amped Regular Sailor Senshi. Assuming Galaxia doesn't amp different characters differently, something that is never implied, the difference between these two groups is the difference between Beginning of Series Luna and Artemis at max Building Level (comparable to a normal Mautian like Pre-Animamate Tin Nyanko), to End of Series Max Power Luna and Artemis, relative to Universal+ entities (Sailor Tin Nyanko who harmed Eternal Sailro Moon). I don't think the difference between the Guardian Senshi and Outer Senshi is enough to cover that difference.

Sailor Chi and Phi are even stronger, Galaxia's main generals. One of them was seemingly able to tank the combination attack of the 4 Amazon Senshi

 

showing that they are clearly superior to the prior bracket of characters. 

Princess Kakyuu was also able to turn into a very powerful Sailor Senshi called Sailor Kakyuu. She was around the strength of Sailor Chi and Phi as she matched the power of Sailor Phi though was killed by a surprise attack from behind by Sailor Chi

Eternal Moon (Rise-2) was able to one-shot these two

Usagi may have gotten stronger after Kakyuu's death as she doesn't use Honeymoon Therapy Kiss to kill Sailor Chi like she did to Sailor Phi so she may have gone from being able to one-shot a Galactica-Amped Regular Sailor Senshi with her attack technique to being able to one-shot a Galactica-Amped Regular Sailor Senshi with a generic blast.

with Sailor Chi, Phi and Kakyuu being <<Eternal Moon (Rise-2) but >?> Lethe and Mnesmonye. As Sailor Chi and Sailor Phi were confident in their ability to beat Eternal Sailor Moon "with ease", it's likely they were relative to Eternal Sailor Moon (Rise-2) or at the very least Eternal Moon (Relative-1) as Usagi's power approaching Galaxia's fortress was seen as a massive light. Admittingly this is one of the least certain things for me as there is not much info for scaling Sailor Phi and Sailor Chi.

I should note that Eternal Chibi-Chibi has a feat at this level of calling the Eternal Amazon Senshi to the Galactic Center while restrained, a feat that neither Eternal Moon (Rise-1) and Base Princess Kakyuu could achieve 

Though Chibi-Chibi and Chibi-Moon also have somewhat variable power levels due to also being bearers of the Silver Crystal like Sailor Moon

Eternal Chibi-Chibi is also stated to have a power equal to Eternal Sailor Moon's hidden within her

This leads into the Galactica Sol Senshi fight in Act 58, during which Usagi's will to fight initially drops, though she manages to recover and block Galactica-Amped Neptune's Attack

This is pretty impressive as Galactica-Amped Regular Aliens were able to reach a power similar to the Eternal Senshi, meaning Usagi had essentially squared the Eternal Power-Up by this point, though this scaling chain implies that Usagi had done this even earlier if you think that General Sailor Senshi were not too far inferior to the Sol Senshi based on scaling to Luna and Artemis who survived the attack of Tin Nyanko.

Eternal Moon (Rise-3) was also able to stalemate the power of the 4 Galactica Guardian Senshi 

and was able to match Galactica Venus' ultimate technique with a generic energy blast

If Sailor Chi and Sailor Phi are indeed relative to Eternal Moon (Rise-2) then this would suggest Eternal Moon (Rise-3) would be 4+ times as strong as Eternal Moon (Rise-2) as Galactica Amped Eternal Senshi would be stronger then Sailor Chi and Sailor Phi and yet Eternal Moon (Rise-3) stalemated the power of 4 at once.

Galactica Venus then tanks and laughs off Eternal Moon's attack though it seems to be because Eternal Moon's will to fight dropped again

The 8 Galactica Sol Senshi then blast Eternal Moon heavily injuring her and breaking her wings 

However Usagi is reminded of the gravity of the situation and her will rises again to the point that she one-shots all 8 of the Galactica Sol Senshi(This would be Eternal Moon (Rise-4)).

Hypothetically this would be twice the strength of Eternal Moon (Rise-3) as she compares to 8 Galactica Senshi instead of 4. Technically 4 was not the limit shown for Eternal Moon (Rise-3) who countered Venus named technique with a generic energy blast, which may be higher in power, but Eternal Moon (Rise-4) also defeated the Outer Senshi (Who were using their talismans during the fight), while heavily injured and instead of just matching their power completed obliterated them.

During the Galactica Sol Senshi Fight, Eternal Chibi-Moon and Chibi-Chibi displayed feats of being relative to the Galactica Eternal Senshi.

Eternal Chibi-Moon was able to recove quickly from Galactica Uranus' attack

Chib-Chibi also shielded Usagi from Galactica Saturn

though was knocked back by Galactica Pluto using Talisman and Saturn

Chibi-Chibi seems to grow stronger though via a similar mechanism to Usagi as will be shown by relative feats relating to Galaxia.

This brings us to Galaxia fight itself. Galaxia taunts Usagi to drive up Usagi's will to fight

This raises Usagi's power to Eternal Moon (Rise-5). Galaxia using her lesser attack collides with Eternal Moon (Rise-5), the two equaling each other, creating a collision so intense that Chibi-Chibi has to create a barrier to protect Chibi-Moon against it showing that even at a distance it's more powerful then likely even Galactica Amped Uranus. This is consistent as all of the Galactica Senshi's amps were derived from Galaxia's power and so their power should be clearly inferior compared to hers.

 

Galaxia erases the Sailor Crystals of the Sol Senshi via the Galaxy Cauldron to force Usagi into hatred and rage, the level of will to fight I referred to as Eternal Moon (Rise-6). This seems to be a massive amp to her will to fight emotionally though Sailor Galaxia easily blocks her full on direct assault

Galaxia then erases Mamoru in a similar pattern hoping to focus Eternal Moon to reach her peak state, Eternal Moon (Rise-7). Galaxia uses her strongest attack hoping to knock her in the Galaxy Cauldron causing Peak Usagi and Chaos to annihilate each other, but is countered by Chibi-Chibi

How Base Chaos, the Big Bad of Sailor Moon compares to these top beings is interesting. There's an interesting point where it's noted that absorbing Mamoru gave Chaos a noticable boost in power, likely because the Golden Crystal is the equal of the Silver Crystal

Galaxia also briefly survives Chaos' grip

And Eternal Moon (Rise-7) was able to defend against Chaos

Chaos even commends Eternal Moon's power for doing so.

This suggests that even if they can not equal base Chaos, their power would at least be considerable compared to Chaos' power.

Eternal Sailor Moon's Peak Power had the power to eliminate Chaos if she blasted at the Cauldron (much as Galaxia predicted) though this seems to be moreso taking advantage of the fact that Chaos was possessing the Cauldron then a matter of raw power

It's unclear which but either Galaxia or Chaos was distorting spacetime to the far reaches threatening to change the continuum

I presume this is Chaos though even if it is, Galaxia's power is considerable compared to Chaos' so that brings up the question of how big the Sailor Moon Cosmos is.

Now personally I take this to be universal, but I know some people feel differently so I'll mention what else has been mentioned in the SM Cosmos.

Alternate Spacetime Continuums/Dimensions have been mentioned on numerous occasions.  

as well as parallel universes/dimensions

There's also implications of more spacetime dimensions if that's more something you are interested in. Sailor Mercury has a technique that specifically conjures a sphere from superdimensional space so as to avoid collateral dimension by existing in a different space. This hypothetically requires at least 1 additional spatial dimension

And there also exists the spacetime corridor which is outside spacetime, in between times 

and where concepts such as distance and direction do not apply

It is also implied at one point there are multiple layers of time, which seems to imply more then a single time dimension

which is consistent with time being stated to have "depths" at a few points, depth being a property of three dimensional space. A depth of time would suggest 3 dimensions of time at least.

This brings us to the Lambda Power, the Top Tiers of the verse.

Top Tiers:

Usagi attains the Lambda Power from realizing the shared desire to be reunified for all beings, giving her the powers of all the Sailor Crystals

Lambda Usagi released a burst of energy which reduced Chaos down to infinitesmally small without her even trying too and which restored the whole cosmos

Note how the Cosmos is "static" means unchanging. This is because the classical meaning of Cosmos includes all time, meaning that all events in the past and the future were restored.

Guardian Cosmos, guardian of the Cosmos Crystal whose power is the Lambda Power commends the power of the Sol Senshi after attaining the lambda power, calling it perfected Heavenly Form

However because the Cauldron was not destroyed, Chaos shall someday return as Sailor Chaos who will cause so much damage that Sailor Cosmos will not be able to restore things. Sailor Cosmos will oppose her, Sailor Cosmos being the Sailor Senshi by definition of the Cosmos Crystal and Usagi's future self who disguised herself as Chibi-Chibi

Speed Section:

SM Speed Section is rather simpler due to the fact that instead of a sliding scale of power, it's more organized around speed "tiers". This means that some characters that are very different in power can react and move comparable to each just fine. Some examples off the top of my head

First Arc Luna leaping onto Dark Endymion's shoulder and biting him

 

Droids surprising and grabbing Sailor Mercury despite the Second Arc Senshi being able to destroy large amounts of them in singular attacks

Civilian form Usagi moving comparable to Rubeus attack

the Sailor Starlights dodging the attack of Sailor Iron Mouse in their civilian form

Chibiusa hiding from Neo-Queen Serenity

That said, that doesn't mean there isn't a slow progression of speed, it just means that characters can be more evenly divided based on which speed feat they scale too, rather then what speed they would be above.

Even basic humans in the verse can go superhuman speeds, particularly when brainwashed or when they are under the reign of the Golden or Silver Crystal.

Amano for instance was able to move fast enought to create afterimages

and in the very first chapter of Sailor Moon, random civilians brainwashed by Morga come to attack Sailor Moon from other parts of the city in seconds at most

They could well be faster since they are presented as similar in movement speed to the Senshi 

Though I think that would go under the difference between the Senshi's running speed and their flight speed. 

Back in the ancient times of the Silver Millennium when the Earth was under the protection of the Golden Crystal, Queen Beryl led an invasion of the people of the Earth against the people of the Moon. It's unknown how the normal earth people could have gotten to the moon unless the Golden Crystal had given them flight capability, but a reasonable timeframe for this surprise attack from Earth would suggest massively hypersonic speeds

A superior speed feat is possessed by the Mautions, specifically Artemis. In the first chapter of Codename: Sailor V, Minako faints as the two are near Venus, and Artemis brings her back to her home before she wakes

Even if you use the closest distance to Venus, 38,000,000,000 meters and assume Artemis took the whole night, 12 hours long, this would be speeds of nearly Mach 2,585.

If you use the average distance to Venus, 41,400,000,000 meters and assume Artemis could only move the average amount of time a human runner could (google searches suggest this is 3 hours at max) which is actually high since Artemis is a cat like species which are built for quick bursts of speed rather then stamina and is reflected in the fight with Dark Endymion Arc 1 where Artemis was able to briefly create the energy to hold off someone far stronger then him then you would get speeds of about 1.28% of the speed of light.

If you use the farthest distance to Venus 261,000,000,000 meters, assume that Artemis must have taken Minako from Venus to Artemis in a minute, consistent with his power surge being very brief and the fact that most people recover from fainting in seconds and over a minute is considered seriously dangerous you would get a speed of ~14.51c

Generally Artemis's speed would be MHS to Relativistic and Artemis is not a particularly fast Sailor Moon character.

However only the highest end can compare to Minako's feat right before. Minako just by releasing some of her planet power was able to propel herself to Venus:

This has been calced to a few values but even the highly conservative assumpions get relaivisic. Calculations using human speaking rate get speeds exceeding 6c. Another calc using 1 to 10 seconds based on Minako not registering what was happening got speeds of 12.675 to 126.75c. 

Even more impressive is the implied feat of inter-stellar travel performed by relative fodder tiers the Mautians and Coronis-ians

To aid the Sol Senshi, the Mautians and Coronis-ians did come from their planets Mau and Coronis in another star system

The nearest star system to the Sol System is the Proxima System at 4.244 lightyears away. As the Mautians and the Coronis-ians still must eat and drink they would have to come within a timespan of 3 days which google suggests is the maximum time one can go without drinking. Traveling such a distance in 3 days requires speeds exceeding over 516.7c and this is very much a lowball.

Furthermore in Chibiusa Picture Diary #2, we are shown that the stars can freely take humanoid form, and that two lover stars, the stars Vega and Altair can only meet once per year on Earth

These stars exist dozens of lightyears from Earth. Even if they spend all of each year coming to Earth (six months since half the year to come to Earth and half to go back) this would require speeds dozens of times the speed of light and more likely thousands of times the speed of light.

And the stars aren't fighters at all, they are essentially civilians.

Consistent with this, Hotaru traveled from Earth to Charon Castle orbiting around Pluto in the time it took Galaxia to point her finger

This is absolutely NOT teleportation. Teleporting involves using Henshin energy which transforms Senshi into their Senshi state

whereas Hotaru is clearly still in her civilian state when she reaches Charon Castle.

This has been calced at being thousands of times the speed of light conservatively.

All this is suggesting that hundreds of times the speed of light to thousands of times the speed of light is possessed by almost every fighter in the series since none of these are fighters save for Hotaru who was not in her transformed state.

A relative bit feat comparatively but helpful if people try and state SM has no "combat speed" feats, is Zoisite reacting to and avoiding literally reflected moonlight from close range

Back to the MFTL feats, Queen Serenity gains the silver crystal, and thus Princess Serenity who the Silver Crystal is the Sailor Crystal of, at the Galaxy Cauldron

yet she celebrates Princess Serenity's birth on the moon itself where Queen Nehelenia appears

As Lunarians can interbreed with humans this suggests that gestation period would be 9 months suggesting Queen Serenity having literally just gained the silver crystal and not having it as her star seed would nonetheless be able to travel from the galaxy cauldron at the center of the Galaxy to the Moon over 24,000 lightyears away, requiring speeds at least tens of thousands of times the speed of light.

This is a lowball and the same tier possess a far superior speed feat with how Queen Serenity and Queen Nehelenia traveled to the Milky Way from another galaxy

For a long time I had no way of knowing how to get any timeframe for this feat. Indeed the original Japanese claim it is from a "distant" galaxy

For a while I did not know a way to find a timeframe for this feat as Queen Serenity and Queen Nehelenia are ageless entities. However Chaos says it unleashed the 4 Chaos Stars to roam spacetime looking for the Silver Crystal

This suggests that they were move inter-galactic distances in the same 9 month timeframe. 

The nearest galaxy to the Milky Way, Canis Major Dwarf is 25,000 lightyears away which would be a nigh identical feat to the earlier feat mentioned of traveling to the Moon from the center of the galaxy. However given that it is a distant galaxy (closest translation is "far-away galaxy") I think we could use to be more reasonable as a low ball the nearest spiral galaxy Andromeda, the closest galaxy not a satelite of Milky Way or itself, at 2.538 million lightyears which requires speed 3,400,000c.

Also many Sailor Moon Villains state their desire to conquer the universe. Most notable is Prince Demande

This is notable as Demande is a normal human, leading the Black Moon Clan who rebelled against the immortality given by the Silver Crystal as blasphemy against God, stated literally 1 page earlier

To just travel the diameter of the universe in one human lifespan, requires speed likely over 1 billion times that of lightspeed.

And this is likely a significant lowball, as Prince Demande is known for his short-sightedness and impulsive-ity and is not prone to patiently waiting, as well as the fact that he wanted to conquer each world, not just cross them by.

This is somewhat consistent with the much stronger Pharaoh 90 being able to move the Taioran Nebula, a Galaxy+ Area from very distant to near the Earth, requiring speeds likely billions to trillions of times the speed of light for inter-galactic movement, a speed he likely could propel himself at

Prince Demande was also fast enough to teleport behind and grab the Silver Crystals from Black Lady's hands before she could react

Black Lady also brought Saphir and Demande from Planet Nemesis in the Sol System to Wiseman's domain at the edge of spacetime

to bring people to the edge of just the observable universe so quickly requires speeds quadrillions of times the speed of light though personally I am skeptical on this feat as to travel outside spacetime is more a matter of will then physical power in SM as demonstrated when Chibiusa before transforming for the first time was brought to the edge of spacetime by her will. Though Wiseman does refer to it as a matter of her "power" as well

Of similar note is back in the Silver Millennium during the destruction of the Moon Kingdom, the Outer Senshi's talismans glowed and they gathered at the very least before the battle ended and more likely right away given the context

This is notable as Sailor Pluto had never left the spacetime door for it would be taboo

meaning that even back in the Silver Millennium, where one of the Outer Senshi, Sailor Pluto was noted to be weaker, were able to gather from Uranus and Neptune to the area Pluto resides in outside of spacetime

to so quickly travel to the end of spacetime based on just the observable universe would require speeds quadrillions of times the speed of light however this feat may not be as it appears as Sailor Pluto had prior demonstrated the capacity to teleport other entities to her, suggesting she may have simply teleported Sailor Uranus and Sailor Neptune to her position

What seems more concrete is that the Outer Senshi reacted to the Silence created by Sailor Saturn that even killed them despite it almost instantly killing all life

Which is suggestive of reaction speed that high at least.

Given that the Saturn Crystal was capable of quickly affecting the whole of the universe, it should be no surprise that the strongest of the Sailor Crystals, the Silver Crystal can do so as well. In an highly short timespan, as Saphir was about to kill Usagi with the Black Crystal shard and swinging his arm down, the light of the Silver Crystal emanated so far as to reach Wiseman in his own domain outside spacetime 

Even Mamoru who was at the time outside spacetime notices it reinforcing that it reached outside spacetime.  In such a timespan this would likely require a speed just over 1 quintillion times the speed of light.

The Silver Crystal is also noted to have done something similar in Princess Kakyuu's description of the emanation at the end of the fourth arc

This is the inciting event of the fifth arc as Galaxia sees this light revealing the existence of the Silver Crystal to her

What's particularly notable is that a few Sailor Moon Mid Tiers have feats of reacting to the speed of the light of the Silver Crystal

Here we see some of the light enter the Wiseman's domain but before it is filled with light he reacts with recognition suggesting he was somewhat able to react to the light of the Silver Crystal. 

Here we see Princess Snow Kaguya explicitly react to the light of the Silver Crystal AFTER Super Sailor Moon used the Silver Crystal in her attack

we also see Queen Nehelenia react to Super Sailor Moon's Silver Crystal attack by reflecting the attack back onto her

Also of note is that Super Sailor Neptune reacts after the attack had been launched but before it hit them back.

Note that Queen Nehelenia's attack reflection is not passive for a mirror she is in, as it did not reflect Super Sailor Mercury's attack when Nehelenia was engaged with Super Sailor Moon

It is rather difficult to scale reaction speed generally without a linear power system, but this is to show that there is numerous examples of Mid Tier characters being able to react to things quadrillions to over 1 quintillion times the speed of light.

The High Tiers are faster as Eternal Amazon Senshi could react and move before the Lambda Power drawing the energy of all the star seeds from across the cosmos, and which the power of the silver crystal is only part of, could move them very far from their chest

and later reacted and moved before the Lambda Power which moved all the star seeds to their proper places in the universe could move them far outside the Galaxy Cauldron

Which suggests they should be able to move relative to the Lambda Power and thus it's aspect the Silver Crystal's power which performed prior feat of moving just over 1 quintillion times the speed of light.

I don't really agree with vs battles wiki's standards for "infinite" speed category and to the immeasurable speed category but taking it as granted for the moment I will give the feats that would hypothetically be in that category.

As mentioned before, Black Lady brought Prince Demande and Saphir outside spacetime

It is potentially implied at one point that the Sailor Moon Universe is infinie

Moving an infinite distance in a finite time is necessarily infinite speed. As Black Lady brought them to the edge of spacetime instead of just the end of space this could also be immeasurable speed. She launched an attack that created shockwaves that moved backwards in time

This did not happen when Prince Demande placed his Black Crystal Monolith which you may view as a contradiction since Demande and Black Lady were relative, but remember that Black Lady was relative to Amped Black Crystal earring Demande while it was base Demande that placed the first Black Crystal Monolith

Demande also claims in the second arc during Sailor Moon's fight with Death Phantom that her light crosses time 

The prior spacetime crossing feats of Saturn's Silence and the Silver Crystal's light would be immeasurable for crossing time. Another translation says it is unhindered by the layers of time

which would suggest it could transcend multiple temporal dimensions. 

Sailor Pluto, and hypothetically the other Outer Senshi who came to her were also able to move freely in a place outside time

The Chaos Stars, Aspects of Chaos were able to pursue the Silver Crystal spacetime, even ending up in the distant future (Death Phantom) or other dimensions (Pharaoh 90)

Finally there's the feat of the God Tier, which is the only feat currently recognized as immeasurable.

Sailor Cosmos comes back in time

This is not a function of time travel as Sailor Pluto detects any warps in spacetime

However Sailor Pluto had said there was no spacetime warps

Showing that Sailor Cosmos did not time travel, she simply can move between times as we do spaces. 

That's basically the SM-verse's speed.

3: Abilities:

Casuals seem to not really get this, often dividing abilities into have it or don't have it like a binary system, but abilities are quantified in a few metrics based on their feats. The most common quantification is potency which determines how intense the ability is. Other metrics include scale, the area of effect an ability affects, precision, which is how focused an ability is on a target, fundamentality, the plane of reality an ability can affect.

For an example let's say the power is fire manipulation:

Potency is saying that the fire can burn as hot as the sun

Scale is saying the fire can affect an area as wide as a city

Precision is saying the fire can burn the individual atoms of the target

Fundamentality is saying the fire can burn intangible ghosts

In real life the first three metrics are highly linked, but this is not necessarily the case in fiction

So I will be mostly discussing what potency the characters abilities are at but I will give the relevant feats that exist for the others. Please keep in mind that an ability demonstrated by a Sailor Senshi can be replicated by the Lambda Power and an ability that can be done by a Chaos Star can be done by Chaos for they are aspects of them.

Physical Abilities:

Superhuman Physical Characteristics:

A bit of a given, basically everyone in the verse, even civilians have demonstrated or scale to physical abilities in excess of real world humans such as Amano moving fast enough to after-image and surviving a large explosion.

A more interesting question is who possesses superhuman physical characteristics in the context of the verse, or to ask the opposite question; who is a Sailor Moon Peak Human? Different verses have different conceptions of what a human can do without external powers; look at Karate Kid from DC or the Humans in DBZ for example. We actually have a canonical answer to this, that being Pre-Tuxedo La Smoking Bomber Tuxedo Kamen. Mamoru has emphasized that he doesn't actually have powers prior to this suggesting that his capacities are that which a peak human can do.

Obviously this does not include the part where he was Dark Endymion and given dark powers by Metaria. 

This form of Tuxedo Kamen was able to avoid an attack from Fully Awoken Sailor Venus

and his body, dying or dead, tanks the energy of the Silver Crystal the Fully Awoken Senshi could not get close too

This suggests that Tuxedo Kamen and the SM-verse Peak Human is somewhere between the initially fully awoken Sailor Senshi and the Chapter 10 Timeskip Sailor Senshi.

Divine Nature:

Not really a power, but just wanted to mention in case it comes up. Sailor Senshi are noted as the avatars of the Gods

Danburite talks to Sailor Venus like she is the goddess Venus talking about her birth from the sea foam like the mythological birth of Aphrodite/Venus

King Endymion refers to the 4 Guardian Senshi as the Guardian Goddesses

The brief human lives that the Sailor Senshi are really disguises for the millions or billions of year old entities that they are in actuality

Sailor Pluto has the blood of the God of Time Chronos

Possibly a conflation of Primordial Chronos and Titan Saturn/Kronos the father of the God Pluto/Hades.

Survival in Space:

A particular quirk of the verse, but basically everyone in the verse can survive in the vacuum of space, down to brainwashed normal humans

though it is noted at one point that actual fighting in space is harder and requires experience to do

Super Strength:

Sailor Moon doesn't have a lot of feats of punching and so physical strength can be harder to determine compared to energy projection. Sailor Jupiter, whose unique skill as a Sailor Senshi is her great super strength has the most feats.

It is noted that the people of the Moon colonized the planets of the Solar System including Jupiter where Princess Jupiter is from.

Jupiter's gravity is approximately 2.4 times that of the Earth meaning while on Jupiter, the moon people would weigh approximately 2.4 times normal weight and have to continually carry such weight around. These are the equivalents of civilians which were killed by brainwashed humans.

Also on a REALLY minor level, Hotaru who was a sick little girl, before awakening as Sailor Saturn when possessed by Mistress 9 crushed a metal pencil holder with one hand

Makoto before even awakening as a Sailor Senshi was strong enough to throw a baseball far beyond the horizon

 

It's a commonly cited feat for SM on spacebattles that in the first arc the Sailor Senshi leapt into orbit. To be honest I am not sure based on the art whether it was a superleap or flight but I will include it for you to decide

Sailor Moon with a kick hurt the youma of chapter 2 (unnamed)

The same youma survived the ultrasonic crying attack of Sailor Moon suggesting that Sailor Moon Kick scales to her ultrasonic crying, which is consistent with how it is an actual attack and not a gag of Usagi's crying being amplified

Similarly Sailor V was able to harm the Dark Agency Member Luuga with her kicks

and later when both were fully awoken Minako was able to knock out Makoto with a surprise kick

In terms of arm strength there's really almost nothing for anyone outside Jupiter. The best is Sailor V punching Dark Agency Agents and damaging them as well as knocking them away suggesting their strength should at least scale to the gag attack of the ultrasonic crying

In the second arc, the Black Moon Clan and the Sailor Senshi in their civilian states can tank the surface of Nemesis, a planet whose gravity keeps light from escaping which is by definition a black hole

Droids can survive this as well, as well as the process of time travel that is implied to have caused disruptions to Nemesis mass, yet Makoto can knock around a Droid despite being ill to the point of passing out 

She then transforms and destroys it with her raw strength

Later in that chapter Sailor Jupiter attempts to melee Petz, her Ayakashi equivalent which is consistent and suggests Second Arc Sailor Jupiter could hurt someone with her own durability with her strength

This is about it for relevant strength feats for the first few arcs. The Mid to High Tiers of the Fifth Arc are strong enough to resist the pull of the Galactic Center even when really close to it

Princess Kakyuu is in her civilian state here even.

The Galactic Center is a body that by definition the galaxy's mass revolves around and so must have a mass of milliosn of stars and an absolutely monstrous gravitational pull

The best strength feat in Sailor Moon is Sailor Jupiter's feat of of cracking Nehelenia's face with her punch

And it wasn't like Nehelenia was just being vain about her face, she legitimately thought she was about to die and ran away in fear

As Nehelenia is a Universal Entity this would likely be a universal strength feat. This is even more impressive if you consider this was much stronger then Makoto's energy projection at the time, since Zirconia alone survived the energy of 7 Super Sailor Senshi, Makoto included

Suggesting Eternal Jupiter or Lambda Users might have greater strength then this

Also it should be noted that Sailor Jupiter has affected an intangible ghost with her strength so that suggests fundamentality is at least astral plane

Martial Arts:

Minako after transforming the first time displays an impressive jump kick

Throughout Sailor V, Minako displays fighting skill most often kicks

Regardless of whether Sailor Senshi have a natural skill after even partially awakening, The Sol Senshi are taught and trained by the Mautions, brought up more often in Codename Sailor V with Minako's lazy disposition and Artemis lecturing her about taking her job as a Sailor Senshi seriously

Suggesting that the Sailor Senshi might have enhanced fighting capacities from their long lives of fighting. However it may also because of Minako's personal athleticism as mentioned under the "Acrobatics" section

After playing the Sailor V game designed to train Sailor Senshi, Minako's general coordination appears to have massively grown as she nearly triples her score on a game she had been stuck on and found incredibly difficult

Sailor Venus also taught the other Senshi to fight via the Sailor V game

Makoto and Haruka are both black belts in Judo

Haruka is better between the two, using a throw to turn Makoto's strength against her

Eudial of the Witches V also seems to be a black belt

Weapons Proficiency:

While most SM characters use general spellcasting there are a few usage of weapons in the series.

In Sailor V, Minako would often use her crescent boomerang attack. This hurt Dark Agency Member Pandora 

The crescent boomerang also blew up Flourite's head who reported directly to Danburite suggesting she was relatively strong for a Dark Agency Agent

The scaling chain for this is Crescent Boomerang~Dark Agency Agents~Sailor Moon/Sailor V Kick>Ultrasonic Crying=Destroyed a dimension extending out to horizon >?>Casually maintaining a building=Debrine

You might think this is an inconsistency with how she killed Heavenly King Zoisite with her boomerang, however that was fully awoken Sailor Venus while this is partially awoken Sailor V. Fully Awoken Sailor Venus can kill Zoisite with it showing that Sailor Senshi attacks do get stronger as they get stronger.

Sailor Moon also uses a similar weapon with her tiara throw which is her actual first attack and scales above her Ultrasonic Crying since it cuts through and kills the Youma that survived her Ultrasonic Crying fine.

Note the other Senshi have the same tiaras. I've wondered like since I was a child "can they do the same thing?" Could, for instance, Sailor Mercury take off her tiara and throw it as "Mercury Tiara Boomerang" but there's no real answer to that given by the manga. 

Sailor Moon can also use her tiara to trap enemies as she did to Jadeite

Sailor V also used a Katana to bisect Wan-Wan

She has also used the Holy Sword with proficiency both in the Silver Millennium and the Modern Day to twice slay Queen Beryl

The Holy Sword would later knock out Dark Endymion and Sailor Moon.

Sailor Venus uses a chain weapon as well

In the second arc this was able to destroy some Droids

And was seemingly able to harm Esmeraude (unclear, but seemed to cause her to drop Chibiusa and caused her to curse in pain)

Mamoru is a skilled cane/sword fighter. He used his cane to block the moon tiara when it was reflected back on Sailor Moon by Koan

He also injured Rubeus with it

Dark Agency Member Vivian uses some kind of chain weapon

which she channeled lightning through to hurt Sailor V

The Leader of the Dark Agency, Danburite, used throwing cards as weapons with enough power and skill to cut the head off Founde and her 3 clones 

Founde was called the trump card of the Dark Agency suggesting she might be the strongest Agent of the Dark Agency though this may be due to her intelligence rather then raw power

He's accurate enough with these cards to free Sailor V from her bindings without hurting her and can make them give off a small explosion

Jun-Jun of the Amazoness Quartet uses a slingshot, hitting the 4 Guardian Senshi in the heads with one shot

Sailor Kakyuu also uses throwing cards as a weapon with her attack technique "Starlights Royal Throwing Flush". Based on the page before it's possible this attack uses the power of the Sailor Starlights

Sailor Tin Nyanko can use her galactica attack "Galactica Puppet" to summon energy whips which worked on Base Eternal Sailor Moon

 

Super Speed:

I covered the characters flying speed and reaction speed in the speed section but there's also technically running speed. There's almost no feats for this unfortunately outside of what Sailor Uranus, the speedster of the Senshi possesses. 

Haruka, Sailor Uranus, was able to move in her civilian form fast enough to suddenly appear in front of the civilian form Senshi, and can disappear from their sight suggesting she scales to Chapter 1 of Codename Sailor V Minako's FTL speed with just her running speed

Sailor Uranus transformed was able to run so fast as to disappear from Sailor Moon's sight which suggests her running speed transformed scales to Sailor Moon's MFTL reaction speed

Afterimage Creation:

Not sure why this is a power and not just a function of speed, but even civilian tiers can afterimage fairly consistently

This is all from one chapter mind you

Tin Nyanko has the only known usage of it in combat

Acrobatics:

Most SM fights are relatively static, two beings lobbing powerful magic spells until one can't resist and explodes or is haxed (which tends to happen pretty quickly). That said Minako is a highly skilled acrobat

This was one of the points that Artemis suggested was an indicator that she was a chosen Sailor Senshi

Minako was able to get numerous first place at the athletics festival

The Amazoness Quartet are also acrobatic

Stealth:

Tuxedo Kamen was a Gentleman Thief ala Lupin. He is very stealthy to the point that being very conspicuous he was able to trail Sailor Moon without her noticing him

His daughter Chibiusa seems to have inherited his gift of stealth, able to hide even from her mother Neo-Queen Serenity with her enhanced senses and wisdom

Flight:

A lot of SM characters can fly, even with no obvious form of propulsion. Brainwashed humans, First Arc Senshi, and the Mautions have traveled between Earth and Moon just fine

 

It's mostly some of the villain groups, particularly the fodder minions that doesn't expressly show flight. Most named characters seem to have flight capacity though.

Super Stamina:

Honestly probably one of the weakest points in the verse. Not that the verse has a lot of stamina anti-feats but most of the characters don't have stamina feats. Minako in Codename Sailor V was sometimes threatened to be worn down by brainwashed humans just by numbers, even when there is "only" like hundreds of them at most

Minako seemed to be exerting herself when faced to fight "only" 50 brainwashed humans

Diana also says that the Guadian Senshi are worn out after what could only have been minutes of fighting, though in fairness against very powerful entities like Amped Demande and Black Lady

The Guardian Senshi exhaust themselves completely after likely only minutes of fighting

Sailor V does have the best stamina feat for the Guardian Senshi, namely that Minako thought she only "might" be unable to stop the 1.3 billion people of China by herself

Minako was also able to continue fighting after losing 800 cc of blood which is something though she did have 8 cans of tomato juice

There's not much in the way of stamina feats, with the exceptions of those without physical bodies who don't have a physical body to wear out, or Sailor Moon whose energy is the infinite energy of the Silver Crystal. The unending energy of the Silver Crystal is a commonly referenced point in Sailor Moon to the point that Sailor Pluto says that it has the same energy regardless of the time period

It's almost thematic that Usagi has infinite stamina since all the villains want the Silver Crystal for it's infinite, unending amount of energy. Likewise the climax of the series is Sailor Moon comitting herself to fighting Chaos for all eternity rather then let the cosmos die, that all the pains and darknesses of the world are worth it's greatness

Immortality:

All people under the Auspices of the Silver Crystal, including all of Crystal Tokyo stop aging after reaching maturity

There are also people without physical bodies which don't age naturally, including Chaos the primordial void and millenia old spirits

Longevity:

Professor Tomoe claimed his Perfected Daimon had lifespan dozens of times that of humans

Regeneration:

A number of entities in the SM verse possess some form of regeneration.

A lower level example is that a Daimon's body can be compressed into a human's body which may require some kind of regeneration though it's a bit hard to tell as daimon's biological mechanics are unexplored

Many of the major villains instead of having a body with many vital body parts like humans possess, instead seem to be a mostly homogeneous force that can recover from being reduced to far smaller then their maximal size. 

For example Metaria can naturally regenerate, though it seems to require energy which is why she was sealed deep underground, where there is no living entities to energy drain

At her peak, she was large enough to darken the Sun

yet was capable of acting even when reduced to fitting into a room and being visually only the size of a human

yet Queen Beryl claims Metaria has grown enormous compared to her prior size, suggesting that Metaria was once much smaller

This means Metaria acted despite being a cosmically tiny fraction of what she once was. In fact to kill her Sailor Moon threatened she would reduce her to dust

Another example is Princess Snow Kaguya regenerating from having her crystalline body reduced to a small crystal

In fact even her body shattering to pieces does nothing to her

Sailor Moon threatened to reduce her to particles of space dust to defeat her

A common argument is that all Sailor Senshi have regeneration, based on what seems to be two pages. Going to be going over both them

The former is that Hotaru's body was destroyed partially and made into a cyborg but if she awoke as a Sailor Senshi her power will regenerate her

Problem is this is ambiguously stated whether this means Sailor Saturn's personal power, or the power she would have, that any sailor senshi would have, would regenerate her. As Sailor Saturn is the Senshi presiding over life and death, who has healing abilities even in her civilian state, it seemed to me that this was specifically Sailor Saturn's abilities.

To be fair, based on the structure of the sentence and the fact that Sailor Senshi henshin has restored the bodies of Senshi in a different context

It does seem reasonable to assume it could be stating that the stellar energies in general can regenerate a person's body, but it doesn't seem to be the conservative assumption, especially when the Senshi have threatened by things like powerful explosions before

The other statement is Galaxia's statement that a Sailor Senshi can always be revived if her Sailor Crystal remains

To me this seems a misreading of the scene. Galaxia had just resurrected Usagi's friends as her puppets and forced them to fight. Here she is just saying she can resurrect them over and over to break over and over, as part of Galaxia and Usagi's argument over whether the imperfect reality matters at all or if all that matters is power that controls reality. It's not stating a Sailor Senshi can bring herself back to life from her own Sailor Crystal. This also doesn't make sense because if they could have, they would have surely? It also doesn't make sense for Galaxia to brag about Sailor Senshi in general having the property of returning to life from their sailor crystals.

Chaos has a higher form of regeneration then any of it's aspects, having returned from "infinitely" small though in fairness this is implied to have taken a massive amount of time (though given Chaos has time travel capacities by scaling, it would be perfectly possible to regen and then return the moment after it's apparent demise)

But back to Sailor Saturn, Saturn has a low-godly form of regeneration. When her body was destroyed by Mistress 9, Hotaru's awakening as Sailor Saturn created a new body

This may also involves regen-ing the destruction of Hotaru's soul

As seen in the next arc, the spirit of Sailor Saturn can act independently and oversees her development which is likely the source of Sailor Saturn's regen.

Some people will also use the showing later where despite destroying the sealed away Tau Dimension, bringing it to the silent nothingness, Hotaru is reincarnated immediately in the main dimension as a feat of Hotaru's regen

Personally I presumed this was due to Neo-Queen Serenity's healing ability, as Sailor Pluto clearly thought that Sailor Saturn going with Pharaoh 90 into the Tau Dimension would be her end

In fairness, there's no reason to presume Sailor Pluto has perfect knowledge of Sailor Saturn's capacities, though our knowledge of Saturn's regen does come by the words of the Outer Senshi.

Also Sailor Saturn's words to Usagi and Usagi repeating those words as she restores everything also suggest to me that it was Usagi's doing that revived Hotaru from the destruction of a sealed dimension

Incorporating this and surpassing it is the form of regeneration granted by the Lambda Power. 

I have seen a lot of people get very confused with the Lambda Power's regen even though the basic concept of a mid godly regen and reliant immortality is honestly fairly simple. 

Usagi melted completely into the Galaxy Cauldron's sea of origin where all potential is born, yet the Lamdba Power restored her and all the other senshi as well as the Cosmos

The Lambda Power is the power that restores the whole static cosmos

In other words it can be seen as a form of Reliant Immorality based on the energy of the universe.

It restores even destruction in the Galaxy Cauldron which can destroy Sailor Crystals. Some people try to argue this because of this scan

However this is a massive mistranslation that completely misses the point of the scene. No other translation nor the original Japanese says close to this

 

The purpose of the scene is Galaxia seemingly permanent destroying Usagi's loved ones in front of her to push her releasing her full power which will destroy both her and Chaos. 

It is notable that pushing Mamoru into the Galaxy Cauldron caused Chibiusa, his daughter from the future, to disappear from spacetime

Despite Mamoru having been killed near the beginning of the arc, showing this is a far more potent existence erasure, erasing from spacetime, then Galaxia's star seed steal erasure caused by "merely" stealing a star seed

Chibiusa was not affected by Galaxia stealing Mamoru's star seed but was affected by his star seed's destruction, suggesting that the Star Seed's existence maintains one's presence and the consequences of such across spacetime. This is consistent with how when the Star Seeds were taken, it affected the future bodies of those affected

It is said that all things regardless of shape, size or name have a star seed

It is interesting that the text emphasizes that it is specifically that which has life has a star seed, suggesting that it may be a spiritual form of object, consistent with the original definition of spirit as the breath of life, the thing separating living from non living things. An Alternate translation showing the consistency of this point:

 

It also seems to be linked to one's identity as it is said that Sailor Senshi have special star seeds, Sailor Crystals, that everything that makes someone a Sailor Senshi comes from their Sailor Crystal

The original Japanese is even more inclusive of what they include. Apologies for coloration but this comes from the original 1996 Nakayoshi release

Japanese can be hard to translate into English but it is something to the effect of "Sailor Crystals hold everything a Sailor Senshi has/carries. These gems of the unknown's power can not fade"

It is also interestingly suggested that Sailor Senshi hold two Star Seeds, one Sailor Crystal and one star seed of their current manifestation/identity like a fragile human star seed.

The implication here is that Star Seeds are associated with individual identities, with the Sol Senshi having a duel identity as Sailor Senshi and humans, which Galaxia who only identifies as a Sailor Senshi considers weaknesses since they cling to "normal" identities which are easily destroyed.

It is also notable that the conceptual entity Chaos also has a Star Seed, the Chaos Seed

Suggesting even conceptual entities have star seeds.

As such Lambda Regen can be seen as a form of regen giving the ability to regen from being erased on what I would consider the upper spiritual or lower conceptual plane of reality (presence, essence, information) so long as the energy of the universe exists.

Malleability:

Daimon hide within human bodies only to pop out being much larger then what they were inside off

They can even fit inside a cat, although it may just be a form of possession

Also, those with the Beast Hands technique can stretch out their arms

Absorption:

A number of the enemies in Sailor Moon have the ability to "absorb people into their darkness", which seems to be either a form of absorption or existence erasure where the person is enveloped in darkness and does not come out. The first potential instance of this comes from Act 4 where Nephrite's shadow threatens to swallow up everyone at the Masquerade Ball

The absorption of the major villains overlaps with their energy manipulation and matter manipulation so while I will list them in both section, just be aware that their absorption and energy draining are the same ability.

Black Crystal Monoliths can make a place disappear into darkness

Metaria absorbs all energy, even energy focused on her forehead, her weak spot for energy is what she consumes

Metaria absorbs the energy of all living things passively

even able to absorb the Silver Crystal's energy from deep underground

Metaria converts energy into the darkness forming her being. Within minutes of gaining the Silver Crystal whose energy is infinite and she can drain indefinitely Metaria grew from being within a room to the size of the Earth

foreshadowed earlier when Queen Beryl mentions that Metaria could swallow the planet in darkness

The Second Arc Big Bad Death Phantom itself is a living Black Hole

Black Holes being masses with density great enough that the escape velocity exceed that of light. Such masses will naturally absorb any matter-energy and convert it to more of the black hole. Death Phantom's absorption at any moment depends on how large he has grown, but by the end of the arc he was capable of absorbing the whole Solar System

Note that when Sailor Moon was written Pluto was considered the 9th planet, hence why Nemesis is the 10th planet. This means that Nemesis was threatening to absorb not just the Sun-Neptune distance but the Sun-Pluto distance. This isn't a huge difference, the average distance from Sun to Pluto is about 1.3 times larger then the Sun to Neptune distance but figured it was worth mentioning.

Pharaoh 90 also passively absorbs matter-energy, as he did to the attacks of the Sailor Senshi

Pharaoh 90 can absorb whole planets, though his form of absorption seems to be fusing with it rather then changing it into more of himself

This does seem to change his nature and give him abilities as he changed in coloration and demonstrated new abilities after assimilating Mistress 9

Chaos scales to all of these forms of absorption and more for he was assimilating (like Pharaoh 90) the Galaxy Cauldron so that he could become Sagittarius Zero Star, the "ultimate chaos star"

It's not explained but Usagi EOS also seems to have the ability to absorb entities as she states she was going to envelop Chaos within herself

This is particularly impressive given Chaos nature as a Conceptual as large as the center of the galaxy.

Size Manipulation:

As mentioned above, Queen Metaria and Death Phantom can grow rapidly by absorbing energy or energy-matter, converting it to more of themselves.

Queen Nehelenia's projection Zirconia was also able to grow kaiju sized

Nehelenia also seems to grow massive during the final fight, to the point her her face was larger then the Senshi

the rest of her body outside of her head and hand aren't depicted her but it's unclear whether that's because she actually is just a floating head and hand here which isn't impossible as she is not a physical entity at this point, or just an artistic effect based on perspective.

In the other direction, Luuga shrunk herself and Sailor V to being a smaller state inside her video game

Large Size:

As shown above, Nehelenia can grow to building sized, Death Phantom can grow to solar system wide and can hypothetically grow larger if he continued to grow as his goal was to absorb the universe, and Metaria can grow to planetary. Metaria at her peak was even larger being able to cover the surface area of the Sun

Though I should note that for both planetary sized and stellar sized Queen Metaria being that size means she can encompass the surface area of the celestial body. The actual depth of Queen Metaria is not as significant, meaning that her 3-dimensional volume is less then the Earth or the Sun respectively. We see in Beryl's flashback Metaria leaving the Sun, and while it's notable in size next to it, it's clearly much smaller

Meaning that if you use vs battles wiki size's categories, Metaria has lower end Type 5 and Type 6 Large Size rather then "normal" Type 5 and Type 6. Nehelenia in her giant form can grow to Type 0 or Type 1 and Death Phantom is Type 6.

Chaos would be at least Type 6 since he was becoming Sagittarius Zero Star and arguably Type 7 scaling from the center of our galaxy, but the SM Galaxy has a different galactic center then ours and Sagittarus Zero Star seems to only be the center of Sagittarius Alpha Star.

Also there's the stars themselves which are obviously stellar in size but also living entities

Small Size:

There's a lot of characters in SM that are relatively small, like Type 0 or Type 1 vs battles wiki small size categories. Mautions in their cat state appear to be the size of cats

The inhabitants of Coronis appear as normal ravens 

Though unlike the Mautions, Phobos and Deimos human forms are also small, although oddly Sailor Lead Crow who is of their species is not.

This could mean that 

A: Sailor Galaxia has size manipulation and she made Lead Crow human sized

B: The Coronis beings can change their size 

C: Coronis Beings varies in natural size more then humans, they are aliens after all.

Due to the ambiguity there's nothing really to make about it but just thought I'd mention. I personally think it's option B. 

There are also power guardians, small fairy like beings, who are consistently very small compared to the Senshi, about their size of their faces

Lemure are similarly small, being likely Type 1 small size

Age Manipulation:

Mostly implied with the Dead Moon Circus, Palla Palla switched Usagi and Chibiusa's ages

Nehelenia can de-age beings until they disappear from existence

It's implied the Sailor Crystals have some limited form of age manipulation of their users. Chibiusa was prevented from physically developing for 900 years

She was only allowed to progress when she awoke as a Sailor Senshi though from that point on she does empirically age.

Hotaru also aged up rapidly after her reincarnation, growing to the size and maturity of several years old in six months

Later the Saturn Spirit directly aged her up several years further till she was Chibiusa's apparent age so that she could fight as a Sailor Senshi

It's unclear whether this is an ability all Sailor Senshi possess or unique to Sailor Saturn but given the earlier instance of the Silver Crystal, my guess is that this is a common power of the Sailor Senshi.

Statistics Amplification:

As could probably be told, the characters that absorb energy to grow larger can seemingly bolster their abilities. This is seen with Death Phantom, whose warping in spacetime was growing more dramatic over time

Sailor Moon's power can grow as well, rising to match Death Phantom's

This is because the Silver Crystal's power is dependent on Usagi's (or Chibiusa hypothetically's) emotional state

This allowed Usagi to go from having her attack being tanked by Queen Metaria to completely destroying her and turning her to "ashes"past even her regeneration which was potent enough for her to regenerate from being reduced to a size small enough that human sized was considered much larger

Chibiusa the weakest of the Sol Senshi in Arc 3 were able due to sheer determination to save her friend Hotaru to get to Hotaru faster then Sailor Uranus the speedster of the Senshi despite her running while Uranus was flying and Uranus having a headstart

Usagi has also attained all higher forms like her super form and her eternal form seemingly without external stimulus, just via the power of her love and connection with her friends, though this may require outside help since she suggested it required their powers to combine. For example, her Super Form

Because the Silver Crystal is dependent on the heart, the connection between Usagi's heart and the hearts of her friends may be what allowed her to access a new form of power. Similar for her other forms.

Also by the power of bs deus ex machina plot contrivance "the need to fight" Usagi and Chibiusa were able to access their Super Forms without aid from the other Senshi despite last arc it being clearly shown they need the other Senshi to access their Super Forms

Empowerment:
Usagi and Mamoru are connected due to their love and the connection of the Silver Crystal that guards the Earth from threats without and the Golden Crystal Crystal within. This allows them to share each others' pain and power

Sailor Senshi can also get stronger depending on the astronomical dignity of their planets, Venusfor example gets stronger during the Age of Pisces, the age of love, where the planet of love is exalted in dignity

The Sailor Senshi can also seem to get stronger from and strengthen their partners; specifically the Mautians. 

Diana was one of only 2 unaffected somehow by the poisonous gas which erased existence itself, along with her partner Chibiusa, bearer of the Silver Crystal of the future

It was through her connection with Artemis that Minako became Super Sailor Venus

The Three Talismans are also noted to strengthen each other

Transformation:
The most common form of Transformation in the verse is the Henshin, a basic application of stellar energy that transforms Sailor Senshi from their civilian forms to their Sailor forms. According to Minako in the first Henshin in Sailor V, Henshin feels liberating and gives the user the urge to act, and gives the user a feeling of overflowing with power

Jokes about how long the transformation sequence in the anime is aside, this henshin is actually really quick to the point that a light fixture was falling towards a civilian while Minako was in her civilian form and Minako transformed and moved her out of the way before it hit her

She also transformed fast enough to save a kitten when they were about to get run over

In the Stars Arc, Sailor Iron Mouse attacked the Senshi in their civilian and they transformed and Jupiter blocked it showing they transformed fast enough to protect themselves

 

The Henshin will naturally restore the Senshi to their normal bodies, such as when Usagi and Chibiusa used it to correct their ages

It may be this restorative power that would have restored Hotaru's body

The power of the Henshin is enough to teleport beings between dimensions 

The Henshin gives off a blinding light

The more powerful the henshin, the more light and energy is released as Chibiusa's awakening and first henshin at a distance created a much more intense light

Hotaru's transformation killed Mistress 9 via raw energy

The Henshin power is actually called the most sacred power of the Sailor Senshi and if they give up their transformation devices, and thus their lives as soldiers, they can massive increase their power briefly, enough to even affect Metaria who was massively stronger then them at the moment

The Sailor Crystals will automatically awaken a Sailor Senshi who is in a distressful enough situation as show with both Chibiusa's awakening and might have happened to Galaxia's

Mamoru also can use the Henshin Power

Usagi and Minako also both possess disguise power, a callback to the style of earlier magical girl series, which lets them turn into a person of "any age, personality, occupation, or class!".

Minako's first henshin with this turned her into the heroine of her favorite video game

Disguise Power gives items associated with disguised role, such as Minako getting a gun when she transformed into a police woman

or a Lady Commando with a machine gun

Minako's Hawaiin Bathing Suited Beauty Form defeated a male villain just by appearing by causing him to have such a massive nosebleed that he passed out

Disguise power can allow for transformation into a male form

It can also transform Usagi or Minako into specific people like Minako turning into her teacher Okappi

as well as historical figures like Ching Shih

While they don't get to use it since Mamoru is killed in a surprise attack, Usagi and Mamoru at the end of the fourth arc together showed the ability to turn Neo-Queen Serenity and King Endymion

The Silver Crystal is also able to transform it's state

of note is that the original manga states that it's power is being restrained in a brooch

Nyan-Nyan, princess of the cat world, was able to turn from a humanoid to a cat form

though Minako says her face is strange for one

Her brother Wan-Wan was able to change into a dog form

Daimon can switch to their daimon form for combat purposes

Finally the stars can shift between stellar and human forms

Fish Eye was able to transform himself into a normal looking fish

It's likely the other two Amazon Trio members can turn into their animal counterparts as well. Speaking of, Hawk's Eye either transformed into a woman or does a really good disguise of one

Body Control:

A few villains of SM have displayed the ability to alter their forms at will to disguise themselves.

Narcissus of the Dark Agency displayed the ability to grow claws, fangs and alter his facial structure to be more monstrous for combat. His true form was also some vague swirly thing which he disguised as a humanoid

Dark Agency Agent Pandora was able to disguise her self before it was revealed by the compact

Flourite and her clones disguised themselves 

Chuu-Chuu also disguised her as a male doctor when she really is a mosquito person

The youma also had the ability to disguise themselves as humans

Chapter 2 Youma form changes for combat, growing claws and fangs

Vampires exist in Sailor Moon and can disguise their monstrous face and fangs

Nephrite's shadow disguised itself as a woman

as well as disguised itself as the Ghost Bride

Droids have the ability to disguise themselves as humans and walk among people unnoticed

Invisibility:

As a black hole, Planet Nemesis is invisible to the naked eye though can be usually be detected due to the massive negative energy and radiation emanating from it

Passive Black Hole:

Nemesis is planet changed into a Black Hole by the Black Moon Clan

Elemental Manipulation:

Fire Manipulation:

Most Fire Manipulation in the series comes from Sailor Mars who is the Sailor Senshi of fire. It's unknown whether this is because of her training as a miko, her nature as the Sailor Senshi of fire, or some combination (I believe it is at least one of the latter two given the other Senshi have equivalents) but Sailor Mars can see potential future events in fire

She can also get more general premonitions from the fire

The fire reading is related to her emotional state, which is partly why she is so composed emotionally

Rei feels her powers burning in her like a fire

Koan also has a fire of fire sensing that lets her sense if someone has fire powers like her

Sailor Mars has numerous attack techniques that are forms of fire projection. The first one, used in the first arc is Akuryo Taisen, which will be covered in it's own section. Sailor Mars transformed can charge it with fire which was capable of destroying Jadeite's entire dimension

which is honestly one of the biggest scale feats for the Guardian Senshi, as Sailor Mars can affect at least a town wide scale. Kunzite also claimed that if he reflected the energy of Guardian Senshis' attacks he would wipe away all of Tokyo which might also suggest that the Senshis' first attacks could reach a city scale at least. Akuryo Taisen also killed Jadeite, destroying his dimension merely as an aftereffect.

This makes sense as the attack would be much stronger then Usagi's ultrasonic crying, which isn't even an attack technique and also threatened Jadeite's dimension.

Her second attack technique used in Arc 2 called Burning Mandala where she fires rings of fire capable of vaporizing Droids

these same droids were capable of surviving the surface of Nemesis and the massive energy of Time Travel as well as likely being stronger then Saphir who could survive the center of Planet Nemesis. 

Sailor Mars third fire technique, used in Arc 3 is Mars Snake Fire which conjures a snake made out of fire which attacks and bites. This was originally able to burn away Eudial's human form

and later after training this was capable of harming Cyprine, the strongest of the Witches V by a large margin

A weaker one of the Witches V, Tellu tanked an attack from SM

Sailor Mars final fire technique used in the last two arcs is Mars Flame Sniper where she conjures a bow and arrow of flame and shoots the arrow

This attack used by Eternal Sailor Mars was able to, alongside Eternal Sailor Mercury's attack, KO-ed 4 Eternal Sailor Senshi

The attack was also intended to hurt Eternal Sailor Moon suggesting it should be relative to at least her base durability.

Another Sailor Senshi, Sailor Star Healer, has a fiery technique, Star Sensitive Inferno which seems to be a fire blast which can kill Sailor Animamates

There are other entities with fire manipulation as well, in particular fire projection. Koan was able to immolate a civilian by just pointing her finger and shooting a fire blast out of it 

She claimed her fire projection was superior to Second Arc Sailor Mars and was able to damage her via fire projection

This fire power was able to trap Sailor Mars even after Koan was killed

Rubeus himself was able to attack with some kind of fire blast

Nemesis was able to project fire after the nuclear meltdown on Nemesis, a fire significantly sized from the surface of the planet.

This is pretty substantial just by scale alone but it's potency is suggested to be even stronger as Black Lady brought herself, Saphir and Prince Demande below ground since the flame was suggested to be a threat to them

which means it should scale even above what it's size would suggest.

On a much lower scale, Princess Lin-Lin used a form of fire attack against Sailor V

She thought this was gonna kill Sailor V. This doesn't make sense given Sailor V should be relative to the Partially Awoken Senshi who could one shot the Heavenly Kings who are higher in rank then the Dark Agency but it should be above general Dark Agent's abilities.

Sailor Heavy Metal Papillon also stated she would cremate Eternal Sailor Moon and company with fire 

The Stars artbook which unfortunately I can not find a translation for also states that Heavy Metal Papillon can not just project but also control fire, ie fire manipulation rather then just projection. She also has a Galactica ultimate attack called "Galactica Scales" though it's unknown exactly what it does

She specifically manipulates butterflies that are the dying flames of the stars

Sailor Chi and Sailor Phi can both immolate a body in blue flames that burns people down to their Star Seed

Also while not helpful in combat at all, Droids can spontaneously immolate when the Black Moon Clan used to stir panic in the population 

Earth Manipulation:

Earth Manipulation is pretty much unknown in Sailor Moon, and is fairly rare in magical girl series in general. 

Let me make a caveat that shaking the ground via power is not a feat of earth manipulation anymore then shooting an energy beam and turning water to vapor is not a water manipulation feat. I mean because Pharaoh 90's appearance triggered an Earthquake

  

I don't think this is Earth Manipulation because it seems more so just a function of his power. Kunzite did move the tectonic plates of Earth to shift Tokyo to make it the North Pole

I've seen some claim that the shifting was Metaria's doing however this doesn't make sense with the timeline as the last time Metaria gained strength was before the several week timeskip. 

 If you include gemstones and crystals there are more examples as Death Phantom and his subordinates could use the Jakokusuishou (Evil Black Crystal/Poison Black Crystal/Malefic Black Crystal) to create earrings or pillars of black crystal. The Earrings or Pillars material shouldn't be conflated with the actual Black Crystal.

The Malefic Black Crystal itself is stated to be like an evil version of the Silver Crystal

It's power is directly stated to be equal to the absolute power of the Silver Crystal

It warps spacetime and converts light and energy to it's negative energy

I should note that translations difference to whether it distorts spacetime in general or all of spacetime

In universe even tiny shards made from it can distort local spacetime

So this may be an assumption that the absolute clause given in the original Japanese is referring to the spacetime that is being warped since a low level of warping can be displayed by any shard of the black crystal material and would not be something of note for Saphir to be so afraid off.

Black Crystal shards can also reduce energy in an area down to having negative radiation and luminescence

 

and were capable of making explosions capable of threatening Sailor Moon and Sailor Venus 

The Malefic Black Crystal and it's users can also create giant building sized monoliths which can pressure the Later Second Arc Guardian Senshi and the spiritual projection of King Endymion

 that can create explosions large enough to flatten the buildings of Crystal Tokyo and knocked out the Future Guardian Senshi as well as created a poisonous mist that gradually erased things from existence

Multiple Black Crystal Pillars can increase their rate of erasure by hundreds of times so that there of them can rapidly threaten a planet

Wind Manipulation:

Makoto can hear the wind whispering to her, guiding her

Sailor Jupiter's first attack technique is "Flower Hurricane" which creates a distracting wind and volley of flowers

Her third arc attack is Jupiter Coconut Cyclone which attacks with a flurry of wind. This initially was able to kill a Daimon along with the Venus Wink Chain Sword

However later was able to cause damage to Tellu who immediately after laughed of the Moon Spiral Heart Attack

The attack was also able to destroy the spiritual entity Touhi

Sailor Uranus is the soldier of the skies that manipulates the winds

If you include energy wind themed energy projection her first attack is "World Shaking.

If her attack gets stronger with her eternal state then it would likely reach universal by scaling

Sailor Pluto with her talisman uses the wind based attack "Chronos Typhoon" which summons up a tornado which undoes magic

Sailor Star Maker's attack "Star Gentle Uterus" creates a vortex like attack which helped kill Sailor Aluminum Seiren

Animamate Sailor Lead Crow creates a tornado with her Galactica Tornado attack

Sailor Kakyuu uses Kinmoku Fusion Tempest which seems to involve wind manipulation and which equaled the "Galactica Plants Blizzard" of Sailor Phi

Danburite attacks with some kind of wind vortex attack

Queen Metaria's emergence in the North Pole created a wind so cold as to create a state of emergency halfway across the world in Japan

Water Manipulation:

Sailor Mercury is the Senshi presiding over water. She can naturally sense water and it's flow nearby

Her own power rushing within her she feels as a water

Super Sailor Mercury could also summon a living harp made out of water

Her technical Shine Aqua Illusion in the second arc created a torrent of water that destroyed droids

Her third arc attack Mercury Aqua Mirage creates a shimmering of water which shoots as a stream which seemed to work somewhat on Viluy

This attack could also destroy the spiritual entity Bonnun

She also can use Mercury Aqua Rhapsody with the Mercury Harp which creates a massive surge of water from the notes she plays on the harp which destroyed a dimension showing some spatial destruction capacity 

This attack was able to knock out the Eternal Amazon Senshi alongside Mars Flame Sniper

Sailor Neptune uses water themed energy projection with her ability "Deep Submerging" which is basically the same as Uranus' above "World Shaking" technique. 

Sailor Aluminum Seiren uses a water themed attack though we don't know the non Galactica version.  It's possible she doesn't have one since she is not a true Sailor Senshi. The Galactica version is called "Galactica Tsunami" The Galactica version pressured Eternal Sailor Jupiter and Mercury

Berthier of the Black Moon Clan was able to generate water from the ground capable of somehow drowning an entity that can breath in space

It also resisted being destroyed by Sailor Moon's attack

Fish Eye of the Black Moon Circus also has water magic as Sailor Mercury does

Pharaoh 90's presence was causing nature to becoming more chaotic including causing a tsunade

Mist Manipulation:

Sailor Mercury's first henshin created a freezing mist

She can create it at will with her technique "Mercury Aqua Mist"

The Black Crystal Pillars also created a toxic mist that gradually erased people from existence

Ice Manipulation:

Sailor Mercury in Arc 2 had an attack called "Shine Snow Illusion" which created a lot of snow that can apparently be used as a smokescreen

Sailor Aluminium Seiren is also stated by the databook to be able to manipulate ice

The best ice manipulation feats come from Kaguya whose mere presence caused a blizzard

Sailor Phi has the attack Galactica Plants Blizzard which equaled the Kinmoku Fusion Tempest of Sailor Kakyuu

Freezing:

Heavenly King Kunzite can freeze a whole city

This didn't work on the Senshi but the Snow Dancers of Princess Snow Kaguya were able to freeze them 

Kaguya froze an ocean with her breath

She can quickly freeze a planet

and her ultimate plan was to freeze and keep frozen the entire universe forever

Kaguya's ice is really hard to break to the point that the Outer Senshi had to resort to their talismans to break it each of which had 1/3rd the power to hold the galaxy level Pharaoh 90

Electricity/Lightning Manipulation:

Sailor Jupiter is associated with lightning and she can sense electrical charges

Her body is naturally charged with shock meaning she can shock someone by touch

Sailor Jupiter's first attack technique was summoning a thunderbolt down by invoking Jupiter capable of destroying Nephrite

She later displayed a form of electrical projection blasting out of her hands using the technique "Supreme Thunder"

In the second arc, she displayed the attack "Sparkling Wide Pressure" where she generates and fires lightning from her hands which seemed to threaten Berthier

She and the lightning villain of the Ayakashi Sisters clashed their lightning magic at close range and seemed to be briefly equal before Sailor Jupiter was overwhelmed

Her ultimate attack was Jupiter Oak Evolution which summoned a crown of laurels on her head which fired omnidirectional bolts of electricity that knocked back Eternal Sailor Moon

Eternal Sailor Uranus' ultimate attack seems to be a lightning themed ability called Space Turbulence which fires waves of lightning from her hands

Sailor Galaxia with her lesser attack "Galactica Inflation" created an electric field powerful enough to equal the flash of light of Eternal Sailor Moon's "Silver Moon Crystal Power Therapy Kiss"

Minor Villain Narcissus also displays some form of electric attack that was enough at least to hurt Partially Awoken Sailor V

This suggests that it scales to the gag attack of the Ultrasonic Crying which Usagi tanked the epicenter off as partially Awoken Sailor Moon.

Similarly Luuga of the Cyber World was able to shoot an electric pulse with her Luuga Shock attack that hurt Sailor V

Vivian could channel lightning through a chain weapon

Wan-Wan had some kind of electric laser vision

This hurt Artemis though it's really ambiguous how strong early Artemis is. Presumably he is weaker then the Dark Agency or he would have helped against them.

Sailor V also has her attack technique Venus Ten-Billion Volt Rock n Rouge which clearly has an electrical component

The name suggests 10 billion volts of electricity and while the name of an attack is certainly not indicative it really don't matter in this case since by scaling of defeating a Dark Agency Agent like Mike Makii who should be above Debrine, 10 Billion Volts would either be around the energy output or lower then the energy output.

The leader of the Dark Agency, Danburite was able to attack with a lightning attack which should likely scale to his underlings lightning manipulation

Chiral and Achiral can create an electric wall 

This trapped Second Arc Sailor Moon and Sailor Venus

Black Lady can create an electric blast that harmed Sailor Moon

Pharaoh 90 seems to have infected Kaorinite with a daimon via a bolt of lightning

Nehelenia was also able to charge a cage with lighting

Also this may just be a visual effect but Chaos seems to use some form of lightning against Sailor Galaxia

Magnetism Manipulation:

Chiral and Achiral creates a magnetic field called the Chirality Center

Kaguya's presence also created a magnetic storm

Radiation Manipulation:

Nemesis emits massive amounts of radiation

Heat Manipulation:

The Silver Crystal emanates what Metaria calls a heat

Lava Manipulation:

Pharaoh 90 turns a continent sized section of the Earth into a Black Lava

Explosion Manipulation:

Sailor V could make an explosion with a karate chop

Danburite's throwing cards could make small explosions

Users of the Evil Eye can emit a destructive light from their third eye which even casual usage can create an "explosion" able to slightly wound Saphir who can survive unharmed in a black hole

A single shot of it later kills Amped Saphir (though Demande had the same amp)

Black Crystal Earrings were capable of making explosions capable of threatening Sailor Moon and Sailor Venus

The launching of the Black Crystal Pillar created an explosion that leveled all the buildings of Crystal Tokyo

Force Projection:

Kunzite shoots some unspecified force wave from his hand able to fend off Princess Serenity and the Post-Awoken Senshi

Mamoru is also implied to be able give some kind of shockwave via his psychometry

Black Lady using the Black Crystal Monolith can create shockwaves that hit Modern times from the 30th Century

Cyprine projected force which knocked Haruka back

Galaxia with her attack "Galactica Super String" created an immense wave of cosmic force from her body which she planned to use to knock Eternal Sailor Moon at her most powerful into the Galaxy Cauldron

 

Sound Manipulation:
The most famous sonic attack in Sailor Moon is Sailor Moon's ultrasonic crying attack, which isn't even really an attack, it's just Sailor Moon's hair pieces amplifying her crying as a gag about how Sailor Moon isn't superhero-y

This attack was able to destabilize and destroy Jadeite's dimension

Scaling from this is where most of the Low Tiers get their stas from. This also suggests it can destroy a space meaning that it could hypothetically ignore durability if Usagi was to teleport a person into a dimension and destroy it, collapsing a dimension in on them.

It also works on spiritual entities as Chibiusa demonstrates

Pandora of the Dark Agency was able to transmit ultrasonic waves through the TV that was able to brainwash an entire country and cause head pain

Also Karaoke Warrior Mike Makii has some kind of enhanced singing ability that seemed to daze Sailor V

Sailor V then beats her using the Venus Mic and her technique Venus Ten-Billion Volt Rock n Rouge which seems to involve some kind of sonic component

Sailor Neptune can can create a splitting painful ache with her music. This isn't hugely helpful in a one on one matchup since she can't use a normal attack while doing it. At best it could create a distraction so she can teleport or quickly fly to a different position that is more favorable to her

Also don't know if this would qualify but Death Phantom as a giant living planet has a corresponding massive booming voice

On a more minor level Side Story villain Resin's ultimate attack created a dentist drilling sound that created a horrible ache in one's teeth

Eternal Sailor Neptune's ultimate attack "Submarine Violin Tide" seems to involve some form of water themed sound manipulation though details are hard to tell

Gases Manipulation:

As Pandora was dying, she turned into noxious gases that suffocated all the civilians nearby and even seemed to suffocate Sailor V despite her ability to survive in space

Nyan-Nyan of the cat world was able to breath a gas that could send her opponents into a pleasant daze

It's even implied Nyan-Nyan gave her cats the same ability given the other people her cats attacked had the same expression as Minako did.

Luna-P when touched can emit a bunch of smoke

Sailor V could also create a sulfuric smoke with one of her attacks that replicated the atmosphere of Venus

Most impressive, Queen Metaria in her birth drew together cosmic gases creating a dark spot on the Sun

Weather Manipulation:

Pharaoh 90 is implied to have been causing strange weather, constant rain

Zoisite created a storm of heavy rainfall across Japan for many days

Petz is also implied to have created a massive typhoon

Sailor V created a mystical rain that purified an area of the noxious gases that Puchi Pandora made

The same technique also purified the remains of Flourite

It also restored the energy and undid the mental effect of Hibiscusy on some civilians

It also restored Vivian's brainwashed gang to her senses

Cyprine created a brainwashing energy-draining hail

Blood Manipulation: 

According to the Kodansha translation, Dark Agency Member Flourite somehow was attacking with her blood after Sailor V exploded her head.

There are vampires in Sailor Moon, and they do their normal thing of sucking blood converting others into Vampires

Poison:

Tellurians emit poison

The Black Crystal Pillars created by the Black Crystal emitted a poisonous mist that gradually erased people from existence across a city though it didn't work on the Senshi

Animal Manipulation:

The three animal sibling villains from Sailor V can each manipulate a type of animal. Nyan-Nyan can control cats

Wan-Wan can manipulate dogs

and their sibling Chuu-Chuu can manipulate mosquitos

Chuu-Chuu seemed to make them swarm at her enemies

They can lay 300 eggs after sucking up blood and give Japanese Encephalitis

Plant Manipulation:

Sailor Jupiter's first attack technique is "Flower Hurricane" which creates a distracting wind and volley of flowers

Also on a really low level Chibiusa can use Luna-P to create a lot of flowers

Sailor Heavy Metal Papillion commands vines to bind Usagi, Kakyuu and Chibi-Chibi

Sailor Kakyuu and Sailor Phi both have plant related attacks "Kinmoku Fusion Tempest" and "Galactica Plants Blizzard" which clash

Disease Manipulation:

The Black Moon Clan uses biological warfare, using their UFOs to spread a violent disease that causes people to pass out, and eventually die from violent seizures

Chuu-Chuu can inflict Japanese Encephalitis with her mosquitos

Infection:

Pharaoh 90 infected Kaorinite with a Daimon Egg via a bolt of lightning seemingly

Shadow Manipulation:
Nephrite projects his shadow as a separate entity with most of his powers

Darkness Manipulation:

Nephrite's Shadow creates darkness which absorbs people

Dark Crystal Monoliths can spread a darkness from them

Queen Nehelenia can trap a planet in darkness

and even a Planet-Moon System

Metaria also has the arguably best darkness feat in the series; her birth causing the Sun to turn dark

As Metaria is a mass of darkness it is seemingly intuitive that her presence makes things darker, in the Modern Age turning the Earth into a world of darkness

Light Manipulation:

Sailor Moon is most associated with light of the characters in the verse. Just the appearance of her Silver Crystal made a light so bright it could not be looked at and which made night appear as day

Sailor Moon's third attack technique early in arc 1 was Moon Twilight Flash where she reflects moonlight with her tiara which destroyed Nephrite's Shadow

This can hurt physical entities, and Sailor Moon thought it could hurt Zoisite

Sailor Moon's second arc attack is Moon Princess Halation which shoots light out of her Moon Rod. Initially this was able to destroy the Ayakashi Sisters

Upon awakening the true power of the moon, Sailor Moon makes the Moon glow brightly in the sky

In the Silver Millennium the moon shone brilliantly constantly in the sky seen even from Venus

 

By the end of the second Arc, Sailor Moon's Moon Princess Halation transcended this, for her and Chibi-Moon's Moon Princess Halation was able to encompass all of Death Phantom

creating a light so intense to appear massive in the sky despite being at the edge of the Solar System

Sailor Moon's first henshin into Super Sailor Moon created a light tens of thousands of times greater then the Taioran Crystal at peak, when it is considered dying out now

Super Sailor Moon and Super Sailor Chibi-Moon can use kaleiodoscopes to use Moon Gorgeous Meditation which can destroy mental plane beings, the lemure

As Chibi-Chibi, she used the shine of her eye to send a distress signal from the center of the Galaxy to the Earth

Eternal Sailor Moon's attacks including Starlight Honeymoon Therapy Kiss which fires a light blast which can destroy Galaxia's strongest generals

which she is accurate enough to hit Sailor Lead Crow without hitting Sailor Mars right in front of her

and the Silver Moon Crystal Power Therapy Kiss which creates a light aura surrounding Eternal Sailor Moon capable of destroying in a flash 8 enemies, one of which tanked the prior attack

Sailor Moon's light transcends even time itself

The light of Neo-Queen Serenity and King Endymion was made known throughout spacetime

Outside of Sailor Moon, Sailor Venus has also displayed light manipulation. Her attack technique Crescent Beam creates a light used like a laser capable of turning Narcissus, a member of the Dark Agency and thus scales to Building+ Debrine, possibly to the Ultrasonic Waves attack, to dust

Sailor V also reduced Dark Agency Agent Pandora to goop with her crescent beam laser

She also destroyed 3 clones of Flourite with one Crescent Beam

Destroyed Luuga inside her own game

Against the Dark Agency Member Hibiscusy, Crescent Beam reduced her to dust

She also showed variant Crescent Slender Beam which she used to kill Debrine who was maintaining a building of fat

Her third arc attack is Venus Wink Chain Sword which attacks with a sword of light. This initially was able to kill a Daimon along with the Jupiter Coconut Cyclone

Sailor Neptune uses reflected light with her Submarine Reflection attack which negates magic

Sailor Star Fighter's attack is Star Serious Laser where she fires a powerful laser that helped kill Sailor Aluminum Seiren

and threatened Sailor Tin Nyanko

While I'm not sure if it is an effect made by her, Galaxia's castle seems to glow

Every Sailor Senshi Henshin releases a blinding light

The Henshin is actually able to release a holy light which, when the Guardian Senshi gave their lives, were able to even affect the massively stronger Queen Metaria. Note how unlike every other instance Metaria doesn't claim she absorbed their energy and the energy actually reaches and awakens Sailor Moon

Narcissus can create a shine effect with his eyes. It's a bit ambiguous what exactly is happening in the panel though

However later Narcissus seems to create a light aura effect around him and one of his victims which is specifically commented as a strange light

Nyan-Nyan also has a really low level light manipulation since she can make her eyes shine bright when she is doing her transmutation trick

Users of the Evil Eye can emit a destructive light from their third eye which even casual usage can slightly wound Saphir who can survive unharmed in a black hole

The Black Moon Clans' UFOS emanate some kind of light

The Taioran Crystal of the Death-Busters can emanate light like the Silver Crystal of Base Sailor Moon in Arc 3

Energy-Matter Manipulation:

Energy-Sensing:

It is also possessed in general by the aspects of Chaos. Queen Metaria could sense the energy of the Silver Crystal from deep underground

Metaria was even able to sense that the princess did not have the energy that would be expected of the Silver Crystal

Pharaoh 90 detects the lights of the Sailor Senshi from another dimension including individual facets of them

Nehelenia was also able to sense the Silver Crystal's power from another dimension

Kaorinite also possesses energy sensing though this may just be with her divining pool

Energy Projection

Even a Sailor Senshi before awakening can produce energy enough to launch someone from Earth to Venus just by opening their henshin device

Sailor V's energy projection was enough to accidentally tear apart a large building

Sailor Senshi can casually launch energy from their hands without speaking as Brainwashed Jupiter and Mercury do to swat aside Chibi-Moon's attack and threatens her before the Guardian Senshi and Outer Senshi clash in energy

The next page shows one of these attacks from the side

The Amazon Senshi also do this against Sailor Chi

Eternal Sailor Moon also seems to create some kind of energy vortex against Sailor Galaxia

After fully awakening Sailor Venus' generic energy blast clearly erases Danburite, it doesn't blast through him, it hits him and you see him fade from being from one edge to the edge. 

It is a thematic point that Sailor Senshi can combine their energies to make the impossible possible

The first attack technique of Sailor Pluto is Dead Scream which created waves of dark energy that harmed Second Arc Sailor Moon

Later this was strong enough to kill Tellu

Her companions, Sailor Uranus and Sailor Neptune create energy blasts themed around wind and water called World Shaking and Deep Submerge 

Sailor Uranus can boost her energy projection with her talisman attack "Space Sword Blaster" 

Sailor Galaxia when not holding back even in her civilian state can emanate more energy then any enemy Sailor Moon had ever fought

Other entities in the SM verse have demonstrated energy projection.

Both Dark Endymion and Artemis, beings associated with and can draw from the sailor crystals though not Sailor Senshi can release energy

Mamoru after being restored was able to create an energy attack called Tuxedo la Smoking Bomber which overpowered Rubeus and extinguished his flame

Kunzite claimed to be able to release enough energy to wipe Tokyo off the map

Prince Demande was able to shoot a destructive energy/light from his Evil Eye that was able to knock away Tuxedo Kamen and Sailor Venus

and later with the amped Black Crystal Earrings one-shot Saphir

Planet Nemesis emitted massive amounts of negative energy

By the end of the Second Arc, Sailor Moon and Sailor Chibi-Moon have transcended Death Phantom, their Moon Princess Halations able to overcome Nemesis' energy projection and obliterate it

Germatoid created some kind of energy blast

Mistress 9 also seems too

Sailor Iron Mouse created some kind of energy blast

The penultimate energy projector and source of most of the plots in the SM-verse is the Silver Crystal which created all energy and is said many times to have infinite energy

The Silver Crystal is well known for reacting with Usagi's heart, her emotions rather then her conscious thought. In her distress it released a burst of energy which knocked her away from the grip of Dark Endymion

However the greatest energy projector is the supreme power, the lambda power, formed of all the planet powers, stronger to destroy Chaos as well as restore and maintain the entire cosmos

This is despite the fact that Usagi wasn't even trying to harm Chaos

Negative Energy Projection:
Negative Energy which is the opposite of energy can be used by a few characters in the series. Planet Nemesis naturally emanates massive quantities of negative energy

Sailor Saturn can also create a negative aura which can drain energy able to drain the energy of Pharaoh 90

Attack Reflection:

Zoisite's energy barrier can reflect attacks

Kunzite's barrier has also demonstrated attack reflection capacities

Koan also seems to have reflected Sailor Moon's Moon Tiara attack which is also another indicator that Sailor Senshi' attacks get stronger over time and they don't just get new attacks

Queen Nehelenia can reflect attacks

Aluminum Seiren somehow bounces an attack back

though other translations suggest it was deflected rather then reflected

Energy Nullification:

Hotaru's soul nullified the energy Mistress 9 was absorbing though this may be an effect of the two being in the same body

 

Also on a really limited level, Usagi's brooch was restraining the power of the Silver Crystal though this is likely combat inapplicable

Planet Nemesis' presence nullifies all forms of energy

Nehelenia's darkness barrier also nullified energy, prevented the Senshi from transforming

Chibi-Chibi can also nullify attacks

Energy Manipulation-Energy Draining 

A common power.

All the Black Crystal earrings passively drained energy in their area until there was literally negative energy in the area

The Larger pillars also do this

Nephrite's Shadow could absorb energy

Death Phantom/Wiseman created the Beast Hands technique also available to Saphir and Esmeraude which drains energy fast enough to automatically kill Rubeus

This is because of its' energy draining properties

Dark Agency Member Hibiscusy was able to absorb energy

though she has only shown feats for draining energy from 1 person by herself and 2 people at a time with her camera

The Amazoness Quartet might be draining energy, there is the same visual effect as when energy is being drained

Debrine can drain the energy of numerous people at once

You could argue that the energy-draining was a result of the machines the girls are in but the energy seems to be drawn as moving towards Debrine's hand. If you don't think Debrine has energy-draining though that's understandable.

On the inverse, the youma Morga also drained energy from the women who bought the gems she was selling disguised as Naru's mom, though this seems dependent on people having the gems on them and that therefore it's not really combat applicable

Wan-Wan can also drain the energy of people

Wan-Wan could also drain energy as could all the dogs under his command

Chuu-Chuu also absorbs energy from blood like a mosquito

Founde of the Dark Agency was able to drain the energy of everyone in a multi-story department store

Karaoke Warrior Mike Makii can drain the energy from multiple karaoke buildings

However this does seem to rely on her Dark Mics

Kunzite drained the energy of Tokyo, but it did not affect the Sailor Senshi so it's likely it does not scale to the strongest Dark Agency Agents energy-draining

We also see that draining enough energy turns peoples into shrunken in corpses.

Cyprine created an energy-draining hail that was draining energy from a city and even Chibiusa

Pandora seemed to be draining energy from those in her concert hall based on the illustration. As she was previously established to be mentally affecting the whole country it's possible that this was country scale energy draining

This would explain and be consistent with why people were depicted as swooning and seeming to be drained

Vivian was able to drain energy claiming to do so from all the clashing gangs of Japan

Flourite's clones were also implied to be energy-draining on a country wide scale

In fact it's even implied they were going to exterminate humanity, suggesting their energy-draining could be planetary scale

Similarly Luuga was draining the energy from a huge number of people, to the point of threatening to eliminate humanity as her goal

She was able to do that from within her game

Youma Garoben is seemingly superior with her technological energy draining as it affected Ami while Flourite couldn't affect Minako

This could potentially scale to the country level energy-draining of the Dark Agency because it did affect Ami while the Dark Agency's energy draining didn't work on Minako.

Similarly the Tellurians drained the energy of the civilian form Senshi

Relative to them is likely the energy-draining of the Amazoness Quartet's ring which drained Makoto of her energy

Jadeite was able to absorb energy and as he created the Youma he may scale to their energy draining

Similarly Zoisite drained energy from a city, possibly the country, and which caused Ami and Usagi serious trouble

Zoisite later drains the energy from transformed Sailor Mercury which definitely scales to the Dark Agency's energy draining

Sailor Saturn was draining away the energy of Pharaoh 90 who had previously absorbed the energy of multiple galaxy level attacks

Power Nullification:

Planet Nemesis passively nullifies all forms of power, absorbing their energy and canceling it out with negative energy 

I should note SM tends to use "energy" and "power" interchangeably, using power in the scientific way. I would be careful using this to suggesting Nemesis could nullify non-energy based abilities. Along with Usagi, this kept the Guardian Senshi from being able to henshin

The bracelets of Galaxia and her Animamates can nullify powers used against her

Energy Barriers:
The Sailor Senshi, and in fact numerous other characters can make barrier to bolster their durability.

Sailor Venus makes a barrier against Danburite's attack

These barriers actually seem to be projections of energy as Zoisite's barrier meant Tuxedo Kamen couldn't even get close

Sailor Moon will automatically emanate an energy barrier to protect her, even if she is uncouncious, as she did against Prince Demande 

The Silver Crystal will automatically detect when Usagi is dying or threatened and will grow around her to protect her

Sailor Pluto also has a special barrier technique, called "Garnet Ball" which protected against the soul stealing attack of Mistress 9, possibly related to her role as the Sailor Senshi of the Underworld Star 

Using their three Talismans, the Outer Senshi created a barrier Pharaoh 90 could not break through

Binding:
Sailor Moon can trap an enemy with her Tiara

Queen Beryl uses her hair to ensnare Sailor Moon

Queen Metaria claims she can make bodies linger in the Dark Kingdom for all eternity

Chiral and Achiral can create a chemical reaction

With it they were able to create an explosion capable of reducing Sailor Moon, Sailor Venus and Tuxedo Mask to "atomic dust"

They were able to create an enantiomer of the Crystal Palace (Mirror Image on the Molecular Level)

Matter Manipulation-Paralysis

Narcissus the low first enemy of the Dark Agency can emit waves that paralyze his enemies

Luuga of the Dark Agency also made it so Sailor V couldn't move in her video game

Viluy of the Witches V can cause paralysis with her nanobots

Sailor Saturn's Silence Glaive caused paralysis

Taiki was able to use a card to keep Haruka and Michiru

It's implied Cyprine's hail was causing numbing paralysis

Arguably most impressive feat of paralysis is Chiral and Achiral immobilizing Sailor Moon, Sailor Venus and Tuxedo Kamen on the atomic level

Matter Manipulation-Transmutation:

Sailor Moon's first attack transmuted the youma to dust

Vampires can do the standard transformation of people into vampires

The villain Hibiscusy transmuted a civilian, Wakagi's nameless brother, into a supervillain though this may require hatred to do

Queen Nehelenia could also transmute as she did to turn Helios into a pegasus

Nyan-Nyan the Sailor V villain was able to change the words in a bunch of envelops to "cat" from a distance without opening them. It's not clear what she did but transmutation as opposed to text or reality manipulation seems like the conservative assumption

Jadeite also created the youma from dirt, though no specifics are known so it may be impractical in combat

However in combat Jadeite was able to transmutate a thick fog into a useless hail

Nephrite's Shadow transmuted grooms into mannequins 

Queen Beryl has an even more impressive transmutation feat of altering the Heavenly Kings bodies, even turning them into stones

The Amazoness Quartet member Palla Palla transmuted three animals into the Amazon Trio; Fish Eye, Tiger's Eye and Hawk's Eye

Sailor Lethe transmutes a desert to the river of oblivion, a river which erases memories

Pharaoh 90 turns part of the Earth into lava and turns the Senshi's energy to darkness

Matter Manipulation-Petrification:

Queen Metaria in her fight with Queen Serenity turned the Moon Castle to stone

It's implied she did that to the entire Moon as well

Immediatly after her resurrection, she turns the North Pole to stone

Matter Manipulation-Creation

Usagi can change her pen into objects, like an umbrella to float down ala Princess Peach

Though the extent of this ability is unknown. She was also able to create a new tiara out of nothing but her love for Mamoru

Usagi and Mamoru also created the moon rod out of their love

Chibiusa can also use turn her toy Luna-P into other objects by saying "Abracadabra"

The Mautions are also noted for their ability to create magical devices.

It's possible Artemis even created the Sailor V game that was a secret training device for the Sailor Senshi

Artemis also created the magical Venus Mic on panel

Luna created a transformation brooch out of nowhere though it's not explicitly shown, it's clear she didn't have it before and it just suddenly is there

Luna materialized a containment dish to contain the dangerous Black Crystal earring of Petz though her words suggest this may be some form of remote teleportation

Also at one point Minako somehow pulls out a Katana and slices Wan-Wan in half with it

The Dark Agency gag villain Debrine created and maintained a building made out of fat

Likewise the Short Story minor villain Resin was able to maintain a dentistry building

She was also able to create other mad dentistry equipment including a ghost serum that would make all Chibiusa's teeth rot, a giant needle and saw, and an armchair with locks

The Malefic Black Crystal is said to be able create even a planet with it's energy like Planet Nemesis

Though I should note other translations are more ambiguous

Similarly Kaguya is suggested to have created the Star System or the Nebula

Though the translations highly different on this one and the original Japanese is pretty ambiguous so eh. 

Of course the Supreme Force of Creation in the Sailor Moon Universe is the Silver Crystal which can create a whole new universe

for it is the source of all energy

Summoning:

Chibiusa can summon Helios with her bell

Rei can summon Phobos and Deimos to her even in another dimension

Snow Kaguya can summon snow dancers

The Outer Senshi can summon Sailor Saturn with the talismans

The Amazoness Quartet can summon lemures

Sailor Venus can summon the Holy Moon Sword to her

The Holy Moon sword is a sword stronger then diamond made of corrosive material

The Sword reduced to Beryl to dust twice

It's force was enough to knock unconscious Sailor Moon and Dark Endymion the blade was blocked both times

The Outer Senshi could summon their talismans to them

Sailor Moon is able to summon her wand to her in the third arc

and later summons the Holy Grail to her from the united hearts of her and her friends

Calaveras is able to hold Seances and summon spirits though she seems to need a person or droid to be used as a conduit

One of Sailor Venus' attacks, Rolling Heart Vibration creates a heart projectile

In the second arc Sailor Venus used this against Berthier's Water Barrier which previously just tanked Sailor Moon's Moon Princess Halation right in front of Venus implying the attack might be somewhat relative since otherwise Venus wouldn't have tried to attack it

I know Rubeus suggests that the attack has anti-magic properties, but this is a quirk of the translation. No other translation seems to suggest this that I can find. 

Sailor Moon in the third arc used the attack Moon Spiral Heart Attack where She seems to draw in energy into the Spiral Heart Moon Rod and create a heart projectile that might be made out of light

This was able to destroy the illusion created by Kaorinite's curse

As Super Sailor Moon, Usagi has a stronger version called "Rainbow Moon Heartache" which could kill high ranking Daimons Kaorinite and Germatoid

As well as destroying another mental dimension Tomoe trapped her in

Dimension seemed to contain a star, but I'm not sure if that is "just" an illusion or if the illusion dimension was "actually" that size.

Sailor Chibi-Moon has her own version called "Pink Sugar Heart Attack" which somehow scared Mistress 9 with it's power

It also works on spiritual entites as it worked on Genius Loci Resin, though that may just be because it's sugary

Super Chibi-Moon can also do Rainbow Moon Heartache

Lin-Lin summons a Chinese Dragon Spirit as her ultimate attack

Mimete's attack is Charm Buster which matched Sailor Venus' attack and was implied by the Databook to be some kind of star projectile

Kaorinite can summon Daimon though it seems to require prep

Sailor Mnesmonye can summon water from the River of Memories which restores memories

Duplication:

Minor villain Flourite, a member of the Dark Agency made clones of herself (note these clones included members of different ages and genders to her)

Founde of the Dark Agency was also able to clone herself though her clones seem to all be identical to her

Likewise minor villain Chiral and Achiral can use duplication

Cyprine was able to duplicate into the twins Cyprine-Ptilol

Manifestation: 

When she has sufficient power, Metaria can manifest something akin to a physical body

Avatar Creation:

Death Phantom created Wiseman as an avatar for himself, calling it an afterimage of the body he used to have

Chaos created incarnations of evil darkness to pursue the Silver Crystal across spacetime, all just manifestations of itself

This is shown to refer to Queen Metaria, Death Phantom, Pharaoh 90 and Queen Nehelenia

Sailor Senshi in general have fairies called Power Guardians that are parts of them that can speak to them, waking them up from mentally induced dazes

and Pharaoh 90 was able to warp space to the point of turning the Omega Area covering a few city blocks to a new Tau System, the size of a galaxy

Portal Creation:
Jadeite can create portals between dimensions the size of buses

Nemesis was able to create wormholes between dimensions large enough to fit it's giant planetary sized body through

Teleportation:

Fairly common in Sailor Moon. Sailor Senshi can teleport, even through dimensions and taking other people which suggests BFR potential

You can see 5 civilians there teleported by 3 Senshi, meaning that each Senshi must be able to teleport with at least 1 more person.

Sailor Moon after gaining the ability to use her first arc powers in her civilian form was able to teleport herself and Mamoru to the moon in her civilian form

The Silver Crystal has displayed the ability to automatically teleport Sailor Moon, even teleporting her from one point outside spacetime to another, that being the Spacetime Door

or away from Demande's Evil Eye while Neo-Queen Serenity was uncouncious

Many villains have also shown teleportation including Zoisite

Kunzite and Queen Beryl

Death Phantom's avatar Wiseman can teleport

Demande suggested that Wiseman teleported from his domain at the edge of spacetime, however while this is a realistic possibility in context he is questioning whether this is the area he is always appearing from and doesn't know if that is the case

If this is the case, his teleportation should have universal range as he teleported from outside spacetime to the Sol System regularly.

I think Berthier also teleported though to be honest it's slightly harder to tell what's going on

Rubeus can teleport

Sailor Mercury has a technique to create a dimension with more spatial dimensions out of superdimensional space. She uses this to prevent collateral damage though against a non teleporting enemy it could hypothetically be used to trap them

Pharaoh 90 was making a warp between dimensions 

Time Travel:

The Time Key allows for travel through time

more specifically it brings one to the Spacetime Door outside spacetime which grants access to any place in spacetime. 

Sailor Cosmos also went to the past without need of a time key

Chibiusa with the Lambda Power also traveled to the future

I actually had to argue someone once with them claiming that this was Guardian Cosmos who did that, as a part of a general claim that the other Senshi didn't have the Lambda Power. This is an absolutely baseless claim. Look at the events for yourself

Nothing suggests that Guardian Cosmos sent Chibiusa to the future, and she shows up after Chibiusa has already left. 

Space-Time BFR:

Sailor Pluto can send people across spacetime with her Garnet Orb

as would be expected, Sailor Cosmos can also do this

Sailor Pluto also teleported Diana to her from the spacetime door

Neo-Queen Serenity comically was also able to casually BFR Black Lady outside the Crystal Palace while unconscious when she was trying to take the Silver Crystal

Guardian Cosmos sent 10 people through spacetime

Time Manipulation:

Earrings of the Black Crystal can distort time

The power of the Silver Crystal and Usagi's emotions cause time to start running backwards. It sounds like poetic language but Mamoru's wristwatch actually does turn backwards physically

Sailor Pluto with her garnet rod is given the ability to control the movement of time though to freeze time is taboo

Time Stop:

Sailor Pluto has the power to stop time. This was the Final Taboo and to break it was to die

Queen Nehelenia was also able to trap the Earth-Moon system in the moment of the eclipse

Trans-Time Attacks:

Black Lady using the Black Crystal Monolith can create shockwaves that hit Modern times from the 30th Century

Sailor Moon's light crosses through time

Existing outside spacetime:

Sailor Pluto exists outside spacetime. There's a lot of different translations of this but they all basically say she does not exist in spacetime

"exists in the gap between time and space"

"exists in the thresholds between times"

"at an interval between times"

Someone with a strong enough will can transcend the limits of space and time and reach the end of spacetime, Wiseman's domain

Black Lady, ie Corrupted Chibiusa, was able to bring Prince Demande and Saphir outside of spacetime to Wiseman's domain

Space-Time Warping:

Queen Nehelenia's darkness barrier over the Earth-Moon system caused a spacetime rift

Translations vary but every variation of this page has Demande saying that Space and Time can be warped by those with power/energy using Nemesis as an example

Other translations:

"Time and space conform to the whim of those with power."

"Time and space and even energy conform to the will of Nemesis." 

"As long as I have energy, time and space are at my whim."

Nemesis is also noted independently to be warp spacetime as a Black Hole

Sailor Moon and Death Phantom's conflict warped them to the edge of the Solar System

The Silver Crystal's energy can naturally warp spacetime. When Chibiusa was turned into Black Lady it created more chaos in spacetime then Sailor Pluto, the immortal guardian of spacetime, had ever seen

This had such force as to knock out Sailor Pluto at a cosmic distance away

The Silver Crystal was able to warp all of space time and reach Wiseman and Mamoru outside spacetime

translations vary but they all seem to indicate that it warped and reached outside spacetime where Wiseman is

The Silver Crystal's power crosses time and space

Either Sailor Galaxia or Chaos created a distorted the spacetime all the way to the far reaches of spacetime

this was erasing everyone in the future

Fate Manipulation:

Queen Nehelenia's curse alters fate to cause something to die

Paradox Creation/Acausality

When the same thing comes into contact with itself from another time it causes a paradox that will destroy the "world" which may just be the universe from context

It should be impossible for someone to meet themselves from another time, but masters of the Silver Crystal can do so regardless as shown when Neo-Queen Serenity meets Usagi

She was even able to physically interact with her past self

Possibly related, Neo-Queen Serenity reincarnates Sailor Pluto in the past retroactively creating a past for her.

Non-Physical Abilities:

Existence Erasure:
The Black Crystal Pillars created by the Black Crystal emitted a poisonous mist that gradually erased people from existence

The presence of Nemesis itself can erase whole planets from existence

This translation says that everything is "turning to darkness and fading away" but this is inconsistent with other translations which generally say that the dark space was expanding and everything was being sucked in and vanishing which is a slightly different event.

Sailor Saturn should she swing down the Silence Glaive returns things to oblivion

Even going to do so to the Tau Nebula which is galactic sized

The strongest existence erasure in the series is possessed by Sailor Galaxia. Galaxia's presence destroys all things, living and dead

The body, the soul both get annihilated from Galaxia. Galaxia's Star Seed rip even worked on Hotaru/Sailor Saturn

despite Sailor Saturn's spiritual regen. 

Galaxia can use this technique on a planetary, implied stellar scale

Galaxia's mere presence erased all life from a pair of planets

Aura:

It seems to me that energy barriers, aura, and levitation are connected abilities in Sailor Moon based on this and when characters levitate you almost always see the orb around them. 

This may also explain how characters with no seeming form of propulsion and no shown flight ability might travel the area between star systems or between Earth and Moon like the Mautians and the brainwashed humans.

Sailor Chi I think erupts into a defensive aura

Galaxia and Eternal Sailor Moon clearly create battle auras as they charge each other

Mamoru is explictly noted for his ability to create "an aura power" with his psychometry

Minor Villain Narcissus also seems to display a battle aura, though this may just be the drawing style.

Vivian of the Dark Agency and her brainwashed thugs also seemed to have some kind of aura

Also Taku, a normal civilian displays an aura at one point but I'm pretty sure that's a joke for how seriously he is taking his manhood being challenged by Minako beating him at a video game

Sailor Saturn with her technique "Death Reborn Revolution" created a massive negative aura which instead of projecting energy drew energy in and neutralized it

Aura-Reading:

Sailor Senshi can sense auras via touch

or just by sensing

Some of the Sailor Senshi can basically "hide their power level". Uranus and Neptune display that

Luuga was able to appear from within her game in an ethereal intangible form

"Perfected Droids" like Veneti and Aquatici seem to be ghostly entities and are possibly intangible though their appearances are so brief it's hard to tell

There are spiritual plane entities called the Genius Loci, the guardian spirits of a place

There's also Ghost Cistern who is stated to be a spirit and might be a genius loci I'm not sure

Chaos Stars are generally intangible. Metaria was a mass of darkness without physical form

Death Phantom was the spirit possessing Planet Nemesis

Kaguya's spirit was also aware so long as a tiny piece of her body remained

She can still act as a spirit without her body, though she does seem to need her body to exist in general

Object Intangibility:

Not sure what to call it, but Princess Kakyuu can exit and enter objects and hear things from within

Sealing:

Amazoness Quarter were able to seal off an area, keeping people from time traveling

It also seems to have made some kind of energy surge

A power possessed by the Silver Crystal. Queen Metaria feared that if Usagi fully awoke that she could be sealed away again

Queen Serenity originally sealed Queen Metaria with the Silver Crystal

though because her heart was clouded over in sorrow, the seal was imperfect and Metaria was not completely destroyed

Queen Serenity did not just seal away Metaria, but the power of the Moon and all that were there 

Neo-Queen Serenity sealed off Planet Nemesis shows planetary level sealing

It's also suggested that Silver Crystal users can seal away hatred itself though other translations are more ambiguous

Sailor Pluto was able to seal the Galactic+ sized Tau Dimension into the Spacetime Door so that the Silence would not reach the Earth

Though it is kind of implied she was "just" closing the portal Pharaoh 90 created

Nehelenia also sealed off the teleporter Helios

and sealed the 4 Amazoness Quartet in stones

Nehelenia was also able to seal people inside their own attack

and Nehelenia sealed the Earth-Moon system in a moment of time

Sensory Manipulation:

Queen Metaria's presence causes Mamoru to turn blind

Chibiusa uses Luna-P to make Ikuko think Child Usagi is Chibiusa and Teenager Chibiusa is Usagi

Soul Manipulation:

Viluy was able to suck out souls through technology

Hoste is a real word meaning "Heavenly Body" or soul and is used elsewhere in the interchangeably.

Eudial was draining the souls of a bunch of students

Mimete can manipulate the souls of a concert hall of people

Mistress 9 created a soul stealing blast which stole the 4 Guardian Senshi's souls, meaning it should scale to the soul manipulation of the Witches V which didn't affect their souls

Hotaru's soul is able to act independent of her body, returning the Silver Crystal to Chibiusa's soul, interacting with it 

She was then able to save the souls of the Guardian Senshi before returning their souls and Chibiusa's soul

Will Manipulation: 

There's the really odd statement that Princess Serenity exorcised her will which was the part of the Silver Crystal that went into Prince Endymion's body, likely what was keeping him alive and why his body and powers would later respond to Usagi's emotions

I should note translations really differ on this one

Emotional Manipulation:

The Heavenly King Zoisite, when he was trying to get revenge for Jadeite on Sailor Mars, was able to create an illusion of Jadeite and some kind of monsterous spirit appear in Mars' flames

Sailor Mars was able to purify her negative emotional state with a mystic chant

Cyprine created a city-wide hail that caused riots and violence with emotional manipulation

Queen Metaria convinced the people of the Earth to attack the Moon by manipulating the hearts' darkest desires

The Silver Crystal brings love and tranquility

Psychic Abilities-Enhanced Intuition/Sensitivity

Said to be Artemis to be one of the indicators of being a Sailor Senshi

I don't know if this is related to the prophetic dreams that they have

Psychic Abilities-Prophetic Dreams:

The Sailor Senshi have prophetic dreams

Haruka implies she and Michiru were also sensing the incoming destructon from dreams

Mamoru also has prophetic dreams

Oddly their prophetic dreams seems to interfere with fortune telling

Past Life Awareness:

The Sailor Senshi have memories of their past lives. Even when Minako was partially awoken she began to remember events from her past life which is what began to fully awake her

Michiru can also use her mirror to see people's past lives

 

Psychic Abilities-Supernatural Senses:

Artemis, and likely the other Mautians can detect evil beings as Artemis detected Narcissus was an enemy

Luna also sensed the threat of Tin Nyanko

Luna is also mentioned to have unspecified "locator" abilities that were being used to try and find Usagi

Diana sensed when something bad had happened to Chibiusa

Spirits seem to have the ability to sense spacetime as shown when the spirits of the Heavenly Kings detected the Black Crystal earring distorting space and time

Hotaru's soul could also see her father in a distant place from her

Related but when Hotaru's body was being possessed by Mistress 9, Hotaru's soul could hear Mistress 9's thoughts

King Endymion's spiritual projection was able to watch over Chibiusa even when she went back to the past

and noticed when Neo-Queen Serenity stirred in her slumber

Usagi was able to sense when Mamoru was concerned for her despite being on Nemesis while he was on Earth

was able to sense her older self Neo-Queen Serenity speaking to her from faraway while she was unconscious

and was able to sense the Guardian Senshi deep underground on Nemesis calling out to her

Usagi was able to see and hear souls

Usagi was able to sense the birth of a new star, the conception of Chibiusa

Usagi sensed the coming of danger from Pharaoh 90

Her brooch will also shine to signal incoming danger

This is true of Chibiusa's as well

Chibiusa's bell also can act as a communicator for Helios to signal danger if he senses any

Neo-Queen Serenity was able to sense events as far as Nemesis while asleep and sensed the danger to herself and her loved ones

Neo-Queen Serenity was able to sense and awaken to Chibiusa's awakening as a Sailor Senshi

Ami seemingly sensed the spatial warping around a building

With her computer she can scan for life signs or get data readings on the layouts

Minako was able to sense that a person wanted harm onto her. This is notable because unlike a lot of things in Sailor V, this is not at all a joke or a gag or anything.

as well as that she was being watched

Minako sensed that Vivian was one of the enemy

After awakening, Sailor Venus was able to sense the other Senshi waiting for her in Tokyo. This is especially notable as not all of them had even partially awoken

as well as sense the other Guardian Senshi transforming while they were on distant Planet Nemesis and she was on Earth

She was also able to sense Usagi being in danger

Minako has some strange connection to the Sailor V game, where she can tell if someone is doing unnaturally well at it

Haruka and Michiru were able to sense Setsuna was in danger

Ami and Taiki both sensed danger towards Usagi and Seiya

Sailor Pluto has a spacetime awareness related to her being the Senshi of spacetime. She can sense distortions of spacetime

She was able to teleport Usagi, Minako, Mamoru and Chibiusa back to the exact place and time they left from

The Outer Senshi were able to watch the Silver Millennium from their assigned areas, including Pluto who was literally outside spacetime

The Guardian Senshi and Sailor Moon were able to see Hotaru's soul

Chibiusa was able to despite being in civilian form

as well as sense the pain of Usagi and the others in the deep past

Also Chibiusa when she received the distress beacon light of Chibi-Chibi heard Usagi's voice in it, hinting as to Chibi-Chibi's identity

 

Mamoru was able to sense that Usagi was in danger

and was able to sense Chibiusa was in danger

Mamoru was able to sense Setsunas awakening though not with any detail as to what was happening

There was also a general sense of danger from Pharaoh 90's invasion

The red hair pieces of Usagi could hear distant sounds

Rei in particular is known for her civilian power of the mystic sixth sense.

Rei was able to sense an atmosphere Dark Agency Agent Lurga was in the game of was dark and ominous

She can sense auras in general

Even able to sense a bad omen up in the mountains while she was not in the mountains

She was able to sense the evil spirit of Metaria warping the space over the Arctic Ocean

Even as a child, she was able to sense the proper names of Phobos and Deimos

While Sailor Senshi can sense energy, Sailor Mars can sense the nature of that energy, such as it growing more chaotic

as well as the flow of Chi energy

Usagi, Chibiusa and Mamoru were able to see Helios a being of the world of dreams 

Usagi, Haruka and Michiru hears Minako's distress yell from far away

Galaxia seems to sense Usagi's intent to fight her while Galaxia is at the center of the alaxy and Usagi is in the Sol System

Sailor Lethe and Mnesmonye see the huge light of Eternal Sailor Moon's aura from the center of the galaxy

and from within her castle, Galaxia was able to watch Usagi outside it

Luuga was also able to sense when someone was trying to analyze her game components

Dark Agency Member Hibiscusy displayed a really strong sense of emotional intent, being able to clearly sense hatred for Sailor V specifically and it's area

Wiseman was able to sense the darkness in Chibiusa's heart

Saphir was able to somewhat sense that Nemesis was alive and manipulating them

Touhi was able to sense sugary energy

Palla-Palla sensed when someone tried to break one of her seals

Psychic Abilities-Psychometry:

Mamoru has psychometry, the ability to gain information about an object from physical touch. He was able to use this to assess the state of the Earth

He searched the Earth for individual people using his psychometry. Usagi could see visions of what he say by holding his hand, though this may be due to their particular connection

He was also able to share dreams with her by holding hands

Mamoru was able to see Chibiusa's memories by physical contact through his psychometry

These visions are so vivid he feels as if he is actually there

Mamoru state he was able to feel her emotions and her dependence

Usagi was able to use psychometry possibly from Neo-Queen Serenity's power or from the connection between her and Mamoru's to sense her friends deep underground

Chibi-Chibi was able to show visions to Chibiusa through contact likely with this psychometry power

Dowsing:

Berthier can perform the skill of dowsing, a purported occult phenomena that allows for the finding of things with map and a pendulum

 

Berthier also claims that Sailor Mercury has the capacity to dowse using her capacities

Telepathy:

Queen Metaria called out to Queen Beryl telepathically from deep underground

She later telepathicaly sends visions of the hatred of the people of Earth to torment Sailor Moon

Luna also displays the ability to telepathically contact Usagi from the Moon

Mamoru has the most impressive telepathy in the verse, using his psychometry able to telepathically contact and give information and power to his past self

Usagi was able to telepathically contact the Guardian Senshi deep underground on Nemesis, weakly at first, and later strongly after being given power by Neo-Queen Serenity

Sailor Galaxia telepathically shows Usagi the deaths of the Outer Senshi

Helios was able to show Chibiusa the concern of the Senshi

Clairvoyance:

Sailor Moon can see distant events in her mask

Jadeite can see distant events in his crystal ball

As can Nephrite 

It is also done by Queen Beryl

as well as Wiseman

Galaxia also possess a crystal ball

Fish Eye can use a mirror to a similar effect

Luna also displays clairvoyance at one point

Koan can also tell information about a person somehow including their private matters and family life

The best clairvoyance in the series is probably Kaorinite who can scan at least a city for things with her divining pool

Psychic Abilities-Precognition/Fortune-Telling

Rei as part of her mystic sixth sense has a general sense of the future

She can read ill omens

She can also tarot read

Michiru also has fortune telling using her mirror 

Rei's Ayakashi counterpart also claimed to be able to fortune tell. It's unclear whether she was lying or not but she does seem to have some level of magical information since she also could tell information about people

Queen Serenity was able to foretell that a love between a person of the Earth and a person of the Moon would end in tragedy 

Danburite has fortune telling abilities and on his deathbed tells Sailor Venus' fortune

Kaorinite has fortune telling with her divining pool

Rei and Kaorinite's fortune-telling seemed to discover important information at the same time suggesting their fortune telling might be comparable

Psychic Abilities-Telekinesis
Sailor Moon with the Moon Stick was able to send the Guardian Senshi away telekinetically

She later broke the ground down to her friends deep underground by placing her hand upon the ground

Jadeite was able to control Rei's body. This was not mind control, she was aware of what was happening. He could just telekinetically manipulate her body.

Luna makes a Black Crystal earring float telekinetically

Death Phantom's hatred became the phantom force moving the Planet Nemesis

Cyprine was able to telekinetically push the Senshi together

Mistress 9 created telekinetic vector arms to grab Chibiusa's Silver Crystal

She was then able to telekinetically keep the Senshi at bay

Pharaoh 90 brought the Tau Nebula from very far away to close enough that it being a galaxy is visually clear in the sky

Channeling:

Channeling is acting as a conduit for a message or some other form of expression from another dimension or other parts of spacetime

Calaveras demonstrates this ability, channeling first through herself Rubeus of the Black Moon Clan

She then emotionally attacked Sailor Venus by briefly channeling the three suffering Guardian Senshi's spirits into the bodies of nearby civilians

Before channeling her three dead sisters spirits into them, and channeling their energy into her attack against Sailor Venus

Mamoru also has channeling abilities, able to channel the spirits of the Heavenly Kings through their stones to give him advice

 

Usagi was also able to channel the spirit of her future self Neo-Queen Serenity

She can also channel down more power from Neo-Queen Serenity as well

Dizziness

Nehelenia's curse can cause Dizziness

The Amazoness Quartet can induce dizziness and might cause some kind of mental disorientation

Psychic Abilities-Illusions

Some people claim that Debrine, the weak villain from the Dark Agency made illusions to make girls think they were getting thinner when they weren't however I don't know where they are getting that. Every single translation I have found suggests she was basically using trick mirrors. Various translations provided:

Nyan-Nyan also was able to create and maintain a lot of illusions of cats which disappeared when she died, illusions that could be physically interacted with

Her brother Wan-Wan also created and maintained his own dog illusions

Nephrite's Shadow was able to project an illusory image of Nephrite's Face and hands

The Heavenly King Zoisite, when he was trying to get revenge for Jadeite on Sailor Mars, was able to create an illusion of Jadeite and some kind of monsterous spirit appear in Mars' flames

Death Phantom created an illusory copy of his planetary body

Psychic Abilities-Mind Manipulation/Brainwashing:

Very common in Sailor Moon.

Dark Agency Member Hibiscusy was able to brainwash people though didn't have any relevant feats of it, just a statement that she can do it

Puchi Pandora of the Dark Agency was able to casually brainwash a few men via a wink

Nephrite's Shadow was able to brainwash a bunch of people at a party while possessing Princess D

Calaveras of the Ayakashi Sisters was able to brainwash a public crowd against the people of the white moon clan

Eudial was able to brainwash a crowd of people

Vivian seems to subtly brainwash a gang of men

It IS confirmed that she can brainwash people

Morga could brainwash those who she energy-drained though this may be reliant on them being energy drained first

Similarly Garoben could brainwash people with her evil brainwashing cds. Damn floppy disks! 

Mimete can manipulate the minds of a concert hall

Founde of the Dark Agency was able to brainwash everyone in a multi-story department store

The very first villain in Sailor V, Narcissus was able to brainwash the girls of Minako's school and it was suggested he could brainwash the entirety of Japan to be a foothold for the Dark Kingdom to take over the world

Pandora of the Dark Agency also was brainwashing all of Japan

Flourite's clones were also implied to have been able to control enough people to take control of an entire country though there are more of them and it took time

It's even implied they would take over the world via it's brainwashing suggesting overtime they could take over the entire world

Similarly Luuga of the Dark Agency was brainwashing people to the point her goal was to overthrow humanity

She was able to do that from within her game

Dark Mamoru was able to brainwash people with eyebeams

This is able to brainwash even Partially Awoken Sailor Senshi who could resist the brainwashing of the Dark Agency Level mind warpers

The Amazoness Quartet hypnotized the Senshi sans Rei who was not with them

Hawk's eye subtly hypnotized Makoto

Princess Lin-Lin has the best brainwashing feat of the Dark Agency, controlling the 1.3 billion people of China, which is more then the population of some continents, suggesting that this is a continent level brainwashing

Going a step above, Queen Metaria brainwashed the whole Earth into savagery

Queen Beryl was able to brainwash the 4 Heavenly Kings

Beryl's brainwashing lingers across the cycle of reincarnation so that even if they are reborn, they will remain her minion

Beryl's brainwashing seems to be even stronger then Metaria's as she was able to brainwash Endymion, when not even Metaria could either during the Silver Millennium or the Modern Age

Beryl's brainwashing could not even be dispelled by Sailor Moon's purification

Chibiusa should also scale to this level of mental manipulation potency using her toy Luna-P which was able to brainwash numerous people including Mamoru Chiba and Usagi Tsukino who had previously changed into Endymion and Serenity

Black Lady's brainwashing worked on Prince Endymion

Even superior is the Evil Eye technique which worked on Second Arc transformed Sailor Moon

Cyprine was able to brainwash the Guardian Senshi and Outer Senshi into fighting

Cyprine claims this is merely bringing out their true feelings but Usagi says that this is just a deception and later proves it by showing their hearts are united and transforming into Super Sailor Moon

Galaxia's bracelets enslave people to her will including Sailor Senshi 

Nehelenia was also able to brainwash people on a planetary scale from another dimension she was sealed in, including trapping the Earth in eternal nightmares

Psychic Abilities-Memory Manipulation

Artemis seemed to have sealed Luna's memories in some way, although the mechanism and usability of this memory manipulation is unknown

Luuga's brainwashing caused the civilians to not recall anything afterwards

Luna-P can also be used to erase memories as it did to Usagi's mom

Information Draining:

Spirit Bonnun can drain the information from a person's head

Mental Plane Interaction:

Lemures are Nightmares incarnate which feed on peoples dreams

Lemure's mental attack ignores durability and works on Super Moon and Chibi-Moon

They were able to convert a manor into a nightmare dimension

Mental Projection:

Helios was able to project himself past Nehelenia's spell binding him

Consciousness Manipulation:

Narcissus the first enemy of Sailor V demonstrated waves that could fade away the consciousness of his victims

Unconsciousness Inducement

Rei Hino, Sailor Mars' ofuda when used on a person, Usagi, instead of an evil spirit caused unconsciousness. It's unknown if this is some sort of mystical ability or is just the sheer force or what but a conservative estimate would be to assume it works up to Usagi's durability

Sleep Inducement:

After the Silver Millennium, Luna and Artemis were put into a deep sleep until the Modern Day

This was done by Queen Serenity the first

Neo-Queen Serenity says that Sailor Pluto will sleep peacefully for eternity in the Crystal Palace though this just may be poetic language as she was later reincarnated

Lemures can also cause people to fall asleep

Those frozen by Snow Kaguya or her minions sleep and dream of their desires

Possession:

Nephrite's Shadow could possess people as it did to Princess D

One of the sidestories has Ghost Cistern, a Perverted Lesbian Ghost that possessed Rei to try and make her kiss her classmates

Daimon can also possibly use possession, although it's only ever implied to have been used on a cat, phrased as a question so I would suggest not overhyping the ability

Mistress 9 seemed to temporarily possess Hotaru in small bursts

Death Phantom seems to temporarily posses Black Lady

Even more impressive is he possessed the whole Planet Nemesis though it should be noted at the time Planet Nemesis was not gargantuan for a planet, but just the normal 10th planet of the Solar System

Pain Manipulation:

Pandora's ultrasonic wave frequency cause head pain

Sailor Neptune can can create a splitting painful ache with her music. This isn't hugely helpful in a one on one matchup since she can't use a normal attack while doing it. At best it could create a distraction so she can teleport or quickly fly to a different position that is more favorable to her

Dream Manipulation:

A very rarely referenced feat, possibly because it's so vague but it's implied the Saturn Spirit was attempting to send a message in dreams to gather the three talismans which is the trigger for her awakening

Those frozen by Snow Kaguya or her minions sleep and dream of their desires

Helios was able to appear in the world of dreams

Nehelenia can trap a planet in eternal nightmares

Sailor Galaxia was able to attack in dreams

Spiritual Plane Interaction:

Wielders of the Malefic Black Crystal can affect spiritual entities. Black Lady putting down a Black Crystal Monolith affected King Endymion's spiritual projection

Death Phantom was drawing King Endymion's spiritual projection in as though it was made of matter

Spiritual Manipulation:

Eudial was draining the vitality (alternate translations: lifeforce, spirit) from a group of students

Touhi can infuse people with sugary energy (alternate translation: imbue the body with the spirit of sugar) causing a delicious apathy and escapism though can be broken out of by characters with enough willpower

Queen Metaria's evil spirit was spreading out across the Arctic Ocean, distorting's it's space

Spiritual Projection:

Despite being dead, the 4 Heavenly Kings project their spirits to protect their prince's life and to tell him how to defeat Queen Metaria. 

King Endymion can also spiritually project

This projection gives off no shadow or reflection and was so convincing that Chibiusa didn't realize it was not her father's physical body at first

Exorcism:

Rei is trained as a Miko can banish evil entities with her ofuda

This banishes spirits from things

Minako also knows how to do this, presumably as a symbol of her and Rei's friendship

Corruption:

Wiseman was able to turn Chibiusa into the evil Black Lady 

Vampires can turn people evil by turning them into vampires

Purification: 

The power of the Silver Crystal has strong purification abilities. Just the presence of Usagi's henshin device and weapon purifies Mamoru of brainwashing

Before fully awakening Sailor Moon was able to unbrainwash a city worth of people

Upon first shining the power of the Silver Crystal, Princess Serenity caused the whole Earth to be revitalized and restored the memories of the Heavenly Kings

For it is the holy duty of the people of the Moon to use the Silver Crystal to guide the evolution of the people of the Earth by purifying it

The true power of the Moon restored Mamoru's sight

Merely as a side effect of Sailor Moon's holy energy released in her battle with Queen Metaria, she restored the Moon Kingdom

Sailor V used a Crescent Shower of Love to create a mystical rain that purified an area of the toxic gases that Puchi Pandora made

The same technique also purified the remains of Flourite 

It also restored the energy and undid the mental effect of Hibiscusy on some civilians

It also restored Vivian's brainwashed gang to her senses

Sailor Venus can also restore people against brainwashing with her chain whip

including a whole concert hall

Healing:

Usagi is famous for her incredible ability to heal and revive. Her casual power restored her friends deep underground restoring their ability to transform despite Planet Nemesis

Her Sailor Crystal is the crystal governing creation and rebirth/restoration. Queen Beryl suggests it would be easy for anyone to use the Silver Crystal, which would be impressive as someone who is not the proper heir can not use the Silver Crystal in any proper way

However Queen Beryl may simply have been lying to Kunzite to encourage him by saying they would be able to resurrect the other Heavenly Kings or she may have arrogantly been believing she could somehow unlock it's true

Even before fully awakening she was able to restore a city's worth of people back to life though it caused her to collapse from effort

She would go onto get stronger and restore the energy to the city without any negative consequences

Post Awakening she was able to thaw a city after it was frozen by Kunzite

After unlocking the Silver Crystal, just by emanating it's light, Usagi was healing disease and injuries from the Earth even reviving the dead

At the end of the First Arc she was able to heal everyone on Earth from the Moon

The Silver Crystal in fact was healing Neo-Queen Serenity while she was within it

Hotaru as the Senshi of Life and Death also possesses healing ability

Mamoru can also heal with his psychometry. He restored Usagi after she was drained of energy

and was able to heal one of his own injuries with his psychometry

Mamoru could also use his healing to maintain Chibiusa's life after her soul was taken

Interestingly for a power source for a villain, the Taioran Crystal can also heal people and sooth pain

Resurrection:

Connected with her healing, Sailor Moon is famous for her resurrection

Even before fully awakening she was able to restore a city's worth of people back to life though it caused her to collapse from effort

After unlocking the Silver Crystal, just by emanating it's light, Usagi was reviving the dead

At the end of the First Arc she was able to resurrect everyone on Earth from the Moon

Oddly Queen Metaria seems to have the ability to resurrect people

Kaorinite was able to resurrect her Witches V with her necromancy

Reincarnation:

Neo-Queen Serenity reincarnates Sailor Pluto as Setsuna in the distant past

As Sailor Senshi have Human Star Seeds along with Sailor Crystals, this also possibly means Neo-Queen Serenity created a Star Seed, which is not impossible for the Silver Crystal is the Crystal of Creation inheriting "the ultimate power of the Galaxy Cauldron" which generates all possibilities and star seeds

Usagi also reincarnated Hotaru after she erased another dimension to nothing

Animacy:

Saphir of the Black Moon Clan was able to "breath life" into Droids

Life Manipulation:

Pharaoh 90 and his Daimon are associated with this ability. Mistress 9 taking control of Hotaru's body caused her body to age up and her hair to grow uncontrollably

Pharaoh 90's warping caused the Omega Area's nature to warp, causing buildings to be overgrown with plants

The Taioran Crystal is the source of life to the people of the Tau Nebula

However it is inferior to the Silver Crystal which can grant life energy to everything

Death Manipulation:

Sailor Saturn can release the Silence by swinging the Silence Glaive which kills everyone. This even killed the Outer Senshi including Pluto outside spacetime

Star Seed Stealing:

The Star Seed is as mentioned before the identity of something that bears life. All things even concepts have a Star Seed though it is likely a form of concept. This causes erasure of the being that the star seed is stolen from.

While not as strong as Galaxia's or her minions, Nehelenia can remove the Star Seed from someone

Sailor Animamates can take star seeds, at least 2 at once

Sailor Galaxia is the most famous user of it. She can crush normal star seeds to dust if she wishes, though she can not to Sailor Crystals

She can steal someone's star seed erasing them

This can include whole planets, and implied stars

Star Seed Manipulation:

Galaxia can recreate those who she has the star seeds, changing their minds to be loyal to her. She is also implied to be able to change their bodies which she did to the Animamates

Conceptual Manipulation:
Sailor Moon's ultimate power can destroy even the abstractions of Chaos and the Galaxy Cauldron

Usagi could also absorb Chaos

Fourth Wall Breaking/Metafictional Manipulation/Toonforce

Usagi and Minako have both introduced themselves to the audience and spoken to them giving them narration, though this alone is arguably just the standard trope of the main character (Minako is main character of Sailor V, and Usagi is main character of Sailor Moon proper) giving narration

Ami has also broken the fourth wall

However there are other things that are not normal narrative tropes. Artemis who is not the main character has also broken the fourth wall to introduce himself and Minako to the readers

The next page even shows Minako hearing Artemis opening narration despite the fact that he is not speaking out loud

and then Minako takes over narration to the audience on the next page, which Artemis can also hear

In a later chapter Artemis hears Minako's opening narration and complains she left things out and shows what happened last time, not even says but shows with a picture

While this stuff is a lot less common in Sailor Moon, it does show up occasionally. Usagi was able to react to Asanuma's thought not said aloud that he assumed someone like Rei would be Mamoru's girlfriend

or Usagi responding to Kyusuke mentioning her despite being nowhere near

or Usagi responding to Motoki without being there

or responding to the notion that Chibiusa made the Holy Grail sculpture 

Artemis also shows Minako a panel from last time

Minako also references what Artemis said "in the first chapter" showing her awareness of that she is in a manga with chapters

Most notably Minako's mom actually knocks down a caption box and Artemis crosses out the text in a text box which is like clear metafictional

Minako also responds to Artemis narrating to the audience again.

Also in her video game, Luuga was able to control Minako's body making it small and impossible for her to move and seemingly change the environment, the game being a world, ie the "cyber world" that stretches very large

This also happened when Minako hurt this guy with her word balloon but pretty sure again this is just a way of showing how her calling him a pervert causes him distress

I only show this to give all possible relevant information.

One more note if anyone tries to use this page to say that Minako can fourth wall break

Then they are completely ignoring context. This comes from Sailor V Chapter 12 which is a chapter were Minako becomes an assistant to a manga writer and is protecting her from a bad guy. The manga writer she is protecting is writing a manga that is a loose parody of Sailor Moon called Aurora Wedding. If anything it's a bit of a metajoke, like that clip from Spider-Man: The Animated Series where Peter says "This is starting to sound like a bad comic book plot!"

Immersion:

Lurga exists inside her video game world. She seemed to punch a civilian playing her game from within her game

She was able to emerge from the game in an ethereal form

and was able to zap Sailor v into her game world

Sailor V was also able to casually hop out of Luuga's game after she could control her body again (because Luuga was dead)

Sailor V also entered the Sailor V game, talking to Sailor Moon from within it

Miscellaneous Abilities:

Lights of Stellar Protection/Blessed:

All the senshi possess the protection of their celestial bodies giving them hax resistance and more.

This is introduced in the first chapter of Codename Sailor V when Artemis claims that Minako (Sailor Venus) was born under the protection of the Goddess of Beauty

Sailor Senshi are chosen ones, repeated a lot

It is said the Senshi are chosen by fate, though this may be a figure of speech

It is likely that it is this protection that grants the Senshi their protection against hax. This includes such things as:

Minako, before her first henshin fighting against paralyzing consciousness draining waves

and later the Senshi outside Chibiusa are unaffected by the paralyzing effects of Cyprine's hail

It is implied Minako was unaffected by an energy-draining concert since other people there were exhausted afterwards while she was fine.

Codename Sailor V Civilian Form Minako resisted the unltrasonic waves which was mentally manipulating and potentially energy draining on a country scale

Civilian form Minako was able to resist the brainwashing energy-draining disc of Flourite's clones

Civilian form Ami, Usagi and Mamoru were also able to withstand the energy-draining of Zoisite

It's also stated by Kaorinite that the stellar protection from the Sailor Senshi might be what is jamming her fortune telling making it impossible to see the future, though she is uncertain of this

Energy-Draining/Absorption Resistance

Super Sailor Moon's power seems to somewhat disrupt Pharaoh 90, even reaching Hotaru within him, despite him absorbing all energy before this

Sailor Saturn's Silence Glaive completely ignored it hurting Pharaoh 90, causing him paralysis and draining him away with every swing

Matter Manipulation Resistance:

Jadeite potentially has resistance to transmutation as he was not turned to dust by the Moon Tiara as it did to the youma

Regeneration Negation:

Sailor Chaos did damage to the cosmos that even Sailor Cosmos could not heal

Time Stop Resistance:

The Silver Crystal's power grants movement in Time Stop to Black Lady

though she suggests it was exerting on her body

Soul Resistance:

Chibiusa was able to survive for a brief time without her soul though given it rendered uncouncious and quickly dying, it's not really helpful in combat

Emotional Resistance:

Prince Endymion was unaffected by Metaria's manipulation

Mental Resistance:

Usagi resisted the mental manipulation of Dark Endymion despite his ability working on Makoto who is also a Sailor Senshi

Those with the power of the Silver Crystal in their body can resist the effects of the Evil Eye

The Evil Eye itself gives mental resistance on the level of the Evil Eye's own brainwashing

Memory Resistance:
Usagi regained her memories in the River of Oblivion

Spiritual Resistance:

Nephrite's shadow can resist the spiritual banishment of Sailor Mars

Queen Metaria does the same, possibly because she absorbs the energy of the attack

Power-Stealing Resistance:

The Silver Crystal's power reacts to Usagi's heart and is controlled by her even when it's in another person

Existence Erasure Resistance:

The Senshi after absorbing their Lambda Power attained a perfected form that could sruvive even inside the Galaxy Cauldron which can erase even Sailor Crystals which Galaxia can't do

The last scan is a mistranslation, Usagi actually poured power into the Senshi giving them their Lambda Forms which is why they are surviving in the Cauldron

Enchantment:

Numerous beings show the ability to imbue an object with stellar energy to create a new technique dependent on the nature of the object. Sailor V imbued a mosquito-repelling incense burner with her stellar energy and made an anti-mosquito attack

Also when Sailor Venus, who was fully awoken, appeared before the other Senshi Sailor Moon's tiara changed forms 

Sailors Moon, Mercury, Mars and Jupiter were able to give their power to the Time Key which allowed them to escape Nemesis 

Sailor Lethe for her ultimate attack Galactica Myostis Alpestris channeled energy through her weapon

Sailor Senshi enchantment not only infuses things with power, it causes them to develop souls

The same thing might have happened with the Mercury Harp

Hawk's eye also enchanted a ring so Makoto could not take it off

Anti-Magic:

Queen Beryl broke the seal trapping Queen Metaria

Sailor Uranus' World Shaking Attack was able to send the Senshi into civilian form, which no other attack, even attacks that killed the Senshi have ever displayed

The talisman attacks of Sailor Neptune and Sailor Pluto undoes Kaorinite's necromancy and curse

Usagi and Chibiusa's henshin can break a spell

Those who use the Silver Crystal are known for breaking seals

 

Curses:

Kaorinite casts a curse on the Senshi

This curse created illusions and distorted their perception so they didn't know what was going on and forgot their purpose and mission 

For Usagi it seemed to cause her fears to be made manifest

Nehelenia can use her famous curse technique which causes something to crumble from the inside, infecting their heart with a dark rose

This can work on whole kingdoms like the Moon Kingdom and Elysion or even the whole Earth

 

It was likely this curse that was the reason Queen Serenity's heart was weak and unable to use the Silver Crystal properly to seal Metaria. The Curse can not be lifted even if Nehelenia dies or by the purification of the Silver Crystal

Technopathy:

Zoisite drained energy through technology

and was also able to jam the technological communication of the Senshi

Zoisite also uses these evil videotapes to brainwash and energy drain people

Zoisite was also able to use music boxes to drain energy and cause sadness and melancholy in humans until they become apathetic empty shells though this is implied to take a long time and not be very practical in combat

Viluy was able to suck out souls through technology

Hoste is a real word meaning "Heavenly Body" or soul and is used elsewhere in the interchangably.

Viluy was able to use her attack Mosaic Buster to tear her opponent's bodies to pieces with nanobots

This is one of the most annoying mistranslations btw because it contradicts itself. Viluy says she will dissolver Mercury's body to nothing and then she will have her body left? In the original and like every other translation she says she will dissolve her body to nothing and get her Hoste, the "heavenly body" or soul. 

"They're eating away at you and tearing you apart. The only thing left will be your beautiful soul, your hostie!"

Chocolate Projection:

Dark Agency Gag villain Debrine who was scheming to make all girls fat projects rainbow chocolates (chocolates that make girls fat). These seemed to be compelling Minako to eat them, but I don't know if that was just Minako being dramatic about her desire to have sweets mentioned earlier. Though I imagine it is some effect like that because otherwise why would Debrine project them as some form of attack

Garlic Projection:

Joke attack Chibiusa used against a bunch of vampires from having garlic food last night. Very likely not standard nor generally applicable :P

Paper Projection:

Garoben could throw many papers which could cut Partially Awoken Sailor Moon like razors

Ribbon Projection:

Cyprine uses her ultimate attack Ribbon Buster on the Outer Senshi which seems to have some effect on the Outer Senshi

More impressively Sailor Saturn with her Death Reborn Revolution was able to project dark ribbons that created a massive negative aura that drained away the energy of Pharaoh 90

Mirror Manipulation:

Helios can travel in and out of mirrors

Fish Eye can see distant things with a mirror

The Amazoness Quartet seem to cause mirrors to supposedly reflect the true self, but that might be a lie to manipulate. If they are lying they are causing some kind of illusion in the mirrors

The Amazoness Quartet later use a mirror that does show the true form of things

Nehelenia lives within in the dark world behind mirrors

She can move betwen these at will

She can exist in multiple mirrors

and destroying one simply does nothing to her

Ventriloquism: 

Minor thing but Mamoru displays a minor skill of ventriloquism

Superintelligence:

Ami is famous for her superintelligence equivalent to an IQ of 300

This was initially a rumor but is later confirmed by Usagi

She also analyzes a game's patterns and gets the high score on her first time playing by a massive margin on a really difficult game

As an intelligence feat, though I can't tell how good it is, Sailor Mercury with her computer was able to find the Aura Energy of the Dead Moon Circus

The Outer Senshi are noted to be intelligent if not superintelligent. Sailor Pluto in particular is praised for having wisdom and judgement exceeding anyone's due to having lived through every era

Even Ami says Sailor Pluto seems to know everything

Sailor Saturn has a form of knowledge that may be some kind of strange mystical awareness as she was aware of what was fated to happen, what changed to the fated events and all the related events

A general intelligence feat for the Guardian Senshi is that they (well Usagi, Makoto and Minako...but Rei scales to them) got into the same high school as Ami

 

Students in Japan take a High School Entrance Exam and generally can only to a high school of a  level they scored at, so for them to go to the same school as Ami is actually a very strong intelligence feat for them and a credit to Ami's tutoring and raising their intelligence over the Exam Battles. 

Taiki, Sailor Star Maker, is also considered a supergenius to the point that she beat Ami by one point in an exam

Artemis is implied to have some level of superintelligence. He gives Minako a lot of technology, but it's unclear how much he is involved in their design. However it is known that he built business cards that were secretly advanced sensors like a spy movie

Luna is similar, altering wristwatches into being inter-dimensional communicators and hacking into the arcade games to give certain prizes

Saphir was the supergenius inventor of the Black Moon Clan, built the Droids

Viluy was also a superhuman intellect who created a replica of a galaxy and nanobots that can tear opponents apart

Professor Tomoe was also a supergenius inventor

Professor Tomoe created the Perfected Daimon which he claimed had intelligence hundreds of times that of humans

While Viluy is considered a genius intellect, the other Witches V are not, so presumably this level of intellect scales to the supergeniuses of the series.

Death Phantom was able to manipulate the Black Moon Clan including the supergenius Saphir like pawns on a Chess Board

Near the end of the series Usagi's wisdom has grown to a superhuman level able to understand even the desires of her enemies, her heart able to call on the power of the other Sailor Senshi

Galaxia mentally was able to argue and defeat the argument of Sailor Cosmos who is essentially this form of Usagi but massively older

Also Usagi TOTALLY hacked into the secret message on the evil brainwashing CD with her expert technical skill

There seems to be a perception that Berthier has a supergenius intellect. This seems to be only based on the perception that she is the Ayakashi counterpart of Sailor Mercury, which seems to be because they are both water magic users, and because she is considered the third best chess player in the world which does not require a superhuman intellect and is also by her own admission because she used her dowsing ability to find the best next move

Social Influencing/Supernatural Charisma/Supernatural Beauty

Narcissus while in his disguise was able to influence girls to fall in love with him and be his groupies with his charm

Minako's transformation is noted to change her into a woman of strength and beauty. You might think this is a power of Minako specifically due to her connection with Venus, Goddess of Love and Beauty, but I don't think that is correct given other feats of the series. 

Minako's disguise form of Hawaiian Bathing Suit Beauty had such an enhanced beauty that she beat a male villain just by causing him to have a massive nosebleed by appearing and making him pass out from blood loss

Neo-Queen Serenity was so beautiful that Prince Demande, the leader of a terrorist organization devoted to killing her become obsessively in love with her

Usagi was able to charm and win over even her future self with her inspiring love

The Genocidal Dictator Sailor Galaxia willingly gave up, which would kill her, inspired by Usagi's love for the universe regardless of what shape it would take

Chaos from whom all embodiments of Evil Darkness are manifestations, the primordial void itself did not want to kill Usagi but absorb and fuse with her

Power Bestowal:

Nephrite's Shadow bestows brainwashing onto it's brainwashed minions

An underlooked, somewhat comical feat, but Dark Endymion granted power onto Motoki to the point he could damage Civilian Form Usagi

whose body had previously changed to be that of Princess Serenity 

Metaria granted powers onto Beryl and Endymion

The Silver Crystal piece amped Prince Endymion

In civilian form, Mamoru was also implied to have given strength to Asanuma

Wiseman granted The Evil Eye onto Prince Demande

Neo-Queen Serenity granted power unto Sailor Chibi-Moon, the guardian senshi, and Sailor Moon

The Taioran Crystal grants powers unto the Witches V, able to make any of them a Magus like Kaorinite:

Super Sailor Moon granted super forms onto the Senshi

Sailor Galaxia granted unto her Animamates the powers of the captured Star Seeds as well as giving them a general power boost

Reality-Warping:

The Silver Crystal's power is the power to make miracles happen

An example of this miracle is Neo-Queen Serenity casually bringing all of Crystal Tokyo back to life

Serenity repeats this feat in the Third Arc with Modern Tokyo

It might be the reality warping power combined with Chibiusa's strength of heart that caused the Holy Grail to duplicate and transform into Super Sailor Chibi-Moon

The Silver Crystal can grant wishes

This might because the Silver Crystal is the ultimate power of the Galaxy Cauldron which is where all possibilities and stars and all their lights and powers are born

Advanced Technology:

The Sailor Moon verse has incredible technology, particularly back in the time of the Silver Millennium before it's collapse. We know that Queen Serenity gave as birthright to all the Senshi, floating castles suspended above the planets of the Solar System

These could create shields using the Outer Senshis' powers though could disrupt the balance of the solar system

As well as advanced computers and sensors

as well as very realistic visual recorders

Venus' Compact which can reveal the true forms of beings

that is charged with nothing but the moonlight

It's also apparently sapient

Minako's transformation pen which can math and English questions

Minako claims it can breeze through any problem without any difficulty

Artemis has some kind of advanced computer to detect the presence of people and if they are there or disappearing

The Moon Kingdom's technology allowed for the creation of the Command Center under the Game Arcade that the Senshi used

That can be accessed via voice commands of some form of ancient language of astronomical symbols

It has a strong shield system protecting it on the Sailor V game

The command center can sense intruders and sends off an alarm

and bars detection to anyone but the Senshi and the Mautians requiring Dark Endymion to brainwash one of the Senshi to gain access

It also has a tracking computer

The main computer on the Moon can preserve someone's will for millions of years and project them as a series of holographic images

The Moon Kingdom had city-domes with artificial nature and wind

The Black Moon Clan from the future also had advanced technology

They had UFOs capable of moving fast enough that the Senshi couldn't even react to them

The UFOs moved so fast that they would only appear on the Command Center's radar for a brief moment before disappearing

These were able to create some kind of light and create crop circles by exerting force on the ground from above

The Black Moon Clan also has an army of robots brought to life from Saphir called "Droids"

To get the energy to create Droids and travel through time, the Black Moon Clan used reactors that used the fusion energy of Black Hole Nemesis and the Malefic Black Crystal and it's suggested it's causing planetary effects

These reactors can threaten even high ranking Black Moon Clan members when they were having a meltdown triggered by the Silver Crystal

Prince Demande saw Sailor Moon's power from the future and Nemesis on the edge of the Solar System while Sailor Moon was on Modern Day Earth

Their sensors sensed when people used time warp and how much energy was transferred by time warp

They also possess some form of holographic projector

Somehow the Black Moon Clan also turned Planet Nemesis into a Black Hole

Some Final Thoughts:

Why did you do this?:

Sailor Moon is my favorite series as you can probably tell. I am most well known for it. I was the one who first started the push for Universal SM and am, if I may go so far, one of if not THE the most influential SM vs debater. I first got into this hobby making a respect for the Sailor Moon Anime. It honestly just seemed fitting.

Translations: The SM Manga Fandom has been plagued by mistranslations for a long time. So as to avoid the potential bias of giving my own translation or just picking my favorites I have analyzed for every single feat 4 seperate sources when they are available. The Tokyopop translation, The Miss Dream Translation, Magikarp46's translation, and the 2011-2013 Kodansha translation of which I own physical copies of. I have attempted to note that there is heavy disagreement in translations and hae only used feats that the Kodansha and at least one other source agree on. 

Common Sources of Downplay:

1: "Sailor Moon is only Galaxy Level because Galaxia could not create a galaxy": Sailor Galaxia is the Sailor Senshi of destruction. Kakyuu specifically bemoans that the planets under Galaxia's control hold no life. There is no reason for her to have the ability to create. It's not a limitation on her power level. Also literally the next page Chaos says that it is going to create a new universe.

2: Sailor Galaxia claimed she could not win over Chaos despite it inhabiting a body smaller then a galaxy: The Size of a object does not reflect it's power. Galaxia being unable to win against Chaos is not a limitation except to say that Chaos is a more powerful entity then Chaos.

3: Sailor Moon gets the lambda power from the Milky Way: without going over the ambiguities in the Japanese language and even just taking this at face value, this doesn't really prove anything. Both Superman and Gold Saints get their power from the Sun yet can destroy much more then stars. The source of a power in fiction is not always a limit as to what can be produced from it.

4: They just teleported: There's a few speed feats people erroneously believe to be teleportation, most notably Hotaru traveling to Charon Castle and the Senshi going to the center of the galax based on I guess how Hotaru disappears after flying into the air, like you might expect her to do if she is flying quickly to try or that the Senshi held hands before flying to the galaxy, because they hold hands in the anime when teleporting despite the anime not being important when discussing the manga universe. Neither of these make sense for different reasons. Hotaru was in civilian form when she got to Charon Castle, while Sailor Senshi teleportation uses Henshin Power meaning she would have been in her Sailor Form if she teleported. As to the other one, they explictly say they are gonna "fly" in both English and Japanese there and talk about the posibility of not landing there softly. 

5: Lambda Regen isn't that impressive because Galaxy Cauldron doesn't annihilate star seeds, it just recycles them or something of the story: This is based off one mistranslation from the Miss Dream translation that totally misses the point of the scene. No other translation nor the Japanese says that. Star Seeds that go into the galaxy cauldron are annihilated. 

6: Sailor Moon is going to avoid killing her opponent because she's a good person which will give her opponent the chance to kill her: The idea of a no-kill rule has never been expressed in any continuity of Sailor Moon. It's also not a very common idea in Anime/Manga in general. Sailor Moon kills bad guys all the time, including humans such as the Heavenly Kings, The Black Moon Clan and Professor Tomoe. It IS true she is merciful but usually that would only apply when she is so much stronger then an enemy that she feels she can be. If she thinks an enemy is threatening her life, she is going to be trying to defeat her enemy to protect herself. 

Common Sources of Overhype/Wank:

1: Sailor Moon is Multiversal: This seems to be coming completely from the notion that world or cosmos or whatever means literally everything in the verse as opposed to the word's literal meaning. I have the same problem with this as I do when people apply the same logic to DC or Madoka or whatever; that's an unfalsifiable argument where people have to either accept it or not and which you can't prove one way or the other. Moreover I think it's an unreasonable high end. It's taking the higher interpretation for no particular reason. If you're gonna assume that "cosmos" in SM means everything you could scale to her Hyperversal since SM Cosmos has 7 or 8 dimensions.

2: All Sailor Senshi have Godly Regen: This seems to come mostly from Galaxia's statement which is jus her taunting Usagi about how she can remake her friends and kill them over and over again, not a natural thing Senshi can do. Saturn's regen maybe but I think it's more likely it's a unique ability of the Senshi of Death and Rebirth. 

3: Queen Metaria is Abstract: I was really surprised to see this argument. There's a few statements Metaria is evil incarnate or the like however this is a common expression. Metaria as expressed consistently is made of darkness, which is a non physical but also non abstract thing. While she is an aspect of Chaos, Death Phantom also was, and he was originally a human.

4: Stamina: Sailor Moon characters for the most part don't have very high stamina. I've seen people say Galaxia should have infinite stamina because she somehow scales to Usagi's stamina. This isn't Dragon Ball where being stronger then someone means you generally just scale everything. Usagi's stamina is special because she has the Silver Crystal and it's endless power.

5: Power Nullification for Galaxia and Animamates: Tin Nyanko damaged the Locator Moons on the Mautians foreheads prohibiting their speech. As shown in chapter 1 covering the moons keep them from speaking so damaging them would keep them from speaking. Yes the moon were eased but I don't know where the assumption this is something Animamates could just do it as opposed to a function of the Mautian biology. 

How strong is SM really?

It's interesting. Sailor Moon's characters clearly get to the cosmic levels, up to universal+ but the hax is less correlated with power as it is in most verse. Characters with basically the same stats run the gamut from being almost haxless to having a long list of abilities. The God Tiers Sailor Cosmos and Sailor Chaos are fairly strong for their tier. Their advantage I would say is that they are very versatile, both having the ability to do most common forms of abilities for the tier; energy-matter, spacetime, soul, mind, spirit, sealing, godly regen. If I had to give their general disadvantage, it's that neither has abilities much stronger then you'd think for their tier outside pretty strong regen, they just have all the abilities you'd expect of their tier. It's like a planet level character with planet level energy-matter manipulation, moderate spacetime manipulation, moderate mind manipulation, moderate soul manipulation, precog and intangibility. It's nothing individually too strong for the tier, but just a good sweet of abilities. Where the Series really exceeds is having really strong hax at a lower tier. Even low tiers have like city-country energy and mind hax. Jadeite, the first serious enemy of the series, has inter-dimensional portals, energy-draining, transmutation, can control peoples bodies.

Canonicity: 

So saying something is canon is different then saying something happens in the same universe because alternate universes are a thing. Canon refers to if something is approved by the author or owner of a work to be in the same setting. If you go by what is approved by author to be in the same universe basically everything manga except Parallel Sailor Moon is in universe as Naoko Takeuchi wrote all of them and only distinguished Parallel Sailor Moon as a separate universe. If you judge canon by lack of contradictions, which I don't like personally, then you'd also have to remove the Kaguya Short Story, Chibiusa Picture Diaries 4 and probably 1, but the 3 exam battles, Casablanca Memories and the 2 middle Chibiusa Picture Diaries would still fit in teh timeline.

Naoko Takeuchi made a bunch of things related to the 90s anime including gag comics set in the anime universe, as well as pictures of Toei characters in her materials collection which might suggest that the anime and it's infinite dimensions (episode 118) might be canonical alternate universes. She also has personally approved of Sailor Moon Crystal suggesting it might be a parallel universe. From the anime you could also hypothetically get Sera Myu First Stage since Musical 1 is a divergent timeline following specifically Season 1 of the Anime. This doesn't really affect the main SM universe at all, just suggests that the Sailor Moon Multiverse might be bigger and have more threats then just what the SM Manga has. 

Should I read Sailor Moon?

I obviously really love the Sailor Moon manga and want people to read it. I would say SM for the most part though is a case of being what it looks like. If it seems like something you might be interested in, it's probably a good idea to give it a try. If you don't like the looks of it, then you probably won't. The only real differences I would say is that Sailor Moon's manga is a lot philosophical, dark/intense, and fast paced then it looks. I know that a lot of people use the first two terms to try and make their favorite series seem cooler. It's like "oh a planet gets blown up, that's such an implied darkness" I mean more along the lines of watching the main character kill herself, people's flesh falls off, humanity is brainwashed into violently murdering each other. SM is a lot closer to the Cthulhu Mythos then people realize. So if you are going into it expecting happy goofy fun times or you are avoiding it because you think it's just gonna be a bunch of sparkly nonsense, I would suggest reconsidering.
